As noble Lords will be aware, the best way of reducing the number of variants is to vaccinate as many people in the world as possible. The UK has donated £548 million to COVAX to provide vaccines for people in lower- income countries. We successfully met the PM’s target to donate 30 million vaccines internationally by the end of 2021. We are on track to meet the 100 million target set by the Prime Minister at the G7 last June and have set out a plan to donate 70 million of these. More than 43 million doses have now been delivered, with approximately 38 million having been received by COVAX and 7 million having been delivered directly by the UK to countries in need. These donations have benefited more than 30 countries. I know noble Lords will say that there is more that we can do, and indeed there probably is, but they should rest assured that the Government are working very hard to increase their ability to export these vaccines.

My noble friend is entirely right: investing in nature-based solutions for adaptation will also help build resilience, support jobs, support livelihoods and help tackle biodiversity loss, but finance is lacking. Only 3% of global public climate finance flows was spent on nature. Noble Lords will recall that at the One Planet Summit in January 2021 the UK committed to spend at least £3 billion of our international climate finance on climate change solutions that protect and restore nature and biodiversity over the next five years.

It is very unfortunate that the noble Lord’s home charge-point installation took so long. I do sympathise. There are over 5,000 installers. There are 50 charge-point manufacturers registered with the Office for Zero Emission Vehicles to install charge points under the electric vehicle home-charge scheme. This should provide a range of options for drivers to get a charge point installed. The infrastructure strategy will set out how we intend to measure the progress of these charging infrastructures being delivered to the home as well as to the high street.

I know that there are agreements in the policy to review it at certain intervals and I suspect that we will allow these exemptions until the next policy review. But, as I said, there are 600 million people in Africa with no access to electricity, and we cannot hold back development where we can assist by providing some form of grid or power system in the interim.

Electricity Supplies from Europe

We have a strong pipeline of interconnectors. We have 3.8 gigawatts in construction to Norway, Denmark and France, and the completion of these projects will result in 9.8 gigawatts of interconnector capacity for Great Britain by 2023. A further 6.1 gigawatts are in development to Ireland, France, Germany and Norway. We have no capacity in the UK at present to build HVDC cables, but we have the capacity to build the medium voltage cables that service the offshore wind farms.

The UK has an extremely strong domestic energy supply—our homegrown mix of energy sources means there is no chance of the lights going out. The UK has a target to build 40 gigawatts of offshore wind by 2030 and our ambition for at least 18 gigawatts of interconnection by the same date will support our energy requirements in this country. I will of course take my noble friend’s concerns back to the department.
