Last week’s open letter from the Committee on Standards in Public Life to all public office holders describes the

“long-established principles of selflessness, integrity, objectivity, accountability, openness, honesty and leadership”

as “a personal responsibility”. Given the Prime Minister’s seeming disregard for conflicts of interest and his refusal to answer questions, does the Minister agree that he has not the character to lead this country?

My hon. Friend’s points have been made elsewhere, both within the Houses of Parliament and beyond them. It is right to expect the BBC to consider carefully the responsibility that it has inherited. I have said before that I welcome the fact that the BBC conducted a full consultation, and the scale of the response shows that people took the consultation process seriously. It has considered the consultation responses and has come to a conclusion. I am disappointed at the conclusion that it has reached, but I accept that as a result of the statutory changes we made, it is the BBC’s decision, not the Government’s.

Twenty years ago, I played a character in “Coronation Street” called Tricia Armstrong, who was imprisoned for not paying for her TV licence. That caused quite a furore and, in fact, was mentioned in this place at the time. I know that people do not go directly to prison any more for not paying for it, but of the 6,000 constituents of mine who will be affected by this change, I know that there are many who are so proud that they will never claim a benefit such as pension credit and will never claim support for their TV licence. What is the Minister going to do for those who will not claim, who do not want to be criminalised and are therefore prepared to let their TV licence go? Will the Minister with responsibility for loneliness—the Under-Secretary of State for Digital, Culture, Media and Sport, the hon. Member for Eastleigh (Mims Davies)—be doing an audit on this?

Of course, we want to make sure, in conjunction with the BBC, that everything that can be done to make sure that people do not find themselves in that position is done. The BBC has ways to contact people that are not available even to the Government. It is important that it makes use of every device that it can think of to get the message across that if people need this support and are eligible to claim pension credit, they are entitled to a free TV licence. It is important that we all help to get that message cross.

It is a pleasure to follow my hon. Friend the Member for Warrington South (Faisal Rashid). I am pleased to speak in this important debate, which I thank my hon. Friend the Member for West Bromwich East (Tom Watson) for securing, and which is timely, considering that a decision is expected next month on the future of free TV licences for over-75s.

We have heard powerful contributions from across the House that have demonstrated how damaging it would be for older people if the Government broke their 2017 manifesto commitment. In my constituency alone, 6,000 older people would lose out if the free TV licence were scrapped. I am sure many in the House will be familiar with Age UK’s deeply troubling report released last month, “Struggling on: Experiences of financial hardship in later life”. It details the shameful fact that 2 million pensioners now live in poverty—a shocking increase of more than 300,000 in the past five years—and that almost 1 million say they are one bill away from financial disaster, unable to find enough money to cover an unexpected bill of £200. If we have almost 1 million older people just a bill away from ruin, how on earth do we expect them to find £150-plus for something they have never had to budget for? Age UK researchers found that scrapping free TV licences could push more than 50,000 pensioners into poverty—and now the Government expect them to find another £150.

I am going to make this slightly personal now. My mum, Betty, is 88 years old. Like many of my constituents, she has lived alone for the last 15 years, and like others, she is involved with various community groups in the week, but that takes up perhaps one or two hours each day. The TV is undoubtedly more than just a box in the corner of the living room; it is a companion and it is entertainment. It is also a great conversation starter when people attend church or lunch club. “Deal or No Deal” keeps brains sharp. The news keeps us connected. “Line of Duty” keeps people on the edge of their seats. Betty, my mum, is in the fortunate position of being able to pay for her TV licence if she had to, but many in Batley and Spen are not.

My mum is one of over 3.6 million older people in the UK living alone, 2 million of whom are over 75. Over 1 million of them say the TV is their main source of companionship. We are talking about hundreds of thousands of people who can go a week without speaking to another human being; people who might not have any interest in subscription-only channels and rely only on terrestrial TV; people for whom the TV is their friend, who might now have to choose between companionship and heating the house. It is a choice that will disproportionately affect the most vulnerable and create profound loneliness.

Thanks to the work of organisations such as Age UK, the Royal Voluntary Service and the Jo Cox Foundation, we have increased our understanding of loneliness by leaps and bounds. We now know that millions of older people are lonely, and the Government have shown leadership and a commitment to ending loneliness by giving us a loneliness Minister, so why on earth would they inflict such a devastating blow on the most vulnerable, while outsourcing the financial burden to the BBC—a burden that they know full well it cannot meet without making cuts elsewhere? The National Union of Journalists has said that such a burden, which would amount to £1 billion by the end of the next decade, would be “catastrophic” for the broadcaster.

My hon. Friend is making a powerful and important speech. Does she agree that what we are talking about is a valuable friend to so many lonely, perhaps elderly, people? We are talking about Auntie: we are talking about the BBC. By effectively cutting its funding, we are damaging the lives of people who listen to the radio, watch television, and depend on quality output from the BBC.

I could not agree more. I am 100% behind what my hon. Friend has said. This is not just about being able to make brilliant programmes that challenge international players such as Netflix, Amazon and Sky; it is about giving the BBC the money to fund fresh talent pipelines and support local news, radio, and educational channels such as CBBC, CBeebies, Bitesize and Writers Room. We must not forget that the BBC is the only body that has an obligation to prove that it has entry-level schemes for people around the country and not just in London, which is important to many working-class young people in particular.

“A disgrace” and “deeply unfair” are two of the ways in which respondents characterised this move, and they are echoed in my inbox by many constituents. I am proud that the Labour party introduced free TV licences for the over-75s in 2000, and I believe it is shameful for the Government now to pass the buck to the BBC. The solution is clear, and it is in the Government’s gift: they should honour the promise that they made in 2017. David Attenborough, our national treasure, who spoke out against the move while acknowledging that he would be in a position to pay if he had to, said:

“One has to remember that there are old people who aren’t earning anything.”

This is an opportunity to do the right thing for millions of people, and I sincerely hope that the Government take it.

There are county councils of different colours that, clearly, are dealing with the issues the hon. Gentleman refers to. I do not accept what he says about these facts. Libraries need to be supported by all local authorities. Local authorities have a statutory duty under the 1964 Act, and the Department will continue to monitor those duties.

The opportunity to participate in music, art and drama can be transformative for young people’s self-confidence, mental health and life chances. That is why this Government will invest £500 million in cultural education between 2016 and 2020. We are in regular discussions with colleagues at the Department for Education. The Minister for Digital and the Creative Industries and the Minister for School Standards recently co-hosted a roundtable with the music industry to discuss music education.

UK Music and the Musicians Union have recently revealed that children in households where the income is £28,000 are half as likely to learn an instrument as children in families that earn £48,000. We know, and I am sure the Secretary of State will agree, that the ability to participate in music is a gift. Will he tell us when the national plan for music will be refreshed so that students in state schools can participate in music?

The hon. Lady is right: it is important that all pupils have this opportunity. She will know that for pupils aged between five and 14, music is a part of the national curriculum. It is important that all children, whatever their backgrounds, have these opportunities. As she knows, we are working on a non-statutory-model music curriculum, in conjunction with some expert advisers, for key stages 1 to 3. We hope that that will be ready for introduction in the autumn term of this year.

It is an honour to speak under your chairmanship, Mr McCabe. I thank my right hon. Friend the Member for Delyn (David Hanson) for securing the debate.

Why do we need a national town of culture award? It is really simple: it is about pride and confidence in where we live, bringing our communities together, enhancing social cohesion and growing economic and social investment in our towns. According to the 2011 census, more than 38 million people live in towns—about 59% of our population. Yet despite being the majority of the population, people in towns frustratingly feel that they are competing with cities for jobs, infrastructure and wider arts and cultural investment, so it is about fairness, too.

Obviously, I will speak about Batley and Spen, which includes the wonderful towns of Birstall, Cleckheaton, Heckmondwike and Batley. We have amazing organisations, such as the Batley festival, the Bagshaw Museum, the Cleckheaton folk festival and the Batley and Spen Youth Theatre Company. I would love to celebrate all those things, but I also need to say to the Minister that we know that the Department for Digital, Culture, Media and Sport understands the impact that winning the city of culture award has. Impacts derived from that award were referenced in the recent cultural development fund announcements, in which funds were awarded to Wakefield, Grimsby, Plymouth, Kent, the Thames estuary and Worcester. Of course I congratulate those communities, but we want to take the impacts of that award much further; we want to bring them to our towns and communities.

Buxton, in my constituency, has world-class arts; it has the Buxton festival and the Buxton opera house. It also has fantastic community arts, in which people can get involved to boost their health and wellbeing; that is an amazing treatment for post-traumatic stress disorder. Given that we have less mental health treatment in our towns and rural areas, does my hon. Friend agree that the Government should look at the ongoing benefits of supporting the arts in our towns?

I thank my hon. Friend for that powerful statement about how creativity can affect mental health. Certainly Creative Minds in my constituency works with social prescribing to support mental health.

Other Members want to speak, so I will conclude. I am co-chairing a parliamentary inquiry on social mobility in the performing arts. My personal commitment, in supporting the call for a town of culture award, is to work to ensure that we have diverse participation in both the bidding and the implementation process.

Being a town of culture is a key opportunity to drive better access and social mobility in the arts sector. We cannot continue to see statistics such as 12% to 13% working-class participation in the arts. We must do better, and we can. As they say, “If you don’t see it, you can’t be it.” I ask the Minister to please let us make this happen. Let us celebrate what makes towns great.

I am now alerted to that. The process that we described—in the form of the Cairncross review—is designed to confront some of the systemic challenges that affect not just Johnston Press, but many other companies in this space. There is nothing particularly unique, I think it is fair to say, in the experience that Johnston Press has been having. It is a structural challenge for local newspapers and one that we must address in a structural way.

The Batley & Birstall News has been serving my constituency for 140 years and, with the Spenborough Guardian, is a much loved title. They have fantastic campaigns such as “Love Your High Street”. My concern about the reconfiguration is that there will be some asset stripping and only the most profitable titles will remain. While The Yorkshire Post is fantastic—I applaud it for its journalism, which is very rigorous and wide-reaching—my concern is that the smaller titles, which provide a counter-narrative to some of the harshest, most polarising voices elsewhere, will be lost to our communities.

Again, I understand the hon. Lady’s concern and her enthusiasm for her local titles. As has been said, it is right to point out that at this stage all titles are preserved by this move. The alternatives, as far as Johnston Press could see, were all immeasurably worse, but both she and I will want to hear from the new owners about their plans for the longer term. It is only fair to give them space to develop those plans, but once they have done so, she and I will wish to seek further information about what they intend to do.

I also pay tribute to the hon. Member for Glasgow South (Stewart Malcolm McDonald) for securing today’s debate.

The spread of the creative industries across our country is of great importance to me. I am lucky to have worked in the creative industries for many years, and because of that experience I understand the positive impact that they can have on economic growth, skills, training, employment and regeneration. That is why I see Channel 4’s decision to move significant parts of its operation as a great step and a powerful catalyst for change. The opportunities the relocation brings have caught the attention of many regions, and the Leeds city region, which includes my constituency and the district of Kirklees, is among them. It hopes to spark a revolution in the creative and screen industries in Yorkshire.

Although I am happy to back that bid, I want to ensure that the decision makers do not overlook Leeds’s less well-known neighbours. I hope they look beyond the big cities when choosing where to relocate, and factor in what surrounds those cities. Our towns and villages, such as Batley and Spen, have just as much to offer, and arguably more to gain. This revolution needs to benefit the whole of Leeds and the city region, not just the city. In Kirklees, we have talent, creativity, technical know-how and digital infrastructure to rival what can be found anywhere in the nation.

We are well served for motorway access; we have wonderful picturesque towns and villages, boutique hotels, great restaurants, loads of ice cream parlours, a proud industrial heritage and a vibrant multicultural community, not to mention mile after mile of stunning countryside. Channel 4 need look no further for film locations, from sprawling manors steeped in history and beautiful country parks to thriving urban hubs and heavy industry. “Jonathan Strange & Mr Norrell” and the miniseries “Gunpowder” were both filmed at the stunning Oakwell Hall and country park in Birstall. The Emmy award-winning “Hank Zipzer” was filmed in Batley, and Kay Mellor’s series on births, marriages and deaths was filmed in Dewsbury town hall.

Last year, in memory of my predecessor Jo Cox, we brought an acclaimed production of “Les Mis” to the town of Batley. We had a diverse community of 100 young people from across our diverse schools, with an A-list west end professional team sharing their skills and enabling our young working-class kids to punch well above their weight. We proved it could be done, and we will do it again. While Channel 4 is at the forefront of promoting regional talent, we have talent in spades. I beg the Minister to impress on Channel 4 that talent lies not only in the cities, but in the towns that surround them, and that the opportunities in these communities must be part of its thinking when deciding where to relocate. I put my hat in the ring and say that Leeds city region is obviously where my heart lies, but I hope the regional element will also be factored in.

The gender pay gap will never be tackled in big organisations like the BBC so long as women end up with disproportionate responsibility for childcare. Given that, does the Minister agree that the Government’s decision to reject a series of recent recommendations to close the gap, including three months’ paternity leave, means that the gap at the BBC and further afield will never close?

I am afraid that I dispute the premise of that question, because no Government have done more than this Government over the past seven years to bring in equal paternity and maternity leave, and more of it, so that men and women can be more equal in the workplace. I was one of the first to be able to take advantage of more, and equal, paternity leave when my wife had a child. It is incredibly important that we tackle these issues, and nobody has done more than we have.

It is a pleasure to serve under your chairmanship, Ms Dorries. I thank the right hon. Member for Wantage (Mr Vaizey) for securing the debate, especially after yesterday’s timely World Mental Health Day.

In my previous job, I was an actor and a writer, and I used to think, “What do I contribute to the world?” My sister, who is a theatre nurse, used to say, “When I come home, I want to relax. I want to watch a soap opera, because it makes me feel better.” A recent report from University College London and Lancaster University supports her experience. The researchers discovered that watching live theatre can stimulate a person’s cardiovascular system as much as 30 minutes of exercise.

It is not just watching that has an impact; taking part has even more of an impact. Kirklees is part of the Creative Minds project, which works with NHS England to help service users improve their wellbeing. One of the projects, Active for Life, helps users with mental health issues to access free cycling, and it has had a brilliant impact. One user said, “You’re a life saver.” Another said,

“I get really ill sometimes and I can tell you this really works.”

The Arts Council understands the powerful impact of the arts on communities and wellbeing. It has targeted areas with a low take-up of the arts—Kirklees is one—and has invested in Creative People and Places, which brings culture in all its forms to the community. It empowers citizens not just to watch but to take part. It is about not just large organisations, but community organisations, too: Batley Choir, Batley Poets, Batley Smile and local youth theatres such as Acorn and West Yorkshire Youth Academy all enhance the lives of people with mental ill health.

The bigger question is, what are we doing to ensure access to the arts to support our young people’s mental health? Secondary schools in London have arts on a carousel: art for one term, drama for another and music for a third. In fact, at an all-party group on arts in schools yesterday, I heard a teacher explain how she was first an art teacher, then was asked to take on photography, and then later in the year was asked to take on design technology. That cannot be right.

Overall, participation in arts subjects in schools has fallen by 8.4%, and the indication is that the downward trend will continue. There has been a 28% drop in the take-up of GCSEs in creative arts and a 43% drop in design. It is even worse locally in Batley and Spen. There is a clear and consistent north-south divide in entry to arts subjects at GCSE. If we want a country that is fit and ready for the future, healthy in mind and body, we need to widen access to the arts, rather than allow this Government to withdraw the privilege.
