Agency Nurses
Monday 27th November 2017

Asked by: Lord Clark of Windermere (Labour - Life peer)

Question to the Department of Health and Social Care:

To ask Her Majesty's Government what are the names and locations of the agencies registered to supply nurses to NHS trusts in England.

Answered by Lord O'Shaughnessy

Agency rules require that agencies are on NHS Improvement-approved frameworks and these frameworks monitor and approve agencies for supply to trusts. The approved framework operators are Crown Commercial Service, NHS Collaborative Procurement Partnership and Health Trust Europe.

In addition to agencies on approved frameworks, trusts in exceptional patient safety situations can utilise the ‘break glass clause’ and work with an off-framework agency. Using an off-framework agency should be a culmination of a robust escalation process sanctioned by the trust board. Trust boards have primary responsibility for monitoring the local impact of the agency rules and ensuring patient safety.

Written Question
Timber: Imports
Tuesday 7th February 2017

Asked by: Lord Clark of Windermere (Labour - Life peer)

Question to the Department for Environment, Food and Rural Affairs:

To ask Her Majesty’s Government from which countries timber with bark for firewood has been imported into the UK in the last five years.

Answered by Lord Gardiner of Kimble

Her Majesty’s Revenue & Customs collect and publish National Statistics for the United Kingdom on the level of imports of woodfuel under commodity code 44011000: ‘fuel wood in logs, billets, twigs, faggots or similar forms’. No record is made to differentiate the presence or absence of bark on imports of woodfuel.

Figures for 2011-15, the latest figures for which complete data is available, are shown the Table attached.

We recognise that wood can be a pathway for the introduction and movement of harmful plant pests. That is why a new Statutory Notification Scheme for importing solid woodfuel (firewood) came into force on 1 January 2017. This requires importers bringing firewood into England and Scotland from outside the UK to provide the Forestry Commission with at least three days’ prior notification of its arrival if it is coming by sea, road or rail, and four hours’ notice if arriving by air. The Welsh Assembly Government is expected to introduce a similar regulation.

The scheme will enable the Forestry Commission to gather information about the firewood importing trade, and to carry out risk-based and random inspections of a selection of imports. This will help to ensure that the firewood or its associated wooden packaging meets British plant health landing requirements.

Electric Cables: Lake District National Park
Wednesday 4th May 2016

Asked by: Lord Clark of Windermere (Labour - Life peer)

Question to the Department for Business, Energy and Industrial Strategy:

To ask Her Majesty’s Government what discussions they have had with National Grid in relation to the erection of pylons to carry power through the Lake District National Park from the proposed nuclear generation station adjacent to Sellafield.

Answered by Lord Bourne of Aberystwyth

Government holds regular discussions with National Grid across a range of energy matters. Some of these include factual updates from National Grid on its proposed major electricity transmission projects. When this occurs, Ministers and officials do not provide any views to National Grid due to the role DECC Ministers would play in the determination of any development consent applications.
