I shall take your advice, Madam Deputy Speaker, and be as brief as I can.

I welcome this debate and congratulate the hon. Member for Kensington (Emma Dent Coad) on securing it on what is nearly the second anniversary of this terrible, terrible tragedy. If we look back to 14 June 2017, we will all remember waking up to those terrible pictures of the building on fire and the horrendous human tragedy that we saw unfolding in front of our very eyes, with the outpouring of grief and the solidarity that was shown in this place and, more importantly, in that community at the time.

The hon. Lady talked about the fact that there are a number of people still to be housed. I believe that the last figure mentioned by Lord Bourne in the other place was that about 196 out of 211 households had been rehoused, so that still leaves some to be rehoused. We need to look into exactly what expectations they have and what barriers are stopping those last few families getting into a property that they can call home; I hope the Minister will outline some of those in his summing up. It is important that people are not just pulled from pillar to post and moved around the area. They need to rebuild their roots. Their children will be at school and they will have local community roots, and they need to know that there is surety for them in that part of North Kensington.

I am glad to see that the Government have committed £80 million to a number of things over the past two years, including not only rehousing but mental health services. The hon. Lady talked about PTSD and mental health. It was one thing watching it on television, but if someone has lived through that—if they sat and watched it unfold in front of them, able to see and smell the flames and hear the sounds, which would undoubtedly have been terrible—that will stay with them. It is so important to look at the ongoing human costs, not only the bereavements. I am pleased that some money has gone into community spaces and support for the bereaved and survivors.

I was interested to read that the Bishop of Kensington has done a wider piece of work. I have not had time to go through all his conclusions, but the areas that he looked at, following conversations with survivors and people in the area, are really worth exploring. Those areas are wider than just the fire. He talks about renewing democracy, to ensure that people in those kinds of buildings and communities are listened to and that when there are warning signs and people are crying out for change, there are people—regardless of party politics—who are listening and, more importantly, responding.

I thank the hon. Gentleman for giving way, and I commend the hon. Member for Kensington for her speech. She has been a stalwart MP for her constituents in this matter, and I congratulate her on that.

It is important that out of this terrible tragedy, with the lives that were lost and those that were changed, comes recommendations from the inquiry. Does the hon. Gentleman agree that it is important that lessons are learned and then shared with other parts of the United Kingdom? Across Northern Ireland, Scotland and Wales, we all have areas in our constituencies where there are high-rise flats, and these changes need to happen everywhere else. Does he agree that the recommendations that come out of the inquiry and this debate need to be shared with the regional Administrations in Scotland, Northern Ireland and Wales?

I thank the hon. Gentleman for his intervention, and I totally agree. It is disappointing that the report from the first part of the review has been delayed, but I hope that when it comes out in October, we will get some decent answers. I would rather it be slightly delayed, but with a decent set of answers that we can share across the UK, than rushed through to hit an arbitrary deadline. People want answers, and we want to be able to share those in all areas of the UK.

In July last year, a flat in a tower block in my area, Chaucer House, caught fire. Fortunately, there were many firemen, and I pay tribute to Sutton fire services, which I visited recently, and the neighbouring fire services. Because of the fear and worry following Grenfell, they were on top of it and controlled the fire very quickly. Some lessons have already been learned, but there are plenty more. Whether it is about the response of the fire services, the cladding or the building regulations, we need to learn these lessons to ensure that this can never happen again. Whether it is Lakanal House or other fires, how many times have we said in this place, “This must never happen again” and then similar things have happened again? We need a comprehensive response that we can all learn from.

The Bishop of Kensington talks about humanising welfare. It is a controversial issue in this place, but I would argue that universal credit seeks to do that, because it is tailoring benefits that were a blunt instrument. We always need to review these things, but in Sutton, which was a digital pilot area for universal credit, things have started to improve. Unfortunately, because of the political rhetoric about universal credit, there are people who are not claiming as much as they could, because they are still on the legacy programme. We need to smooth out the bureaucracy and technology as much as we can, to ensure that we have a humanised welfare system.

The Bishop of Kensington talks about becoming neighbours. When I led the e-petition debate last year, I read the names of the 72 victims of Grenfell into Hansard. I saw how Grenfell United and the other advocate organisations had mobilised so many people. The area had its own community, but that community has come so much closer together as a result. That is another lesson we need to learn. It should not take a tragedy to bring people together in communities. We talk about social isolation and loneliness. Many of the people in those flats knew each other and their stories. The more we have to do with our neighbours, the better, and if such a tragedy should occur or if there is a risk, we will find out about it by getting to know our neighbours better.

The bishop also talks about providing homes and noticing faiths. It was disappointing to hear the hon. Member for Kensington say that people had used the words “Islamic Caliphate” and other disparaging terms. We just had Eid al-Fitr on Tuesday, and I wish everyone celebrating that Eid Mubarak. John Cleese said on Twitter recently that London is not an English city. How do we define Englishness? It is a set of values, and it is a community. When I was doing my research for the e-petition debate, I looked at the stories of the 72 people who died. Many of them travelled across the world to make London their home. Some of them were fleeing persecution and conflict, and others were looking for a better life. I cannot use the word “community” enough. My friend Shaun Bailey, our London mayoral candidate, comes from that area. He was working in charities for young disadvantaged people in North Kensington, living under the shadow of Grenfell Tower himself.

It is clear that Grenfell Tower, with the white hoarding and the green heart on it, remains a symbol of community. You can see it from far away. I go down the westway on the A40 quite a lot, and the tower dominates the skyline. When you are walking past the posh houses in Holland Park, you only need to look down the road to see Grenfell Tower dominating the skyline. I hope that for as long as it is there, local people in Kensington, Chelsea and Westminster, which borders the area, reflect on what has happened there, to ensure that this never happens again.

I welcome the two new appointees to the panel, who I hope, with their experience, can add value to the findings. Perhaps the Minister could say a few words about the fact that some private leaseholders who have bought their properties may get caught out with the extra cost of re-cladding their buildings. Some developers have said that they will protect leaseholders from exorbitant fees, but we see from restoration of other buildings and blocks around the country how leaseholders can suddenly end up with a sky-high bill, and have to re-mortgage or sell their home. That is totally inappropriate, when these should be basic fire safety measures.

It is entirely right that the train operating company in question apologised for that incident. No disabled passenger should be treated in such a way. We must have a fully accessible transport system. The Department will shortly launch an inclusive transport strategy, which will ensure that that is the case.

I welcome the hard review into GTR, which still has a tin ear when it comes to constituents who complain about their travel on the Sutton to Wimbledon loop. I also welcome the Glaister review, which is looking at the relationship between Network Rail, GTR and the train operating companies. What more can the Minister do to bring track and train back together in smooth operation?

I refer my hon. Friend to the strategic vision for rail that the Secretary of State published in November last year. It builds on work to bring track and train closer together, so that we get the best out of the public and private sectors in a sense of partnership. That will address many of the dysfunctionalities in our present system, in which there is too much of a blame game between train operating companies and Network Rail. There is too much buck-passing, and we want to bring that to an end.

I, too, pay tribute to Mr Speaker for throwing open his apartment last week so that 100 MPs could meet Grenfell survivors and Grenfell families.

Monday’s debate on the public inquiry was humbling, and the response from the Grenfell United group was humbling, too. I met the group afterwards, and I met them on Parliament Square before the debate. They have carried out their campaign, liaison and dialogue with the Government and Members of Parliament with such dignity, dedication and resolve. It is important that we continue to make sure that people are at the centre of every decision we make.

When I read out the names of the 72 victims on Monday, the response from the Grenfell families was humbling. It took me a minute and a half to read out the names, but it was so significant for the families to know that their loved ones were named in the Official Report. That was very humbling for me. The small moves we can make do help.

Of course, there are much bigger moves that we have to make. There are people who are still concerned about their housing, and 14 households are likely still to be without a permanent home beyond the anniversary of the fire, which is 14 households too many. This should have been done a long, long time ago. I know that this is not for want of effort or concern. This is an ever-complicated process, and it has been getting more and more complex as the number of households affected, beyond the ones that were lost, and the scale of the situation have become apparent.

I was in touch with the leader of the Royal Borough of Kensington and Chelsea ahead of Monday’s debate, and I was updated on the reasons why those 14 households might remain without a permanent home beyond the anniversary. Those reasons include the levelling of floors; awaiting feedback from residents; internal fire-door work; finalising resident requirements, including flooring where freehold permission is required; the removal of old gas infrastructure within a particular property; and awaiting resident input on kitchen design. There are a number of different things, but we hope that they do not take too long.

The Royal Borough of Kensington and Chelsea bought 307 new homes, at a cost of £235 million, but Grenfell United residents are concerned that, in some cases, they are the wrong homes. There are people with mobility issues, and we have heard about the mental health issues. I have spoken to someone who had been living on an upper floor, above the fire, and their children clearly do not want to live on the first or second floor of a block of flats—they would like a ground-floor flat.

Going back to where I started, it is important that we make these residents the heart of our decisions and our process.

As my hon. Friend knows, I was also at the event in Speaker’s House. The woman I spoke to was very realistic. The borough found a property for her, and works needed to be done, including works to make it fire compliant, which is what is taking the time. Does my hon. Friend agree that perhaps more effort needs to be put into getting the works done?

My right hon. and learned Friend is absolutely correct. We need to put every effort into getting these works done now. For every day that these people are in inappropriate temporary accommodation, their suffering is extended and prolonged.

I totally agree, and I was just about to come to that. I welcome the Secretary of State for Housing, Communities and Local Government to his place. The Government have been listening for so long and have been responding well—I know the Prime Minister is listening—and the Secretary of State, in his own redoubtable way, will add extra energy and bring a fresh pair of eyes. He is a man of action, and I suspect that it is because of his intervention that we now have two extra panel members on the public inquiry and that the Prime Minister has announced £400 million towards fire safety in other blocks. That is of particular interest to me because, ever since the fire, I have been liaising with people in my constituency, including residents of Chaucer House and Balaam House, to make sure they are in some way satisfied. It is not just people in north Kensington but people across the country who are worried and concerned about the safety of the property they call home. The funding is very welcome news.

In terms of action, we have already talked about the Hackitt report, and the Royal Institute of British Architects has said that desktop studies should not have a place in fire safety and that non-combustible panels should not be used. We really do need to look at how much further we can go. Whatever Dame Judith says, can we go a little further so that we do not just talk about the fact that Grenfell should never happen again but that we make sure that it does not happen again?

My hon. Friend is absolutely right, but this does not just apply to transport. It applies to food safety, and to day-to-day services such as street cleaning and the emptying of bins. It applies to our museums, our heritage, our cultural services and our libraries: the glue that holds together the fabric of our local communities. I do not support the Government’s notion that they can go on cutting vital day-to-day services without those cuts having an impact.

I will come back to the hon. Gentleman, if he will allow me. I need to draw my remarks to a conclusion, but I will take a few more interventions before I do so.

It is not just the National Audit Office that is making these comments. Back in 2015, the Institute for Fiscal Studies was warning that deprived areas were suffering from the harshest council cuts. The Government called for councils to spend their reserves and sell off their assets. Tory Northamptonshire followed that instruction to a T, and look where it got them.

As local government leaders warned of the coming crisis in adult social care, the Government said

“town halls are hoarding billions in their piggy banks”.

The Municipal Journal said recently, in response to this toxic situation:

“This is a wholly unsustainable position, and has already led to speculation about the long-term futures of four other counties which have used significant cash reserves in recent years: Surrey, Lancashire, Somerset and Norfolk.”

All I can say is that if the Surreys of this world are now struggling and pleading poverty to the Secretary of State, heaven help the Liverpools, the Manchesters, the Birminghams, the Tamesides and the Hulls of this world.

My right hon. Friend is making a fantastic speech about why local choices matter and about trusting councillors. We heard earlier about the Minister for Policing and the Fire Service campaigning against a library closure. That library, Hatch End library, is in Labour-run Harrow—the other half of his constituency is in Hillingdon—so Labour Members might want to speak to the shadow Chancellor, who enjoys all his libraries not only being open but having been refurbished over the past few years because his constituency is in Conservative-run Hillingdon. Local choices matter.

My hon. Friend makes a powerful point, and the shadow Chancellor is very lucky to live in a Conservative-run borough—perhaps he secretly votes Conservative in council elections to keep it that way.

My old sales manager used to say that when you point the finger at someone, you get three fingers pointing back at you. We have just heard that all this is apparently the Government’s fault, but we know what the Government are actually doing through the Localism Act 2011. It was this Government who introduced the Act, under which they trust councillors and make them accountable for the services they provide at the lowest possible layer, closest to the residents that they serve.

This settlement is clearly a crucial issue for local authorities. As has been said, councils of all colours have been talking about the squeeze on local finances, and we have to look at that. It is important that the settlement should strike the right balance between relieving pressure on local services, including social care, and the ongoing need to service our debt, while recognising that families face their own pressures. The Government recognise the fact that we need to move to a formula that allows for fairer funding and tackles the issue of negative revenue support grants.

I said in an intervention that local choice is absolutely massive. If we are going to trust councillors to deliver local services, we have to let them be responsive to their electorate and also accountable to them. Hazelbourne Road is in south London. Anyone who lives on the Wandsworth side of the road will spend 664 quid less on their council tax than someone who lives just opposite on the Lambeth side. There is a stark difference in the way in which different councils are responding to this backdrop. Let us look at the council taxes that were announced yesterday. Conservative-controlled councils in London charge an average of £148 less than Labour-controlled councils on a band D home. Labour councils have hiked up their bills the most. In 2018-19, Labour councils in London imposed on average an inflation-busting 4.3% on bills, compared with 2.7% for Conservative councils. Residents can see that stark difference, and they understand that it is their council that is taking that decision.

Let us take Kingston Council as an example. Unless something changes drastically over the next few weeks, that council will not get any Government funding from this coming year. Despite that, however, it has been able to freeze its council tax. It has also been able to offer 30 minutes’ free parking, and it has opened two new schools with another one coming along. It has also bought 12 police officers, to make its borough even safer, in response to its residents. Barnet Council has frozen its council tax for seven years, but it still has weekly bin collections and it has invested £7 million in technology to keep its libraries open.

Hillingdon has frozen its council tax for 10 years, but despite that, the shadow Chancellor can enjoy the fact that his libraries have been refurbished, unlike next door in Labour-run Harrow, where Hatch End library is under threat of closure. Hillingdon Council has invested £10 million in its roads and footpaths, as well as exceeding its new housing target. Then I look at my own area of Sutton, where the bin collection has developed its own national hashtag—#suttonbinshame—and the council has sold off a heritage building for £600,000, even though the charity that bought it has managed to take out a £2.5 million mortgage on it. These are local choices, and residents do not need to settle for second best.

I say gently to the hon. Lady that today we learned there has actually been a sharp fall in statutory homelessness, when we compare the last quarter with the same quarter in the previous year. I would have thought that she would welcome that. She talks about handing money back. Perhaps she would like to ask the Mayor of London why the Greater London Authority, under his control, handed back more than £60 million.

It is reassuring that the council is making improvements and responding to the problems that have been exposed. It is important, too, that the Government continue to listen to the survivors and victims’ families. Will my right hon. Friend confirm that the Government are speaking to victims groups and say how they are engaging?

Yes, I can absolutely confirm that to my hon. Friend, Such work is being done not just by the council, but by the voluntary groups it has commissioned to provide support and build an extra level of trust. I can also confirm that members of the taskforce, whom I met yesterday, have engaged extensively with the community and will continue to do so.

The reason why it is a conflation of the two issues is that the system that was tested in a way that has been found to have been flawed is not the same system that is widely understood to have been the one used in relation to Grenfell. We have no expectation or reason to believe that there is a fire safety issue as a result of this flawed testing, but the responsible thing to do is make sure it is retested as swiftly as possible; then we will know the facts and we can give advice. But if any building owner, let alone tenant, has any concern or question in relation to their property, the existing advice about how to get it tested as soon as possible and take interim measures to protect the property stands; that is the most important thing. There should be no suggestion in this House—on either side—that those living in their homes are anything other than perfectly safe if they followed that important guidance.

Residents want to know that their safety is paramount, and they want clear information on what is a complex issue, so does my hon. Friend agree that it is irresponsible for others to draw a connection between the recent coverage about Celotex and the Government’s building safety programme? Does he agree that this must not distract from the vital work of making the buildings meet the required standards in London and across the country?
