My Lords, the noble Lord is right that there are encouraging features, and about the garden towns concept. I am conscious that I owe him a letter; I checked just before leaving and it should be with him tomorrow. It is right to say that this is the successor to the new towns programme. There are many exciting features, not least the Oxford-Cambridge arc, which we will appoint a business manager to oversee. It should provide many of the homes that we need for the future.

My Lords, I am sure the Minister is aware that, in recent years, local authorities have spent over £1 billion on temporary accommodation over three or four years. He talked about getting the balance right; surely this is not getting the balance right. That amount of money is going on accommodation which will not last, and children in those families will suffer hugely: their education and home life will be damaged. This is a matter of real urgency. The Government’s programme is not sufficient in the funding being made available to local authorities and housing associations to solve the problem of social housing.

My Lords, I have already acknowledged that it is important to deal with this issue. I am sure the noble Baroness is aware that the Homelessness Reduction Act has resulted in a lowering of the number of people who are homeless. It is difficult to make the comparison with the statistics, but the evidence tends to suggest that. Yes, there is work to be done, not least on the provision of homes at social rent. As I have indicated, that is something we are determined to do.

My Lords, my noble friend is absolutely right. As she will have appreciated, there is support from around the House for that very valid point. I think that the noble Baroness, Lady Andrews, led a debate on this very issue of design and the importance of the environment. The department is going through a process of appointing somebody who will take this very much on board. It is a subject very close to my heart. It is very important in terms of well-being and our environment that we do just as my noble friend suggested.

My Lords, the targets the Government have set will not be met unless more land is made available. Could the Minister say what the Government intend to do about making available public land in particular? A number of government departments are sitting on large amounts of brownfield land which could be made available for housing. Could it be made available at a price that housing associations and local authorities are likely to be able to afford so that they can build the social housing that is needed?

The noble Baroness is right, and I will write to her about the detail of this. However, there is a £45 million budget at the land release fund; we have had bids in relation to that and we will announce the progress of those bids early in the new year. I will write to the noble Baroness with details of the progress on that and will make the letter available in the Library.

My Lords, the noble Lord will be aware that most renewables are intermittent and we need a back-up. MacKay and Stone have said that the gas carbon footprint of shale gas is comparable to that of imported gas, lower than that of LNG and much lower than that of coal. We need it in our transition to our zero-carbon economy. That is why it is so important.

My Lords, is the Minister aware that the House of Lords Economic Affairs Committee took evidence last year from the Environment Agency and the Royal Society, and from scientists outside those organisations, all of whom were extremely reassuring about the environmental effects of shale gas and oil exploration? In the light of that reassuring evidence, what further steps are the Government taking to encourage exploration?

My Lords, I thank the noble Baroness for that contribution. I was aware of the encouraging sounds made by those bodies. It is absolutely right that such exploration is safe. It is also important to note that it will generate 60,000 British jobs. The other important point is that it provides secure energy. It will mean that in 2030, rather than having 75% of our gas imported, that figure will be down to 40%. That is a massive contribution.
