My Lords, the UK Government are of course aware of allegations that war crimes were committed by both sides during last year’s conflict. There is credible evidence for that. My colleague Wendy Morton, Minister for Europe and Americas, has raised this issue with both Governments, and she has urged that those allegations be thoroughly investigated. Where we can, we support the trilateral OSCE on a regular basis.

My Lords, Azerbaijan has handed over, bona fides, Armenian POWs who had been detained during the course of hostilities, but the cessation of hostilities provides huge opportunities to reopen transportation and communication routes between Azerbaijan, Armenia and the Zangezur corridor. Once fully operational, this could provide inter-and transregional trade and economic connections, bringing significant benefits for Armenia’s own economic development. Will HMG consider encouraging the Armenian Government to seize this opportunity to ensure that the transport corridor is reopened?

The noble Lord makes an important point. Of course, we continuously urge both the Armenian Government and the Azerbaijani Government to honour in full the agreement reached last year. That is why our support for the OSCE Minsk Group is also important: the opportunities for both countries in a lasting settlement are enormous, as he rightly says.

My Lords, the right to peaceful protest is vital in any democracy and we encourage all states to ensure that their laws are in line with international standards. Any allegation of human rights violations is clearly very concerning and should be addressed. My noble friend Lord Ahmad of Wimbledon raised Amnesty International India’s case with the Indian high commissioner on 1 December and FCDO officials have raised our concerns with the Indian High Commission. Just a few weeks before, we requested in our representations that Amnesty’s accounts be unfrozen while the investigation is ongoing. We have noted the important role of NGOs in all democracies.

My Lords, until recently India has broadly upheld the democratic principles and traditions she inherited from the UK. It is now observable that the Indian Government have restructured some hitherto democratic freedoms in a number of areas, as the Question of the noble and right reverend Lord, Lord Harries, implies. My question is whether it is the task of Her Majesty’s Government to raise this with the Indian Government, when the possible response might be that the UK is following a similar trend. It is also quite likely that the response will be that it is none of our business. Is this a major and not easily reversible stance?

Flooding

My Lords, 65% of flood prevention is in poor health since the National Rivers Authority was subsumed into the Environment Agency, and no further checks have taken place on the state of river and sea walls for nearly 30 years. I put it to the Minister that the sooner flood defence is separated off from the Environment Agency—and given to an independent authority in charge of flood defence and how large sums of money are spent—the quicker our flood defences will be restored to the good order they had under the National Rivers Authority.

I believe that Defra, the Environment Agency and local emergency services are fully prepared to respond to any flooding alongside the response required to Covid-19. Extensive preparations are being made to operate flood defences and flood storage reservoirs and to put up temporary barriers where needed to protect communities ahead of the incoming weather. I just make the point that the Environment Agency has 25 miles of temporary flood barriers, 250 high-volume pumps, eight principal depots spread around the country, 6,500 staff trained and ready to respond and 1,500 military on standby to provide mutual aid. The Government’s preparations have been made and we are, we believe, fully prepared. I do not accept the noble Lord’s comments about the Environment Agency.
