T4. I know Ministers take very seriously the responsibility of supporting those with mental ill health to stay in work. One of my constituents has contacted me about his concerns. He is suffering from mental health challenges and is finding that the constant threat of redundancy or reorganisation is taking a toll on his mental health. Can the Minister tell me now, or write to me, to explain what obligations employers have to take into account their employees’ mental health when they are making such decisions?

I am sorry to hear about the experience of my right hon. Friend’s constituent. As she will know, the Prime Minister commissioned a review of mental health in the workplace led by Paul Farmer and Dennis Stevenson. Their findings will be reported to this House shortly.

This consultation affords us an opportunity to look at a person’s whole journey. Generalising, the earlier someone can have a conversation with somebody about their ambitions and the support they will need, the better that journey will be, so I totally agree with the hon. Gentleman.

I suspect that the Employment Minister may not be aware of the Employment of Women, Young Persons, and Children Act 1920, but it is a concern to the Heritage Railway Association and others, who have had advice from leading counsel that young people cannot volunteer in industrial undertakings. We have now written to the Health and Safety Executive, but I wonder whether the Minister will meet me to have a conversation about it.

I would be very happy to meet my right hon. Friend about that issue. There is a huge amount of work going on to ensure that young people, but others as well, can make use of all opportunities to expand their horizons, and I would be happy to meet her about the specific points she raises.

[The Minister for Disabled People, Health and Work (Penny Mordaunt)]

PIP is slightly different. For example, someone’s needs might increase and they need a reassessment to receive more support under PIP. The Green Paper affords us the opportunity to look at all these things together. I think there are opportunities for PIP perhaps to have a lighter assessment, but we need to get the whole process right.

T7. I wrote to the Pensions Minister on 16 December about my constituent, Ruth Saunders, who drew to my attention the fact that there are certain defined-benefit pension schemes where increases are not being paid for amounts paid in before April 1997. He very kindly responded on 5 January. The point is that there is discrimination because only 10% to 15% of companies are not paying these increases. The issue is whether the amount can be corrected going forward. I would suggest that this is one of the burning injustices that the Prime Minister was talking about, and I would like a meeting with the Minister and my constituent to discuss the issue further.

T8. The maritime taskforce will report shortly, setting out the opportunities and actions to make Portsmouth and the Solent area the heart of the maritime industry in the UK. Will the Economic Secretary work with me to ensure that we can capitalise on the report’s findings to make that vision a reality?

I know that my hon. Friend has worked extremely hard on this. I congratulate her and Admiral Stephens on the excellent work that the taskforce has been doing. It is producing more than a vision for Portsmouth; it is producing a set of clear actions that will enable the Solent area to achieve its ambitions in maritime, marine and manufacturing. Considerable sums will be invested in those sectors. Portsmouth has a Minister and a cross-Government team to help it to secure what it needs, and the Treasury will do all it can to enable the taskforce’s remit to be realised.
