Question to the Foreign, Commonwealth & Development Office:

To ask His Majesty's Government, as a member of the OPCW (Organisation for the Prevention of use of Chemical Weapons), what plans they have, if any, to request an investigation into the allegations of chemical weapons being used against the Kurds in Northern Iraq.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

The UK takes all allegations of chemical weapons use seriously. The use of chemical weapons is prohibited by the Chemical Weapons Convention (CWC) and is a clear threat to international peace and security. We will continue to uphold and protect the Convention's ban on the use of chemical weapons. The Government is aware of reports that chemical weapons were used in northern Iraq. We have no direct evidence to support these claims. We continue to monitor reports of use of riot control agents in Northern Iraq.

Iraq: Yazidis
Tuesday 8th November 2022

Asked by: Baroness Hodgson of Abinger (Conservative - Life peer)

Question to the Foreign, Commonwealth & Development Office:

To ask His Majesty's Government what funding they are providing to support the (1) recovery, and (2) reintegration, of the Yazidi community in northern Iraq.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

The Yazidi community has suffered immense pain and loss as a result of the abhorrent crimes inflicted by Daesh. The UK advocated strongly for the passing of the Yazidi Survivors' Law in March 2021 and continues to advocate for and fund the work of the Directorate of Yazidi Affairs, which is responsible for securing reparations and justice for survivors, including Yazidi child survivors.

UK Ministers regularly raise the importance of this issue with the Government of Iraq and Kurdistan Regional Government (KRG). Most recently I raised it with KRG Minister of Religious Affairs in July this year. The UK committed £2 million to the UN Investigative Team to Promote Accountability for Crimes Committed by Daesh (UNITAD) and we continue to champion UNITAD's work in gathering evidence of Daesh crimes to bring perpetrators to account.

The UK is hosting an international Preventing Sexual Violence in Conflict (PSVI) Conference in London on 28-29 November to galvanise the world into further action to tackle sexual violence in conflict. As a PSVI focus country the conference will shine a light on Iraq and Yazidi survivors of sexual violence, who will feature in a number of programme sessions and artwork displayed across the conference.

Iran: Baha'i Faith
Monday 7th November 2022

Asked by: Baroness Hodgson of Abinger (Conservative - Life peer)

Question to the Foreign, Commonwealth & Development Office:

To ask His Majesty's Government what steps they are taking to encourage the government of Iran to release Baha’is who have been detained on grounds of their religious convictions.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

The Baha'i community in Iran is systematically discriminated against, harassed and targeted by the authorities. Reports indicate that the Iranian Government has this year redoubled repressive efforts against the Baha'i community, with expropriation and repossession of land, destruction of homes and increasing detention of members of the community. As the FCDO Minister responsible for Human Rights, I [Lord Ahmad] said on 5 August: persecution of religious minorities is a serious human rights violation and cannot be tolerated in 2022. We reiterated our commitment to holding Iran to account at a Westminster Hall debate on 11 October. We continue to raise human rights with the Iranian Government at all appropriate opportunities.
