        My Lords, I did not expect to get through this speech without the noble Lord, Lord Hannay, wishing to draw attention to the advantages of the European Union. The fact is that those countries are immeasurably less densely populated than the United Kingdom. France, at 111 people per square kilometre, has 25% of our population density, and we have to bear that in mind.
