I thank my right hon. Friend, but I cannot speak to the US position. That is for the US, but it has clearly taken its decision, and that is now very clear. On our side, what we want to do is focus on sending a very clear unequivocal message to Turkey that it must bring an end to this military intervention, that it is not going to help Turkey with its sometimes valid concerns that it has, that we are not going to allow demographic change to be unilaterally foisted on the region, and that we would not recognise any return of refugees—I think Turkey has taken 3.6 million refugees and rising, and we are not going to see them returned, or accept or recognise that—unless it is done in a safe and voluntary way. We will have to keep working with all of our partners and redouble our efforts.
Of course, it will not be without consequence for Turkey —a historic, stalwart, staunch ally—to have undertaken this behaviour. Equally, as I mentioned, there are legitimate concerns that Turkey has had. It has felt that it has not been listened to, and we need to encourage Turkey to do the right thing and start behaving the right way, and work with it, rather than force it into the arms of Assad or President Putin.
President Erdoğan has long planned this attack. There have been proposals to put millions of people—refugees who are in Turkey—across that border. The American Administration, by giving a green light, have destroyed the credibility of their international alliances; strengthened autocrats, demagogues and dictators, including Putin, Assad and the Iranians; and undermined our international security. Is this not the worst possible time for us to be leaving the European Union, when we need our European partners and friends to work with us in these difficult times?
While we differ on Brexit, I understand the point that the hon. Gentleman makes, but it is why we have been engaged with our EU partners. We engaged closely on the Foreign Affairs Council conclusions on Monday. We have set out clearly our shared condemnation of Turkey and the measures that now need to be taken for Turkey to withdraw and come back into the NATO fold.

The Turkish President has recently improved his relations with Putin, and the Russians and the Iranians who are fighting on the side of Assad will also have views and interests in respect of what is happening. Is not the danger of what President Trump has done that it reduces the influence of other forces in the region and means that the autocrats and demagogues are dominant in this conflict?
We want to make sure that autocrats and demagogues are not dominant in this conflict. The hon. Gentleman talks as though action has been taken, but my understanding is that that is not the case yet, so we are talking about what might happen. What we have done is say that we do not believe that what has been discussed is the right way forward. We believe we have to ensure that Turkey does not go ahead with this, as it would be unhelpful. If it does not go ahead with it, presumably the US will not carry out the action that has been talked about and which the President has been tweeting about.

Thank you, Madam Deputy Speaker—that is precisely what I was going to say. The hon. Lady has been extremely ingenious in pushing the case of her constituent. Of course I will look into it. If she writes to me with some details, I will ensure that I deal with it.
The right hon. Member for New Forest East (Dr Lewis) drew attention to the 40-year-long pattern of behaviour by the Iranian revolutionary regime of taking hostages. It is clear from what the Minister said that Nazanin’s case is different from that of the Australian dual national, but there are other people detained in Iran—Canadian-Iranians, Austrian-Iranians and American-Iranians, as well as our own citizens. What discussions have the Government had with other countries whose nationals are detained in Iran, and has there been any co-ordination on how we might approach these questions collectively to pressurise this vile regime?
The hon. Gentleman is correct: there are other dual nationals who are discommoded in a similar way. Of course we talk to our interlocutors in other countries where people are dealt with in this way, to ensure that we see what common ground we have and what we might do together to address these issues. But the fact remains that Nazanin is an Iranian-British dual national. That makes her case different from the other case that we have been discussing today.

We encourage Iran to demonstrate that it can be a constructive part of the solution through promoting stability and showing commitment to the unity, sovereignty, independence and territorial integrity of Yemen. We hope that Iran can use its influence with the Houthis to encourage de-escalation of the current crisis, end their attacks on coalition countries and support a return to a political dialogue.
In his speech at the United Nations General Assembly two days ago, Yemen Foreign Minister Mohammed Abdullah Al-Hadhrami attacked and criticised Iran for its support of the Houthis, but also strongly criticised the United Arab Emirates for its support for the Southern Transitional Council in Aden. What is the position of the British Government as regards the positions taken by the UAE, and what contact have we had with the Southern Transitional Council?
We are in regular dialogue with representatives of the UAE. I referenced in one of my previous responses the rather concerning report in The Guardian today about some of the incidents that have happened. I am in regular discussion with the UAE, but I will more than happily write to the hon. Gentleman on this specific matter.

Commons ChamberThat is a helpful clarification and I thank the Minister of State for it. There is no rule on the matter. I say this as much for the intelligibility of our proceedings to observers as for the interest of Members. Who the Government field to respond to an urgent question granted by the Speaker is a matter for the Government. The natural desire and, I think, greater expectation on the part of colleagues that a Minister will be able to oblige is noted by the Chair, and more widely, I think, understood across the House. I think the point will convey itself to Government Whips, the Leader of the House and so on. Meanwhile, the Minister has courteously explained the position, and he did respond to all questions as fully as he felt able to. I genuinely thank him for that.

Thank you very much, Mr Speaker. It is a genuine point of order. The Minister, in response to me and to some others, said that he would write to us. My question to you, Mr Speaker, is that if there were to be a Prorogation in the next few days, and a Queen’s Speech, what happens in the case where there has been no answer and we have been told that the Minister will write?
The answer to that is that Prorogation should not affect the moral obligation to keep a promise to send a letter, so if the Minister has volunteered written replies, which in a number of cases he did, the obligation to provide those replies continues to apply, and I am sure that he would expect to do so. As long as a Minister is in office—and one fully expects that he will continue to be in office; one has to work on that assumption as there is absolutely no reason to think otherwise—he will expect to redeem his commitment. I think we will leave it there for now. I hope that is satisfactory to the hon. Gentleman.

Commons ChamberWe have UK nationals working in countries all over the region, and they will be concerned about the attacks on the two Aramco facilities. The most important thing we can do is signal that we take this seriously and will provide the most robust and effective response, which requires as broad an international consensus as possible. At the same time, we will work to de-escalate tensions rather than ramp them up.
The Foreign Secretary has made a balanced, measured statement. I welcome his reference to the JCPOA and the need to co-operate with our French and German European partners. He also referred to Yemen. Will he update the House on what is happening in Yemen regarding the efforts of Martin Griffiths? What is being done to stop the continued Houthi attacks on civilian areas in Saudi Arabia and the rocketing of cities and Riyadh airport?
I know the hon. Gentleman takes a close interest in these issues. The Iranian support for the Houthi rebels is one illustration of Iran’s use of proxies in the region, which is unacceptable and must end. We fully support the peace process led by UN Special Envoy Martin Griffiths, and we want all parties to engage constructively with that process. Ultimately a political settlement rather than a military one is the only way to bring long-term stability to Yemen, and that needs to be made clear to Saudi Arabia, Iran and all the other players in the region. We will be hosting a political event at the UN General Assembly to co-ordinate the international effort in that regard and to endorse UN Special Envoy Martin Griffiths’s plan to begin wider political discussions.

The Cabinet Office inquiry will be cross-Whitehall, and will report in the normal way up the line of seniority.
There has been some speculation about how long Kim Darroch will remain in his post. Given his excellent record, and the fact that he is clearly talking truth, regardless of the possible implications for the relationships with the country concerned, would not the best answer to President Trump and some in this House be for the Minister to recommend that Sir Kim Darroch’s term be extended beyond the end of this year, so that he can continue to comment on the uniquely dysfunctional and inept Trump presidency?
I thank the hon. Gentleman for his extremely unhelpful ingenuity. Any decision about when Sir Kim finishes in Washington will not, I hope, in any way be influenced by the events over the weekend.

Commons ChamberMy hon. Friend is absolutely right. As it happens, at the weekend I was in Tehran, and I made the points that he has made to my interlocutors. It is absolutely vital that journalists are able to do their work unhindered and certainly unthreatened, and the secret to peace and prosperity across our world—our troubled world—today is the ability to have the transparency that is the stock in trade of journalists.
Will the Minister look at the situation of journalists in Turkey, and in that context, will he welcome the victory of the opposition in Istanbul as a sign that at least in Turkey there are people fighting against the authoritarianism of President Erdoğan?
Istanbul has very much been in the spotlight over the past few days, and I think we probably welcome the political vibrancy that we have seen in Turkey over the past few days. Of course, Turkey is a very dangerous place for journalists right now, and the hon. Gentleman is right to underscore the importance of Turkey in particular engaging with this process. I very much hope that Turkey is represented at the conference in London next month.

I do, as a matter of fact. I think there is very little for Iran in provoking a conflict. The consequences for Iran would be severe. The consequences for the regime would be severe and unpredictable. I feel strongly that, although Iran clearly wishes to ensure that it is given the respect and dignity it deserves, it has no interest in causing a war in the Gulf region.
The Minister rightly referred to a pattern of behaviour by the Islamic Revolutionary Guard Corps and its Hezbollah and Houthi proxy allies. Could it be that the Iranian regime, or elements within it, wish to push up the world oil price at this time because their oil production is falling drastically and because of their internal economic crisis? Would it not be wiser to listen to our own intelligence services, rather than the Leader of the Opposition, who was in the pay of Iranian state propaganda channel Press TV for many years?

Commons ChamberI think that is a rather unfair characterisation of our position, if I may say so. I know that the right hon. Gentleman has a long-standing interest in Hong Kong—this has been our third exchange at the Dispatch Box over the course of this week—but I was merely making the point that the joint declaration was silent on the issue of extradition. We very much feel that the spirit of the joint declaration is fundamental, for the reasons I have set out about the high degree of autonomy, freedom of expression and the like, but I was just making the narrow point that extradition was not raised in the joint declaration of 35 years ago.
The right hon. Gentleman touched on the use of tear gas and rubber bullets, and I would therefore like to talk a bit about export licences; I know this has been brought up in the pages of The Guardian today. The last export licence from the UK for tear gas hand grenades and tear gas cartridges used for training purposes by the Hong Kong police was in July 2018. The last export licence for rubber bullets was in July 2015. We rejected an open licence for riot shields as recently as April 2019. The issue of export licences is close to all our hearts, and it comes up time and again in our work overseas. We are monitoring the situation very closely and will of course undertake to review all current export licences. We will have no qualms in revoking any licences found no longer to be consistent with the consolidated criteria, including criterion 2, which I think the right hon. Gentleman will be aware of, dealing with respect for human rights.
The Minister rightly criticised the Chinese ambassador’s remarks on “Newsnight” yesterday, but is this not part of a pattern, as has been said? Is it not clear that there is no independent judiciary in mainland China, so anybody who is either taken illegally—as has been the case in the past, as with the booksellers—or taken with the complicity of the Hong Kong Government authorities is actually potentially facing an unfair trial by the Communist regime, with terrible consequences? Is it not time that we were more robust in what we say about the nature of the Chinese regime, and that, instead of pulling our punches because we are so afraid that our economic situation post Brexit will make us weaker, we stood up for our values and the commitments we made when we signed and agreed the joint declaration and said that for 50 years there would be one country, two systems?
We absolutely stand up for one country, two systems, and will continue to do so. On the Floor of the House on Monday I expressed some deep concerns about the Chinese legal system, which have to be borne closely in mind when we are considering any changes that potentially lead to individuals being extradited from Hong Kong to the mainland, and we will continue to make those robust statements.
We are in a world where China is rising, however, and we have to maintain an engaged relationship, as I am well aware the hon. Gentleman understands. That points to the balance in diplomacy that I mentioned earlier. I would like to think we have worked together in forging constructive collaboration on a range of shared challenges including microbial health, climate change, the illegal wildlife trade, money laundering and even threats to international security over North Korea.
There is therefore a range of global challenges on which we have to build trust with China, but we also must accept that our values are fundamentally different, so I am afraid that there will always be a block. Rightly, we must have the confidence, along with partners, to stand up for the values that are close to our heart, but we also have to recognise from our own history that those values evolve over time. Working together and building a sense of trust with China, and indeed with rising nations in other parts of the world, is an important part of diplomacy and we shall continue to do so.
