My Lords, I will be brief. Perhaps I may remind the House that I try hard to speak personally, especially on occasions such as this, and that I have no authority to speak on behalf of the Cross-Bench group. That will become all too evident very shortly.

The noble Lord, Lord Steel, has vast experience in both Houses of Parliament and indeed far beyond. Furthermore, he has an enviable record of championing changes designed to improve the efficiency and effectiveness of this House. However, as I hope the House will understand, I was extremely unhappy about the content of the Motion that he has put down on the Order Paper. I am grateful and pleased that he has accepted the amendment.

The one thing on which we can at least agree is that the membership of the House is too large. As the noble Lord, Lord Hunt of Kings Heath, has made plain, this results in colleagues feeling frustrated when they are denied the opportunity to serve on committees that are dealing with matters of special interest to them and, moreover, when their important contributions to our debates are limited to three minutes or even less. There is a real issue to be faced about the membership of this House. In my view, the Motion is not helpful. I was going to speak about the report to which the Motion refers but as the noble Lord, Lord Steel, has accepted the amendment I will move on.

Only yesterday two new Cross-Bench Peers were announced. I very much hope that at the appropriate time your Lordships’ House will make those new Members extremely welcome. This House has a record of doing that and we should avoid the danger of giving the impression that we are resisting new Members. My concern is solely about tactics and timing. My fear is that the amendment will be perceived to be either irrelevant in the current situation or, at worst, provocative. I well recognise the thought that the noble Lord, Lord Hunt, has given to the amendment and I do not doubt for one moment the good intention behind it. However, I still fail to see how it will have a significant impact on reducing the size of this House and, in particular, the pressure on the facilities and costs. We already have a voluntary retirement scheme that has not been a great success. Any form of financial inducement to make such a scheme more popular would, in my view, especially in the current circumstances, be inappropriate. Trying also to reduce the membership of the House by excluding those who do not, for whatever reason, attend regularly could be counterintuitive in that it would run the risk of encouraging them to attend your Lordships’ House.

The frustrations frequently expressed are sincere, although I cannot help but feel that we are in danger of giving the impression that we want to resist any newcomers into our House. That would be to the disadvantage of the work of this House in revising and improving legislation for the benefit of our fellow citizens and holding the Government to account. In recognising that the House is too big, I nevertheless fear that the amendment will not have the desired effect. I hope that out of this will come something that will be a stimulus to much more detailed discussion across the House in order that we can work towards achieving consensus. That said, I will, as always, listen carefully to the debate.

My Lords, I am a great admirer of the noble Lord, Lord Laming, who has given great service to our nation and to this House. Although I agree with him that the two new Members who have been announced should be given the warmest of welcomes—we all agree with that—I regret to say that I cannot follow the logic of his other remarks. I wish to give my strong support to the initiative taken by my noble friend Lord Steel of Aikwood, to whom we are all in debt, and very much to the noble Lord, Lord Hunt, who has moved his amendment moderately and persuasively, and I hope in a way that will have garnered support in all parts of the House.

Having picked my way around this landscape over the past few weeks and having had the chance to talk to and understand the concerns of many noble Lords, I am not sure that it would be as easy to secure consensus as the noble Lord, Lord Howarth of Newport, suggests. He is clearly a great optimist if he believes that that is the case not only in this House but between this House and the other place. I obviously understand the points that many noble Lords raised about some of these issues that we discuss but, in the light of last year’s debate and the views that the Deputy Prime Minister has made clear, there is no prospect of further legislation for those issues that would require legislation.

Bearing in mind the financial situation and the concerns expressed all round about the impact of that on the poorest people in our society, does the Leader of the House agree that it would not enhance the reputation of this House for public funds to be used to encourage people to give up the privilege of serving in this House?

I agree personally and in principle with the point raised by the noble Lord, Lord Laming. When the rest of the country is facing huge economic challenges, as the noble Lord said, to spend taxpayers’ money in such a way would be difficult, but I also agree with the underlying point of principle, which is that it is an honour and a privilege to serve in this House, and the idea that if one ceased to want to fulfil that honour and privilege, one would need to be compensated financially, sits oddly with the principle it serves.

The Leader of the House has two tasks: one, as the noble Baroness indicated, is to be the leader of his party and to get government business through as a business manager; the second is to be the guardian of the interests of individual Members and the House as a whole. I believe that the noble Lord, Lord Strathclyde, has fulfilled that second role with consummate skill. He steps down with thanks, respect and, I believe, the affection of the whole House. All that I can say to the noble Lord, Lord Hill, is: the best of luck.

My Lords, on behalf of my colleagues in the Cross-Bench group, I, too, wish to be associated with the warm and very well earned tributes that have been paid already to the noble Lord, Lord Strathclyde. Although still relatively young—in my terms, very young—he has given many years of his life to being an outstanding public servant.

During the years when he was the Leader of this House he always aimed to act in the best interests of the whole House and his many talents and energy were much admired. My colleagues and I very much hope that the House will continue to have the benefit of his vast experience and wisdom. The noble Lord very much respected the position of the Cross-Bench group, and, as has been said by the noble Lord, Lord McNally, he very much valued the individual contributions of its Members. He also supported the position of the Convenor and well understood that role in treading carefully—sometimes ever so carefully—between the different party political interests in the House. On a personal note I very much enjoyed the regular meetings that I had with him and I will always be grateful for the generous support and encouragement that he readily gave. I wish him well.

Finally, I also take the opportunity to welcome to this important role the noble Lord, Lord Hill of Oareford. The House rightly has a great regard for him and personally, I have valued enormously my contact with him, especially in safeguarding children and young people. On behalf of the Cross-Bench group I welcome him to his new responsibilities and look forward to working with him.

My Lords, I speak briefly to associate those of us on these Benches with the generous, worthy and well earned words for the noble Lord, Lord Strathclyde. On these Benches, we are transient. We come and go because, as noble Lords know, we observe a retirement age. By contrast, the noble Lord, Lord Strathclyde, is just like a part of the furniture. He is an institution and has been here throughout the time that virtually all of us on these Benches have been here, so it will be a big change for us. My colleagues have been very keen to say how much we appreciate his support, wisdom and guidance for the Lords Spiritual to enable our contribution to the work of the House. Speaking personally, I marvel sometimes when he has to stand at that Box and deal with some rather difficult things coming across the Chamber. I always admire the fact that he is calm, has a twinkle in his eye and generally responds with buckets of common sense. That seems to be a very good way of leading a House and creating the right kind of atmosphere and frame for us.

We also extend our welcome to the noble Lord, Lord Hill. To be honest, on these Benches we have mixed feelings. He has done a wonderful job as Education Minister and has been a great friend to the Church and the Lords Spiritual. In many ways we are very sad to see him leave that post. He has done outstanding work, and I have always admired the way he can stand at the Dispatch Box and, without really referring to his notes, be able to answer the questions and be very astute and quick-thinking on his feet. That is a remarkable gift and one that we look forward to him exercising in his new role. We welcome the noble Lord, Lord Hill, and say thank you very much indeed to the noble Lord, Lord Strathclyde, for his help, support and guidance.

My Lords, I know many other noble Lords will wish to come in, but I would say three things. First, the debate was on the Forthcoming Business of this House and on the green sheet. Secondly, the House is an integral part of our democratic system. Thirdly, I did indeed very proudly hold the position of Leader of the House. But I believe that when I did so I acted in the interests of the whole House—the House as a whole.

My Lords, I have no wish to comment on the amendment that has led us to be in this situation but I am sure that I am not alone in regretting the fact that we are. When the House finds itself in a dispute of this kind there is no doubt that it affects detrimentally the efficiency of the House. It is clear from last Wednesday’s discussion and from what we have already heard today that this matter will not be resolved on the Floor of the House. It will have to be resolved through discussions, and possibly through discussions some distance from the House.

I urge the House on all sides to allow these discussions to take place and let us get back to discussing this important Bill as quickly as possible and get on with the proper procedures in a self-regulated House. I hope that the Leader of the House will assure us that it will be possible for us to get ahead with these discussions as quickly as possible.

My Lords, if a Back-Bencher may be allowed to speak, I say in terms to the noble Lord the Leader that what he said will not do in any circumstances whatever. We are in a great mess and the real point is how we get out of the mess with honour. I say “with honour” and noble Lords will have noticed that I used the word “we”, even though I personally have not been involved in any of this. However, we all have to regard ourselves as having that as our duty.

There is a very good way of getting out of this. I say to the noble Lord that he ought to appreciate that the amendment accepts the fundamental principles of the Bill the Government are placing before us. He does not seem to have noticed that, but it does; it merely postpones one aspect of what happens. We could get out of this with honour through the Government accepting the amendment. All they have to do is say yes—that is all they have to do—and that is their honour; and those moving the amendment will come away with a degree of honour in that they have got their way.

The matter should not involve us in fundamental discussions about the role of the clerks of Parliament and our attitude towards them or anything like that. It is important that we should get back to discussing the thing that we are good at, which is legislation, and a great deal of legislation is waiting to be discussed. If the Leader of the House persists in the technicalities of his answer, he will keep this mess going endlessly. He may feel that he would like to lose all his legislation but, as I favour quite a large chunk of it, I wish that would not happen.

May we ask the noble Lord to go away, think again —rather than him telling us to go away and think again—come back and say yes to the amendment? Indeed, he would also save the coalition, which he may like to consider. This is not a party-political matter—

My Lords, I am surprised by the intervention of the Leader of the Opposition, particularly on the first question. These are enormously serious allegations that have been made against Members of this House. I happen to know that the noble Baroness asked the Lord Speaker for a PNQ on this matter and the request was turned down. I think that it is discourteous of the noble Baroness to have raised this issue because our rules do not provide for the second-guessing of a ruling on a PNQ by the Lord Speaker.

Since the noble Baroness was Leader of the House, this House has created a new code of practice and a new independent Commissioner for Standards. We should allow the new independent Commissioner for Standards to do his job, given his responsibilities, and to carry out any inquiries that he sees fit.

Secondly, on the Bill that we are dealing with today, it is completely standard practice for Governments to react to suggestions that have been made, to amendments that have been put down and debated in this House, in an attempt to be helpful to the House. That was the reply that I gave the noble Baroness. It is much better for the Report stage of this Bill to continue and for my noble friend the Minister to make whatever case she wishes to make as to why the Government have made this statement, and for the amendments to be taken in the order in which they were put down.

My Lords, I am disappointed that the noble Baroness raised the first point, because she knows that the matter has been referred to the independent Commissioner for Standards. It is absolutely right, and in fairness to my colleagues involved in this, that the matter is handled in accordance with the procedures agreed by this House and away from the Floor of the House. I hope that all Members of the House will respect that.

My Lords, perhaps I might comment on the second part of the noble Lord’s reply to my noble friend the Leader of the Opposition, on the Local Government Finance Bill.

Yesterday afternoon we learnt from the noble Baroness, Lady Hanham, that the Government were making available £100 million. It was courteous of her to give us a briefing session; we were very pleased that she did so and we are grateful for that. However, a number of the amendments today were based on the assumption that no such transitional moneys would be forthcoming. Because they are, it raises serious issues; for example, about whether local authorities that have already gone out to consultation on their schemes, which the Bill says they must do, would now be required to go out or possibly face judicial review.

Secondly, with the benefit of that grant, we are now talking about collecting extremely small sums of money from reluctant and sometimes recalcitrant payers, of £1.50 or £1.75 a week, and in many cases the cost of collection will exceed the money collected. I for one wish to get guidance and steer from legal and finance officers of local authorities so that we can have a proper, informed, sensible and cool debate, while being respectful of and grateful for the additional moneys coming to local authorities. But we cannot do that overnight. As a result, I shall be withdrawing at least one if not two amendments in my name because I cannot argue them until I have got the information we now need in light of these changed circumstances.

In previous times, when many of us have been Ministers, we have made arrangements perhaps to go from Report back to Committee or from Third Reading back to Report, because this is a self-regulating House. All that my noble friend is asking—and we were given assurances by the noble Baroness, Lady Hanham, yesterday that this would happen—is that we have the flexibility at Third Reading to table amendments that may introduce new material, because new material was introduced by the Government yesterday.

My Lords, I will be brief. I, too, thank the Leader of the House for repeating this Statement on a Bill that will clearly repay careful study, and for agreeing to this extended time of questioning.

It was entirely understandable that the new coalition Government introduced a full and challenging legislative programme that required an extended first Session. Inevitably some of that legislation was controversial. Does the Leader agree that every one of those Bills was carefully scrutinised in this House? Does he agree that, thanks to the hard work of colleagues from all around the House, each one of those Bills was greatly improved, so much so that during the period of scrutiny the Government had time to reflect on points that had been made and brought forward very many changes to their own legislation? As a starting point, does the Leader agree that this House has demonstrated time and again its ability to fulfil its responsibilities in the scrutiny and improvement of legislation?

Secondly, does the Leader agree that the House has changed greatly in recent years, and that time and again it has shown its willingness to change? Indeed, across the House there is agreement that further incremental change is still there for the taking.

Thirdly, will the Leader accept that my colleagues and I welcome that the Bill will endorse that 20% of the membership of the House will be appointed, but will he assure the House that the appointed Members will be genuinely independent and without any party political allegiance?

My Lords, I am grateful for the Convenor’s questions. Of course I agree with him: the House of Lords, not just since the general election but broadly since 1999, has done a good job of scrutiny and worked well on Bills. I have put on record many times that this is not about the current effectiveness of the House of Lords, which is recognised as having done its job extremely well and having improved legislation. The Government’s view is to improve the legitimacy of the House—indeed, to strengthen its ability to hold the Government to account and to challenge the decisions of the House of Commons.

On the noble Lord’s second question, yes, the House has changed substantially throughout the 20th century, most recently in 1999, and has always accepted such changes. Many of my colleagues in the coalition regard the transitional period as being extremely long. There was no transitional period, or not a very big one, in 1998-99, but there will be a substantial one for the new House to get used to the new arrangements over three electoral cycles.

I confirm that the 20% appointed Members will be appointed by a statutory Appointments Commission, as laid out in the Bill, and will be non-party political Members of this House.

My Lords, it is entirely appropriate that the debate on the humble Address should begin on constitutional affairs. I will try to step aside from the party political flavour that has just occasionally crept into the earlier contributions. I hope that the noble Lord, Lord Hunt, will excuse me if I make just one comment on something he said—I hope that I heard him right and apologise if I got it wrong. He said that to build a consensus on the future of this House, it is necessary to seek agreement with the three political parties. Well, there are some others of us in this House. I hope that the noble Lord will feel that those of us who do not belong to a political party might have a contribution to make on matters of this kind.

My Lords, I am delighted to respond. The noble Lord will recall that in the cross-party talks which my own Government instituted, we had strong representation from the Cross Benches and the Bishops’ Benches. However, it is an inescapable fact that, in the wider scheme of things, if consensus is to be reached, we need the Deputy Prime Minister first of all to recognise that there has to be discussion on issues other than composition and membership. Essentially, that was the point that I was trying to make.

I am most grateful to the noble Lord. Therefore, before we go, perhaps we may just make a contribution to this debate.

Constitutional affairs might seem dry to some people but, as has already been demonstrated across the House, they are immensely important to the well-being of our society. During the past decade, which is what I have been particularly interested in, there have been many changes. Even during the previous Session of Parliament legislation was passed that might have a marked effect on our arrangements for the governance of the United Kingdom. Some commentators seem to believe that for more than 1,000 years there has been little change, especially in your Lordships' House. That is manifestly not so. Every Member of this House will have direct experience of substantial changes in both local and central government. Even last week some of these changes were experienced for the first time, in the form of referendums for mayors, as the noble Lord, Lord Hunt, mentioned.

Time does not allow for—nor does there need to be—a rehearsal of the many changes that Parliament has enacted, both centrally and locally. However, whatever view we take of the merits of those changes, we can at least agree that the catalogue of change has been substantial. Of course, that is the way it should be. If our legislative institutions are to keep pace with the changes in society and remain relevant to the needs and aspirations of our fellow citizens—and, indeed, if they are to understand the concerns that have just been referred to—then of course change must be a constant in all our arrangements for government.

I recognise that there are many in this House who are better qualified than I to speak on these matters, so I will be brief. I shall therefore just pose three questions for consideration, particularly to the noble Lord, Lord Wallace. First, does he agree that during the Session that finished only last week, the Bills that came to this House, having previously completed every stage of consideration in the other place, were without exception, once again, greatly improved during their passage through this House? Thanks to the conscientiousness, skill and hard work of Peers across the whole of the House, the quality of scrutiny resulted not only in many sound amendments being made to those Bills but in the Government, having listened to your Lordships, very wisely bringing forward many amendments to their own legislation.

I hope that when the noble Lord, Lord Wallace, responds to this debate, he will begin by agreeing that this House conscientiously fulfils its responsibility to scrutinise and improve legislation. It is dangerous to raise that point, as there will be those who think that it is just another piece of self-congratulation; but I do not raise it in that spirit, nor do I do so with any notion of complacency. On the contrary, I have in mind something that I regard as much more important: the fact that many of us have a real concern about the effectiveness of the other place in scrutinising legislation and holding the Executive to account. Our society depends on a very strong House of Commons that fulfils its unique role in holding the Executive to account. I hope that when the noble Lord responds he will recognise that it behoves us all to ensure that Parliament is as strong as possible, and that our endeavours should be directed to the whole of Parliament and its standing in the community. It is vital to the well-being of our society that Parliament as a whole commands the confidence of our fellow citizens.

My Lords, could the noble Lord elaborate on that? Are we to take it from what he has said that, in his view, as long as the House of Commons is in its current state, that has to be balanced in some way by the powers of this place?

My Lords, that is a very important question. My own view is that I would like to see both Houses being more effective, particularly the House of Commons. I have a real concern about the position of the House of Commons, for reasons that noble Lords across the House will understand.

Secondly, many of us are very familiar with elections: elections to town councils, district councils and county councils, elections to the European Parliament and for Members of Parliament, not to mention elections for mayors and, soon, police and crime commissioners—and then, of course, there are the arrangements in the other countries of the United Kingdom. At first glance, that seems to be a model of democracy at work, an exemplar, but further examination reveals serious shortcomings. Does the noble Lord share my concern and that of many of us in this House about the extremely low turnout in almost all those elections? One commentator described the low turnout last week as nothing short of dismal. Another said that the British people have lost confidence in politics. We ought to take that matter very seriously indeed.

All of that has been set out even more effectively in a recently published audit report by the Hansard Society, which shows very well the lack of interest of our fellow citizens in engaging in the political system. It is incredible to think that around the world millions of people are denied a vote and that millions more may vote but know that their vote is a sham. Therefore, I hope that we all agree that if our democratic processes do not engage the active participation of our fellow citizens, they are seriously defective. This House is only part of a much bigger issue that we need to tackle. We need to ensure that our political and governance arrangements engage our fellow citizens and that they believe that casting their vote is of immense importance. There have been many criticisms of the low turnout in votes by trade unions. We should not be complacent about the low turnout in votes in our democratic processes. Very important constitutional issues are at stake. They should not be taken piecemeal. We ought to take this opportunity to look more widely and ensure that our processes of governance are, to use the common parlance, fit for purpose.

My third point is that we are indebted to the noble Lord, Lord Richard, and his committee and to those who produced the alternative report. Both those documents repay careful study. I suggest that timing is important and will need to be handled sensitively. I suspect that, at this time, most of our fellow citizens are primarily concerned about jobs, the cost of living, the care of elderly and disabled people, further cuts in public expenditure, the National Health Service, and so on—not to mention the fact that our troops remain in considerable danger. There is to be a referendum in Scotland that has the potential to put at risk the integrity of the United Kingdom. Therefore, I suggest, not out of complacency but out of opportunity, that we ought to avoid taking up chunks of parliamentary time on matters that are of little concern beyond Westminster and take the opportunity to look again, to do an audit of our systems to ensure that they are as effective as possible.

Our discussion has acknowledged that there is a wide measure of agreement that our procedures can and should be improved. We all agree that the House is too large. We all agree that that ought to be rectified, along with a number of other matters, not least issues of discipline. As has already been referred to, recommendations of the Leader’s Group report chaired by the noble Lord, Lord Goodlad, are outstanding.

With boundary changes affecting the other place, the referendum in Scotland, the review of the powers of other assemblies, there are major upheavals ahead of us. Let us improve, where we can, the workings of this House. There is much that we can do, and we should do it, but let us also recognise that our constitutional arrangements are matters that go wider than this House. I hope that we will take this opportunity, because those arrangements are important to the well-being and health of our democracy.

My Lords, the noble Lord, Lord Roper, has made a journey not unlike my own, to which the noble Baroness has just referred. I am still smarting from that stiletto in the ribs delivered some time ago by the noble Lord, Lord Cope. I would only remind him of the story of the young Conservative candidate fighting his first election in one of the Welsh valley seats who started his adoption meeting by saying, “I was a born a Tory, I am a Tory, and I will die a Tory”, and a voice came from the back saying, “Why, man, have you no ambitions?”. Certainly I have no ambitions to join the Conservative Party but I am very pleased to see the noble Lord, Lord Roper, back on our Benches.

I am very proud of the way the noble Lord has carried out the chairmanship of the European Union Committee. I think all sides of the House take pleasure in the reputation that that committee has for its diligence and objectivity in dealing with the issues of Europe, and much of that has been, over the last few years, due to the skill of John Roper. As the noble Baroness, Lady Royall, indicated, that skill comes from a deep and long involvement in European affairs as an academic and a politician, and we have all benefited from it.

As for the noble Lord, Lord Boswell, when the noble Lord, Lord Strathclyde, e-mailed me to say that he would be asking the noble Lord to take this job, I replied with just one word: “Excellent”, and that is what I think it is—excellent.

My Lords, on behalf of the Cross-Bench group, I also welcome the noble Lord, Lord Boswell of Aynho, to this most important post. I also associate myself with the very warm tributes that have been paid to the noble Lord, Lord Roper.

The European credentials of the noble Lord, Lord Roper, run very deep. Visitors to the European Parliament or the Council of Europe, both in Strasbourg, may well have noticed the boulevard du Président Edwards, which runs from the Palais de l’Europe beside the beautiful Orangerie park. Understandably, they may have wondered exactly who was Président Edwards. Many of you will know that he was John Edwards, a Labour MP, who in 1959 became the president of the Assembly of the Council of Europe, and very sadly died in office that same year. John Edwards was the father-in-law of the noble Lord, Lord Roper, so the noble Lord’s credentials could not have been better.

The noble Lord, Lord Roper, has handled with great skill and tenacity a number of matters arising particularly from the Lisbon treaty, and a whole range of matters in the area between the national parliaments and the European Parliament. He has shown great personal qualities and determination. Only last week in Warsaw—and before that, in Copenhagen—he received a very warm welcome from delegates, who recognised not only the contribution he had made but his commitment and enthusiasm for the task.

This House has been extremely well served by the noble Lord, Lord Roper, and we thank him for that most warmly and wish his successor great success.

My Lords, I rise with some trepidation to welcome the elevation of the noble Lord, Lord Sewel, because the last time I commented in this House on the noble Lord I said that he brought a “superficial academic authority” to his remarks. I make it clear that this was a moment of impulse, instantly regretted, and hope it will not influence my relations with him in his new, elevated position.

I have no problem at all in paying great tribute to the noble Lord, Lord Brabazon. I always thought that Brabs brought to his position all the touch and authority of a housemaster at a minor public school—which is exactly what the House of Lords needs in a Chairman of Committees. Noble Lords may get passionate about political issues, but they should see Brabs trying to steer through the introduction of an electronic pass system on the doors, or a new way of going in and out of the car park, or a safe way of crossing from Millbank. This required skill of the highest political order and was always done from the Dispatch Box with the most benign authority. It has been a pleasure to work with him over these years and I am pleased to pay this tribute to his quiet skills, for which the whole House is in his debt.

My Lords, on behalf of my colleagues in the Cross-Bench group, I associate myself with the well-deserved tributes to the noble Lord, Lord Brabazon, during 10 years of quite outstanding service as Chairman of Committees. Those who have spoken before me are, of course, much better qualified than I to record his many achievements, but what is beyond doubt is that the noble Lord has been in that role throughout a period of considerable change and some unexpected—and, indeed, some unwelcome—challenges.

Beyond the big events with which noble Lords are familiar, I was struck by the noble Lord’s attention to detail. For example, one morning when I came into the building I saw him attending to the door that leads down to the River Room in such a way that I thought that he might be doing his early morning prayers. I could not resist asking him what he was doing, and he then gave me a detailed account of how the locking mechanism on that door was malfunctioning. That attention to detail has served this House to great benefit, most of all in big projects such as Millbank House, to which reference has already been made. The success of that project was due in no small measure to the noble Lord’s conscientious and careful work. It is his equable temperament and good humour that made him so well qualified to address other taxing challenges of immense importance to the House.

However, there are many other unrecorded issues that deserve mention. Many noble Lords will remember the way in which the noble Lord addressed matters such as mice and moths, and even the origin of the bacon that is served at breakfast in this House. Indeed, your Lordships may recall that at the time of the mice in 2010, a report in the Telegraph referred to the noble Lord in the following terms:

“P G Wodehouse, Pinter, Monty Python—none of them could equal Lord Brabazon of Tara for the dry, incisive, and yet irresistibly comic touch with which, as Chairman of Committees … he responded to questions about this most pressing of national problems”.

There is one other matter which would repay dwelling upon for a moment. In referring to it, I invite noble Lords to imagine the noble Lord, Lord Brabazon, as he was, without a grey hair in his head. Hold that image in your mind—the noble Lord without a grey hair—because that is how he was before the Peers’ car park was landed on his plate.

We are all extremely grateful to the noble Lord for a job well done. We welcome most warmly his successor, the noble Lord, Lord Sewel, and wish him well in this important post.

My Lords, the mention of prayers gives me my cue to speak from these Benches in welcoming the appointment of the noble Lord, Lord Sewel, to his position, and in joining in the gratitude of the House to the noble Lord, Lord Brabazon of Tara. Because of his role, he has been an habitué of these Benches, and his whispered commentary on the proceedings of the House have been never less than illuminating—although as a Bishop, and being a terminus rather than a junction, my lips are sealed as to what he was actually saying. He is a person who loves this House and its traditions, and we all, I think, honour him for that.

The noble Lord is also not a hasty and restless innovator. When questioned on the eternal matter of Prayers, about which Members of your Lordships’ House occasionally get somewhat testy and irritable, he said:

“Recent changes to the form of Prayers included allowing a choice from a range of Psalms, which was agreed by the House in 1970, and again in 1979, and one or two other minor changes. It might be a little premature to consider changing them now”.—[Official Report, 31/3/11; col. 1340.]

How good it is that we still have in this House someone who exemplifies that famous 19th century Prime Minister’s view: “Why do you want to change things? Aren’t they bad enough as they are?”.

My Lords, I am grateful to the noble Lord the Leader for his business Statement and I welcome the fact that the Leader, with the agreement of the usual channels, is hoping to make time available for a debate on the report of the Joint Committee on the Government’s draft House of Lords Reform Bill. I am sure that the debate will also cover the alternative report, which was published today. However, I am sorry that the Leader of the House has chosen not to make a fuller Statement on the Joint Committee report today.

Before the Recess, I urged the Government both to make time for a debate on further reform of your Lordships’ House, which the noble Lord has done, and to recognise the fact that Members of your Lordships’ House would wish today, as the House returns from a prolonged Recess, to have an initial discussion on these issues. I recognise the fact that we will have many debates on this issue in the House in the weeks and months to come.

I think that this House, and indeed many beyond the House, will find it hard to understand why all sorts of people and organisations have been debating these matters today, and yet, apart from the noble Lord’s brief business Statement, this House is not afforded an opportunity today to speak further about the issue. Indeed, the Leader was on “The Daily Politics” show and in recent days we have heard many things about a revolt by Conservative MPs on the 1922 Committee. We have seen various reports of a revolt being joined first by MPs, then by parliamentary Private Secretaries—many things have been happening.

We have been told that the Deputy Prime Minister is saying that he “won’t go to war” over Lords reform and the Prime Minister spoke of the issue on the “Today” programme this morning. We have been told all this and more, but we do not have an opportunity to discuss these things today in this House. Of course, we will all need time to examine and consider the report of the Joint Committee and the alternative report of the minority group of the Joint Committee. I have read both reports and think that they are excellent and extremely important contributions to the debate on the future of your Lordships’ House. I thank the noble Lord, Lord Richard, and all those involved, for their hard work and commitment.

I urge all Members of this House and people beyond to read and study both reports closely because we need to get reform right, as the noble Baroness, Lady Shephard of Northwold, said today. We on these Benches regret that there was not a more formal Statement on these issues today, but we look forward to the debate in a week’s time.

My Lords, I am sure that all members of the Cross-Bench group wish to pay tribute to the noble Lord, Lord Richard, and all the members of his team—the committee that did this study—and indeed to the work of all the members in producing the extremely helpful alternative report. One waits for one report and two come along. This is a subject of immense importance to the citizens of our society. We owe it to them to make sure that Parliament is as effective as possible in holding the Executive to account and in scrutinising future legislation.

I am sure that members of the Cross-Bench group, who I have not had the chance to consult on this, are grateful to the usual channels and to the Leader for his Statement because we think that the report should be considered very carefully. I am sure that the arrangements for a debate next Monday will be welcomed by Cross-Benchers.

My Lords, I ask my noble friend whether it is the intention of the usual channels to permit the rising time for the House on Monday to be rather later than usual so that we can demonstrate that we in your Lordships’ House are very good at scrutiny. In doing so, perhaps I may also say how much as a member of the committee I appreciated the chairmanship of the noble Lord, Lord Richard. However, it is a very big report and if all of us who have different views, even among and within the parties, have only a few seconds to make our point on Monday I feel this would not be doing due deference or paying proper regard to the comprehensive report of the noble Lord. Therefore, can my noble friend let us please go to a later time on Monday evening. I feel sure there will be great enthusiasm in your Lordship’s House to go through the night, if necessary, on this issue.
