Clause 2, page 2, line 4, at end insert—
“(1A) An assessment under subsection (1) must consider—
(a) the well-being of infants, parents, carers and prospective parents and carers, and
(b) inequalities between infants, parents, carers and prospective parents and carers.
(1B) In this Act “well-being” means—
(a) physical, mental and emotional health, and
(b) in respect of infants, protection from harm and neglect.”
