To ask Her Majesty’s Government what support they will provide to the United Nations mission in the Central African Republic.

My Lords, in April 2014 the United Kingdom supported the establishment of MINUSCA, the UN peacekeeping operation in the Central African Republic. We continue to support UN efforts to build its military and civilian assets to meet the mission’s mandate to build security and stability, support the political process and foster reconciliation in the Central African Republic.

My Lords, I thank the Minister for her Answer. The recent decisions to extend the European mission, EUFOR, and the level 3 emergency status at the United Nations are very welcome. However, when the noble Baroness, Lady Berridge, and I visited the Central African Republic last month, it was clear that instability there affects people not only in that country but in South Sudan, Cameroon, the DRC and others in the region. Will the UK continue to argue for an extension of the level 3 emergency status and the European mission until there is enough stability to conduct elections and secure proper development and progress?

First, I pay tribute to the work of the noble Lord, Lord McConnell, and my noble friend Lady Berridge in continuing to bring these issues before the House. We fully support the extension of the EUFOR mandate, which currently runs until the end of March. The intention is that, by that time, MINUSCA will be up to its full complement of peacekeeping forces and civilian support staff. At that stage, they should take full control. The noble Lord mentioned elections: that is clearly a matter for President Samba-Panza to implement. I know that she is working as hard as she can to get the elections in place.

My Lords, we remain concerned about the security situation in the Central African Republic. An EU operation would reinforce African Union troops and improve the security and humanitarian situation. The EU operation is still subject to UK parliamentary scrutiny and further EU Council decisions. If agreed, the UK could cover around 15% of the common costs; we are not planning to provide combat troops.

With thousands dead, more than 1 million displaced, many new recruits as child soldiers and many instances of sexual violence, there has clearly been failure by the United Nations and others in sleepwalking into this situation. For now, the support of the UK for the EU mission and the work of the UN and the AU is welcome. Will the Minister use her good offices to ensure that the Minister for Africa and the relevant Minister at DfID organise a briefing for Members of both Houses, given the level of interest that there is in this crisis, both here and outwith the Houses, after more than 100 people attended a meeting in Parliament last Wednesday night?

The noble Lord is absolutely right to raise these issues. He will recall from the Question that I answered on 16 January that the two issues that came out loud and strong were, first, on support from the United Kingdom for the EU—and I am delighted to say that the Foreign Affairs Council has clearly moved on this matter; and, secondly, noble Lords’ request for further information from my ministerial colleague. I fed that back to Mark Simmonds, who has agreed to come and brief parliamentarians. I think that a date is currently being arranged.

My Lords, after the surrender of M23 last year, 2014 provides an opportunity for greater stability in the DRC. We encourage the Government of the DRC to deliver on their commitments under the peace, security and co-operation framework, including the disarmament of militia groups, security sector reform and an elections timetable. We will continue to work closely with the UN special envoy Mary Robinson and other partners on these issues.

My Lords, on the disarmament of militias, it is now nearly 12 months since the peace, security and co-operation framework was signed by the 11 countries of the region. Although there has been some success against the M23 armed group, other groups, including the FDLR, those responsible for the genocide in Rwanda 20 years ago, are still operating in the eastern DRC. Will the UK use its seat on the UN Security Council to press for continued action on this front to create conditions for development that require the removal of these armed groups?

Of course, the noble Lord will be aware that part of the conditions of the peace, security and co-operation framework, signed by 11 countries including the DRC and Rwanda and other countries in the region as well as the African Union and the UN, was about these militia groups laying down their arms. The M23 laying down arms at the back-end of last year is a hopeful step, but we continue to press countries and individual groups, including those linked to the FDLR, to move towards disarmament and reintegration.

I take on board what the most reverend Primate has said. Going back to the European Union and the Foreign Affairs Council meeting on Monday, an options paper has been circulated which is currently under discussion. A number of options have been presented in that paper. At this stage, however, we are going back to the United Nations Security Council Resolution 2127 from December, which agreed that it was appropriate for the African Union to lead on this and for the French troops to carry on with their deployment.

My Lords, whatever action is taken right now to deal with this horrific emergency, there will be a need for action afterwards, following any stabilisation, both to build the capacity of the state in the Central African Republic and to try to promote reconciliation between the Christian and Muslim communities, which at the moment are tearing each other apart. Can the Conflict Pool or the Building Stability Overseas Strategy of the UK Government make a contribution to either that process of state building or that process of reconciliation, which will be so important on the ground in the aftermath of the current crisis?

I completely agree with the noble Lord; it may well be one of the things we will be considering. The situation that we are facing at the moment means that we have to deal with the immediate violence. The whole point of having the transitional appointments of the president and prime minister, both of whom resigned only last week, was to enable a process to take place in which there would be elections within 18 months of April last year. Unfortunately, the violence has not stopped under the transitional government. There are expected to be further elections for a further transitional government within the next 14 days and then further elections will take place with a process behind them for political discussions. It may well be that at that stage, it will be right for the UK to be involved in the stabilisation work.

As my noble friend is aware, Nepal has had an unstable history, at least over the past two decades, which has resulted in a number of elections taking place but without progress being made. Of course we congratulate the people of Nepal on this election. Preliminary findings showed that violence was lower and there was a higher use of voter ID cards and a higher level of enthusiasm for the process. Although there were armed police around polling stations, they were not inside them. However, initial concerns have been raised about unaccredited, unidentified people within polling stations and some scuffles and confusion. It is important that we wait for the final results and then hope to build on that to support the people of Nepal to achieve the stability that they so deserve.

My Lords, these credible elections are no doubt a welcome sign, but can the Government give any indication of what might be possible in moving towards the agreement of a new national constitution in Nepal? These negotiations have been failing now for several years inside Nepal despite lots of encouragement from us and many other international donors and agencies, and there has been no progress whatever. These elections may herald an opportunity, but what steps will we encourage to try to ensure that there is progress in the very near future?

The constituent elections are being held to create a constituent assembly, which is all about having a remit to set about creating a constitution that is agreeable to all the people of Nepal. In the light of Nepal’s history it would be difficult for me to predict exactly when and how that will happen, but we are optimistic. As I said, we have been engaged in the process—not just the election process but the broader one—for a number of years, and my right honourable friend Alan Duncan has visited regularly. We are therefore heavily engaged in this; DfID is heavily engaged, as is the FCO with its conflict work.

My Lords, our priorities for the Commonwealth Heads of Government Meeting, CHOGM, include discussions on the post-2015 global development framework and enhancing Commonwealth values. CHOGM also provides an opportunity to raise further international awareness of the need to end sexual violence in conflict. UK Ministers will also engage with their Commonwealth counterparts and pursue relevant bilateral issues with Sri Lanka, including reconciliation, human rights and consular concerns.

My Lords, the Commonwealth charter, agreed by all member states in the Commonwealth last December, states quite clearly that participating in free and fair elections is an inalienable right of the populations of every country in the Commonwealth today. Despite that, the election held in the Maldives on 7 September has now twice been delayed. First, its second round was delayed and, subsequently, a rerun ballot was cancelled this weekend following police intervention. As a result of that, it is likely that the Maldives will now not even be represented in Colombo because they will not have a head of state when the CHOGM takes place this year. The Commonwealth Secretary-General has called for all involved to take speedy action to ensure an outcome for this election that represents the popular will. Will the UK and the other member states of the Commonwealth assist him in trying to make that happen?

I am always grateful for the noble Lord’s intervention in these matters; he has great expertise in relation to the Maldives. As he said, the rerun of the presidential elections has now been cancelled at short notice. The Maldivian Elections Commission announced yesterday that this will now take place on 9 November and, in the event of it going to a second round, we are still hopeful that it will be concluded by about 16 November. The Foreign Secretary released a statement outlining the importance of the democratic process and of the elections concluding in accordance with the Maldives constitution, which says that a President should be inaugurated by 11 November. We have consistently pressed for this. If that is followed, there may be a representative by 15 November, when CHOGM takes place.

My Lords, I am grateful for the opportunity this evening to lead this short debate and to pose some questions to the Government about the situation in the eastern DRC. I am also particularly grateful, on such a sunny summer’s evening, to the Minister and other noble Lords for volunteering to speak on this topic. I should record my role as the chair of the All-Party Parliamentary Group on the Great Lakes Region of Africa, partly because it was in that role that I recently had the opportunity to visit both the Democratic Republic of Congo and Rwanda as part of a parliamentary delegation from the United Kingdom.

When requesting this debate, I thought that it would be timely, partly as a result of that delegation visit, which took place at the end of May, and partly because I spent last week in Burundi at the regional conference on women, peace, security and development in the Great Lakes region at the invitation of the new UN special envoy, Mary Robinson. However, this debate has become even more timely with the events of the last 48, or perhaps 72, hours. There has been renewed fighting in the eastern DRC, not just in one area but across much of the region and involving, it appears, many different groups. Publicity this week will no doubt focus on the clashes between the M23 and the FARDC—the Congolese army—which now appear to be battling outside Goma, yet again, for control of parts of that area. Fighting appears to have begun at the weekend, involving a group called the ADF, which is at least alleged to be made up mainly of Ugandan-based rebels and which appears to have some links with Islamist extremists from elsewhere in the continent.

There has been a growing trend over recent weeks, which again appears to have been shown over the weekend, for the FDLR—a former Rwandan rebel group—and other smaller groups to use the fact that the main focus appears to be on the M23 around Goma to execute all kinds of attacks on local villages. There have been kidnaps and in some cases rapes and deaths. Yet again today we see an outbreak of accusation and counter-accusation from the Democratic Republic of Congo and Rwandan Governments, which will no doubt heighten tensions in the area and in the region as a whole. I have received a series of e-mails over recent days documenting the horrors that this means on the ground for local people who are living in small communities. To be honest, they are too painful to read out tonight.

The Great Lakes region has, as a whole, seen incredible conflict over the past 20 to 25 years. The eastern DRC is not the only area affected. There is the Central African Republic and the long-standing campaign for independence in South Sudan, with conflict continuing even after that independence has been achieved. There is the terrible civil war in Burundi and the horrific genocides in Rwanda, the 20th anniversary of which is next year. In and around the DRC itself, there is what has been described as Africa’s world war, in which over 5 million people have died in the past 15 years or so. The whole region is affected by each of these conflicts in turn, but tonight I want to concentrate on the situation in the eastern DRC.

This area, and indeed the whole country and the region, is populated by wonderful people. It has incredible resources and a beautiful landscape, but the poverty, violence and hopelessness at its core have been debilitating, as anybody who has visited or studied the region over recent years knows, while other parts of the continent have grown and prospered. Lives have been ruined and opportunities are being wasted on an incredible scale. That is why we, as the United Kingdom, need to continue to be interested in what is happening there.

Last year, a group called the M23 broke off, as we know, from the official Congolese army and eventually overtook the capital of the area, Goma. There are allegations against that group, the Congolese army and others for the way in which the conflict in 2012 was conducted. The UN failed to protect Goma. More than £8 billion has been spent on the UN peacekeeping force over the past 14 years, yet it has continually failed to contain and deal with these conflicts at the local level.

In 2013, however, there have been what might be seen in the context of the region as quite dramatic developments. On 24 February, a peace, security and development framework for the whole region was signed by all 11 heads of state in the Great Lakes region and by four supporting multilateral institutions: the International Conference on the Great Lakes Region, the African Union, the United Nations and the Southern African Development Community. Subsequent to that, on 28 March the UN Security Council passed Resolution 2098, which updated the mandate of MONUSCO in the region but also called for and started to put in place a regional intervention brigade, which for the first time in UN history will have the specific job of dealing with combatants at local level to try to secure peace for local people. It also bravely appointed the first ever woman special envoy in this area for the United Nations, Mrs Mary Robinson, the former President of Ireland. She has begun her work and, as I said, I was with her in Burundi last week.

During our APPG visit focused on this area, we met President Kabila and senior Ministers from both Rwanda and the DRC. We met human rights campaigners, parliamentarians and senior officials in the UN. We also met a significant number of former combatants from the M23. This visit has indicated a number of things to me. First, the anger and suspicion in the area continue on all sides and are deep-rooted, but there is, perhaps for the first time, some hope that this regional framework can make a difference. There are at least public, formal commitments from everybody involved to work with the new framework. The President of Burundi reinforced that when I met him last week in Bujumbura.

Progress has been slow in implementing the details of the new framework, perhaps especially in relation to the peace talks presided over by President Museveni in Kampala. However, the UN has put in place the regional intervention brigade and Mary Robinson is in place and being very active. Her appointment has been welcomed by almost everybody in the region as someone whom they can trust. She has said that it is time to do things differently, by trying to implement a bottom-up approach to peace as well as a top-down approach, and in particular by trying to involve women in a way that is so needed, as was of course highlighted by UN Security Council Resolution 1325.

The DRC Government have at long last started to pursue, in a more determined fashion, security sector reform and genuine dialogue between different groups. Oversight mechanisms are starting to be put in place and improvements in governance are at least promised. However, this peace, security and development framework has not just national recommendations and commitments but regional and international ones, and it is to them I want to turn in my questions.

This is a very complex series of conflicts involving identity, land, fear, greed and power. These different emotions and elements of history cross borders in this region perhaps more than anywhere else in the world. We need to see implementation and determination on national, regional and international commitments. Inside the DRC there needs to be real reform and genuine improvements in governance, including decentralisation. We need a balanced, negotiated political approach that ensures that everybody has a stake in the future. We need a regional context that will help to bring peer pressure and, I hope, economic progress to the area. Women must be much more involved than they have ever been before in these discussions and efforts across the whole region.

I want to ask the Minister some questions quickly within the time allocated. First, as this is a unique opportunity, perhaps a once-in-a-generation one, to see some progress, how strong is the Government’s support for this regional peace process and what actions have we taken to secure its success? Secondly, what actions have we taken to support the new UN special envoy, Mrs Robinson, and what discussions have taken place with her? Thirdly, do the Government have an update on the peace talks in Kampala, which appeared until recently to have stalled and whose stalling may have triggered some of the violence at the weekend? Fourthly, do the Government have an update on the events of the past few days and a response and reaction to them?

Critically, do the Government agree that there is a need for a regional approach not just by the 11 states of the Great Lakes region and the African Union as a whole, but also by the British Government, other major European and North American donors and the European Union? Can we do more to integrate our diplomatic and development efforts across the region, taking a regional approach to our development decisions and our diplomacy? Can we use the European Union more? Can we integrate our various initiatives, including the Foreign Secretary’s admirable Preventing Sexual Violence in Conflict initiative, and can we review the decisions on aid to Rwanda and Burundi to secure their greater enthusiasm for this approach? The killing, rapes, fear and incredible violence against women and children in particular have gone on in this area for far too long. Along with others, we have been too inconsistent in our attention to this matter in the past. I hope that we can use this opportunity to say that we will be consistent and determined to see this through to an end that might actually bring some hope to the people of a land that has suffered for too long.

The journey to democracy is a long and hard process. Along the way there will be many challenges. Indeed, it took us hundreds of years to get to the point where we had an effective democracy. I take my noble friend’s point that this had to go beyond elections; there had to be an inclusive process and there have been challenges along the way. It is important that we understand that, although some of the concerns that were being raised by the opposition were of course right in terms of progress on the economy and progress on inclusivity, concerns were also raised that President Morsi was seen as being too close to the US and too close to the Qataris—partners, of course, with whom we work incredibly closely. That is why it is important to go back to saying that military intervention to deal with disputes is not the way forward in Egypt. Parties must return to a democratic process and then be prepared to stand behind the results of that democratic process.

My Lords, the United States has a very clear position on overseas development assistance in response to military coups. What will be the position of the British Government in relation to Egypt’s overseas development assistance following the events of the past 24 hours?

I think that the most constructive way in which both the United Kingdom and our partners can play a role is to ensure that we continue to support the people of Egypt in getting back to a democratic process. I do not feel that an immediate decision to disengage would be the right way forward.

I cannot assure my noble friend whether that will be on the agenda, but I will certainly take her views back. She will be aware that a huge amount of work is done by the Foreign Office and the Department for International Development both in projects on the ground and in creating the right climate for these matters to be discussed. Sometimes G8 summits are seen as places where western nations can point the finger at developing countries, but this meeting is also about the G8 countries getting their house in order.

My Lords, is it not an absolute disgrace that multinational companies, such as Associated British Foods, can actually pay less tax in countries such as Zambia than small single market traders based in the same communities, as shown by ActionAid and others? In putting their proposals to the G8, will the Government ensure that the actions of corporate multinationals and the capacity of individual governments to ensure efficient tax systems are tackled?

The noble Lord raises a very important point. It is why transparency in tax will be a key priority at the G8 discussions. It is important that we get political support for ensuring that global tax rules are fit for the 21st century. It cannot be acceptable that companies can create these shadow shell companies offshore, which effectively means that both developed and developing countries do not get the benefits from revenue that should come from their profits.

I will look again that reply and I will certainly make inquiries of the Department for International Development. I know that we are currently using international NGOs for the specific work within Syria but if this is an option that could be looked at, and one that DfID feels is appropriate, I will certainly feed that information back to the noble Lord.

I can assure the noble Lord that our support for the opposition is not unconditional. It is very clearly conditional upon the fact that we require reform, we require a plan and we require them to sign up to basic requirements such as the need for equality and non-discrimination towards minorities. We must also be careful since when we make this argument, which has been made before on a number of occasions, it surely cannot be right that we sit here in Britain and feel that the only way that the rights of minorities, including Christians, across the Arab world can be protected is if they are being ruled by a dictator. There surely has to be another way in which Christians and other minorities are protected as part of a democratically elected Government under which all communities feel part of that nation.

Given the horrors endured by the people of Syria and the impotence of the international community in 2011 and 2012, does this not reinforce the need for reform of the UN Security Council? In their discussions with the newly re-elected President of the United States of America, now starting his second term in office and therefore not facing re-election in four years’ time, do the Government plan to make taking forward reform of the UN Security Council a priority?

My Lords, I also have the privilege of being the Minister responsible for the United Nations. Indeed, on Sunday I will be travelling to the United Nations for a full day of talks focusing specifically on the reform of the UN.
