I pay tribute to the hon. Member for North Thanet (Sir Roger Gale), chair of the all-party parliamentary group on frozen British pensions, for his tireless and forceful campaigning on this issue over many years. I am proud to be a member of that group, but it is very much about his determination to see an end to this injustice. I hope that his campaigning, both personally and collectively, will soon start to bear the fruit that it deserves.

We are having this debate in an unexpected context. It was announced before the Easter recess, when none of us—even those on the Government Benches—had any idea that we would see Parliament dissolved and a general election. I think that is partly why fewer hon. and right hon. Members are here than there would otherwise have been, which is a shame. However, I was going to make the point anyway that there is a simple reason why this issue has never been resolved and Governments have been able to ignore it again and again. I say “Governments” because, as the hon. Gentleman said, it has been ignored by successive Governments. This is not a party political issue. All parties have failed to deal with it during their times in government.

I love and am hugely proud of being my constituency’s representative. Representing Leeds North West is the part of my job that I love most. However, the reality is that these 550,000 British citizens, who are the same as every one of us here and as all our constituents who are UK citizens, do not have an MP. They do not have a single person who directly represents them and fights their cause in the way that we all do when we receive constituents in our surgeries who tell us about injustices that they face. One MP, or groups of us, can take up those issues and campaign until we finally get Ministers, of whatever colour or Government, to make a change. This group of people do not have an MP. They are disenfranchised and are not represented. Constitutionally, the length of time that this injustice has endured means that it may now be time to look at what France and other countries do and somehow have representation for our UK citizens who live abroad.

I congratulate the hon. Member for North Thanet (Sir Roger Gale) on securing this debate. I supported his bid.

Does the hon. Member for Leeds North West (Greg Mulholland) recall our meeting in the House of Commons two or three months ago with a number of people who had come from overseas to make representations? Surely it is bad when people have to come from overseas, at great expense, to lobby Members of the Westminster Parliament. This issue goes back to the 1960s, so he is right to refer to successive Governments. This has gone on for far, far too long.

I entirely agree with the hon. Gentleman. I pay tribute to the dogged campaigners who have worked with the all-party parliamentary group. Their campaigning is remarkable, particularly given the distances involved. The situation he highlights makes my point even more clear. This group of campaigners, these British citizens, came to Parliament, but who could they directly contact? We meet our constituents when they come to lobby us, and we point people who come from another part of the country to their own MP, but we do not represent people who contact us from Canada, Africa or wherever it is because they are not our constituents. I pay tribute to the members of the APPG, and particularly to the very active members and the chair, for being prepared to represent such people through friendship.

Many of us have come to this issue because we have been told about a constituent’s relative or friend, or perhaps because we know someone in this situation. I do not know such a person, incidentally, but I have come to the conclusion, simply by engaging with, listening to and reading the arguments, that this disgraceful injustice cannot continue. It is morally wrong and legally deeply questionable. Ultimately, the position taken by successive Governments in ignoring the issue and using the same standard excuse for many years, despite this Government recently saying that they will look into the matter, will be shown to be legally unsustainable in an increasingly globalised world.

Let us remind ourselves that this is happening in the context of post-Brexit turmoil, which will have all sorts of effects. In the future there will be a very real threat to UK citizens who live in the European Union, and I know the APPG will lobby strongly to ensure that the situation is resolved as part of the Brexit negotiations. We discuss freedom of movement and immigration, but we forget to talk about emigration and the fact that many British citizens, for very good reasons, use their right to go to live and work, or retire, in another country.

That is borne out by the experience in my local office. Disability Benefits Consortium research suggested that 71% of respondents said that assessors had not sought any evidence or information about the specific condition, and I think that that is part of the reason why 65% of those who challenge a decision are successful.

We must always be careful when a Government say that they are targeting somebody or something, as we know that that is a codeword for cuts and a reduction in benefits. My constituents often find it an ordeal because they are going into the unexpected, and they do not know what the outcome will be.

My hon. Friend makes his point very powerfully.

The other condition I wanted to say something about is epilepsy. I am one of the honorary vice-presidents of Epilepsy Action, an organisation that has also been in touch with me today to say that that they fear that these proposals could penalise people with epilepsy who might rely on support or supervision to manage their medication and monitor their health condition. The DWP’s own case study recognises that a person with epilepsy who has a seizure might need a friend or carer to administer medicine, without which they might go into status epilepticus. We know that that can lead to brain damage or to death.

I reaffirm what my hon. Friend the Member for Oldham East and Saddleworth said from the Front Bench. We have an opportunity through this debate to raise concerns on a cross-party basis, but I urge the Government to listen to those concerns. As the hon. Member for South Cambridgeshire (Heidi Allen) said earlier, we have been sent a message by the tribunals about parity between mental and physical health. Let us say clearly that we have listened to that message and urge the Government to reconsider the regulations.

I beg to move,

That this House has considered Jobcentre Plus office closures.

It is a pleasure to serve under your chairmanship, Mr Walker, and I thank the Backbench Business Committee for granting this debate, for which there is cross-party support. With the exception of an urgent question, this is the first time that the House has managed to debate this issue since the announcement of UK-wide office closures. This is an opportunity for hon. Members to represent their constituents and to discuss the effects that the office closures will have on their constituencies. As has been indicated, there is widespread disquiet about the impact that the jobcentre closures will have. I will keep my opening remarks brief to allow hon. Members with closures in their constituencies the opportunity to inform us all of the local impacts on their constituents and communities.

The House is rightly exercised—as are many hon. Members—by the haphazard nature of the closures and the lack of evidence or rationale to support them, other than that they will save money in the short term. The lack of an adequate equality impact assessment is particularly damning. The closures have been presented by the Government as a straightforward process of rationalising the estate—that is, as sensible, considered and thought through in great detail. I would suggest otherwise, however. Far from this being a planned process to make the most of the expiry of contracts to improve services and locate them where they are needed most, it is a cost-cutting, penny-pinching cuts programme being done with poor to non-existent consideration of local conditions.

Instead of consulting appropriately with local partners and seeking to co-locate with other services to improve the effectiveness of Jobcentre Plus services, the Government have embarked upon a Google Maps, back-of-an-envelope exercise, based on achieving a targeted percentage of closures—10% overall, but 50% in Glasgow, as I am sure we will hear. Instead of enabling jobseekers to easily access other services—such as support with housing, childcare, debt management and health conditions—to help them to overcome their barriers to work, the Government have started with the basic premise of how many offices they can close and then worked backwards.

I congratulate the hon. Gentleman on securing the debate. For the record, we should remember that at least 30,000 people have lost their jobs in the civil service, and this is part of that. He spoke about the increasing workload. Citizens advice bureaus have reported that their workloads have gone up by 88%, in particular because of personal independence payment claims. Tile Hill jobcentre in my constituency is being closed, so people will have to walk miles or get buses. Importantly, a lot of them suffer from disabilities, so they will be at a disadvantage.

I apologise, Mr Flello, but you can understand the anger that the women feel. A Member of Parliament on the Government Benches laughing when we are discussing this important issue is beneath contempt, and the Member should actually stand and apologise to the women who have been affected by this, rather than sitting there smugly as he is.

As I mentioned, it is no surprise that women were unaware of the changes because when the DWP commissioned research in 2004 it highlighted that only 2% of respondents mentioned that they had been notified of changes to the state pension age via a leaflet. Perhaps the hon. Member for Rugby (Mark Pawsey) wants to rise and try to defend that—quite frankly, it is indefensible. It is an insult that the Government at the time thought that changes affecting a woman’s retirement age could be dealt with by a leaflet. That is an abrogation of responsibility and each and every Member who refuses to do something is culpable.

We should all receive an annual statement from the DWP on our expected entitlement, just as we do from private pension providers. Why has that not been happening? Do the Government not know where we all live? [Laughter.] It is a fair question. Why were the women not written to? Why have we not had an answer to that question? Why did it take all the years that it did? The case is not defensible—it is shameful—and the way the Government still refuse to accept responsibility is shameful.

The failure to communicate was highlighted by a DWP publication in 2004 called “Public awareness of State Pension age equalisation”, which found that only 43% of all women affected by the increase in state pensionable age were aware of the impact on them. If the Government accept that women were not informed in a timely manner and therefore did not have time to react, why do the Government not accept their responsibilities?

We also know—you couldn’t make this up—that the Government sent out 17.8 million letters to men and women between May 2003 and November 2006 on automatic state pension forecasts but, wait for it, they did not contain any information about the state pension age. That is quite remarkable. Letters were written, but they were just the wrong letters—they did not have the important information. They said, “To find out more about the state pension age for women, please see ‘Pensions for women: your guide’. See page 10 for details on how you can get a copy of this guide.” That is no way to convey information. The Government should have communicated accurate, clear and transparent information. That was another massive failure to communicate.

At some point, rather than hand wringing, the Government have to take responsibility, because 2.6 million WASPI women have been let down. I am going to wind up because I realise that time is pressing. Research in 2011 by the English Longitudinal Study of Ageing found that by 2008 only 43% of women affected by the change were aware of it. Just think about this: over half of women who were expecting a pension at age 60 were going to be denied that. I cannot imagine the shock when they realised that they were not going to get what they thought was rightfully theirs. It is not the women who are at fault; they have paid in, expecting a pension. It is the Government who have let them down and it is the Government who have a moral and ethical responsibility to do something about it.

I will be very brief. I apologise, Mr Flello; I was actually over in the Chamber because there were some important debates there as well and I cannot be in two places at once even if I would like to be. This is a timely debate because next month we will have the Budget. If the Chancellor can find billions for high-speed rail and other issues, surely he can find a couple of billion to give these women a decent life.

That is a very good point. We can find the money for high-speed rail. We can find, at the drop of a hat, £170 billion or more for Trident renewal. We are even due to debate the renewal of this place. If I were given a choice, I would want to make sure that the WASPI women were compensated and not that £7 billion was spent on reforming this place. That can wait, but the WASPI women need their money and they need it today.

The DWP told the Select Committee on Work and Pensions last year:

“Until 2009, direct communication with people affected by increases in state pension age was very limited.”

The Government must reflect on that and on the fact that women have not been properly informed. The Pensions Minister, in a parliamentary answer to me on 23 November last year, stated:

“The Government has committed not to change the legislation relating to State Pension age for those people who are within 10 years of reaching it. This provides these individuals with the certainty they need to plan for the future. We recognise the importance of ensuring people are aware of any changes to their State Pension age”.

We have put an option to the Government that is affordable and is about doing the right thing. The Government should agree with us. Frankly, I do not want to see any of us back here again. It really is about time that when the Minister rises today, she recognises the wrong that has been done. For the love of God, do something—do the right thing.

The Torrington Avenue office in my constituency is due to be closed and its claimants sent into the centre of the city. Does the Minister not realise that this will cause great inconvenience and great cost to my constituents, who live in one of the least well-off areas of Coventry? What is she going to do about that?

The right hon. Gentleman has been very diligent on this issue, and he is determined to be proactive in supporting disabled people to have such an opportunity. The reality is that the growing economy is benefiting everyone, but perversely, the last time we had a recession, the disability gap actually shrank because non-disabled people came out of work at a quicker rate than the disabled people. If we had a recession, we would not celebrate the closing of the gap if people were also coming out of work.

Greater minds than mine will now have to decide what way to go. For what it is worth, I think the only thing that matters is that, as quickly as possible, more disabled people should have an opportunity for work year on year. We should be looking at ways to do that. When we came to office, the then Prime Minister said that we wanted to halve the disability employment gap, which meant employing about 1 million more disabled people. We should be trying to get to that target as quickly as possible, by looking at it annually. Stakeholders and charities are keen that we can demonstrate on an annual basis that we are making real, tangible progress. So far, with 590,000 more disabled people in work in the past three years, progress has been good, but there is still much more that needs to be done.

The final area I want to mention is disability benefits. As a Government, we now spend £3 billion more a year, which is welcome. That recognises the fact that under the old system of disability living allowance, only 16.5% of claimants accessed the highest rate of benefit, while under PIP, the figure is about 22.5%, because the system recognises hidden impairments better, particularly mental health ones. It is right that we are getting support to the most vulnerable people in society as quickly as we can.

However, I have an ask. Everybody in Parliament recognises that we have a growing challenge with mental health conditions in this country. Whether in relation to people in work, people trying to get into work or people in their everyday lives, about one in four people will have a mental health condition at some point. I suspect whoever was in government would, like our Government, look to committing additional funding to support people with mental health conditions. One of the challenges is that no one has quite resolved the best way to direct and provide such support. There are lots of different pilots, but we have a real opportunity in that the one way in which we are identifying people with mental health conditions is through the PIP benefit. However, we do not do anything with that information: we do not signpost people who have gone through the system and been identified as having a mental health condition to the traditional support offered by the NHS, local charities, support groups and so on. I am not looking to get people off PIP.

I am sorry that I came in late and missed the earlier part of the hon. Gentleman’s speech. To be quite frank with him, it is not so easy for people with mental health disabilities to get benefits. I now have a number of cases of people with mental health and other disabilities who have had their benefits stopped without any notice and without a by-your-leave.

The overall picture is that about 20% of those with a mental health condition accessed the highest rate of benefit under DLA, but the figure is now in the region of 80% under PIP. The system is better, although there is still work to be done. We have fantastic organisations, such as Mind, that regularly engage with Ministers and provide proactive suggestions about how to make further improvements.

My point is that when we identify such people, we should then signpost them to the additional support that is available. Through our own casework, we know that people who have experienced a mental health condition often do not know where to turn. There is no guidebook to tell them where to go. If we identify somebody with a mental health condition, we have a duty to do our very best to work with organisations such as Mind to signpost them to the help available, so that they can once again share the same opportunities that all of us take for granted.

This is an important debate. It is right that we are increasing spending on the most vulnerable people in society. We are rightly helping to give people an opportunity to get into work. The statistics are showing that real people are benefiting from our strong economic growth. I urge the Government to keep pressing forward with the positive action we are taking.

I thank the hon. Gentleman for that point, and he is absolutely spot on. This is about justice and fairness. It is about people who have paid into a pension and who expected to get that pension—in the case of most of these women, at age 60. The discovery that they were not given adequate notice is a clear reason why the Government must change course and act in a responsible manner.

The hon. Gentleman has spoken in many debates on this issue, and I pay tribute to him for that. The situation gets worse. The Government, through the back door, are examining the triple lock for existing pensioners. More importantly, responsibility for television licences for pensioners over 75 is being shoved on to the BBC, which will get the blame instead of the Government.

Again, I find myself agreeing with the hon. Gentleman.

As a House, we must reflect on the situation in which there are still 1.2 million pensioners in this country living in poverty. I am ashamed when I hear Members of the House saying that we should examine the triple lock, because we should protect our pensioners. One thing on which I will give an absolute commitment is that if we had responsibility for pensions, the triple lock would be secured by the Scottish National party. Pensioners would be secured with the SNP.

That this House has considered the effect of Government proposals on supported housing.

It is a pleasure to serve under your chairmanship, Mr Howarth. I thank hon. Members for their attendance. I formally congratulate the Under-Secretary of State for Welfare Delivery on her newish role—this is the first chance I have had to do it publicly.

We are here to talk about the effect of Government proposals on supported housing. Once again, this is a Government targeting a significantly disadvantaged group with ill-thought-through plans that will have long-term negative cost effects and which have already had a negative effect on the provision and supply of supported accommodation. In a September 2015 Department for Work and Pensions release, the then Secretary of State stated:

“Supported housing supports hundreds of thousands of the most vulnerable people across the country”.

Some of them are on crutches. The Department’s definition of vulnerable people covers older people, homeless people, people fleeing domestic violence, people struggling to overcome drug and alcohol addictions, and disabled people, including many people with mental health conditions and learning disabilities. Those are the people who use, and need, supported accommodation.

In 2010, the Department for Work and Pensions published a report that suggested that of people living in supported accommodation 25% had a learning disability, 42% had a severe disability or a physical disability, 17% were recovering from addiction, 5% had a significant mental health problem and 5% were fleeing domestic violence. We must ask ourselves why any Government would choose to make life more difficult or more uncertain for those groups of people. We are talking about a truly shabby policy on top of policies since 2010 that have significantly targeted, again and again, disabled people and other disadvantaged groups with cut upon cut. I will outline what the Government say they intend to do and why so many organisations and people have significant concerns.

I am sure that my hon. Friend will remember that only weeks ago we had a debate on homelessness in the House of Commons, and a motion was passed. I am interested to know how that motion can be implemented when there is a situation like this with regard to homelessness, particularly with capping going on. That is surely a contradiction in terms.

Location is important, and I will come on to discuss where needs are best met. For too many of the people directly affected, that has been in NHS accommodation, which has been inappropriate and at far greater expense, but the Government’s plans do not address that.

I do not think we should let the hon. Member for Taunton Deane (Rebecca Pow) get away with what she said about passing responsibility on to local authorities. That is a cop-out. Local authorities can do the work with Government resources but if they are not given those resources all that happens is that they get the blame and the public suffer.

It is the individuals who need the accommodation who suffer, and also the taxpayer in the longer term, for reasons I will come on to.

I want to give some national and local statistics. It is estimated by the House of Commons Library, which I thank for the figures, that there are 651,000 supported accommodation places across the country. That is not a massive number, as accommodation goes. Across my borough of Southwark, there are 1,200 places in a range of schemes.

I want to flesh out a bit more who is affected, by citing a couple of anonymised case studies from AmicusHorizon. The first is Mrs W, who is disabled and lives on her own in sheltered accommodation. She has no close family, and has mobility problems, a visual impairment and a learning disability. That is who the Government are targeting. She lives in sheltered housing, which means that she is in an accessible and supportive community with unobtrusive support from a scheme manager who operates as a kind of warden. That support enables her to live independently. Her combined rent and applicable service charge is £123.10, which is £57.44 more than the applicable LHA rate.

The second case study is that of Mrs P, who lives in an extra care scheme. She lives on her own and does not have contact with her children. She moved to the scheme after a spell in hospital because of a fall. In the accommodation her health has improved and the staff provide support to ensure that she stays well and is able to get out more and attend social activities. Without that support she would be in residential accommodation at potentially higher cost. Her combined rent and applicable service charge is £174.71, which is £64.04 more than the applicable LHA rate. Golden Lane Housing, which is a Mencap subsidiary, provides homes for people with very complex needs in my constituency, including people with learning disabilities. I visited its accommodation in Rotherhithe, and the people being supported there do not just have severe learning disabilities; they also have communication impairment. One was deaf and could not speak, and that is who the Government are targeting with the change. The wraparound support that those people need is absolutely essential, and by its very nature it is more expensive than routine housing costs.

St Mungo’s is another brilliant local provider of emergency and supported housing in Southwark. It helps people out of homelessness, and helps people with high support needs. In its client group, as it calls them, in Southwark, 53% have slept rough; 73% have mental health needs; 44% have a significant physical health condition; and 55% have or have had a substance misuse problem. As well as providing shelter for those people, St Mungo’s runs workshops that improve life skills and help many residents to avoid more intensive NHS services and to stay out of the criminal justice system.

The Government’s plans from last year and from before that simply do not take into account the broader benefits of supported housing. First, there is the social benefit. Supported housing gives people who would otherwise struggle to live independently control and choice over their lives while allowing them to receive essential support. There is the human, personal benefit of supported housing. There is also a financial benefit. The cost of supporting people in specialist supported housing can be half the gross cost of residential care placements. Lifeways estimates that the average net saving achieved by moving from residential care to supported accommodation is at least £185 a week.

There is a clear cost saving available if we get the policy right, but the Government have failed to do that. The lack of specialist supported housing is pushing people with learning disabilities, dementia and a range of conditions into more expensive residential care, including hospitals. The National Housing Federation states that stable and certain funding for supported homes and services reduces pressure on public services such as the NHS, saving the taxpayer around £3.5 billion a year. That is the potential saving from getting this right.

I thank all the organisations that have given me briefings or meetings on the issue, including the National Housing Federation, Golden Lane Housing, Lifeways, AmicusHorizon, the London Borough of Southwark, St Mungo’s, the Salvation Army, which I think is here today, and London Councils. Their involvement and all the supported accommodation that they provide has built up in the years following the extensive shift in public policy to enable disabled people to live more independently. In particular, that shift was meant to support disabled people to live outside NHS accommodation and residential care. That reflects a demographic shift, and we need to be aware that we have an older disabled population. We should celebrate the fact that more young disabled people are surviving into adulthood, but that comes at a cost. They need more support. In Southwark, the fastest growing cost group to social services is 18-year-olds with learning disabilities. Mencap estimates that that group alone requires the provision of 1,000 new places a year in supported accommodation.

There are some worrying statistics on how things will be directly affected by the Government’s proposals. Golden Lane Housing has suggested that 82% of local authorities agree that there is a shortage of supported housing for people with a learning disability. More worryingly, 41% of current schemes could be at risk of closure if the Government do not shift their plans. Some 80% of schemes due to be built to support that group would cease and not go ahead, leaving many disadvantaged people unable to access the homes and support they need and directly undermining Government efforts to provide supported housing in the community as part of the Transforming Care programme.

All of that has been put at risk by the mess, limbo and confusion from Government on the issue. There has been a clear lack of co-ordination across Government, with a rush to continue the squeeze on budgets without thinking more strategically or for the longer term. In September, the new Secretary of State said:

“The Government values the role supported housing plays and is committed to protecting and boosting the supply of supported housing”.

However, DWP policies have put existing and planned supported accommodation at risk. For example, Golden Lane Housing had to postpone a £100 million five-year bond to provide supported housing. It would not have relied on a penny of public funding. It is also likely to have to turn down a £500,000 grant from the Homes and Communities Agency it applied for under the care and specialised support initiative to develop new homes. Accommodation has been put at risk as a direct result of the Government’s confusion on the issue.

Unable to meet higher needs, the executive director of operations at AmicusHorizon said:

“The impact of the cap will be more than £1 million of annual rent and service income being put at risk. It will also have a significant impact on our residents. None more so than those living in extra care schemes. We’ve calculated they will have to fund an average shortfall of £41.00 per week”.

The Government have said that

“from 2019/20 core rent and service charges will be funded through Housing Benefit or Universal Credit up to the level of the applicable LHA rate…For costs above the level of the LHA rate, Government will devolve in England an amount of funding for disbursement locally.”

Very little detail has been provided, and there is an ongoing consultation on the issue.

Lifeways is based in my constituency and provides accommodation for more than 5,000 people with learning disabilities across the country. It has commented on the uncertainty that the Government have created and the lack of clarity in the funding model:

“The current uncertainty about the future funding of specialist supported housing is putting at risk our ability to deliver high quality, permanent homes in local communities...The new funding model currently been consulted on needs to ensure that the money devolved is sufficient and gets passed on to the right people. People with learning disabilities must not be overlooked.”

The hon. Lady is right. Our staff are compassionate on behalf of our constituents—in many cases, they themselves are our constituents—and they understand the issues very well. When it comes to explaining ourselves, let us make sure that that point is highlighted.

This does not only affect our staff. Cuts to legal aid and to organisations such as citizens advice bureaux very often mean that we are picking up issues that really only a lawyer should be dealing with.

Again, that problem will be replicated across all our constituencies. In my constituency, the citizens advice bureaux have reduced their hours, which means that they have reduced their capability to take on tribunals and appeals. We have probably filled that gap. That responsibility has fallen on the shoulders of people not only in my office, but in the offices of other Members in this House. I thank the hon. Gentleman and the hon. Lady for their contributions, because they have outlined the issues very clearly.

In the summer Budget of 2015, it was announced that the work-related activity component paid to those in the WRAG would be abolished for new claims from April 2017. The equivalent element in universal credit will also be abolished. This means a reduction of £29.05 a week, and aligns the rate of payment with that for those claiming jobseeker’s allowance. It is said that existing claimants will not be affected and that there will be protections for those who move into the WRAG or the universal credit equivalent from the support group. The changes were introduced to

“remove the financial incentives that could otherwise discourage claimants from taking steps back to work.”

As of February 2016, there were some 2.4 million ESA claimants in Great Britain. Of these, 1.5 million were in the support group; some 19% were in the work-related activity group; some 13% were in the assessment phase, awaiting their work capability assessment—how frustrating it must be to wait for that to happen, given the time that it takes—and 3% were in the unknown phase, yet to be allocated to a group. Again, that illustrates the lack of process and the difficulties with time. Many people are in this group. Although the changes apply to new applicants, there will certainly be people that are affected. I understand that the DWP impact assessment says:

“The notional loss to each family is expected to be around £28 a week, which represents around a 10 per cent notional change in net income, presented in 2019/20 prices. Someone moving into work could, by working around 4-5 hours a week at National Living Wage, recoup the notional loss of the Work-Related Activity component or the Limited Capability for Work element.”

Let us focus on what that means. The Government expect those disabled people to find four to five hours’ work elsewhere to fill the gap. For a start, the hours might not be there. What if their disability means that they are not able to do it? With respect, it is just incredible that the Government believe that that could happen.

Let us be serious here: the whole point of ESA is that it is for people who are unwell. There seems to be a presumption by the DWP that working the five hours a week to fill the gap is not an issue, when in fact the 200,000 or so people who are in the WRAG for mental and behavioural issues may not find it such an easy option. Earlier, a Member referred to those with mental health issues. In Northern Ireland, we have many, many people who have depression and other mental health issues, and who suffer greatly every day. Our 30-year conflict has contributed to those problems.

It is fair to say that whenever a Government do something good, we want to congratulate them. The DWP has stopped the renewals of ESA for those who are long-term sick. I am very pleased about that. Many people with brain injuries or who have children with educational and emotional difficulties have come to my office. The court has appointed people to deal with their money, and yet, until now, those people have had to renew their ESA claim every two years. I wrote to my own Department in Northern Ireland about that matter, and I was very pleased to get a response from the Government through the Department and to hear that they are now doing away with that requirement. It is only right that those for whom the court has made appointees should not have to renew their ESA every two years. It is just silly to ask for that.

As an employer, would I hire someone who may be prevented from being reliable because of their documented illness—someone I could not allow to work with customers owing to such issues? Although I would have sympathy, could I run my office like that? The answer is that I could not, and I doubt that the Government could either, so who will employ these people who are being told, “Just work another five hours to make it up.”

Let me be clear: we are not talking about jobseekers, but about people who have a recorded and supported illness. The rationale, while perhaps understandable in other areas, is ridiculous for those who are in this group. There is a reason they are not simply on JSA, and the Government must recognise that.

The hon. Member for South Down (Ms Ritchie) referred to the closure of offices, and we are concerned about that as well. We are fighting that together. The campaign is supported by all the parties at every level—council level, MLA level and MP level. Retaining those offices is important. We also should remember the support from the Disability Benefits Consortium. Mencap in Northern Ireland has asked me to express its concerns as well. I am given to understand that there will be

“new funding for additional support to help claimants return to work”.

That has been clarified as £60 million in 2017-18, rising to £100 million in 2020-21. In addition, the Government have announced an extra £15 million per year in 2017-18 and 2018-19 for the Jobcentre Plus Flexible Support Fund to be set aside specifically for those with limited capability for work. Some £43 million has also been allocated to trial ways of providing specialist support for people with common mental health conditions between 2017-18 and 2019-20. I wish to make this plea to the Minister. When we have those staff in place, please, please can we make sure that they have the training, the ability and the quality to respond, because very often, with great respect, they do not have those skills. As the elected representative of my staff, it is frustrating to have people on the phone telling someone that they do not understand what they are about.

My concern is that the seriousness of the illness is not taken into account. It almost feels as though Government are saying, “Yes, yes, I know you’re feeling a trifle under the weather, but come on, old chap, stiffen that upper lip and move on.” That is not possible for those suffering from musculoskeletal problems—there are almost 100,000 in this group. There is no stiff upper lip for them. There are those who cannot know when they will be well enough to work, but they are told to make up the five hours whenever they can. I am sure that my staff would love me to say, “Do your 37.5 hours whenever you feel like it. You can work from 2 am to 7 am if you like.” However, that would not help me to deal with my constituents, my customers or those who need help. There are few places of employment like that, so why can the Government not outline where those five hours at a time can be found? We could go so far as to say that people would have to work only one hour if they could find an employer willing to pay £29 an hour. “Don’t be absurd,” the Government would say, but that would be as easy to find as an employer who would allow someone to work five hours a week whenever they choose, according to their illness.

Instead of cutting benefits, we should focus on improving support for disabled people who need help and on getting them back into work. I know that the Government have made some concessions, and the unemployment figures this week showed that more people who are disabled are in work. That is good news and a move in the right direction. Let us continue in that way.

The Government need to understand the difference between being ill and being unable to find work. In the past month I have had in my office a former ward sister, a former construction worker, a business owner and a social worker, all of whom are now on ESA. I know those people well. They do not want to be on ESA. They are not choosing not to work out of laziness. They were earning £500 a week and are now getting £75, so the Government’s inference in this regard is insulting. More importantly, it is based on a false premise that cannot be allowed to stand. I therefore feel that I have to stand with the proposer of the motion and those who have supported it and say that we are against these Government proposals. I know that the Minister is an understanding lady and I look to her to respond compassionately to the issues that we have raised. I hope her response to today’s debate will be positive and constructive. Let us help our people as we should.

Autumn Statement Distributional Analysis, Universal Credit and ESA

That is right. People want clarity. What everyone wants is for work to pay and for people to be better off in work than out of work, but that is not what we are going to get.

The Government used to be very keen on having a full and detailed distributional analysis, and I have with me the introduction to the one they published in 2012. They said then:

“The Government has taken unprecedented steps to increase transparency and enable effective scrutiny of policy making by publishing detailed distributional analysis of the impact of its reforms on households.”

It was a very good thing that the Government, and the right hon. Member for Tatton (Mr Osborne), did then. The right hon. Gentleman went on to say:

“The analysis shows average impacts due to policy changes over time across the income and expenditure distributions by decile”.

I hope that, at the end of the debate, Ministers will commit themselves to publishing the information by decile, so that we can scrutinise it properly and challenge the Government on what they are about to reveal. That is not just my view. The Tory Chair of the Treasury Committee agrees, because he knows that if he is do his job effectively the information must be published and available to everyone, including the public. This matters: the distributional analysis should reveal the impact of tax, welfare and public spending changes on 10 household income brackets, but the Government want to halve the amount of detail and cover just five brackets.

I was pleased when the Conservatives chose this new Prime Minister, given the choices that they had, and I was pleased when she said that she wanted this to be

“a country that works for everyone”.

Don’t we all? But how can we know whether the Prime Minister is true to her word if she does not proceed to publish the information that we need to test the assertion by which she herself asked to be judged? Unless she does so, we cannot test that claim.

This leads us to ask ourselves what the Government are attempting to hide. What the Minister said sounded incredibly positive, and there were many measures that he said we ought to be welcoming. If that is true—if he is right and Opposition Front Benchers are wrong—he should publish the information, so that we can test him on his claims. Go on, let us see it!

I suspect that the picture is not quite as rosy as the Minister suggested. Perhaps it is the £1,500 a year to be taken from disabled people that he is trying to conceal, but it could be any number of the measures that he has in mind. The Resolution Foundation has estimated that the poorest 50% of households will be £375 worse off on average by 2020-21, while the other half will be £235 better off. We need this information to be published before every Budget and every autumn statement, so that we can compare the impact of the different measures. I want to be able to see what is going to happen next week and compare it with what happened three years ago.

My hon. Friend is making a marvellous speech. Does she agree that we can safely conclude that someone is going to lose out somewhere when the Government speak about their proposals in such glowing terms?

My hon. Friend has far more experience of scrutinising Conservative Governments than I have, and I suspect that he may be right.

According to the Institute for Fiscal Studies, the effect of all the tax and benefit changes in last year’s autumn statement would mean losses about 25 times larger for those in the bottom decile than for those in the top decile. If the IFS is wrong, let the Government publish the information so that the Minister can back up the claim that he has made today. The IFS also says that average earnings have been revised down in every year of the forecast, as has real household disposable income.

We want to know exactly what the country is in for. On 23 June, we made a decision to leave the European Union, and what that has done—or part of what it has done—is unleash a huge amount of uncertainty on the country, on business and on decision makers. One thing that the Government could do to ease some of that uncertainty is publish all the information that we need to determine where we are and track the direction in which the Government are taking us.

According to the IFS, nearly half a million children will be plunged into absolute poverty by 2020

“as a result of planned tax and benefit reforms”

in the March Budget. The IFS says that an additional 500,000 people—including 400,000 children—will be in relative poverty because of tax and benefit overhauls. That paints a very different picture from the one presented by the Minister. Unless he is prepared to publish a proper distributional analysis, we shall be forced to conclude that he is, for some reason, trying—his attempt will fail—to conceal the impact of some of the measures that he has in mind. I hope that he will resist that urge and commit himself to publishing a proper analysis with 10 deciles, so that we can see what is happening, make comparisons over time, and challenge and scrutinise the Government effectively.
