Question to the Cabinet Office:

To ask the Chancellor of the Duchy Lancaster and Minister for the Cabinet Office, with reference to page 31 of the 2013 report entitled Civil Service Reform Plan: One Year On, whether it remains Government policy to appoint all new permanent secretaries on fixed-term tenures; how the civil service implemented that policy; and if he will publish (a) all permanent secretary-level appointments, (b) whether those appointments are fixed-term and (c) when those tenures expire.

Since 2014, permanent secretary appointments have been made on the basis of a five year fixed tenure; this is set out in contracts of employment. Fixed term contracts may be offered to external candidates, for example in the case of specialist roles where experts are brought into the Civil Service to undertake a specific role.

There is no automatic presumption in favour of renewal, but short renewals may be possible at the discretion of the Prime Minister in cases where performance has been strong and an extension is supported by the relevant Minister.
