Trade deals are immensely complicated. While Members know how I voted in 2016, I accept that this country will be leaving the European Union on 29 March—with regret, I have to say, but I do accept it—but one of the debates that we have not even started to have is how the House is going to approach the approval of trade deals. I can tell my hon. Friend that this is a real worry to those who are going to be negotiating those agreements. We saw with the Transatlantic Trade and Investment Partnership just how politically contentious that agreement was, even though it did not even reach the House as an agreement. We are going to spend the next few decades in the House negotiating and approving trade deals, which everybody, for various constituency reasons, will have problems with.

My right hon. Friend is making an extremely powerful argument. Does she recall that the trade deal between America and Canada, which was a “willing buyer, willing seller” trade deal, took many, many years? The idea that this is some wonderfully easy, smooth, simple process is, frankly, rubbish.

I have great respect for my right hon. Friend, and on this issue he speaks much good sense, as always. I hope that right hon. and hon. Members will listen to what he has to say. I am conscious of the time, so shall move on.

Over the past two years, we have heard it said in the House that no deal is better than a bad deal. I have to say that no deal is a terrible deal and it would be a gross dereliction of the responsibility of Members of this House to inflict no-deal on our constituents.

May I start by congratulating my right hon. Friend the Chancellor on his speech, on his prudent and sensible stewardship of our economy at this difficult time and on the extraordinarily clear way in which he expressed his intent?

I should remind the House that I was a staunch remainer. I campaigned vigorously to remain, and I would certainly do so again. I am proud that my constituency voted to remain by 53%. I am personally deeply saddened by the result of the referendum, and I believe that our wonderful country made an historically bad decision that we will long regret. However, the country voted to leave the European Union in the referendum of 2016—the biggest democratic exercise in our history. I am first and foremost a democrat, and I believe strongly that that vote must be honoured.

At the time of the referendum, the then Prime Minister, my friend David Cameron, assured the country that the result would be respected. I echoed that assurance at the last election and confirmed that, however much I regretted it, I must support the democratically expressed wish of my country. I wish to make it clear that, while there are serious disagreements on both sides of the House, I believe we all have the best interests as we see them of our country at heart, and that we fight the good fight with confidence but also proper respect for those who hold long-standing views that are very different.

I was very taken with the speech by my right hon. Friend the Prime Minister at the beginning of the debate, and I wish to pay the warmest tribute to her for her tremendous courage, doggedness, diligence and determination to arrive at a deal in the national interest. I believe that she has achieved in this withdrawal agreement an essentially pragmatic compromise, which she rightly justifies as being a realistic conclusion of that which is possible. I hope the House realises that there will not be a better deal on offer and that, if this arrangement is voted down, no different deal will miraculously appear and there will be a profound period of uncertainty and risk that we might crash out with no deal, which would, by common consent, be a disaster for our country.

At the end of the day, this withdrawal agreement will leave almost nobody satisfied, but it gives all sides of the argument something. It is not a perfect deal, and it was never going to be, for that is the nature of a complex negotiation. It is indeed a compromise, and it would be a fatal mistake, as the Prime Minister said, to let the search for the perfect Brexit prevent a good Brexit.

It is also important for the House to acknowledge that the Prime Minister, by ignoring the strident noises off, under immense pressure from all sides of our own party and the House, has managed to temper these negotiations in such a way as to ensure that we will be able, in time, to retain the closest partnership with our European friends and allies. However, I remain deeply anxious that a no-deal Brexit or a second referendum, which would likely be inconclusive after a vicious and harsh campaign, might push Britain into the kind of loathsome and hateful partisan bitterness that now so disfigures American public life and is so damaging to its democratic settlement and political discourse. We do not want that in this country.

What will be achieved by support for the withdrawal agreement is one thing, but as the House knows, there are years of hard and difficult negotiations ahead. After the most careful thought, I have concluded that what is proposed in the withdrawal agreement substantially delivers on the referendum result and must thus be honoured. It is clear that, under these arrangements, the United Kingdom will be leaving the political union, ending free movement, leaving the customs union, leaving the common fisheries policy and the common agricultural policy, ending the jurisdiction of the European Court of Justice and regaining the chimera of our sovereignty. The agreement is thus entirely deserving of the House’s support.

The right hon. Gentleman said at the beginning of his speech that he believes the country made a mistake in the referendum that it will regret. How can he, in his conscience, not continue with that argument and persuade people that the best place for us is within the European Union?

I tried at length in my own inept way to explain why that was the case. I believe that the Government must honour the result of the referendum, democratically expressed in the biggest electoral exercise that this country has ever had, and not to do so would be a disgrace. In my view, this plan has very carefully and very cleverly managed to separate Britain from the European Union—46 years of combined earnest endeavour and legislation—with, frankly, miraculously minimum damage to each side. We need to keep it that way for this is a golden prize, given the circumstances. It would be extremely ill-judged to throw it away, which, above all, would be contrary to our national interest.

I am confident that we can then move on to building a stable future framework, as clearly set out by the Chancellor, which will formalise the great importance of our future relationship with our European friends, allies and partners. There is only one agreed proposal on the table. We owe it to our country to lay aside our differences, to accept that our great national traditions of pragmatism, common sense and compromise have never been more vital than now and then to come together, as the Prime Minister said, as “one Union of four nations”, to reassert the confidence that we should most definitely have in the opportunities that lie ahead for our nation’s future, if only we can grasp this nettle and move on. It will be the experience of many right hon. and hon. Members on all sides of the House of Commons that most of our fellow citizens devoutly wish us to get this done and to focus on the things that they really care and worry about daily—schools, policing, the national health service, transport, the environment and just getting from A to B—and all the other issues that, inevitably, have not had the attention they should have had as the Government have had to focus so much of their necessary effort on coming to this moment.

I am approaching the end of my parliamentary life. I am truly sad beyond words that our wonderful country has reached this pass, but I feel very strongly that we really must not reject this agreement and thus go back to square one, which would mean perhaps another deeply divisive and very unhappy referendum. In turn, that would mean the most damaging uncertainty economically and continuing division that will inevitably threaten the jobs and lives of our constituents and investment in our economy. I am afraid above all that the House would earn the undying contempt of the British people if it does not have the courage and vision to grasp this deal, however we may feel about it, in the interests of the greater good.

I am sure that many right hon. and hon. Members on both sides of the House remember Lewis Carroll’s wonderful poem, “The Hunting of the Snark”. It includes these lines, which I believe are appropriate:

“But the principal failing occurred in the sailing,

And the Bellman, perplexed and distressed,

Said he had hoped, at least, when the wind blew due East,

That the ship would not travel due West!”

To coin a phrase from a greater, kinder and more resolute period in our national life, “Come, let us go forward together and settle this now”.

Productivity, as I have already said, is at the very forefront of the Government’s agenda. That is why we established the national productivity investment fund, a £31 billion package of investment in infrastructure and research and development, and committed to introducing a national retraining scheme, which we are developing in partnership with the CBI and the TUC to ensure that British workers have the skills they need to benefit from technology change. The focus now has to be on moving forward with firm-level initiatives, such as Be the Business led by Charlie Mayfield and Made Smarter led by Juergen Maier, that start to look at the challenges we face at the level of the firm in this country to make sure that we are doing what we need to do not only in infrastructure and skills but in investment in management at the level of the firm.

May I congratulate my right hon. Friend on all the steps he is taking, with the Government, to improve productivity, which is very badly needed indeed in our economy? Does he agree that it is becoming increasingly difficult, with a very modern, interconnected, internet-driven economy, to successfully garner the information needed to truly assess how well we are doing on productivity and across the whole scale of Government statistics on the economy? Does he agree that this is first-order business and that we need to get this matter resolved so we may have a better picture overall?

My right hon. Friend is right that there is some evidence of a measurement challenge around the productivity figures. My right hon. Friend the Member for New Forest West (Sir Desmond Swayne) asked a few moments ago about the relationship between rising wage costs and continued economic and employment growth. The question is why the tightening labour market is not driving a higher productivity performance and whether an element of that is in fact a management challenge. A great deal of time and energy is being spent on this issue. Indeed, the figures on productivity for the last two quarters do, on the face of it, show some improvement. Now, one swallow does not make a spring and we should be very cautious about interpreting—even a summer, Mr Speaker. I am even less ambitious! We should be very cautious about interpreting those figures, but, as we see record high levels of employment in the economy, we should expect them to help to drive the UK economy’s productivity performance.

It is a permissive power. It does not require documents to be deposited in electronic format only. If a deposit location wants all the documents in hard copy, HS2 Ltd will provide them in hard copy, but the motion allows for the electronic deposit of documentation for the HS2 hybrid Bill. Electronic documentation will, of course, make it easier for communities along the line of route to find the information most relevant to their area without having to work through an otherwise enormous document.

What would happen if, because of the cruelty of this Government, the libraries are closed and there is no room for the hard copies of the Bill documentation, even though the local area wanted them? How would the Minister handle that?

I do not accept my right hon. Friend’s characterisation. On previous occasions when there have been storage problems, nearby community libraries have been asked to store the hard copies, so I anticipate alternative mechanisms could be put in place.

It should be noted that this is a permissive power. It does not require documents to be deposited only in an electronic format, so if a location wants all the documents in hard copy, HS2 Ltd will provide them in hard copy. In all cases HS2 Ltd will make the key documents, such as the Bill itself and the non-technical summary of the environmental statement, available in hard copy.

Further, members of the public will be able to telephone HS2 Ltd to ask for free hard copies of the non-technical summary, the local community area report and the local maps. If a deposit location would like documents in electronic form but does not have the equipment to make them available to the community, HS2 Ltd will provide that equipment at its own expense.

This is a wholly sensible modernisation of Standing Order requirements that were originally conceived in the 19th century, and it is about making it easier for people to engage with the hybrid Bill process, thereby ensuring the most effective decision making by Parliament.

With the leave of the House, I will, in the limited time available, answer some of these points. The hon. Member for Walsall South (Valerie Vaz) asked what was meant by “reasonable”. The issue is simply this: a reasonable request means HS2 weighing up the cost of meeting a request against whether there is a genuine need for the information to be presented in the format requested. Reasonable requests for hard copies of maps and section drawings will be met. They could be requested from local authorities, which will be provided with hard copies for inspection, or directly from HS2.

I have been asked by a couple of hon. Members about when the Bill will be laid. At this point, I can only say soon. As I have said, all reasonable requests for hard copies of maps and section drawings will be met. In answer to a point raised by my right hon. Friend the Member for Chesham and Amersham (Mrs Gillan), we are proactively considering using audio, braille, and easy-read versions. Given the scale of the documentation, it is right that that is considered with regard to accessibility for everyone. I noted the points made about the telephone line, and I shall look into the matter. I understand that it is a London number, to answer the question from the hon. Member for Walsall South about the rate, but I will look into that.

On the issues about London and whether documents could be stored elsewhere, a tiny number of people have requested that, but we will certainly look into those reasonable requests.

Will my hon. Friend take it from me that in my experience dealing with constituents and corporations in my constituency who have made inquiries to HMRC, its response times and how it handles cases have improved immensely over the past few years, and that in respect of its seeking to deal with tax evasion and avoidance, there is absolutely no doubt that it has raised its game considerably?

I thank my right hon. Friend for his comments, and I am glad that he has put on the record his appreciation for staff. He is absolutely right. In the past six months, call waiting times have averaged less than five minutes and customer service has improved to the best levels in years. This is something that HMRC management keep under constant review. It is absolutely right that we seek to provide the best service possible, but we cannot do that in un-modernised offices. For example, we must recognise that investing in the most up-to-date digital infrastructure is unrealistic across an estate of more than 150 offices. We need to bring people together in an environment that is fit for the future both for staff and customers.

It is a great pleasure to serve under your chairmanship this afternoon, Mr Streeter. Clause stand part, the amendment and the new clauses have been grouped, so if it is convenient I shall start with the two clauses, turn to the new clauses and finish with the amendment, which is consequential and related to the new clauses.

The purpose of the Bill is to enable the UK to give effect to the new own resources decision amending the arrangements for financing the annual budget of the European Union. The amendments were agreed at the February 2013 European Council, and the new ORD, reflecting those amendments, was adopted by the Council of Ministers on 26 May 2014.

Clause 1 is fairly simple: it adds the new own resources decision, adopted unanimously in May 2014, to the list of previous ORDs, recognised under the European Communities Act 1972, thus giving it effect under UK law. When passed, the Bill will become the European Union (Finance) Act 2015 and supersede the European Communities (Finance) Act 2008, which approved the previous ORD. Clause 2 cites this legislation as the European Union (Finance) Act 2015 and repeals the 2008 Act.

For the benefit of hon. Members, I shall explain in a little more detail what the new own resources decision, to which clause 1 refers, means. The new ORD will largely maintain the existing financing system framework, which consists of four pillars: levies and duties on trade with non-member countries in agricultural goods, including sugar; customs duties on trade with non-member countries; the yield from applying a call-up rate to a hypothetical harmonised VAT base for each member state; and a fourth resource based on gross national income—GNI. Those four pillars remain largely untouched in the new ORD, and that is no insignificant achievement. During the negotiations over the multi-annual financial framework and before, there was considerable pressure to change the financing system.

Will my hon. Friend confirm that GNI is assessed in the same way across the whole Community?

Yes, it is. My right hon. Friend raises an important point and I suspect that he has in mind the issues that occurred last year as a consequence of revisions to our GNI and that of other member states, which meant that an additional surcharge was applied to the United Kingdom. He will of course recall the negotiations that followed and how we ensured that payments were delayed and that the rebate applied to the surcharge. There is consistency in the application in this case and that is very important. There is suitable scrutiny and co-ordination, with Eurostat playing a role.

No, the hon. Lady has had her chance. That’s it.

We are also ensuring that small and medium-sized house builders get a share of our housing revolution. A new £525 million finance fund will deliver 15,000 houses on smaller sites. We are cutting red tape, too. Today, we have published our proposals for scaling back section 106 charges on small home builders. We are introducing an exemption from section 106 tariffs for self-builders and extensions, building on our exemptions already delivered from the community infrastructure levy. Yet again, the Labour party has not been clear about whether it supports cutting these stealth taxes on self-builders. Self-builders will also benefit from further steps to free up land for self-build; a £150 million investment fund for custom-build plots; and a new right to a plot and to build from councils. Further planning reforms will help get empty and under-used buildings back into use. Those build on the success of our “office to residential” planning reforms, measures the Labour party opposed, despite the fact that they are providing new homes on brownfield sites in our towns and cities.

We are also supporting the first garden city for a generation, at Ebbsfleet—decisive action and investment that Labour failed to deliver. The original announcement was made in John Prescott’s 2003 sustainable communities plan, but the Labour party failed to build at Ebbsfleet.

Does my right hon. Friend agree that the good thing about Ebbsfleet is that it commands the near unanimous support of the local community—of Members of Parliament, councillors and local citizens—which is very important for a project of this size? Does he also agree that speculative developments such as those in my constituency and in Arundel and South Downs produced by Mayfield are entirely unwelcome and command no local support at all?

May I join in the expression of condolence to the right hon. Member for Leeds Central (Hilary Benn) and say how sad I was to hear his news?

I want to welcome the Budget and reflect for a moment on the Chancellor’s considerable achievement. Fortified by a coalition and stronger for it, with the most appalling legacy left by the last Government, he has managed to turn things around so that our country is now well on the path to better days, with a growing economy, a remarkable number of new jobs emerging and an exciting future about which we can all be optimistic —in particular, I hope, our young people, many of whom are having a tough time of it.

I want especially to mention the Chancellor’s wise decision to freeze fuel duty, which is now 20p lower than it would have been under a Labour Government. Together with a well judged freeze in the council tax, on which I congratulate my right hon. Friend the Secretary of State for Communities and Local Government, that will make a real difference to hard-pressed families in Mid Sussex and elsewhere. I want particularly to congratulate the Chancellor on the welcome plans that have been set out for supporting exports, science and innovation, and of course on the game-changing package of support for savers and pensioners, which has undoubtedly commanded the broadest support possible, and rightly so.

I hope that people now realise—I truly think that they do—the profound difference between the wilful, almost grotesque irresponsibility of the last Labour Government and the steely, genuine determination of the current Administration to get on top of the serious difficulties with a long-term economic plan whose success is now quite clear for all to see. However, the new networked world in which we in this country have to make our way, and for which it must be said we are ill prepared, is manifesting every day a global flow of ideas, innovations, new collaborative possibilities and new market opportunities, not only here but all over the world. To be frank, if we get it right, the world should be our oyster.

There are plenty of businesses and people who understand that. They understand that by tapping into the global flow of new ideas and opportunities, they can become the key to something that we badly need in this country: far greater productivity. It is nowhere near good enough here, and it is the key to growth and increasing prosperity.

All of that will inevitably, and sadly, involve seismic change. I congratulate the Government on the announcement in the Budget of £42 million for the new Alan Turing institute and £74 million for the cell therapy manufacturing centre and the graphene innovation centre, all of which will greatly increase our chances of helping to export our way out of financial difficulties by accessing the fastest-growing markets around the world, particularly in the life sciences, agricultural products, science, medicine, energy and of course services.

My great anxiety is how our country will cope as we try to respond to changes in technology, globalisation and markets that have, in a very short time, made the decently waged, medium-skilled job increasingly unavailable. That is very serious for an economic model such as that in our country, and it is my firm belief that in not too short a time, most of the decently paid jobs will inevitably be those where high skills are at a premium.

I applaud the work of my right hon. Friend the Education Secretary and the Department for Business, Innovation and Skills as they try to answer those challenges, but we must now acquire a new level of political imagination, a combination of further, large education reforms, and an unprecedented collaboration among schools, businesses, universities and the Government, to change fundamentally how people are trained, and enable them to keep on training and learning throughout their working life. That will require major tax reforms and for us to consider in a more careful manner—I say this very deliberately—some of the immigration changes that are under way, in the interests of our economic growth.

Those ideas need to come from across the political spectrum. They will not be the prerogative of any one party, and there will need to be a willingness to meet people half way. We need to attract and enable the kind of talent to come to this country that can constantly spin off new ideas and start-ups, which are undoubtedly already the cause of most new, good jobs. It makes perfect sense: if we are to have more employees, we need more employers. Although that huge transformation, driven by the networked world and all that it involves, takes place—

The hon. Gentleman makes a reasonable point. However, having set up the FCA to put supervision into practice and added this concern to its objectives, it would be unreasonable for me to tell it how to exercise its powers before it has even come formally into existence. It will consider the issue of access and come to a view. That will be open to scrutiny by the Treasury Committee and, I dare say, other Committees of the House.

Where the FCA has identified a problem with access, the regulator will consider whether it could take action to close gaps in provision by promoting competition in the interests of consumers. It may also consider whether its own rules and requirements are imposing a burden on competition and restricting access.

Does my right hon. Friend agree that it matters that it is not too difficult to open an account in the first place? Every bank treats anyone who wants to open an account as a first-class money launderer, but it is essential that opening an account is not too complicated.

My right hon. Friend is absolutely right. That is the import of the amendment I mentioned—we have stressed its importance. The Bill has substantially improved regard for competition, including by addressing the possibility that regulators, whether inadvertently or by neglect, might impede it. An explicit requirement to have regard to competition will help in that matter.

Consumer credit is a topic of great interest. A number of provisions in the Bill enable the transfer of the regulation of consumer credit from the Office of Fair Trading to the FCA. That will take place by April 2014 and constitutes a major transformation in the regulation of consumer credit. As all hon. Members know, there was strong cross-party consensus in the House of Lords on the need for strong regulation of the payday loans market. Members on both sides of this House feel just as strongly.

I am grateful. Would not the hon. Gentleman agree that the proposal that the Government have put forward in the face of extraordinary, irrational provocation from the Commission is extremely sensible and deserves the support of the whole House?

I respect the right hon. Gentleman’s position, but with the greatest respect, I do not think the Government’s proposal goes far enough. They need to set in train a negotiating stance for the UK that will lead to a real-terms reduction. For all the fine words that we heard from the Minister, if he believes that as well, he should quite simply accept the amendment.
