My Lords, I, too, thank my noble friend Lady Kinnock for initiating this important and timely debate. The OECD estimates that between 2000 and 2010, 83 developing countries achieved growth rates equivalent to double the OECD average, but that this growth has not necessarily been inclusive. Going back only 15 years, there were just two dollar billionaires in India; now there are 46. The $176 billion total net worth of the billionaire community has climbed from 1% of GDP to 12%. That is enough to eliminate absolute poverty in India twice, with enough left over to double spending on the country’s shockingly underfinanced public health system.

What is happening in India is part of a wider pattern. Almost half the world’s wealth, totalling $110 trillion, is now owned by just 1% of the population. Seven out of 10 people live in countries where economic inequality has increased in the past 30 years. Developed economies with a fraction of the global population use about half of global resources and are responsible for 77% of all global emissions. As my noble friend Lord McConnell said, within countries, the vulnerable poor cluster in areas where climate change has a disproportionate impact, such as flood zones and dry rural areas. As my noble friend Lady Kinnock said, crucially, inequality is an issue that affects not only the global south but the global north, too. Between 1980 and 2007, the top 1% of Americans nearly tripled their share of the total national income from 8% to 23%.

Inevitably, tackling inequality will require confronting the root cause of discrimination that both drives and compounds such disparities in wealth. As we have heard in this debate, the most persistent and pervasive form of prejudice is gender inequality, but inequalities can also occur across urban-rural divides, or have different ethnic, religious or racial group dimensions. Discrimination on grounds of disability is also a critical factor fuelling inequality, as my noble friend Lord McConnell highlighted.

The conclusions of the recent session of the UN Commission on the Status of Women are a significant contribution to this debate. It concluded that gender-based discrimination, including the denial of the rights of women and girls, remains the most widespread driver of inequalities in today’s world. Gender-based violence, taking many forms, is a major element of this massive and continuing failure of human rights. What specific actions will the Government undertake to meet the challenges identified by the CSW, both domestically and internationally?

As we heard, when inequalities overlap they reinforce each other and create unique forms of discrimination and exclusion. Interventions to address the symptoms—for example, chronic poverty—will be undermined if the root causes are not also addressed. My noble friend Lord Parekh asked why inequality is a bad thing. He was right to highlight those issues. High levels of inequality generate considerable costs for society—weakening demand, restricting social mobility and undermining the labour market prospects of vulnerable social groups. Inequality is a key driver of financial crises, halting economic growth and fuelling economic instability. As we have heard, wealth inequality is also an engine of protest and instability, and a primary cause of political unrest.

A recent Oxfam report asserted that, given the scale of rising wealth concentrations, opportunity capture and unequal political representation are a serious and worrying trend. Both the Arab spring and the anti-World Cup riots in Brazil stemmed from public protest over high unemployment, increasing poverty and growing inequality. Widening gaps have accompanied progress towards the MDGs as Governments, in a bid to meet targets, have been guilty of targeting the lowest-hanging fruit. The common use of averages and aggregate data in MDG reporting and the lack of the data needed to disaggregate results by class, wealth, gender or race meant that emerging inequalities have remained unnoticed. I hope that the noble Baroness, Lady Tonge, will not be offended when I say that I hope that those issues are now much more apparent. It is when we disaggregate that we understand what is really behind the figures.

As my noble friend Lady Kinnock said, we have made progress under the MDGs. However, as Kevin Watkins of the ODI stated,

“data on progress has tended to divert attention from the disparities beneath the national averages. The disparities linked to wealth, gender, ethnicity and other markers for disadvantage have in some cases increased even as countries progress towards the 2015 goals. This is incompatible with the spirit of the MDGs. ‘Leaving the last to last’ is not compatible with a rights-based perspective. Moreover, inequality has emerged as a powerful brake on progress towards the MDGs”.

Although the high-level panel report makes a number of references to inequality and to a commitment to leave no one behind, no explicit inequality goal or target is suggested. Instead, the report recommends that data collected to mark progress on meeting the targets be disaggregated by specific groups.

I do not share the opinion of the noble Baroness, Lady Jenkin. Like many others, the Labour Party was extremely concerned by the HLP statement that economic inequality is a matter solely for national policy and should therefore be excluded from the framework. The post-2015 development agenda is intended to be a single, unifying, global agenda. That means that whatever targets and goals we agree will be equally applicable to our work in the UK as to our work internationally through DfID. It is therefore crucial that our domestic and international approaches are both complementary and mutually reinforcing. For those of us on these Benches, tackling inequality complements not only our opposition to corporate greed but our promotion of responsible capitalism and Labour’s belief that our UK economy, just as our global one, must work for the many, not the few.

The UK Government should use their role in the ongoing negotiations to ensure that the post-2015 framework specifically tackles economic and other inequalities within countries through goals, targets or other mechanisms. Tackling inequality across the board will require a transformation shift in aid delivery. In education, the challenge then becomes not just universal provision but a focus on quality. In trade, it is not merely the provision of jobs but of labour market policies that allow for the role of trade unions, a minimum wage and measures to tackle the growing informal economy.

With decisions on the post-2015 agenda fast approaching, we are reaching a critical juncture. Decisions made now will shape the next generation of aid and development. More than this, they will shape the opportunities and life chances of the next global generation.

It seems to me that a few steps will be needed before we reach such a situation. The first thing is to try to get the Syrian Government to allow humanitarian access and to respect the UN Security Council resolution on humanitarian access. There are many steps that the Government of Syria can take to try to ensure that security in their country is greater and therefore that refugees would be keener to return.

My Lords, the refugee crisis is now in its third year, and certainly we are in it for the long term. The impact on host countries is severe, as my noble friend mentioned, and in particular on the political stability of countries such as Lebanon. Does the Minister agree that longer-term funding for host Governments’ authorities is necessary to ensure that their national infrastructure and indigenous populations do not suffer further?

My Lords, there is an African proverb which says:

“If you want to go fast, go alone. If you want to go far, go together”.

We are coming to the end of a very long legislative journey. It began in 2002 when my noble friend Lord Lester drafted the first civil partnership legislation, which was withdrawn but was then swiftly taken up and adopted by the then Labour Government, for which they deserve enormous credit. It continued with my right honourable friend in another place, Nick Clegg, in early 2010 stating his position that there should be equal marriage. He was closely and swiftly followed by David Cameron, who deserves enormous credit. My redoubtable colleague, Lynne Featherstone, notwithstanding the fact that this was not in the coalition agreement, announced in 2011 that there would be a consultation on equal marriage and civil partnership. It is as a result of all that work that we have arrived at the situation we are in now.

It was a joyous day on 15 July 2013 when, in the sunshine, we were all serenaded by the London Gay Men’s Chorus outside, as they celebrated with us several weeks and months of very hard work by Members from all parts of your Lordships’ House. We were steered through that process so ably by the noble Baroness, Lady Stowell of Beeston, in a truly remarkable piece of ministerial work. It was a momentous occasion. Since last summer it has been my privilege to meet people all over the UK. I have been a Member of this House since 1999 and I cannot remember so many members of the public going out of their way to express their thanks to this House for doing its job in passing this legislation. They know the true import of what it will mean in their communities.

There has been one very recent discordant note, from the House of Bishops Pastoral Guidance on Same Sex Marriage, issued on 15 February. It was a somewhat dispiriting announcement, and we have to accept that for our colleagues who are members of the Church of England and the Church in Wales, their road to equal treatment will be longer and tougher than they had perhaps expected. I say to the bishops that the default position in the legislation throughout our discussions was that those religions that did not wish to recognise or to celebrate same-sex marriage would not have to do so. At every point that was conceded. Throughout our debates on the subject, those of us who believe the church’s position to be wrong held our peace, and we have still not had that discussion.

However, I hope that the bishops will understand and respect that even in these statutory instruments that same spirit of recognition of their position remains, particularly in the recognition of military chapels and on shared premises. I hope that the individual members of churches who support same-sex marriages can look forward to a point when they can have a dialogue with those members who do not yet formally support them. The noble Lord, Lord Alli is right. The legislation for those of us who have the great luck to live in this country means a tremendous amount. All over the world our friends and colleagues who are gay face the most horrible oppression and intimidation. The church, as with other organisations, has a role to play in making those people’s lives safe.

On 29 March, England and Wales will take one step further to becoming countries that afford dignity and respect to all citizens, including those of us who are gay. I am delighted that Scotland will be coming along fairly swiftly afterwards. I thank all noble Lords and Members of another place who joined the person who today I can call my noble friend Lord Alli, me and the rest of us on what has been a truly wonderful journey.

My Lords, I, too, want to associate myself with the remarks of noble Lords this afternoon, particularly those of my noble friend Lord Alli. I, too, congratulate Stonewall on all its hard work across all parties in ensuring that this final act of equality is achieved. In particular, I agree with the remarks of my noble friend Lord Alli about Ben Summerskill, who has done a tremendous job over recent times, and, of course, I welcome Ruth Hunt as the acting director of Stonewall.

This country is now a beacon of equality. I am proud of the record of the previous Government in achieving many changes, not least bringing in an equal age of consent, civil partnerships and the end of discrimination; I am incredibly proud of all those things. I am proud, too, of this Government and of our Prime Minister, who was determined to see this final Act of equality through. Therefore, I want to associate myself with all noble Lords who have spoken today. This country is indeed a beacon of equality but, as noble Lords have said, it brings into sharp focus the difference with those countries where homosexuality is still illegal—indeed, not only illegal but a criminal act punishable, in some cases, by death; some of us have seen the horrific films that have been circulated.

I am also proud of the tremendous cross-party support. Today is one of those rare occasions where I want to break with convention and refer to noble Lords opposite as my noble friends, because they have become friends in this fine battle. Politics is often personal, and I declare an interest in that I have been in a civil partnership since the very first day it was possible. My husband and I were incredibly proud when we were able to do that. We had planned the ceremony for 12 months previously but, ironically, the delays in this House delayed our ability to set the date that we wanted, which was on my birthday. As it happened, my birthday fell on the day when civil partnerships came into force, so we were able to do that. However, my husband has said to me in the strongest possible terms, “Why can’t we get married? It has been in the papers, it has been announced and our families are ringing us up. My niece and nephew spoke to me only last week and asked why we can’t get married”. At one point, my husband suggested—my noble friend Lord Alli knows this—“Let’s get divorced so that we can get married”; I managed to put him off. Some friends of ours who had been in a civil partnership—again, my noble friend Lord Alli knows these people—were so confident and so proud that they proposed to each other on Christmas Day, invited all their friends from New York to come over in March and even booked the hotel. Then they discovered that they would not be able to marry because they were in a civil partnership.

I do not want to be churlish because it is fantastic news that the date has been brought forward. It is fantastic that we will see the first same-sex couples getting married so soon. However, I must associate my remarks with those of the noble Lord, Lord Jenkin. Why does it take so long to organise allowing people to convert their civil partnerships into marriage? I am pleased to see the noble Baroness, Lady Stowell, who did such a fantastic job in pushing the Bill through Parliament, here. She knows that I raised at the very first stage the question of when we would be able to have a ceremony to convert our civil partnerships into marriages. She gave me those assurances and I know that the assurances are there. Will the Minister, in her response, please do more than say, “We hope by the end of the year”? Will she set a date as quickly as possible? It does not matter when that date is. We are like other people who get married in that it takes a bit of planning—in my husband’s case, a lot of planning—and we need to book things. So will the Minister please set the date, so that I can set the date?

When do the Government plan to fulfil their promise to legislate to put into law the UK’s commitment for 0.7% of GNI to be given in overseas aid? Surely, as the noble Baroness has already said, with cross-party support, there is no reason not to do this. Or is the fear of another Tory Back-Bench rebellion the real reason?

The key issue is whether we have made this commitment. We, this Government, have, and it is the first time that any G8 or G20 country has done so. I realise that a number of Scandinavian countries are ahead of us, but we are ahead of the previous Government, who, as the noble Lord knows, sank down to 0.3% in what they gave. In fact, before that, in 1999, it was just above 0.2%—a drop from the previous Government.

My noble friend’s timing is extremely good because, as she says, the Bill has its First Reading here today, and I welcome its arrival. As she and noble Lords will know, DfID already puts girls and women front and centre, and this Bill, which I am sure will have all-party support, will ensure that that continues to happen. It will ensure, for example, that the 2006 international development Act is amended so that that commitment is duly reported to Parliament. I think that this Bill has more cross-party support than some.

My Lords, I also congratulate Ministers, but how is DfID monitoring these research phases of the projects and when are they likely to be completed?

DfID constantly monitors its programmes, including these. As I mentioned before, it is looking for results to be secured, which, as I said, means making sure that there is high-quality education and that children attend all the way through so that they reach the next stage.

We agree with the position that the noble Baroness has just outlined. It is an absolutely dire situation. There is a catastrophe in Syria and also, in terms of the effects, outside. As the noble Baroness knows, getting access is extremely difficult. We have been pressing extremely hard on this issue as well as making a financial contribution. She will be aware that the UNSC made a presidential statement on access on 2 October. If implemented, that would deliver a huge amount, but putting it into effect is the difficulty that she rightly identifies. We will continue to work extremely hard to try to achieve that.

My Lords, as we are to have a debate in January, I stress the point that now is the time for all sides fully to implement the presidential statement on humanitarian access. We cannot wait. Can the Minister update the House on the funding of the Save the Children and Oxfam aid programmes for Syria?

I cannot give the noble Lord specific answers on Save the Children and Oxfam, but he will know that both of those organisations are major recipients of aid. In answering a previous Question I was asked about Hand in Hand. It is receiving aid from DfID via Save the Children. I can provide detailed answers on that in due course. We are working with a number of international organisations to try to get aid into every part of Syria. As I emphasised before, access is exceptionally difficult.

My Lords, I, too, thank the noble Lord, Lord Chidgey, for initiating this very timely debate. I also congratulate the noble Lord, Lord Verjee, on his excellent and moving maiden speech, making a very powerful, personal case for the fund.

As my noble friend Lady Nye said, the Global Fund to Fight AIDS, Tuberculosis and Malaria has since its inception provided 6.1 million people with life-saving access to HIV treatment, 11 million people with tuberculosis treatment, 360 million households with insecticide-treated nets to prevent malaria, and treated 260 million cases of malaria.

As we have heard from noble Lords in the debate, it was rated as “very good” value for money in DFID’s 2011 Multilateral Aid Review, and continued to make progress according to the 2013 follow-up.

As we have heard in the speeches this afternoon, the donors’ decision earlier this month to pledge $12 billion over the next three years is extremely welcome but still $3 billion short of the $15 billion needed. If that goal was achieved it would mean that: 17 million patients with TB and multidrug-resistant TB could be treated, saving more than 6 million lives over the three-year period; 1.3 million new HIV infections could be averted each year; and 196,000 additional lives could be saved from malaria, helping to avert a resurgence of the disease that could see the world return to levels of mortality not seen since the year 2000.

Like the noble Lord, Lord Fowler, I pay tribute to the US Government for their action here. The US has committed itself to a one-third match of all funds raised up to the full $15 billion, so a further $1 billion is now on the table if other donors can step up to raise the remaining $2 billion needed. Like the noble Baroness, Lady Tonge, I am very proud of this Government for maintaining my Government’s commitment to the £1 billion funding. That places us in a strong position to exert influence over others for this round of replenishment. What steps will the Government and department take to help the fund realise the full $15 billion replenishment and thereby maximise the support from both us and the USA?

Key to this will be more effective engagement with emerging economies that have the capability to support the fund. As we have heard in previous debates, India and China between them donated less than Ireland did on its own. For malaria, the Global Fund represents half of all international financing and will go a long way towards helping meet some of the urgent needs for prevention, diagnosis and treatment. Current prevention measures have dramatically reduced malaria cases and deaths, particularly in young children. The WHO World Malaria Report published yesterday shows impressive progress in the global malaria campaign. However, as quoted in today’s Guardian, Margaret Chan—director-general of the WHO—warned:

“This progress is no cause for complacency. The absolute numbers of malaria cases and deaths are not going down as fast as they could”.

The Global Fund also makes up more than 80% of all international financing for TB, making it the single most important funding mechanism in the fight against TB. If global funding for HIV, TB and malaria were to flat-line, we could see 2.6 million new HIV infections every year, some 3 million fewer people treated for TB, and 430 million malaria cases that could have been prevented. As Mark Dybul, executive director of the fund said:

“We have a choice: we can invest now or pay forever”.

The noble Baroness is right in terms of the impact. Yesterday, President Obama pledged $5 billion to the global fund. The US has said that it does not wish to contribute more than one-third to the fund. In other words, it wants to bring in other partners. Other countries, including Canada and the Nordic countries, have put in money and are coming forward in an encouraging fashion.

My Lords, having identified TB-HIV as a strategic priority and the global fund as the lead provider for dealing with the TB epidemic and TB-HIV co-infection, will the noble Baroness tell us whether the department will follow the global fund in mandating that all HIV programming in high-burden TB and HIV countries includes specific strategies to reduce TB and TB-HIV incidence?

My Lords, I, too, thank the noble Baroness, Lady Walmsley, for initiating this debate. She has a tremendous record in the field of child welfare.

The UN high-level panel report based its analysis on five transformative shifts, including the idea of leaving no one behind. I welcome many of the recommendations in the panel’s report, especially the objective to end extreme poverty by 2030 and the bringing together of the sustainability and poverty reduction agendas. The report is an important contribution to the debate about a new covenant for development, but there is still a lot of work to be done to ensure that the new goals and partnerships drive the radical change which is essential if we are to be the generation that ends poverty and safeguards scarce planetary resources.

Many questions still remain on content, financing and accountability, but the principles set out in the outcome document represent a good starting point. Having said that, my hope is that the more ambitious parts of the report, including its call for a stand-alone goal on gender equality and women’s empowerment, will be built on as the negotiations now move forward.

The five shifts I have described are only part of the equation. They help to build momentum to meet our aspirations. However, goals with effective monitoring will ensure that the international community moves in the same direction. As we have heard in this debate, the benefits of investment in early childhood development are strong, but the cost of inaction is also very clear.

Science has demonstrated that early childhood interventions are important because they help to mitigate the impact of adverse early experiences which, if not addressed, lead to poor health, poor educational attainment, economic dependency, increased violence and crime, all of which add to the costs and burdens on society. UNICEF and Save the Children operational research published in 2003 revealed the significant improvement in primary education grade promotion, repetition and drop-out rates attributable to school readiness and ECD programmes.

As the noble Baroness, Lady Walmsley, said, children are central to sustainable development. Decreased child mortality, relatively improved nutrition and school enrolment may give a picture that the world is on track on its promises for children. However, many of the children who are surviving now are not achieving their full developmental potential. According to an estimate, 200 million children around the world are not achieving their potential because they suffer from the negative consequences of poverty, nutritional deficiencies and inadequate learning opportunities. Moreover, 61 million children around the world are out of school and thus at risk. If one digs deeper, beyond national averages, one sees widening disparities among regions and countries and within countries based on wealth, gender and geographic location. In the face of increasing conflict, early childhood development is also considered an entry point for peacebuilding in communities. Furthermore, as we have heard, good early learning programmes can help to build the resilience of children and families in emergency and fragile situations.

Each year, about 19 million children in developing countries are born underweight because of poor growth in the womb. More than 200 million children below the age of five living in low and middle-income countries fail to reach their developmental potential. This failure to ensure that children have access to early childhood development has significant consequences for eradicating global poverty and achieving sustainable development. These twin objectives cannot be achieved when significant numbers of children start life at a disadvantage, one that continues to widen as they grow and develop, and becomes an intergenerational transfer of poverty. Eradicating poverty and achieving sustainable development therefore require that significant attention is paid to early childhood development and that strategies to ensure adequate health, nutrition, stimulation and early learning are part of all programmes to eradicate poverty and achieve sustainable development.

On 22 October in a supplementary Oral Question to the Minister, I referred to evidence that investing in children’s earliest years makes the biggest difference to their lives and to the country’s social and economic fortune. I asked the noble Baroness then whether she would support calls to put early childhood development at the heart of the new post-2015 development framework. In response, the Minister correctly pointed to the illustrative universal goals in the high-level panel report, which highlight the new emphasis on, for example, good nutrition, which is so important in the first 1,000 days of a child’s life, as well as education—not just primary education but a wider scope of education. The noble Baroness suggested that, as concerns for young children are built into a number of the goals, the early childhood development approach can be assumed to be there.

The goals to provide quality education and to ensure a healthy life, food security and good nutrition are strong component parts of a comprehensive approach to early childhood development. However, as the noble Baroness, Lady Tyler, said, policies and programmes need to be fully comprehensive if the approach is to be carried through. They must also include parenting support, developmental monitoring with early intervention, and childcare.

It is important that we do not let up on making a strong case for these important points of principle at events and debates in the General Assembly throughout 2014. These will set the scene for member state negotiations, which will culminate in the summit in 2015. Will the noble Baroness give us some indication of how the Government plan to highlight these issues leading up to 2015? I, too, would like to see the good examples being highlighted. Can the noble Baroness highlight some of the programmes that the department is currently engaged in to support the provision of a comprehensive approach to early childhood development?

Children are key stakeholders in the future. The evidence shows clearly that investing in children’s earliest years makes the biggest difference to their lives and to a country’s social and economic fortunes. Straying slightly off my remit, I am only sorry that since 2010 many of the Sure Start centres in this country have been closed.

I am sure that all countries, and certainly those that are close by, will wish to help. Our colleague, the noble Baroness, Lady Amos, who is the head of UN OCHA, has just arrived in Manila. The Government of the Philippines are in overall control of what is happening, although of course they are working closely with the United Nations. Our NGOs are being co-ordinated by the Disasters Emergency Committee. It is extremely important that everyone works well together, and for that to extend internationally as well as nationally.

My Lords, anyone who has seen the distressing pictures on the TV and in the newspapers today will understand the need for urgent relief, and I certainly welcome the Government’s action. I also share the concern of my noble friend Lady Symons that the amount of money needs to be kept under constant review. However, I have another point that I want to focus on. Will the Government combine their efforts with the international community to commit to longer-term aid and support? While there are short-term concerns, it will be a tough job for the country to recover fully and ensure that people can get back their livelihoods.

The noble Lord of course knows that the United Kingdom has a long-term commitment, which is why we have committed 0.7% of our GNI to aid. He is quite right to emphasise the need for long-term reconstruction. One of the lessons that came out of the report penned by my noble friend Lord Ashdown was that when bringing in aid in this sort of circumstance, one needs also to look at long-term reconstruction. However, right now we need to deliver immediate assistance to people in the form of shelters, water supplies and so on. I note that we are also bringing in solar lanterns with built-in mobile phone chargers because the need for communication is absolutely essential in these circumstances. However, we are well aware of the need to ensure that reconstruction looks to the long term.
