Speech in Lords Chamber - Mon 14 Mar 2022
Economic Crime (Transparency and Enforcement) Bill

"I think that is a story for the noble Baroness’s memoirs, and I look forward to reading it.

There are lots of good amendments in this group but I want to speak to Amendments 56, 57, 61 and 62 about the implementation period. For me, the six-month implementation period makes …..."

Economic Crime (Transparency and Enforcement) Bill

"My Lords, I am going to say something that I do not think I have ever said before: I have really enjoyed this debate. Virtually every noble Lord who has spoken has said, “I support this Bill but …”—and then has proceeded to give a list of reasons why it …..."

Revised Energy National Policy Statements

"I wish the Minister had shown me his speech before he gave it today, because I could have gone through it with a red pen. Repeating wishful thinking does not make it happen. “May” and “might” is not a policy, and I shall now describe what the Government’s energy policy …..."

Subsidy Control Bill

"My Lords, I shall speak to Amendments 62 and 63. Amendment 62 seems pretty basic post-legislative scrutiny, so I am not quite sure why it is not in the Bill already. The Government are bringing in this legislation and it makes sense for the Competition and Markets Authority to report …..."

Subsidy Control Bill

"But can the Minister see our point that the climate emergency has to be part of every part of government thinking and at the moment it is not? It just gets dropped out of piece after piece of legislation as if it was not really part of government thinking. It …..."

Written Question
Oil and Natural Gas: Licensing
Wednesday 9th February 2022

Asked by: Baroness Jones of Moulsecoomb (Green Party - Life peer)

Question to the Department for Business, Energy and Industrial Strategy:

To ask Her Majesty's Government what plans they have to apply a separate climate compatibility checkpoint for future (1) oil, and (2) gas, licensing on the UK mainland; and what role English local authorities will have in making the assessment of compatibility.

Answered by Lord Callanan - Shadow Minister (Foreign, Commonwealth and Development Office)

The Government has invited contributions on the design of the climate compatibility checkpoint through the launch of a public consultation on 20 December 2021, closing on 28 February 2022. The consultation seeks views on the application of this checkpoint to potential future onshore licensing.

Subsidy Control Bill

"My Lords, I sat here on Monday on the first day of Committee and I wondered how much of the replying Minister’s speech was written already—that is, Ministers were not responding to any of the good sense or good words that they heard from this side of the Room. It …..."

"I agree with every word that the noble Lord, Lord Fox, just said. I liked him shouting “tosh!” at the Government; that was great. That is a very gentle word for it. He also sent me into a mild panic, because I had not realised that my noble friend Lady …..."

Subsidy Control Bill

"I would like to raise a small, technical point; I think that the Minister skimmed over it in the debate on Amendment 33 in my name, possibly because I did not explain it properly. Subsidies for fossil fuels should be calculated using the IMF definition of financial assistance for fuel …..."
