Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

Israel has not declared a nuclear weapons programme. The UK Government has called on Israel to join the Nuclear Non Proliferation Treaty as a non-nuclear weapon state and to upgrade its arrangement to a full scope Comprehensive Safeguards agreement with the International Atomic Energy Agency.

Written Question
Palestinians: Housing
Monday 15th February 2021

Asked by: Baroness Tonge (Non-affiliated - Life peer)

Question to the Foreign, Commonwealth & Development Office:

To ask Her Majesty's Government what representations they plan to the government of Israel about reports that a Civil Administration official threatened Palestinians with expulsion from their homes if they invited (1) journalists, or (2) activists, to witness attacks on them by Israeli settlers.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

We regularly make clear our concerns about the evictions of Palestinians from their homes in the West Bank to the Israeli authorities, both bilaterally and in co-operation with like-minded diplomatic partners. We regularly visit communities facing eviction from their homes. The Fourth Geneva Convention, which applies to all occupied territories, prohibits demolitions or forced evictions absent military necessity. We also continue to reiterate the importance of freedom of speech to the Israeli Government.

Written Question
Atallah Mohammad Rayan
Monday 15th February 2021

Asked by: Baroness Tonge (Non-affiliated - Life peer)

Question to the Foreign, Commonwealth & Development Office:

To ask Her Majesty's Government what representations they have made to the government of Israel about reports that the Israel Defence Force (1) denied medical aid to Atallah Mohammad Rayan after he was shot by soldiers, and (2) raided his family home.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

We have not raised this case with the Government of Israel. Our Embassy in Tel Aviv regularly raises the importance of the Israel security force's adherence to the principles of necessity and proportionality when defending its legitimate security interest. In instances where there have been accusations of excessive use of force, we have advocated swift, transparent investigations. They also raise access to healthcare with the Israeli authorities. The long-lasting movement restrictions and the serious constraints imposed by the occupation can impact the provision of medical care. The wounded and critically ill should be able to access the urgent medical care they need.

Written Question
Palestinians: Health Services
Monday 15th February 2021

Asked by: Baroness Tonge (Non-affiliated - Life peer)

Question to the Foreign, Commonwealth & Development Office:

To ask Her Majesty's Government what assessment they have made of the statement by the Palestinian Authority's Minister of Health on 26 January requesting the intervention of international human rights organisations to stop the demolition of a health clinic in Zanouta.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

The UK regularly raises demolitions with the Government of Israel. The Minister of State for the Middle East and North Africa raised his concerns about demolitions of Palestinian and humanitarian structures, including healthcare centres, with the Israeli Ambassador on 29 October 2020. UK officials from the British Consulate in Jerusalem have made regular visits to areas at risk of demolition and eviction to reiterate UK support for those communities. The UK also urged the Government of Israel to end demolitions of property in the West Bank at the UN Security council on 26 January 2021. The UK is clear that in all but the most exceptional of circumstances, demolitions are contrary to International Humanitarian Law. The practice causes unnecessary suffering to ordinary Palestinians and is harmful to the peace process.

Written Question
Hala Mash'hour Qutt
Monday 15th February 2021

Asked by: Baroness Tonge (Non-affiliated - Life peer)

Question to the Foreign, Commonwealth & Development Office:

To ask Her Majesty's Government what representations they have made to the government of Israel about (1) reports that Hala Mash'hour Qutt was injured during (a) attacks on her family home, and (b) an attempted kidnap, by Israeli settlers; and (2) the steps being taken by that government (i) to investigate, and (ii) to charge, anyone involved in perpetrating any such attacks.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

Whilst we have not made representations on these reports, the UK condemns violence by settlers against Palestinians. We continue to stress the importance of the Israeli security forces providing appropriate protection to the Palestinian civilian population. We urge them to thoroughly investigate every instance of settler violence and bring those responsible to justice.

Jerusalem: Walls and Fences
Monday 8th February 2021

Question to the Foreign, Commonwealth & Development Office:

To ask Her Majesty's Government what assessment they have made of reports that the government of Israel has approved a project to build new sections of a wall to the north and east of Aizarya.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

The UK Government continues to raise our concerns about Israeli restrictions on freedom of movement and access into and out of the Occupied Palestinian Territories, with the Israeli authorities. We continue to stress to the Israeli authorities the damage that their restrictions on movement, access and trade are doing to the living standards of ordinary Palestinians.

Written Question
Gaza: Hospitals
Monday 8th February 2021

Asked by: Baroness Tonge (Non-affiliated - Life peer)

Question to the Foreign, Commonwealth & Development Office:

To ask Her Majesty's Government, further to the Written Answer by Lord Ahmad of Wimbledon on 19 January (HL11788), whether they consider the reported bombing of a paediatric hospital in Gaza on 26 December 2020 to be part of government of Israel's "legitimate right to self-defence"; if so, how; and what assessment they have made of what constitutes legitimate self-defence for those living in territory occupied by that government.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

We continue to stress the importance of the Israel security forces providing appropriate protection to the Palestinian civilian population and to conduct prompt transparent investigations into any claims of IDF misconduct. Officials from the British Embassy in Tel Aviv raised the issue with the IDF on 20 January and will continue to follow the IDF internal investigation. The UK is clear that it is vital that all actions are proportionate, in line with International Humanitarian Law, and are calibrated to avoid civilian casualties. Any attacks targeted against civilians are unlawful and unjustifiable.

Written Question
West Bank: Schools
Monday 8th February 2021

Asked by: Baroness Tonge (Non-affiliated - Life peer)

Question to the Foreign, Commonwealth & Development Office:

To ask Her Majesty's Government what assessment they have made of reports that the only school in Al-Maleh has been demolished by the government of Israel; and what steps they plan to take to support the educational rights of Palestinian children living in Area C of the West Bank.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

The UK opposes Israel's proposed demolition of a Palestinian school in Al-Maleh and calls on Israel to reconsider its plans to do so. The Minister of State for the Middle East and North Africa raised UK concerns about the demolition of Palestinian infrastructure, including the potential demolition of schools, with the Israeli Ambassador to the UK on 29 October. Our Embassy in Tel Aviv also raised our concern about the demolition of schools with the Government of Israel on 13 October, alongside European partners. In all but the most exceptional of circumstances demolitions are contrary to International Humanitarian Law.

Written Question
Israel: Palestinians
Monday 8th February 2021

Asked by: Baroness Tonge (Non-affiliated - Life peer)

Question to the Foreign, Commonwealth & Development Office:

To ask Her Majesty's Government, further to the letter from Lawyers for Palestinian Human Rights to the Minister of State for the Foreign, Commonwealth and Development Office, sent on 19 January, regarding the withholding of the body of Ahmed Erekat, what representations they have made to the government of Israel about (1) ending its policy of withholding Palestinians' bodies, and (2) returning the bodies of all Palestinians to their families.

Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office)

We are aware of the case of Ahmed Erekat, and reports of a High Court petition for the release of Mr Erekat's body. We understand the Israeli security cabinet have ruled that it would not allow the return of bodies of Palestinians held by Israeli Security Forces (ISF). While we have not raised the case, we will continue to monitor the situation. The UK position is clear: we urge all sides to treat the dead with respect and urge Israel to return any bodies they are holding. We regularly raise the issue of the high numbers of Palestinians killed and injured by Israel Defense Forces in the West Bank and Gaza with the Israeli authorities, encouraging them to carry out transparent investigations into whether use of live fire had been appropriate.
