My Lords, we remain gravely concerned about the implications of Russia’s illegal invasion of Ukraine for nuclear safety, security and safeguards. We take President Zelensky’s concern about possible Russian threats to the Zaporizhzhia nuclear plant, which is currently under illegal Russian control, extremely seriously. We are in regular contact with Director-General Grossi of the International Atomic Energy Agency and with the highest levels of the Government of Ukraine regarding the situation at the nuclear power plant. Working with our international partners, we continue to call for Russia to grant the IAEA full access to the nuclear plant, as called for by Director-General Grossi on 5 July. It is vital that IAEA staff have full access to the nuclear plant in order to monitor the safety and security of the site. Let me assure the right reverend Prelate that the Government also have well-developed and tested contingency plans to cover a range of eventualities.
I thank the Minister for his reply. Obviously, anything we can do to work with our international partners to put pressure on Russia to allow the IAEA access to the site, as it has requested, is now of utmost importance. I hope that the Minister will do all he can in talks with our international partners to put that pressure on Russia. Can he give any more information about our own domestic contingency plans, in the event of a nuclear disaster of some sort taking place on the site?

My Lords, first, as the right reverend Prelate may be aware, much of the site has been scaled down, in terms of its direct energy provision. There is currently only one operating generator on the site, and even that has been scaled down sufficiently and specifically for this purpose. Of course, the risk remains very high, but we have been assured by the IAEA that there is no immediate threat. I caveat that by saying that Director-General Grossi’s requirements and requests for full access to the site are important, and we are working through those with international partners, including countries with key influence over Russia, because that is vital in order to reassure people not only in Ukraine, but across the wider area and region.

Grand CommitteeThat the Grand Committee takes note of the United Kingdom’s changing role in the world and its implications for foreign policy.
My Lords, the people of these islands have made an extraordinary contribution to the world, much of which we can be immensely proud of. However, with the contraction of the British Empire, two world wars, the emergence of the Commonwealth and our renegotiated relations with mainland Europe post Brexit, we have to continue to adapt to the changing world around us, not least as we negotiate new trade deals—a theme which I know a number of speakers will pick up on during today’s debate.
Long gone are the days when we could boast that Britannia ruled the waves or when the UK was famous for being the home of the Industrial Revolution and known as the workshop of the world, but as some things have declined, others have emerged. Today, we are renowned as a major financial centre, a provider of some of the best tertiary education in the world, the home of some of the most exciting and innovative developments in science, medicine and technology, not least in the fields of computing and artificial intelligence, and a country which has been at the forefront of international development and human rights. All this is happening in a world with massive population growth, where international trade and travel have grown hugely, where environmental concerns and climate change are rising—rightly—up the agenda, and where the ever-present threat of war, not least nuclear war, continues.
We face many challenges as well as many opportunities. China continues to grow rapidly and, as the Integrated Review Refresh 2023 report says:
“The CCP is increasingly explicit in its aim to shape a China-centric international order more favourable to its authoritarian system”.
North Korea now has nuclear weapons and is conducting regular tests. As President Putin’s war against Ukraine continues, China and Iran are strengthening their links with Russia in what many consider a worrying alliance, not least for those of us in the West. Taiwan continues to be under threat by China and could easily become the focus of international conflict.
Meanwhile, population growth across the world continues apace and is unsustainable. The recent Covid-19 pandemic was also a wake-up call. The virus spread rapidly and no country was able to prevent it infecting its population. It gave us a real-time lesson that, whatever our racial and ethnic background, we are all part of one human race. The pandemic revealed our mutual dependence and we learned a lot about the vulnerability of some of our supply chains.
In every age, a major role of government is the defence of the realm, particularly in turbulent times. I was therefore interested to read the Integrated Review Refresh 2023. Having no expertise in defence, I am content to leave that area of foreign policy to those Members of your Lordships’ House who are experts. I look forward to their contribution in this debate. However, I note that the review is proposing that expenditure on defence should increase from 2% of GDP to 2.5% over time and as fiscal and economic circumstances allow. The reason I raise this is that His Majesty’s Government have made a conscious decision to reduce spending on overseas development assistance from 0.7% to 0.5%. In other words, this is a deliberate policy shift away from assisting foreign countries to develop to increasing our military capability instead.
Of course, there are times when tyrants and bullies have to be confronted. However, it is equally important to develop and deliver a foreign policy that seeks to build a more peaceful world—and peace is dependent on justice. Unaddressed injustices and inequalities breed resentment, and in that dark pool of bitterness is born conflict. It is well said that peace is not the absence of conflict but the presence of justice. This is why Christ calls us to share in the difficult and challenging work of building peace. It is why he said:
“Blessed are the peacemakers, for they shall be called children of God”.
This is why the Church of England and other major Christian churches around the world have collaborated and established a peacebuilding team, to support the Church in being a reconciling presence in the midst of conflict. We have urged and continue to urge the Foreign Office to make peacemaking a major plank of its work. It is good that the Office for Conflict, Stabilisation and Mediation in the Foreign Office has a negotiations and peace process department. As far as I know, it is the only place in His Majesty’s Civil Service and Armed Forces architecture where a dedicated unit is focused solely on peacebuilding. It is a significant step in the right direction and I congratulate the Government on this. I suggest that a dedicated expert team feeds directly into foreign and defence policy at the strategic level of all policy formation, to offer solutions to conflict built on negotiation, mediation, dialogue and conflict resolution. This is the important strand of a strategic level policy design that appears to be missing from the integrated review.
Allied to this is the need for us to develop and use all the forms of soft power also available to us. The BBC World Service is a vital element of this peacebuilding process, so it is disappointing to see the cuts to expenditure. Impartial reporting is one of the most important contributions we can make to a world that is often economical with the truth or promulgates false news. It was particularly shocking when, during the protests in Iran—when women and young children were being killed while protesting against the tyranny of the Iranian regime—our Government announced cuts to the BBC Persian radio services.
The Government have now pledged a £20 million uplift to the BBC World Service, but that will do very little to restrict the planned cuts. Many BBC language services, which have played a vital role in covering not only the protests in Iran but the war in Ethiopia and the pro-democracy protests in Myanmar, are set to be cut. For example, just £800,000 could save BBC Persian radio and preserve a service relied on by 1.6 million Iranians currently in an uprising against their Government.
Similarly, our overseas development aid not only provides much needed help for some of the most vulnerable people in the world but supports our strategic goals across the world. For example, countries in the Horn of Africa face devastating famine following war, drought and crop diseases. Nearly 22 million people are in desperate need of food. Many are likely to die but many others will join the ranks of those who decide to migrate and will be added to the queues of desperate people who want to get into the UK. There is a real reason why we need to think about trying to help these areas develop. We know that our failure to deliver aid to the very same region in 2011 led to millions of deaths, but it also led to increased security threats, as terrorist groups exploited hunger to recruit people to sign up to their radical groups.
Over the past few months, I have asked His Majesty’s Government a series of Written Questions. It is significant that we have slashed our aid to these very countries. The return to the 0.7% aid commitment would help promote security around the globe—let us be in no doubt. Meanwhile, China is entering into the vacuum and buying its way into these countries across Africa and other parts of the world.
I move briefly on to climate change, which is set to have important consequences for foreign policy in the next decade. We have already witnessed how climate-caused famine can lead to instability in the developing world. Furthermore, as the situation gets worse in the Middle East and Africa, we can expect more refugees to arrive on our borders. The UK’s long-term strategy needs to be aware of the consequences of climate change and focus on environmental peacebuilding. This includes providing loss and damage payments for regions most affected by climate change, be that through famine, rising sea levels or other extreme weather events.
Going forward, our foreign policy needs to be conscious of the severe impact of climate change on the developing world and to ensure that we can adequately protect against its consequences. This also means supporting sustainable development, investing in renewable energy and promoting environmentally responsible policies across the globe. One way we can do this is by investing in green technologies, which not only support the developing world but promote British business.
At a fundamental level, the UK has been, and should continue to be, a country that stands up for human rights across our world. Tyrants are watching with interest as some people in our country want to water down some of our human rights. Surely this is the very time when we need to defend such rights and work with all those who promote them, not least in places such as Myanmar, where Rohingya Muslims are being persecuted and killed.
China’s disregard for human rights is a significant threat to the world. The CCP’s treatment of its own citizens, particularly those of religious and ethnic minorities, political dissidents and activists, is deeply concerning. I am shocked to see the continued ill treatment of Uighur Muslims in Xinjiang province by Chinese authorities, or Beijing’s increasingly harsh treatment of Hong Kong protesters and activists, such as Jimmy Lai, who has recently been given a very long sentence.
We have to face the fact that China is not taking a lot of attention from the rest of the world, but we must continue to protest for the sake of all those other countries which may be seeing how the majority respond to China’s bullying tactics. China’s increasing assertiveness in the Indo-Pacific region presents a particular challenge to what the strategic review calls “our Indo-Pacific tilt”. How do the Government plan to counter an increasingly active and aggressive China while simultaneously favouring a strategy promoting relationships in the Indo-Pacific?
I turn briefly to the role of and the treatment of women around the globe. This is an area in which our country has been proud to take a lead. The takeover of Afghanistan by the Taliban just two years ago stands as a clear example of how quickly hard-won victories can be lost. This was a country where the vast majority of women were getting education; they were taking roles in leadership in all sectors of society. What representations have His Majesty’s Government made to the authorities in Afghanistan to ensure that girls will again be able to get an education? This is a fundamental issue that we need to stand for.
Another important area is found at the intersection of our foreign policy and our domestic policy. One of the great successes of the UK is our universities and, in particular, the many overseas students who study at them. This is one of the main forms of soft power that we can exercise in the world, and we have been brilliantly successful at it in the past. A study as recently as 2017 found that 58 world leaders had been educated at British universities, compared with only 57 in America and 33 in France. Not only did these students bring in very welcome income, but it means that we sometimes recruit from their ranks as well some very bright people. Even more importantly, they will get a taste of what it is to live in a different sort of world.
Of course, the problem is that this sort of soft power does not cash out immediately in tangible ways, but it does further our values. For example, to go back to the point I made a few minutes ago on women’s rights, someone educated here will have a deep experience over several years of studying as equals with women. This is something we cannot simply argue; the experience will far outweigh any theory.
These are just some of the many aspects of our role in the world. There are many others that I have not been able to touch on. I am looking forward to hearing how those who are experts in our Committee can speak particularly on areas of defence and trade, in which I have very little experience. I hope this brief introduction will set the scene for others as we reflect on our place in today’s world.
My Lords, sometimes I am asked what it is like being a Member of your Lordships’ House, and I often say that it sometimes feels like sitting in an incredibly informed, fascinating seminar with a number of world experts, and today has been just that. I will not try to name all the different speakers and the points they have made. I will just say that, for me, the fascinating speech by the noble Lord, Lord Popat, on Africa was very good, as was the speech on the Commonwealth from the noble Lord, Lord Howell of Guildford; I was particularly grateful for that.
I am also grateful to the Minister for responding. His Majesty’s Government will hear a lot more from our House on three main clusters of areas, which I hope will be received helpfully. One, which I pick up from many of the speeches, is concern for a long-term strategy worked out with our partners as we address China, including human rights, defence and security. That was coming out loud and clear in many of the speeches. Secondly, the huge importance of the UK’s soft power, particularly in universities, in our aid budgets and in the BBC, was echoed on a number of occasions by noble Lords. Third is the vital importance of integrating climate change and environmental issues into our foreign policy. We will return to these, I am sure. Meanwhile, I thank noble Lords for their fascinating contributions.

Lords ChamberTo ask His Majesty’s Government what assessment they have made of the United Nations World Water Development Report, published on 15 March.
My Lords, the UK supports the findings of the UN World Water Development Report 2023. We agree that partnership and co-operation are key to achieving sustainable development goal 6: equitable access to water and sanitation for all. However, delivery is far off track, particularly on accountability, political leadership and finance. At last week’s UN water conference I called for increased action in these areas and announced a new £18.5 million water sanitation and hygiene—WASH—system for health programme, as well as seed funding for a new £38 million water programme.
I thank the Minister for his reply. The report shows that where a country’s access to water is under threat, it can quickly lead to security issues, sometimes war, and eventually even higher levels of migration, so it is a subject that affects our country and every country in the world. One of the asks of the report is for partnerships to
“accelerate the development and uptake of innovative technologies through knowledge transfer, entrepreneurship and applied research.”
What are His Majesty’s Government doing to further the partnerships called for in the report?
The right reverend Prelate is exactly right on both counts, and our approach focuses very much on partnership and co-operation. The figures are huge: 2 billion people lacked access to safely managed water services in 2020, and 3.5 billion people lacked access to safely managed sanitation. He is also right about the link between water shortage and conflict. I think the House will find it as shocking as I do that children under five in protracted conflict zones are more likely to die as a consequence of unsafe water than from violence, so the link is absolutely there.

My Lords, I assure the noble Lord that in all agreements, particularly the GCC FTA currently being negotiated, and when I raise trade issues and the bilateral relationship across the Gulf, human rights are central to my thinking. As I said in response to the noble Lord, Lord Collins, in the most recent conversation my right honourable friend the Foreign Secretary had with the Saudi Foreign Minister, he took the opportunity to say that human rights remain a foundation stone of British foreign policy.
The noble Lord is right to say that we are strengthening our work on development with key partners across the Gulf. Indeed, the Saudi Arabian delegation is currently at the Foreign, Commonwealth and Development Office, and I will be leading the plenary and closing sessions with the primary principle of those discussions. From my perspective and understanding of human rights and the rule of law, we are not asking any country to fill gaps; it is about development infrastructure and support. For example, when I visited the Kingdom recently, I saw directly the work that the Kingdom of Saudi Arabia is doing through its development arm in the government-held areas in Yemen. That includes building infrastructure such as schools and hospitals, so they are making a valuable contribution to development. If there are more specifics regarding the issues the noble Lord raised, I will review them and if necessary write to him.
My Lords, the whole House acknowledges the contribution the Minister makes in this important area, but there are real concerns as to whether His Majesty’s Government are as intent on addressing these issues. Saudi is part of the Arab Charter on Human Rights 2004, but the problem is enforcement. Even the statute brought in 2014 does not enable enforcement. What representations are His Majesty’s Government making to the wider Arab world to work with colleagues to nudge Saudi in a new direction and stop this extraordinary range of executions, which do not seem to be abating at all?

I agree with the right reverend Prelate, and I assure him that I am raising these issues in a very wide context. When, under Islamic jurisprudence, the death penalty was established, it was done with so many caveats, thresholds and hurdles that needed to be overcome that implementation was made extremely remote, because of all the other validations that needed to be put in place. I would not say that we need to nudge the Kingdom of Saudi Arabia—countries in the Islamic world should themselves be harnessing the true principles of this—but I will ensure that this remains part of our diplomatic focus as we continue to express our opposition to the death penalty across the world.

Grand CommitteeMy Lords, I thank the noble Lord, Lord Alton, for obtaining this debate, for his superb introductory talk and not least for his powerful call that we should oppose the persecution of Baha’is and Christians. I will raise just two issues in the few moments I have.
First, as we conduct British-Iranian relations, it is vital that we support loudly and clearly those who are demonstrating for their freedoms, in particular those who face the most opposition: the young and the women who are being opposed by their own Government. They are rightly demonstrating for freedom of speech and for their rights to an education and a job.
It is difficult to know exactly how many people have been caught up in the demonstrations although it is widely reported that, so far, between 600 and 800 protesters have been killed, more than 30,000 have been arrested and more than 40 have been executed. Those are probably very modest figures. I echo the question to the Minister from the noble Lord, Lord Alton: what attempts are being made to record the regime’s crimes so that they can be taken to the UN Security Council? What representations have His Majesty’s Government made to the Government of the Islamic Republic of Iran? Does the Minister agree that Supreme Leader Khamenei and President Ebrahim Raisi should be held to account?
Secondly, I want to say just a few words about the vital importance of the BBC Persian service, to which the noble Lord, Lord Alton, referred and which has a weekly estimated audience of 1.6 million people. The BBC Persian radio service costs only around £800,000 a year. It is appalling that BBC Persian staff, especially women journalists, are being targeted. Iranian journalists working here in the UK are finding that their families back in Iran are being threatened and sometimes arrested and interrogated.
Iran has a systematic programme of media censorship. It blocks Facebook, Twitter and YouTube, among other sites, and, at critical times, it shuts down the entire internet. So the only source of independent reporting comes via the radio. The official state media do not report on the demonstrations. If the BBC withdraws its service, as it is reported it will, the media will be delighted that one further voice has been removed. Surely this is the very time when we need to continue to support those who are beleaguered by their own state by ensuring the unbiased reporting of events in that country. Will the Minister make urgent representations on behalf of His Majesty’s Government to reverse this very unfortunate decision about the BBC Persian radio service?

Lords ChamberTo ask His Majesty’s Government what steps they are taking to alleviate the consequences of the famine in the Horn of Africa.
My Lords, it is perhaps fitting that this debate takes place on the day of the memorial service for the late Lord Chidgey, who was so passionate about all things to do with Africa and would have shared many of the concerns that I suspect are going to be talked about in our one hour together.
It is with sadness that I stand here today to address this problem, although I hope that our debate may in some small way raise awareness of what is an extraordinary tragedy unfolding before us. As many noble Lords know, this region is currently experiencing one of the longest and most severe droughts on record. This, coupled with conflict and displacement, has led to an unprecedented food and nutrition emergency affecting almost 40 million people. The UN has already said that
“Famine is at the door”
in some parts of Somalia.
We are already seeing the effects of this crisis. UNICEF estimates that up to 5.7 million children in the region require treatment for acute malnutrition, with 1.8 million already experiencing it. This famine, initially caused by climate change, has been compounded by a series of other factors, making it far worse than what we have seen before. An outbreak of locusts, described by the UN as the worst in 25 years, has ravished crops across the region. The ongoing civil wars in Ethiopia and Somalia have displaced millions and made provision of food aid even more difficult.
The reverberations of President Putin’s terrible war in Ukraine have added to the problem. We now face the worst global food crisis of the modern era, with the UN reporting that global food prices hit a record high in March 2022. This has hit those in the Horn of Africa hardest. Russia and Ukraine are both ranked among the top three global exporters of wheat, barley, maize and sunflower seeds. Prior to the conflict, Somalia imported 92% of its grain from Russia and Ukraine. However, the impact of the war on farming and export, alongside the blockade on Ukrainian seaports by the Russian navy, has almost completely halted their food supply to the Horn of Africa. Only a few months ago, a ship containing 40,000 tonnes of wheat heading for Ethiopia could not leave its port simply due to a blockade.
In these challenging times, it is important that the UK works with its international partners to mitigate the effects of the crisis in Ukraine and its food security impacts on global supply chains. It is very clear that, if the world does not act quickly and decisively, hundreds of thousands of people, especially children, will die. I again highlight my deep regret at His Majesty’s Government’s cuts to official development assistance spending. In a time of such global misery, when the entire world seems to be facing unprecedented turmoil, we need to ask ourselves whether this is the time to be stepping back or stepping up and taking a lead. We as a country have a proud history of supporting those less fortunate, particularly in the Horn of Africa, where we have a long and deep history of engagement and support.
Even in recent years, the UK has demonstrated swift and decisive leadership, such as in 2017 when the speedy provision of £861 million to east Africa helped avert a famine, saving lives. We stood at the forefront of international efforts to provide food, water and emergency services. It is to be regretted that the UK has been cutting its international aid to east Africa. For example, in 2017 we invested £282 million in Somalia; by 2021, this had dropped to £232 million, despite inflation.
It is therefore with great regret that we hear of the Government’s confirmation of an allocation of a very modest £157 million this year across east Africa—less than a fifth of what we provided in 2017. We have demonstrated how capable we are of providing help in the past, but now I fear we may be turning our backs. The food crisis faced by those in the Horn of Africa is severe. Where we have acted slowly or indecisively in the past, it has led to countless losses of human life. In 2011, the inadequate global response to the famine in Somalia led to 260,000 deaths, half of them children.
Having worked with many food banks and voluntary groups in this country, I recognise that we are facing a severe cost of living crisis. It is deeply worrying to hear of the difficulties that people are facing at home. I am aware of them in the communities in my diocese. I share the concern of His Majesty’s Government and a great many people that we spend our money frugally and carefully. However, I am constantly reminded that we are a generous people; the British public have already raised over £400 million in donations for Ukraine.
We are witnessing one of the worst famines that our world has faced for 40 years, with a potential for unimaginable loss of human life. In the short term, our first step needs to be drastically scaling up our emergency response. An imminent, looming famine is projected to be at the door. The UK must demonstrate global leadership and spearhead further aid spending. I would be very interested if the Minister could tell us what representations we have made to our partners in Europe and other parts of the world, as I know that the World Bank is getting involved. We all have to work together; we must not presume that we have to do it all, but this is a time that calls for leadership. We are uniquely positioned to encourage African Union member states, global financial institutions and the private sector to provide funding and support for the Horn of Africa.
Learning from the lessons of prior famines, we need to take an approach of supporting and empowering local actors. These are often the first, most efficient and most effective responders to crises. In many cases, it is local church leaders who have the confidence of their communities and are best placed to give a lead. We have seen this, for example, in the educational programmes being rolled out for Ebola in other parts of Africa; a UN team in white hazmat suits simply scares people, but local leaders whom people know are best placed to help teach them the best ways—in that case around health prevention and here around growing crops and organising themselves. We are standing by to help with our own links in Africa through our dioceses and are in touch with many of the leaders there.
In the long term, our focus needs to be on addressing the impacts of climate change and demonstrating the global leadership that we are already giving. At COP 26, a great deal of importance was placed on loss and damage compensation for the global South—regions such as the Horn of Africa, where our climate impact is causing serious harm. We need to support the Glasgow climate pact, which calls for a commitment to climate finance for developing countries to help them better develop infrastructure that is more resilient to these climate shocks, such as famines.
As a nation, we have stood out as global leaders in the past. It is important that this Government continue this great tradition. We have been fundamental in saving millions of lives. I urge the Government to do the same again in this crisis.

My Lords, as we look at refreshing the integrated review, these aspects will of course be covered, but I agree with my noble friend that there are various elements of our policy on China that present an immense challenge. The actions of the consul general and other officials were, frankly, absolutely against any diplomatic action. It would ultimately have been for the police to investigate and decide, but we observed those actions and they were absolutely against any kind of sanction or action that should have been taken by any diplomat.
On the wider question of our relationship with China, my noble friend is of course right to point out that we have a trading relationship. On broader global challenges, including global health and climate change, China has an important role to play. But, as the Minister of State for Human Rights, among other things, I say that this has not prevented us from calling out China when we see an abuse, whether at home or abroad, or from leading the way in multilateral fora, including the Human Rights Council.
My Lords, as was said, this is part of a much larger testing of what we do in this country. This is also being lived out and spelled out in our university campuses, where meetings are sometimes being disrupted, people are being shouted down and freedom of speech is under threat. What advice and support are being given to our universities to ensure that these vital values are upheld in our country?

Such situations have arisen, and we have given support to universities. I say to all noble Lords—I know that many are involved with educational institutions—that, where they identify such actions, we should be told in order to make sure that authorities take appropriate action.

Lords ChamberThe noble Lord is exactly right and what he says entirely echoes the view of the UK Government. It is outrageous that anyone, particularly journalists reporting on a foreign country, should be subjected to any kind of intimidation—here in the UK or indeed anywhere. There is continuous communication and co-operation between the Foreign Office and the Home Office, as noble Lords would expect, on this and many other issues. Any steps taken by the Foreign Secretary have been taken in line with the Home Office.
My Lords, following China’s banning of the BBC World News channel, what advice has been given, as has been given in countries such as Russia, on the use of VPNs and ways around the ban? The importance of broadcasting accurate reporting into China is increasing as we face so many crackdowns on minority groups.
My Lords, the right reverend Prelate mentions Russia and China, which are the source of much of the activity and agitation we have seen against a free press, both in those countries and in other countries as a consequence of their actions. The Russian Government’s brutal suppression of freedom of expression and of the media generally is clear evidence of Putin’s desperation to conceal the truth of this war from his own people. We are doing everything we can to expose the Kremlin playbook, including through the new government information cell, detailing how Russia is using the four Ds of disinformation, calling out its lies and contrasting them with verified facts. Through our unprecedented package of sanctions against Russia, we have targeted peddlers of Russian disinformation who push Kremlin propaganda. The Government have already directly sanctioned state media organisations, targeting the Kremlin-funded TV-Novosti, which owns RT, and Rossiya Segodnya, which controls the Sputnik news agency.

Lords ChamberMy Lords, I thank the noble Lord, Lord Alton, for tabling this debate, and for his excellent exposition of the impact and importance of the BBC World Service.
The BBC World Service is one of the most potent ways in which we can act in the world, not least to help those persecuted people who often are voiceless. I think of the debate that we had a couple of weeks ago about the hundreds of thousands of women on the streets of Iran. I think about the debates and Questions in this House about the various persecuted people in China. They need accurate reporting and, very often, knowing that something is being reported gives people hope and keeps them going when they are being crushed by their own authoritarian leaders.
The World Service is a way of spreading our values, encouraging change, and providing an independent and impartial voice to those who are voiceless. Accurate and truthful reporting is an increasingly rare phenomenon in our world. Sadly, we saw what happened in America under President Trump but, more worryingly, under President Putin and from China, we realise the huge amount of energy being put into suppressing truthful and accurate reporting. I think of those words of Jesus:
“And you shall know the truth, and the truth shall make you free.”
Truth is very often unpalatable. It is often unpalatable to the powers in this country but, ultimately, the facts and the truth are what we need. It will help us, however painful it is, to build a better and fairer world.
It is interesting that His Majesty’s Government think that soft power is important. The integrated review, Global Britain in a Competitive Age, states:
“The UK’s soft power is rooted in who we are as a country: our values and way of life… It also enhances our ability… ultimately, to effect change in the world.”
Therefore, it is ironic that a Government who support soft power are now cutting the World Service. Surely these two things do not go together. It is precisely because the World Service broadcasts unbiased reports, offering information often covered up by authoritarian regimes, that it is so powerful. Many people in many different parts of the world look to the World Service for independent and accurate reporting. Since September, the journalists at BBC Persian have been bravely covering the ongoing protests and the brutality against women by the Iranian regime, which the Iranian state news and local media have not. It is extraordinary that BBC Persian has been deemed a terrorist organisation, having its assets frozen and with journalists even being arrested. Yet, as we have heard, it is a service that reaches over 20 million Iranians weekly. Surely, at a time when the Iranian people are standing up against horrendous injustice, we should not be cutting one of the few lifelines that these people have.
Of course, the cuts to that service will affect not only the Iranians but people across the entire region. The BBC proposes to close BBC Arabic, a radio network that has operated for 84 years and reported independently and impartially on such events as the Arab spring protests some years ago. The BBC also plans to reduce its presence in Myanmar, when the Rohingya and other people are facing the most appalling persecution. I have already mentioned the challenges in China.
The BBC World Service is uniquely positioned to challenge these regimes simply by reporting the truth. It is an essential element of the UK’s soft power and a vital lifeline to many people. I support the many noble Lords who have already spoken in the debate to underline the importance of the service and to urge the Government to come to a new settlement to ensure not only that it is sustained but that its service is enhanced.

My Lords, I was not in the Chamber when the specific amendment was discussed, but of course it is important that these things are looked at. The noble Lord will be aware, on the issue of surveillance, of the recent statement made by the Cabinet Office about government security and issues of Chinese surveillance. We need to remain very vigilant on this. The issue of cyber challenges and threats posed by many states is very real and we need to be ever vigilant, particularly when it comes to surveillance in our own country.
On the broader issue of the protests, ultimately it is not for the UK to speculate on the leadership within China, but it is very clear that the issue of human rights is a priority. The noble Lord knows of my personal commitment on this; I join him in recognising the strength, character and courage that must be present in those who are seeking to stand up bravely in the protests. The fact that innocent journalists were caught up for simply doing their job is again a reminder of the importance of championing media freedom.
My Lords, what attempts are His Majesty’s Government making to work with our partners in the UN to build an international consensus, so that China, which is seeking to raise its profile as an international power, hears from all quarters that suppressing journalists, not least those who are doing their duties, and arresting people for these demonstrations is simply unacceptable in the modern world?

The right reverend Prelate is right, and I agree with his second point. In the world we live in today, we have seen journalists lead the charge, reporting on conflicts and on violence. I pay tribute to them, and that is why I was proud that the United Kingdom teamed up with others, including the noble Baroness, Lady Kennedy, to ensure that we have a really focused and laser approach on the issue of suppressing media freedom and the rights of journalists.
On the right reverend Prelate’s point on the UN, of course China is a P5 member and is now looking increasingly at contributions to various UN agencies. It has a particular view of the world that we do not share, and it is important that we rebut that very strongly. We should not just rebut it but present an alternative vision, one in which all freedoms and strengths of human rights are reflected, and make the case strongly to countries currently perceived as fragile and embarking on the road of democracy that pluralist democracies are the best model. Issues of freedom of religion, freedom of media and the rights of journalists are very much part and parcel of that process.
