I am very happy to have a discussion with the noble Baroness and any others about what precisely they mean by updating this legislation. Many campaign groups, such as the Dogs Trust, want us to get rid of its breed-specific nature as part of any reform. I am concerned about that because it might remove some of the elements that work, but we are open to those discussions.

My Lords, two weeks ago, the “Today” programme interviewed a leading professor, I think from Chicago University, who specialises in the behaviour of dangerous animals in contact with human beings. She said that, in America, they are breeding these specific dogs and changing their genes to increase the chance that they will fight. She was asked for her opinion—“What would you do?”—and said, “Ban them totally”.

I totally understand my noble friend’s point; that may well be what comes out of this urgent review. It is of concern right at the top of the Government. He is absolutely right that these species are bred for purposes that we do not want to see in this country, in our homes and certainly not on our streets. Since 2022, there have been 16 fatalities, nine of which involved some form of cross-breed bully dog. The clue is in the name.

We are working very closely with the company here to get to the bottom of what caused this and make sure it does not happen again. The noble and right reverend Lord raises the issue of this kind of incident taking place on a much larger scale in other parts of the world. There are measures that should be taken through corporate governance to make sure that companies that are polluting are held responsible through clear ESG guidelines. That is a much wider and bigger debate, but I entirely understand the point he makes.

How big is the area covered? Some 20 years ago, down under there was a major spill and they set fire to it. That played a very important part, because it did not cause any problems whatever after it was set fire to.

This is a relatively small part of a quite large, very precious marine and coastal environment, and we think the damage has been contained within that small area. I certainly would not want to see that kind of response. As I said, the leak is about 80% water and 20% oil, and measures are being taken both to contain it and remove it. That will be ongoing, and I am very happy to keep the House informed on the progress made.

My Lords, yes, with 11,000 miles of coastline and an EEZ of 165 square miles, it is a task. That is precisely why, with the Security Minister having overall responsibility for the JMOCC, the whole purpose is to improve the co-ordination of cross-agency patrol capabilities, increase information-sharing across government and enhance aerial surveillance operations. The whole purpose is to ensure co-ordination; the fact that the JMOCC will be co-located with the National Maritime Information Centre will offer us a strong chance to bring all these things together.

The first responsibility of government is the defence of the realm and, in particular, homeland defence. The co-ordination that my friend the Admiral, the noble Lord, Lord West, has just commented on is essential but, frankly, without the kit and the people it does not make much sense. Some of us have pushed many times before, but in practice, we should have not just offshore vessels but inshore ones, whether they are large RIBs or MTB types, stationed in every single little port in the country. The key point is that that would have the effect of the public, at large, feeling that they are being protected. We could use our reservists and marine reservists to man those vessels—and it would encourage them to realise that, if the service is to do what it should be doing, they must vote more moneys in favour of giving it the resources it needs.

My Lords, as I said, the purpose of the JMOCC is to ensure the best co-ordination. Obviously, we rely on the Royal Navy, as we have traditionally. The offshore patrol vessels currently in operation will be replaced by five more capable Batch 2 OPVs, being built in Govan; then there is our Border Force, with six coastal patrol vessels and five cutters. Marine Scotland runs its own arrangements, and the 10 inshore fisheries conservation authorities have 31 “sea-going assets”, as they are described, ranging from small, inshore vessels to larger fisheries protection vessels. I want to be absolutely clear: we are analysing and working on how we can best enhance the capability.
