Lords ChamberI thank the noble Lord, Lord Greaves, for bringing this timely debate to the House today following the announcement of the Chinese ban on imports of plastic and other waste. Regrettably, we have relied on China to deal with our waste for far too long—in fact, now for over 20 years. It is therefore important that the Government’s 25-year plan will send a strong message to everyone about the commitment to be the first generation to leave the natural environment in a better state than it inherited.
There is no doubt that public support for recycling is at a real high, as the noble Lord, Lord Greaves, just mentioned, particularly in response to the BBC’s “Blue Planet” series. Britain currently ships around two-thirds—approximately 500,000 tonnes—of its waste to China for recycling each year. With a view to finding new destinations in the short term, UK recycling firms are now having a hard look at other manufacturing countries such as Malaysia and Vietnam. However, we have to begin to manage more of our waste. We are told that the UK uses 13 billion plastic bottles every year, with only 7.5 billion being recycled and the rest going to landfill. That is a massive amount for any country.
We have a real challenge to address not only in the short term but in the longer term, so it is so important that we build a coherent waste strategy with real meat on the bone. There is no doubt that China’s decision will cause some major issues in the short term, as I alluded to earlier, so there will be a need for joined-up working between government, the Environment Agency, local authorities and all other interested parties to carefully manage the situation before us.
People support recycling and want to do all they can to address the problem and help reduce pollution, so it is disappointing to know that recycling rates have plateaued in the last five years. Therefore, consultation with industry is vital on a well-designed deposit return scheme with inbuilt incentives, in particular to stop the accumulation of plastic products in the environment that adversely affect wildlife, wildlife habitat and indeed humans. Industry must take more responsibility for the environmental impact. I know that taxpayers would be willing to pay more for single-use plastics but surely the manufacturers of these cups should bear the brunt. However, I welcome the Waste Infrastructure Delivery Programme, to which the Government will have committed £3 billion by 2042 to support investment in a range of facilities to keep waste out of landfill and increase recycling levels.
The clean growth strategy, published on 12 October last year, sets out an ambition for zero avoidable waste by 2050, cutting the total amount of plastic in circulation, reducing the number of different plastics in use, improving the rate of recycling, supporting comprehensive and frequent rubbish and recycling collections, and making it easier for individuals to know and understand what goes into the recycling bin and what goes into the general rubbish bin. However, that is a long way away, and confusion still reigns in many cases.
The general public are a captive audience. That was borne out when the 5p charge was put on plastic bags, taking 9 billion bags out of circulation and reducing usage by a whopping 83%, and with more than £66 million being given by supermarkets to good causes from the 5p charge. I certainly look forward to seeing and walking down the plastic-free aisles in our supermarkets very soon. The banning of the manufacture of personal care products containing plastic microbeads only two days ago was a great start.
We are all too well aware of how plastic pollution can unfavourably affect the land, waterways and oceans, with marine animals in particular being affected through entanglement or the direct ingestion of plastic waste, or through exposure to chemicals within plastic that cause interruptions in biological function. I personally find it very difficult to see those heart-rending pictures. We are now witnessing an increase in the volume of plastics in the ocean, with decomposition being slowed down. It is estimated that a foam plastic cup will take 50 years, a plastic beverage holder 400 years, a disposable nappy 450 years and a fishing line 600 years to degrade.
Many UK councils are working hard to increase their recycling rates but others have to raise their game significantly and quickly. England is well down the list of countries in the developed world, ranking 18th and with an average recycling rate of just 42.8%. The time has come to act. The environmental legacy that we leave for our future generations has to be better, so we really must take up the challenge. We have to be bold, we have to improve and manage our recycling, and, in particular, we must take a long, hard look at our future infrastructure now that the Chinese have put a ban on imports of plastic and other waste.
Finally, I hope that this will not be an opportunity missed and that we will see bold new measures being taken in the next few weeks. The situation is indeed urgent. We need the detail and we need the bite. Quite simply, we cannot afford to sit back and wait.

Grand CommitteeMy Lords, I too thank my noble friend Lady McIntosh for tabling this important debate. I am sure that we will have more debates on agriculture as we go through the transitional period.
I have worked in agriculture for more than 30 years and I understand how important it is to the economy. I was out walking with Daisy and Ted, my two dogs, at the weekend, enjoying the countryside while listening to the gaggle of geese flying over in their distinctive V shape towards the Trent Valley, and looking at the very diverse farming around me, recognising how much it contributes to the welfare of our communities and business sectors. Therefore, regarding future farming support, I am pleased that the Government have already responded to the period of withdrawal from the EU and I welcome their commitment to continuing to guarantee CAP Pillar 1 until 2020 with a future guarantee of CAP Pillar 2 funding to include agri-environment schemes. I hope that Defra will bring forward as quickly as possible further policy options to reassure the farming and agricultural communities about the need for continued clarity and certainty as the Government go through the process.
It is very important that the agriculture Bill sets out a clear framework, not only with a sustainable direction accompanied by agreed timescales, particularly in the early stages, but with a commitment to continuity and certainty while giving confidence to farm businesses. When we leave the EU, we need to avoid costly and disruptive customs checks for our export markets, as delays will have a significant negative impact on the agri-food sector, in which products are often perishable and food supply chains are highly integrated.
It is important to stress the need to present as an opportunity the securing of a decisive break from the CAP and to establish our own ambitious and environmentally responsible policies so that we can achieve a sustainable future for agriculture. Unfortunately, experience in the past has shown that bold CAP reform decisions have often been implemented in a rush, or in the absence of policy certainty, creating significant delivery problems for agencies and delaying payments for farmers. The ambition for the sector would be to focus on restoring our natural heritage while building resilience and supporting production that is sustainable, innovative and humane.
There is no doubt that the CAP is outdated and very complicated, with about £2.5 billion per year used for direct subsidies based on land acreage. Unfortunately, the decline in biodiversity has affected many farmland birds and wildlife—in particular, as the noble Lord, Lord Whitty, said, bees and other pollinators, which play an important role in natural habitats and feed supply by pollinating crops and wild plants. This area needs to be supported and to play an integral part in the future agriculture Bill.
The goal for the UK is to create a world-leading food and farming industry which supports farmers in adapting to climate change, increases energy efficiency and helps reduce farmers’ exposure to volatility in prices of fertilisers, pesticides, labour and energy. Investment in IT and digital solutions will help them to drive competitiveness. Whether directly or indirectly, we have a unique opportunity to include as many organisations as possible in discussions during the implementation of the 25-year environment plan and to consult widely.
Families and young people wanting to settle, work and grow in rural settings are being priced out of areas they have known all their lives because of the lack of affordable housing. That puts a huge strain on rural economies, populations and vital community services. We have witnessed village pubs, post offices and rural schools closing because of ageing and dwindling populations. Evidence tells us that high-quality and affordable new homes can transform rural communities.
At this moment, the UK has a negative agri-food trade balance of £22.4 billion, making it a net importer of food with a self-sufficiency ratio of 61%. The question is how we can grow better, sell better and export better in supporting the UK to lead the way. With our reputation for high animal welfare, we must ensure that imports meet these high standards so that UK farmers are not placed at a competitive disadvantage. It is imperative that welfare standards are embedded in any future trade agreement
Farming matters to the UK. Farmers are the stewards of our lovely countryside.

Lords ChamberMy Lords, I am pleased to be here today to pay tribute to my noble friend Lord Plumb and to wish him well in his well-deserved retirement. I have worked for over 30 years in the agricultural sector, during which time the landscape has changed considerably. I might take issue with my noble friend Lady McIntosh, as Lincolnshire is probably one of the most beautiful counties in the whole UK. I also thank my noble friend Lord Lindsay for initiating this debate on agriculture, which is one of the most crucial issues facing the UK post Brexit.
Whatever views each of us held during the referendum or holds now, Brexit presents a once-in-a-generation opportunity, although no doubt there will be many challenges to address in shaping the future of British agriculture. Leaving the EU means leaving the CAP, which has for several decades been determined by tradition, but offers a chance to take an innovative and transformative approach to include national and worldwide issues quickly and effectively, directly responding to local need and diversity.
We should encourage the innovative agritech sector, which unites scientific and research capacity with traditional agriculture, but this must be backed up with really good data. We should take the opportunity to applaud universities and industries that are major drivers in this area with a strong commitment to it, by emphasising the need for a strong STEM-qualified workforce for the 21st century and encouraging new entrants to help drive innovation.
But we must set about dealing with the immediate issue of poor connectivity in many rural areas, which a previous speaker has already alluded to. Superfast broadband is an absolute priority, for which there is acute need, given the reliance on remote working and long-distance relationships with customers, clients and suppliers. We also need to address income inequality, housing shortages, rural transport services and an ageing population. Rural communities are at the heart of our rural economy; compared to towns, cities and conurbations, they have a higher proportion of small businesses and entrepreneurial self-employed people delivering those vital and in many ways unique opportunities.
Tourism connectivity also plays a huge part in the diversity of the rural economy, requiring better road and rail network links, particularly for tourism in our coastal areas. That said, the character of rural land use, including agricultural land, also plays an important part in bringing tourists to our unique rural area. As the Minister, Michael Gove, has said, the UK has only 40 years of fertile crop growing left because intensive farming is cutting the ground from beneath our feet, and farmers need to be given incentives to tackle soil fertility loss and the decline in biodiversity.
There is scope to improve farming and ecosystems by recognising both the economic and the non-economic services that can be provided by agriculture, such as flood risk mitigation, climate change adaptation, habitat protection and recreation services. To promote British food at home and abroad, and because we have a reputation for quality, we should have bolder, eye-catching advertising for the little red tractor label supporting UK products, displaying our animal welfare, wildlife habitats and marine conservation. That is what our customers want to see. We certainly do not want to be flooded with products from other countries that have poor welfare standards.
Getting food to the shops quickly is important, as is looking into unfair practices in the food chain and more joined-up working practices to address major rural crime such as the theft of machinery and fly-tipping. We can all see for ourselves the devastating effect plastics are having on our environment. Lastly, a clear and effective national policy framework for setting short-term, medium-term and long-term minimum obligations and maximum entitlements must be included.
This is an opportunity for transformative change and it is important that it not be missed. Agriculture has been put under the spotlight as never before. There is huge potential for positive change. When it comes to growing more, selling more and exporting more, as has been said, the question is: how can we grow better, sell better and export better to address the environmental, economic and social challenges of our food and farming system?
