Commons ChamberThe Chair of the Education Committee is absolutely right. I hope that he and his Committee might make a contribution to the consultation to help us as we establish precisely that pathway, which starts in school but goes beyond people’s commencement of work, because people often need to retrain and take on new skills during their working life.
I welcome the desire to transform technical education—something of a recurring theme ever since the days of Prince Albert. In trying to help the Secretary of State to make it a success this time, may I ask him to pay greater attention to the 14 to 19-year-olds at university technical colleges like the one at Aston University? Could I persuade him to give the training levy to the newly elected regional mayors, who can then make strategic training decisions that are appropriate to the regions they represent?
The right hon. Lady makes two important points. First, as others in the past have recognised, it is vital to recognise the importance of technical education and to improve it, and that is certainly our intention. On the particular proposal that she mentions, if she would care to discuss it with me, we could feed it into the consultation.

Commons ChamberI am grateful to my hon. Friend for her question, and I look forward to the discussions with the council leaders about the devolution deal. Today’s settlement does not include the effects of those deals. One proposal that we will consider is for the earlier retention of business rates. I am delighted that such imaginative proposals have been put forward locally.
The Secretary of State said that he would take account of demography: the ageing population and the density of population. I also urge him to take note of the few places in the country that have an extremely young population. In Birmingham, 30% of the population is below the age of 15. When he meets the group of MPs, can we discuss how his settlement will affect the special needs of the city?
Of course I will, and when we have that conversation, the right hon. Lady will make the case for Birmingham. As I have said, it is important to recognise the need to help with social care pressures, and that is what we have done in the settlement.

Having a prominent and identifiable figure can, I think, help that scrutiny. Both the recent Mayors in London have been prominent individuals, and I dare say that they would both say that they feel pretty well scrutinised by Members of Parliament, elected members and indeed by public opinion. Under the Bill, it is open to different authorities to put arrangements together. In the case of Greater Manchester, strong powers exist for the constituent authorities, which have a long track record of working very well together to exercise scrutiny over the elected mayor. Members of those councils, of course, are linked in through that. Different arrangements are possible in different places.
I give way to the newly right hon. Member for Birmingham, Edgbaston (Ms Stuart).
I agree with the Secretary of State’s notion that the devolution process will be asymmetric, so that combinations will have to form themselves. In the case of Birmingham, some components are obvious, but where does the right hon. Gentleman take control to ensure that some parts around it—whether it be Warwickshire, Stratford or whatever—are not left out of the process and can be brought together into some greater framework?
The right hon. Lady reflects exactly why we need a bespoke approach rather than a single template—because every place is different. As we know, her city of Birmingham is the largest local authority in Europe, and it is very different from other authorities. Greater Manchester is divided into 10 separate authorities, for example. It would be completely wrong to seek to impose a Manchester arrangement on Birmingham and its neighbours. As I have said, and as is reflected in the Bill, arrangements can come forward only if there is a consensus between the local authorities that might want to be partners. That has to be forged locally. I do not have the ability either now or subsequently through the Bill to impose an arrangement on any authority, however much people might desire it.

Commons ChamberI do welcome it. I read the proposals from councils and businesses in Devon and Somerset. One of the benefits of devolved funding would be that infrastructure decisions were increasingly made locally. I know that the north Devon link road is close to my hon. Friend’s heart. In fact, I heard him talk about it on Radio Devon, and so confident is he that this investment will be made that he has invited Her Majesty the Queen to come and open it next year. That is the kind of positive thinking we need.
On the devolution deal, does the Secretary of State take a view on what these new authorities should call themselves? “Combined west midlands authority” is rather a mouthful, and I would much rather have “Greater Birmingham”.
I think the nuance with which the hon. Lady asked her question answers it for her. It is better for local people to make these decisions rather than for a Secretary of State to determine them. It is very good that the authorities across the west midlands are coming together and working so well.
