Military Credit Union

I also asked the Minister about giving advice to soldiers and serving personnel on how best to manage their money. I said that, often, those who did not have the level of income they currently have found managing their money overawing. Has offering that advice been considered?

Indeed. The hon. Gentleman raised the role of the Money Advice Service, which we established two years ago, and I am grateful that he gave it a positive endorsement. The advice is proving effective and, as the hon. Member for West Dunbartonshire said, the number of people taking advantage of the service in its first two years demonstrates that there was a need for it. We think that it is being delivered in the right way. I also thank the hon. Member for Strangford for the advert he gave to Armed Forces day this summer and the celebrations that will take place in his constituency. I wish them well.

To ask the Secretary of State for Justice (1) what representations he has received on legislation on killing by one punch; and if he will make a statement;

(2) what plans he has to bring forward legislative proposals on killing by one punch; and if he will make a statement;
(3) if he will introduce a mandatory 10 year minimum prison sentence for anyone who kills someone with a single punch while under the influence of alcohol; and if he will make a statement.

Letter of correction from Jeremy Wright:
An error has been identified in the written answer given to the hon. Member for Enfield North (Nick de Bois) on 19 March 2014.
The full answer given was as follows:

The Lord Chancellor and Secretary of State for Justice, my right hon. Friend the Member for Epsom and Ewell (Chris Grayling), has not received any recent representations on legislation relating to killing by one punch. Such offending behaviour is covered by the existing offence of manslaughter and we have no plans to change the law in this area.

Manslaughter carries a maximum penalty of life imprisonment, which gives the courts full flexibility to deal with all the circumstances of the cases which come before them. This is particularly important as manslaughter covers a broad range of behaviour. The Court of Appeal issued a guideline judgment in 2009 on sentencing for unlawful act manslaughter in which it stated that attention should be paid to the problem of gratuitous, unprovoked violence in our city centres and streets.

The correct response should have been:

The following is the answer given by the Minister of State, Northern Ireland Office, the right hon. Member for South Leicestershire (Mr Robathan) to the hon. Member for Harrow East (Bob Blackman) during Northern Ireland Question Time on 2 April 2014.
Bob Blackman Portrait Bob Blackman (Harrow East) (Con)
- Hansard - - - Excerpts

Given that getting a job is the most important element in alleviating cost of living problems, will my right hon. Friend elucidate the measures that the Northern Ireland Office has taken to promote private sector investment so that new firms come into Northern Ireland?

Lord Robathan Portrait Mr Robathan
- Hansard - - - Excerpts

My hon. Friend will know that last June an economic pact was signed by the Northern Ireland Executive and others that looked forward to a rebalanced economy with more private sector jobs. In the last year some 10,000 jobs have been created in the private sector. As I have said, we are expecting another 13,000 this year, and 23,000 new jobs over the next year.
