To ask Her Majesty’s Government what assessment they have made of the cost to taxpayers of problem gambling.

My Lords, Public Health England has undertaken a review of evidence on the public health harms relating to gambling and their social and economic burden. Publication has been delayed by Covid but is expected in the first part of this year. We have also launched our review of the Gambling Act. We are calling for evidence on how best to reduce harms and how we will recoup the cost to society.

When the Minister announced the gambling review, he mentioned the tax receipts provided by the industry, but there was absolutely no reference to the social costs, particularly those associated with health services. We know only that, as part of the Government’s NHS mental health plan, £6 million has been committed to gambling-related harm by 2023. How much do the NHS problem gambling clinics cost the NHS, including the 14 new clinics due to be opened by 2023-24? If the Minister is unable to give these figures, would she write to me?

To take the right reverend Prelate’s first point, I know he will acknowledge that it is very difficult to tease out the specific costs related to gambling harm, particularly on health and mental health. I will endeavour to dig out the updated figures from the mental health implementation plan for the 14 clinics, but I also note that this investment is in addition to the investment being made by GambleAware in specialist clinics in London and in the Northern Gambling Service.

The noble Lord is right that there is no way to put a financial price on the pain that some families have suffered. We have a responsibility to listen to those families, take their evidence incredibly seriously and give them a real voice. We are absolutely committed to doing that. As I mentioned in your Lordships’ House last week, the first meeting that my right honourable friend the Secretary of State had in preparing for this review was with a group of people with lived experience of gambling harm of different types. So we take that incredibly seriously.

Progress is being made on advertising gambling in relation to sport. The industry has introduced measures in the last 18 months, including the whistle-to-whistle ban, which has significantly reduced children’s exposure to sports betting advertising. We are taking, and will take, a very thorough look at this review and try to establish—and I mentioned areas that were contested—to what extent advertising is linked to problem and harmful gambling.

My Lords, it is true that we cannot cost the human hurt and pain, but the Statement praised the tax receipts and employment benefits that come from the gambling industry but did not mention any of the financial costs of gambling-related harms. Will the Minister assure the House that, as part of the evidence-based approach, the review will include research into the cost of gambling-related harms—for example, for the 14 clinics dealing with gambling addictions, the cost of trials and imprisonment, the cost of JSA claims and the terrible cost of suicides—to ascertain whether the gambling industry is really a net contributor to the Treasury, as the Government claim?

The right reverend Prelate raises an important point. He will be aware that, next year, Public Health England will report on its evidence review into gambling-related harm. That will look at both financial and human aspects. The review being led by DCMS is looking specifically at ways of recouping the societal costs of gambling. Again, I urge the right reverend Prelate to share the evidence that he has on those costs in the broadest terms.

The noble Lord raises an important point: that the voices of those who have been harmed by gambling should be heard. My right honourable friend the Secretary of State’s first meeting on this issue was with a group of experts with lived experience of gambling harm. I encourage the noble Lord to submit evidence to this review.

My Lords, I am disappointed that significant parts of this statement read as if they were written by the gambling industry. They pointedly ignore the facts with which we began the Select Committee report: there are nearly 400,000 problem gamblers, plus 60,000 teenage gamblers, materially affecting the lives of 2 million people. Just last night, I spent an hour with yet another family who had lost their 25 year-old son to gambling. As most of the recommendations in the Select Committee report do not require legislation, why will Her Majesty’s Government not implement them now to save lives? Why will they not make this a public health issue?

I thank the noble Lord and his colleagues on that committee for its excellent report, which we are considering. The noble Lord is right to point out that online gambling has a much higher risk of harm than land-based gambling, but I do not agree that we are being slow off the mark to move on this. Operators are already required to monitor the way that their customers play and to take action. As I mentioned, we have already banned the use of credit cards for gambling, and we have been monitoring very closely during Covid-19 and beyond the trends in online gambling.

My Lords, with the significant increase in gambling harms during lockdown, are Her Majesty’s Government satisfied that the Gambling Commission has adequate resources to do its work? Is the Minister content with the commission reducing its staffing to make savings at the very point when it needs to take additional action to regulate online gambling?

I thank the right reverend Prelate for his questions. Actually, there were fewer people using online slots and casinos in June than in March, so there are some counterintuitive trends in the gambling market. With regard to the Gambling Commission and its powers and resources, we are considering proposals for an uplift in the fees that it collects from industry. In relation to recent stories about redundancies at the commission, it is always reviewing ways to become more agile and responsive.

I thank my noble friend for his contribution as part of the task force. We are acutely aware that, as government support unwinds, the situation becomes much more difficult for both regional and other theatres and venues. As the noble Lord, Lord Berkeley, mentioned, we have seen some closures already. The Government will not be in a position to save every venue, but we are regularly listening to the sector, actively talking to the Treasury and considering how best we can respond to the long-term challenges that the sector faces.

My Lords, it is not just the performance venues that are suffering but many churches and halls rented out for rehearsal space. Will the Minister update the House on the progress of research undertaken into singing and playing woodwind and brass instruments, to see how these activities might be safely undertaken while minimising the risk of spreading Covid-19?

My Lords, at the very time when we need every charity in the country to be mobilised and deployed, many are teetering on a cliff edge. I have been very struck by the range of charities that have sent me briefing notes: St John Ambulance, Barnardo’s, the MS Society, the Motor Neurone Disease Association, Macmillan Cancer Support, the Scouts, Refugee, Cancer Research UK and the Rainbow Trust, to name but a few. I am sure that other Lords have heard from many others.

Over the years, as the Government have, rightly, raised standards in safeguarding, health and safety, and training, charities have had to employ people to meet those requirements. Now, as income from fundraising activities and charity shops, as well as rental income, has dried up, they are furloughing the very staff who are needed to oversee volunteers.

Of course, many charities are themselves major employers and, as such, are part of the drivers of economic recovery. To give a small example from my own neck of the woods, our Anglican cathedrals employ over 3,000 people—some full time, some part time. As well as providing places of worship and support, they are also art venues and a major contributor to the tourist industry.

We are all passionate about trying to allow charities to function fully again and to raise their funds; meanwhile, they need help, and they need it rapidly. Has the Treasury considered a simple mechanism based on raising the amount of gift aid that charities can claim back? It is an excellent form of match-funding and would be relatively simple to administer. I hope that the Treasury will work sympathetically with all the ideas that we can come up with.

I thank my noble friend for her question. On the risk of problem gambling, all operators will have to join GAMSTOP, the one-stop online self-exclusion scheme that will come into effect at the end of this month. As she will be aware, the Government announced the banning of credit card gambling, which is extremely important because less than 1% of the population are problem gamblers but 22% of credit card gamblers were found to be so. I look forward to talking to my noble friend more about what else we can do in relation to the financial services industry.

My Lords, at a time when the NHS is facing such unbelievable pressures from the coronavirus, it is also having to set up 14 gambling clinics across the country to try to deal with this situation. The industry has a gross gambling yield of £14 billion a year. Is it not time to bring in a statutory levy, so that the polluter pays for the damage being caused?

I thank the right reverend Prelate for his suggestion. There are currently no plans to introduce a statutory levy. As he will be aware, the gambling companies make a major contribution of about £3 billion in tax. The concerns around a statutory levy would be the same for gambling as for tobacco or alcohol, which also carry huge health risks, so there are no current plans to proceed with that.

My noble friend had an even more interesting career at the Home Office than I imagined. We have announced that there will be a review of the Gambling Act. My honourable friend the Minister for Sport said this morning that nothing was off the table in terms of that review, and we also announced in the manifesto that we would address the issue of using credit cards to gamble. So the Government have heard this loud and clear and are keen to act.

My Lords, the huge rise in what many campaigners are calling the gamblification of sport is happening rapidly before our eyes. The Gambling Commission itself has identified 55,000 teenagers in this country suffering from gambling-related harm and 430,000 adults. Simon Stevens, the head of the NHS, has pointed out that it is costing a hard-pressed NHS up to £1.2 billion a year. Just yesterday, a new gambling clinic opened in Sunderland funded by the NHS. Will this review, which we are grateful that Her Majesty’s Government have promised, include the issue of the gamblification of sport and look at things such as logos on shirts and wraparound adverts around pitches—all of which are excluded at the moment, which make a mockery of the whistle-to-whistle ban that we were promised?

I can only repeat that nothing is off the table in the review of the Act, so I would assume that exactly those issues of the gamblification—if that is a word—of sport and the examples the right reverend Prelate gives will be addressed. To be clear, the issues that came up over the weekend do not apply to under-18s—but, even so, I take his point.

First, I am very grateful to the noble Lord. I assure him that nobody is more amazed than I am that I have survived for three years. Moving on to society lotteries, it is right that we did what we did. We agree that there is cause to look at transparency, particularly in what society lotteries do with the money they raise and the good causes. They should be clear about that and their expenses. That is why the Gambling Commission is specifically looking at that and consulting on what increased requirements should be in place, particularly if we move from a £50 million annual sales limit to a £100 million annual sales limit, which we have not said we will do. We are taking evidence on that and on whether the very few large society lotteries that the annual sale limit applies to should have increased transparency requirements.

My Lords, research shows that not all lotteries that operate on a national scale make it clear that they are neither charities nor not-for-profit organisations. People often do not realise that. Does the Minister agree that making it mandatory to declare on each ticket the minimum percentage of each pound spent on charity, for both draw-based and instant-win games, would ensure that users really understand just where their money is going?

There is of course already a difference between the National Lottery and society lotteries on that. The National Lottery has no minimum amount going to good causes and no limits. As a result, over the 25 years it has been in existence, it has had an average return of 25% and £40 billion has gone to good causes. Society lotteries already have a statutory minimum limit. They have to give 20% to good causes. The average is 44%, so the system is working well. On increased transparency, suggested by the right reverend Prelate, the Gambling Commission is looking at increased transparency requirements for society lotteries and will be consulting on that.

To ask Her Majesty’s Government what assessment they have made of the Church of England’s social media community guidelines, published on 1 July, and what steps they are taking to promote positive social media behaviour.

My Lords, the Church of England’s digital guidelines are an attempt to encourage constructive engagement across all national social media accounts run by the Church and the two Archbishops. The digital charter is a voluntary addition aimed at fostering a positive atmosphere online. To date, the two prongs of the campaign have been signed by individuals, charities, groups, schools and churches, representing thousands of people. These are not simply some guidelines or suggestions for people involved in the Church of England, but rather, based on universal principles of truth and respect for others, they are a call to action for all people, whether Christian, of other faiths or of no faith at all.

As parliamentarians, we are united by a passion for free speech and robust discussion. For some, however, the rough and tumble of online debate has degenerated into the use of unpalatable and sometimes unacceptable rhetoric. Like many of us here, I enjoy vigorous online discussion. I like talking and debating with people who think differently from me, and just sometimes, I hope they might appreciate my input as well. It seems that one of the things I am always doing is learning from people who have different perspectives. Sometimes, this banter can descend into light-hearted name-calling. Members of this place may not be familiar with the nickname given to me by the gambling industry. For my campaigning to protect victims of problem gambling, I am, I am told, known as the bookie-bashing Bishop of St Albans. I take it all in good stead. Indeed, I have been called much worse things in the past.

This jostling online is not the sort of thing that these guidelines attempt to address or curb. They in no way aim to reduce debate or curb free speech in our country. Indeed, we would like more of it. The problem is that, due to the relative anonymity of sitting at home behind a computer screen or using a smartphone in private, far away from the people with whom we are communicating, it is all too easy to use abusive or offensive language that we probably would not use if we were talking to someone face-to-face.

I suggest that this is especially true for those who occupy public roles. Like your Lordships, I know many Members of Parliament and Peers who experience regular abuse, attacks and verbal assault. The right reverend Prelate the Bishop of Newcastle captured the sense of coarsening public debate when she said:

“It cannot be right that carrying a panic alarm is now a necessity for some MPs and that constituency offices and homes are considered as places of risk for them”.—[Official Report, 25/3/19; col. 1635.]


The horror of Jo Cox’s murder three years ago left us all with an inspirational legacy to pick up and run with. Her maiden speech, highlighting unity and togetherness beyond partisan distinction, is something nurtured by these online guidelines.

The call to “disagree well” after the European referendum goes to the core of these guidelines. The two Archbishops who endorsed this project urged us to “apply our values” when we engage in “robust disagreements”. As the right reverend Prelate the Bishop of Oxford highlighted last month, Jesus taught us that, “Blessed are the peacemakers”, and thus our online presence should seek to,

“reconcile those of different views with imagination and good humour”.

That call to disagree well builds on Christians who came together online in 2016 to create Love Your Neighbour and Movements of Love, formed in response to post-Brexit discord. Following Jo Cox’s death, I think all of us remain in shock at online behaviour which tragically spills out in the non-virtual world. Trolls are occasionally now guiding society’s behaviour online, in some cases pushing an abusive and exclusionary attitude to fellow social media users.

Society’s vulnerable and young are facing the consequences of this dominance. Nine in 10 five to 15 year-olds are online, and as a nation we spend on average 24 hours a week on screens. Almost 70% of us say we are concerned about harmful online content. As the right reverend Prelate the Bishop of Gloucester said:

“Research conducted … in 2016 found that more than 80% of the teenagers surveyed had seen or heard online hate about a specific group”.—[Official Report, 11/1/18; col. 376.]


Nevertheless, the dominance of this hate narrative online is not inevitable. The most reverend Primate the Archbishop of Canterbury was right when he said:

“Each time we interact online we have the opportunity either to add to currents of cynicism and abuse or to choose instead to share light and grace”.


These guidelines provide a codification of that choice between cynicism and positivity online. I would encourage all individuals and groups to commit to playing their part in making social media a more welcoming place. Indeed, I hope that many Members of your Lordships’ House will sign up to the charter, which can be found on the Church of England website.

Obviously, the internet provides a space of unimaginable energy, linking people from every background and allowing a diversification of views previously thought unthinkable. We do not want to lose that great asset. The Church, like many others, has grasped the benefits of social media. Campaigns such as Follow the Star during Advent reached nearly 8 million British people. Similar levels of reach were achieved in our subsequent Lent, Easter and Pentecost campaigns. We are very grateful for this online presence.

No matter the many benefits offered, academic Dr Bex Lewis is quite right when she states:

“The distance and anonymity created between people when they communicate online can help shed inhibitions in a way that is often blamed for abusive behaviour”.


The cloak of anonymity can often lead to outrageous abuse. I welcome the efforts of Her Majesty’s Government with their online harms White Paper. Alongside the right reverend Prelate the Bishop of Oxford, I submitted a response to this during the consultation period.

It is not just the anonymity which is the problem; it is also the instantaneous nature of communication. As a young priest, I was always taught that when you are angry because somebody has wound you up, the best thing to do is sit down, write an absolutely stonking letter and leave it overnight. Then, the next morning, you write something more temperate which is more likely to enable proper communication. The problem is that online it is so easy to just respond immediately without very much thought.

As I highlighted in this Chamber, the ambition to make us the safest place in the world to be online and aims to curb bullying, insulting, intimidating and humiliating behaviours are admirable. Yet I also told the Minister that any regulator would never be a “silver bullet” to online problems because these complications are societal in nature. That need to address these complications is felt strongly. As a Church, these guidelines function simply as a contribution to the life of the nation, and the response, met without cynicism but with genuine appreciation, shows they are wanted. When these guidelines were launched on Facebook, the livestream was seen by 168,000 people, and when the Diocese of Oxford shared a further eight points of online behavioural guidance, it was the most popular post it has ever shared.

This is simply the beginning of a discussion, started by those of us on these Benches, but taken up by communities outside Parliament, outside Anglicanism and hopefully into the wider world. I share them in the hope that they will enable us to think more broadly about the whole range of issues. I look forward to contributions from noble Lords on this important subject, as we seek to keep the online world open in a way that allows it to contribute positively.
