I congratulate the Government on having a review of whistleblowing, which clearly is long overdue. I thank my noble friend for his letter and engagement with us on the whistleblowing issue in the Economic Crime and Corporate Transparency Bill, but does he consider that there is adequate protection in the current framework against career detriment and dismissal for whistleblowers? Does he not think that those who are working inside firms are best placed to blow the whistle and uncover crimes before any regulator tries to sweep up the mess afterwards? Therefore, looking at examples overseas, such as in America, that seem to work much better than here might be worth considering.

As I said to noble Lords, there clearly has been a disparity, with BAME people more likely to have fixed penalty notices issued to them. As I said, the NPCC is going to analyse that in more depth, and will report in due course.

My Lords, given the differences in health status among the different minority groups in the country, with those in the most deprived areas staying healthy only into their early 50s while those in the wealthiest areas stay healthy until around the age of 70, will any assessment be made of the impact on those required to go out to work—to defy lockdown, perhaps—or to find other sources of support if, for example, they were lacking a private pension to tide them over to the ever-rising state pension age, which we were talking about in the previous Question? Lockdowns impose much more hardship on those in poor health, who have much lower resources. I would be grateful if my noble friend could write if she does not have the answer.

I might have part of an answer, which I addressed in an earlier question. I do not think there is any doubt that nervousness in isolating because of financial circumstances was both anecdotally a factor and found to be a factor in people not wanting to isolate because they needed the money. I talked about Covid support payments, but I am looking now to my noble friend Lady Stedman-Scott. I admire my noble friend Lady Altmann for linking the previous Question to this one, but I am sure that my noble friend Lady Stedman-Scott will be able to answer in more detail in due course.

My Lords, it is true to say that fireworks injuries have actually gone down since 2016. I cannot comment on the assertions made by the noble Lord in his questions, because I do not know whether that is the case or not. The Government are most certainly not thinking of a ban. It might help him to know that the Petitions Committee conducted an extensive inquiry into fireworks in 2019, and concluded that it could not support a ban on the sale or use of them. Funnily enough, the National Fire Chiefs Council agrees, as do the Government.

My Lords, I agree with the Minister that we should not ban fireworks, but do the police have powers should they find people letting fireworks off in public places where they could pose danger? For example, there were two fires in the Bournemouth area over the weekend for fireworks night. Has there been an increase in the number of children who were admitted to A&E this year as a result of the lack of public fireworks displays and more private fireworks?

My Lords, I thank my noble friend for that question. I cannot yet say what the numbers are for this year because they have not been collated, but, as I said in a previous answer, fire injuries have gone down quite dramatically since 2016. On police powers, Section 80 of the Explosives Act 1875 prohibits setting off fireworks in a public place, or throwing them into a public place or on to a public road, and the police have powers to enforce it. Breaches can be subject to a fine scale. They can also issue on-the-spot fixed penalty notices, including fines of £90, to persons age 18 or over who are found to be committing this offence.

There are areas for fee waivers, and children in care may well have their citizenship fees paid for them. I reiterate my previous point that just over £2.9 billion is generated in fees, whereas the cost of BICS is over £3 billion.

My Lords, I am delighted that there are some exemptions for children, both those born before 2006 and those born after. Does my noble friend agree that this is not about immigration but about children with the right to register as citizens and potentially denying them their right to register if they cannot fund more than £1,000? I encourage my noble friend, who I know is compassionate about this issue and about children in general, to urge the department to perhaps consider again.

I agree with my noble friend that we do not underestimate the significance of the issue of fees for child citizenship and registration as a British citizen to both Members of the House and to those affected. As I said earlier, we keep those fees under review.

Well, it is not that the over-74s are not worth counting, nor that it is in the “too difficult” box. The noble Baroness will appreciate that for data to be robust you have to collect enough of it to make what comes out of it statistically significant. I understand that that is where the sticking point is—but Professor Diamond has committed to looking at it again, which is very encouraging.

I thank the Minister for her answers. I know that she is concerned about this issue. However, the question of statistics is less important than making sure that these people are protected. Can the Minister comment on the need for better links between social care, the NHS and police services to address domestic abuse, which is currently more likely to be handled by the police? This makes sense for domestic homicide but, for ongoing abuse, perhaps the other services could be brought more to the fore.

My noble friend makes a really good point, because some incidents in isolation do not look like anything but, combined with the work of other agencies, they build up a picture, particularly in the area of elder abuse. My noble friend knows that I am a great supporter of a multiagency approach, because you get more effective interventions and outcomes through it.

My Lords, my noble friend is right that we will have to take all those different factors into consideration. On logistics, we will have to engage with different countries to see what innovations are available for us to ease some of the restrictions and start to make life easier for people. However, as I say, they will be regularly reviewed.

My Lords, I express sympathy with my noble friend for her valiant attempts to defend this policy. However, I can only echo the wise words of colleagues from across the House that one can see the loopholes in these regulations immediately. For example, could my noble friend confirm that anyone who flies in from abroad via Dublin will not be required to quarantine for two weeks?

If someone arrived from Dublin in the last 14 days, they would not have to quarantine. I can see that people will want to flout some of the rules and will try to find loopholes. I can only say that these rules are put in place to keep people safe and save lives.

I hope the noble Lord will forgive me when I say that I do not have specific information to hand on the NHS. It is pretty disgusting how this exploitation takes place very quickly on the back of a vulnerable event. Counterfraud guidance is being circulated alongside further advice and guidance from cybercrime technical work, which consists of more than 100 police officers across the country with a focus on helping businesses and individuals to protect themselves from these sorts of crimes. The public sector is a huge part of national business as we know it. I have certainly had a lot of information on Covid-19 exploitation, such as selling people protective equipment that is absolutely fraudulent and tests that are absolutely fake. It is an appalling practice, but it is happening and we are working across agencies to try to combat it.

My Lords, I thank everybody who has made all this possible. It is much appreciated. I declare my interests as listed in the register.

I have a particular question on pension fraud and pension scams. I know the Government have been doing a great deal of work trying to protect people better, but there are practical ways in which we can try to prevent money leaving pension funds. So far, there is a ban on cold calling, but it is not a complete ban: your provider can call you or others can call you. Individuals are not clear about where to report scams. There is Action Fraud, City of London Police, the Scorpion campaign, ScamSmart, the FCA and the Pensions Regulator.

I would be grateful if my noble friend would ask the department whether, on pension fraud, it might be possible, with our pensions Bill going through at the moment, to look more carefully at asking pension providers to clamp down on people who are in a rush to transfer quickly, to direct people to Pension Wise, and perhaps to help people protect their pensions with a line of defence at the provider level. Obviously we cannot stop scams completely; these are very unscrupulous people who can change IP addresses and phone numbers and can even pretend not be in the country they seem to be coming from.

My Lords, I am sorry; I am looking for the appropriate bit in my notes but cannot find it. The noble Baroness raised a very important point. Particularly at this time, when people are feeling vulnerable, it is really pertinent to raise that point. Obviously I am not in the pensions department, but I will take that point back and alert my colleague, my noble friend Lady Stedman-Scott, to it.
