In Birmingham, our local Jobcentre Plus partnership teams are working directly with colleges and training providers to ensure claimants have access to the right skills support. Our successful Sector Based Work Academy Programmes (SWAPs) have seen almost three hundred customers in Sparkhill take up this support in the last year. This provision includes pre-employment training, work experience and a guaranteed job interview across a variety of sectors, with further SWAPs available with employers such as HS2, Compass Group, Air Scaffolding, Weatherspoon’s, and Jet 2.

In the Hall Green constituency, we have recently supported customers into jobs in the hospitality sector through English for Speakers of Other Languages (ESOL) provision based at Sparkhill Jobcentre. Customers have also taken up non-teaching roles within local schools through the skills training we have set up with Pineapple Recruitment, and Sparkhill Jobcentre staff work closely with Joseph Chamberlain College to support claimants move into self-employment.

We are committed to ensuring that all staff can identify and signpost customers to the financial support they require. Across all our Jobcentres in Birmingham, Work Coaches have regular conversations with customers about the Flexible Support Fund (FSF) and how this can help to remove barriers to work, such as support with childcare costs.

The ‘Move In Move On’ programme helps customers in supported accommodation to move into work via a partnership with the Salvation Army. This programme offers financial education, tenancy skills and employability. We also work with The Money House which offers a financial education course to support 16–25-year-olds with banking, budgeting, and spending habits to support in reducing youth homelessness.

To help facilitate signposting discussions with customers, staff have access to a database of national and local support information, the District Provision Tool, which ensures that customers can access tailored support where required.

To ask the Secretary of State for Work and Pensions, what steps he is taking to help support women in Hornsey and Wood Green constituency to return to work after a career break.

Local Jobcentre teams are supporting residents into work and helping those in work to progress to higher paid jobs. We are working with local and national employers to help fill vacancies quickly, delivering Sector-Based Work Academy Programmes (SWAPs), recruitment days, Job Fairs, and work trials, all of which can help support women to return to work after a career break.

In addition, one to one support from a Work Coach and Contracted Employment Programmes, the department also offers help with CVs and employability skills, mentoring circles for people aged 50 plus and support with childcare costs. Where a Work Coach identifies a barrier to securing or progressing in employment, they can use the Flexible Support Fund (FSF) to procure clothing, tools, digital devices, and to help with travel to work costs.

In Haringey, we are working with the Construction Youth Trust to support more women into construction roles, with referrals made by Jobcentres across the borough, and funding available to support women who want to work in this sector.

To help facilitate signposting discussions with claimants, staff have access to a database of national and local support information, the District Provision Tool as well as the new Managed Jobs and Opportunities which ensures that claimants can access tailored support where required. This includes provision aimed at women across London such as Dress for Success, a service that supports women to improve their confidence when attending interviews and Smart Works, a UK charity that provides high quality interview clothes and interview training to unemployed women.

We are also working with Transport for London and the College of North East London on their Women into Transportation and Engineering provision. This provides two weeks of pre-employment training, covering CV writing, and workplace skills, plus a Smart Works coaching and styling appointment designed to give participants the confidence to apply for the roles offered within the programme

Jobcentre Plus Work Coaches will engage with customers to better understand the steps needed to support their work search ambitions. Where digital skills are identified as a barrier to securing or progressing in employment, customers can be referred to available local provision. For customers in England, we have ongoing collaboration at a national and local level with the Department for Education who fund adult education provision via the Adult Education Budget (AEB). Learning providers, many of which are Further Education colleges, deliver training to address claimant skills needs in line with Labour Market demand. As skills is a devolved matter, similar discussions take place with key stakeholders in the Scottish and Welsh Governments to help ensure the employment and skills support offered to customers in the devolved nations is aligned.

In addition, Work Coaches in England can use the additional flexibility available through DWP Train and Progress to signpost claimants to the Department for Education’s Digital Skills Bootcamps, which can last up to 16 weeks.

For digitally excluded working age out-of-work and in-work Universal Credit customers, Work Coaches can also use the Flexible Support Fund (FSF) to procure devices, dongle, talk time, and 6 months superfast broadband in the home where the Work Coach believes this will support Labour Market progression. DWP has also ensured that all operational staff in Jobcentres, Universal Credit service centres, Pension Centres, and partnership managers who engage with customers and stakeholders are able to signpost to information promoting broadband social tariffs made accessible to claimants through DWP’s Application Programme Interface.

Where essential skills needs are identified as a barrier to securing or progressing in employment, customers can be referred to available local provision which can include essential maths and numeracy training available through Multiply, English (literacy and English as a Second Language, ESOL) and digital skills, as well as other key vocational focussed opportunities.

Through DWP Train and Progress the length of time Universal Credit (UC) customers can undertake work-focused training has been extended. UC claimants are now able to attend full-time work-related training for up to 16 weeks.

For customers in England, we have ongoing collaboration at a national and local level with the Department for Education who fund adult education through the Adult Education Budget (AEB). To ask the Secretary of State for Education, what steps she is taking with career advice services to help ensure that young people leaving school can move into a (a) job and (b) apprenticeship.

In October 2023, the department launched a new website called Skills for Careers that provides a single digital front door to information about skills training options and careers. From Skills for Careers, users are guided through government’s skills offer from apprenticeships to Skills Bootcamps, A levels to Multiply. The website provides an overview of each option, along with information about writing job applications and CVs. The Skill for Life website can be found here: https://www.skillsforcareers.education.gov.uk/pages/skills-for-life.

The government has strengthened legislation to ensure all secondary pupils have access to independent and impartial careers guidance, and pupils in years 8-13 have at least six opportunities to hear directly from providers of technical education and apprenticeships.

Since September 2012, schools have had a statutory duty to secure independent careers guidance. For pupils of compulsory school age, this must include information on the full range of 16-18 education and training options, including apprenticeships.

The Careers and Enterprise Company will ensure that Careers Hubs increase young peoples’ exposure to employers and more in-depth workplace experiences. These experiences give young people a real feel for work and the skills they need to succeed.

The National Careers Service provides free, impartial high-quality careers information, advice and guidance. Young people aged 13-18 can access information and advice through the service website and local community-based careers advisers via a web chat service and a telephone helpline.

The Careers Pathway Dashboard allows users to see which are the most popular and best qualifications needed to gain successful employment in a specific sector within a local area. This is a first attempt to create information to support careers advice for young people exploring their career options or starting their career. Careers Leaders work to develop careers programmes that will improve the quality of careers advice in schools and give more aspirational careers advice for children and young people.

The department actively promotes apprenticeships in schools and colleges through the Apprenticeship Support and Knowledge (ASK) programme. During the 2022/23 academic year, ASK engaged over 2,400 schools and colleges, with over 625,000 student engagements and more than 45,000 parent/carer engagements.

Jobcentre Plus school advisers work closely with schools and colleges to support their statutory duty to deliver careers education and guidance, assisting young people to make informed choices about which path they can follow when they leave secondary school or reach 18.

Universal Credit (UC) claimants are required to undertake activity to address skills needs if this will help them enter and retain employment or find better paid work. Jobcentre Plus Work Coaches engage with claimants to identify and address these needs through options ranging from the Department for Education’s Skills Bootcamps; careers advice from National Careers Service advisors, many of whom are co-located in Jobcentre offices or DWP’s successful (Sector Based Work Academy Programmes).

DWP’s Sector-based Work Academy Programmes (SWAPs) help employers who have immediate and future employment needs by providing short work focussed opportunities to fill local job vacancies. Through the adult education budget, Government funds the skills training that employers require and in return employers agree to offer work experience placements and a guaranteed offer of an interview for a live vacancy. Data for the financial years 2021/22, 2022/23 and 2023/24 to date shows that, as of 28 January 2024, there were a total of 266,330 starts to a Sector-based Work Academy Programme. Final start figures for 2023/24 will be available early next financial year.

For claimants who need vocational and essential skills training (English/maths/digital), to support their work search goals, it was announced at Spring budget 2023 that the length of time UC claimants can undertake full time work-related training has been extended to up to 16 weeks. This means eligible claimants are able to access a wider range of courses, including those made available through the DfE Free Courses for Jobs initiative.

Additionally, local Jobcentre Plus partnership teams work directly with colleges and training providers in their area to ensure claimants have access to the right skills support. Jobcentre Plus partnership leads also participate in DfE’s employer representative body led Local Skills improvement Partnerships across England, which are articulating local employer skills needs for consideration by colleges and local training providers.

The local Jobcentre team are collaborating with a range of partners to support people into work and employers fill vacancies. In addition to hosting jobs fairs and delivering sector-based work academy programmes (SWAPs), the Jobcentre is working with Bournemouth and Poole College, Bournemouth, Christchurch and Poole Council, Citizens Advice, Faithworks, Seetec Plus, Aspire Training, Skills & Learning, International Care Network, Parks in Mind, the Boscombe Towns Fund and many other partners and organisations to provide an employment and skills offer to help meet the recruitment needs of local employers..

SWAPs are either active or planned in Facilities Management, Hospitality, IT and Communications, Education, Construction, Security, Manufacturing, Administration and the Civil Service through a range of local providers and these are being promoted through both Bournemouth Jobcentres closest to this Ward.

Disability Employment Advisers are supporting the Community Support Hub at a Health and Support Pop-Up: Community Wellness Event between the 18th and 28th March at the Bournemouth Arts Depot in Boscombe, where local people can access high-quality health services completely free of charge. This is in collaboration with BEAF Arts Co, Boscombe Innovation Hub, Help & Care, Community Action Network (CAN), and Healthwatch.

The Department for Work and Pensions (DWP) stands ready to support anyone affected by redundancy with our Rapid Response Service offer. This is a service designed to give support and advice to employers and their employees when faced with redundancy.

This service is co-ordinated nationally by the National Employer and Partnership Team and is managed by Jobcentre Plus. Delivery partners include Careers Wales, local training providers, Money Helper and ReAct Plus in Wales.

The Rapid Response Service offer is flexible and can include a range of options (see below) that can be pulled together into an appropriate support package. This package will be tailored to meet the needs of the employer, the individuals affected and the local community.

The range of support available from Jobcentre Plus and partners may include:

  • Help with job search including CV writing, interview skills, where to find jobs and how to apply for them.
  • Connecting people to jobs in the labour market
  • Help to identify transferable skills and skills gaps (linked to the local labour market).
  • What benefits they may get and how to claim.

DWP are also working closely with the Transition Board that was established to support the people, businesses and communities affected by the proposals for Tata Steel in Port Talbot.

To ask the Secretary of State for Work and Pensions, what steps his Department is taking to increase the support provided to unemployed North Sea oil and gas workers to find new employment.

The oil and gas sector supports over 200,000 jobs and is critical to a successful energy transition. That is why the Government is providing certainty to industry through the introduction of the Offshore Petroleum Licensing Bill as well as agreeing the North Sea Transition Deal with industry. This includes the development of an industry-led skills passport to enable workers to move between sectors, protecting jobs and ensuring their skills, which are vital for the transition, are not lost.

DWP supports people across the country through a range of support including face-to-face time with Work Coaches, job-search advice and more intensive employment programmes, helping those at risk of, or who have been made redundant to move back into work.

Through partnerships with local organisations DWP is able to respond to potential and proposed redundancy situations quickly and effectively, with local partners mobilised immediately to offer support and guidance to those affected. Low Value Provision (LVP) is an example of funding that can be used to supply training for Jobcentre Plus Customers, including those at risk of, or who have been made redundant.
