Q2. This Government have a great record on education reform. [Hon. Members: “ Hear, hear.”] Given the huge success of the university technical college initiative—more than 25 such colleges have been created—will the Prime Minister please confirm that he will support a further round of applications this autumn, and that funding will be available so that businesses, universities, carers and young people in Devon—[Interruption.]

I welcome the Dilnot report’s many practical suggestions, which will be very important in Devon because it has the highest level of retired people—22%. With regard to the need for any new funding proposal to cover a range of different provision, given the change in relation to when people need to go into residential care, the contracting will need to be looked at carefully. Does the Secretary of State agree that if we are to have contracts, they need to be standardised? For example, the contracts that councils enter into with care homes are not standard, so although in theory they offer the same quality of care—

Animal disease is costly to the Government and farmers, both financially and emotionally. In 2009-10, the Government spent £330 million on animal health and welfare, and the foot and mouth outbreak in 2001, which devastated the local farming economy in Devon, is believed to have cost the UK £8 billion. I recently had a meeting with farmers in Newton Abbot, and they are very concerned that the Government will not listen to them about shaping plans, going forward, for cost and risk sharing—
