Q11. A high score of adverse childhood experiences, or ACEs, increases an individual’s chances of having physical health issues or poor mental health, or being involved in violence. Today the WAVE Trust will launch a survey to collate, anonymously, MPs’ ACEs score. This is the first time that that has ever been attempted by any national Parliament. Will the Prime Minister, like me, respond to the survey and encourage other colleagues to do the same?

The hon. Lady raises an important point about the impact adverse childhood experiences can have on people in later life. It is one of the reasons why we are putting so much support and emphasis on the mental health of young people to help them as they go through their life. I was not aware of this survey; I am happy to look at it, and I am sure all Members of the House will look at it and recognise the importance of this information that increases the knowledge of such adverse childhood experiences and helps to deal with these issues.

I am very clear that the Government followed our legal obligations, and on 5 April the Electoral Commission published guidance for electoral registration officers, reminding them to prepare and issue UC1 forms to EU citizens on the register. Again, I reject this; and, again, the system was similar to what we have had in previous European Union elections.

On 23 May, my constituents Joanna Pardoe, Lues Huesca Molina, Paloma Luna, Peter Tait, Pierro Izzolino, Cristiana Bottigella, Sophie Beswick, Yaiza Rivero and dozens more were denied a vote in the EU elections. Yesterday, the Minister failed to apologise to them and the hundreds of other EU citizens who were unable to exercise their democratic right because of the impossible timetable set for Lewisham electoral services by this Government. Will he apologise today?

I am afraid the timetable is exactly the same legal timetable there has been for previous European parliamentary elections and, ultimately, ensuring compliance with it is the job of the local ERO.

EU citizens can be reassured that there is a huge amount of work going on to ensure that their rights are protected after Brexit, including their democratic rights in this country. Let us be clear: UC1 forms and declarations of their nature are not unusual for UK citizens living in the EU. We have used them before, and we will hopefully not use them again, because we believe in respecting referendums, although I accept that for the Scottish National party, that is a rather unusual concept.

Paloma Luna has lived in my constituency since 1992, and she has voted in every single local and European election until this year. Because of the impossible timetable set by the Government for our electoral services, Paloma never received the UC1 form. Electoral services normally have three months for such things, and this time they had three weeks. What does the Minister have to say to all of those who were denied their fundamental, basic human right to vote? And please do remember that these are human beings.

Starting with local elections and Assembly elections, there is absolutely no need to complete a UC1 form, because there is no requirement to make a declaration to another member state, so those electoral rights are protected and clear, and many used their vote in the local elections three weeks prior. To be clear, this is a process where we did what we could to make sure people were available. The Electoral Commission put out guidance and encouraged local returning officers well before the election—about a month before the actual deadline for registration. Plus, we have moved on in recent years in allowing registration online, something that was not available in the past.

Q12. Last weekend Millwall Lionesses from my constituency played and beat Lewes FC in the fourth round of the FA cup. In the women’s competition, the Lionesses received £2,000 in prize money; the winners in the same round of the men’s competition received £180,000. Is the Prime Minister willing to put pressure on the FA to equalise prize money for the men’s and women’s competition as Wimbledon did in 2007?

As president of the Wargrave girls football club, I am very willing to commend all those girls and other females who play football. Members across this House have been concerned to hear of the disparity between the winnings that the hon. Lady has raised with the House. Obviously this is a matter for the football authorities, but I am sure they will have heard the concern expressed in this House about the current position.

We have made this clear on a number of occasions, and the proposals that we have put forward are very clear about non-regression in relation to workers’ rights. We already, in some areas, have higher standards on workers’ rights than other countries in the European Union, and we have, as a Government, been working to enhance workers’ rights in a number of ways, not least in our response to the Matthew Taylor report. It was this Government who banned exclusivity clauses in zero-hours contracts—a matter that the Labour party spoke about for many years but failed to do anything about.

EU citizens currently make up 17% of UK academic staff, and many universities are concerned by the Government’s plans to roll out tier 2 visas to EU citizens after Brexit. This means an average three-month delay between job offer and job take-up. Universities tell me that this will have a detrimental impact on their ability to continue to compete on the world stage. So what does the Prime Minister say to our universities, such as Goldsmith’s in my constituency, about her plans to maintain their global competitiveness?

The hon. Lady is right to raise this issue. I am sure she agrees that humanitarian assistance should always be distributed on the basis of need, disregarding any issues of race, religion and ethnicity. I assure her that we regularly raise this issue, as my right hon. Friend the Secretary of State did recently, and that there is a plan in place both at local and national level to address it.

DFID supports organisations that help Rohingya women and has committed £129 million to the crisis overall. A third of our recent £70 million allocation is being spent on protection services, including women’s centres, emergency nutrition and midwifery care and support for survivors of gender-based violence. We will continue to explore additional funding options.

Following what the UN referred to as a “frenzy of sexual violence” against Rohingya women and girls, surely the Secretary of State will agree that it is wholly unacceptable that protection services for gender violence have received only one third of the required funding under the UN’s joint response plan. What steps is his Department taking to fill this funding gap?

I have two things to say in response to the hon. Lady’s most appropriate question. First, we recognise that this appeal is underfunded. We are in the lead in relation to this and we urge other donors to come forward. Secondly, she should be aware of the care with which United Kingdom money has been used to support women in the circumstances that she has described: 30 child-friendly spaces; 19 women’s centres; and 19 sexual and reproductive health clinics. I have seen these at Kutupalong camp and I know how well used they are by women who need counselling and support. The United Kingdom has been very clear about the importance of this as part of the support that we have provided. [Interruption.]

We want to ensure that public boards represent the people they serve. That is why in December we launched our diversity action plan, which committed to 50% women and 14% ethnic minority representation by 2020. Just last month, I appointed Lord Christopher Holmes to undertake a review of removing barriers that disabled people might face when applying for public appointments.

I am sure that Members across the House will wish to join me in offering our heartfelt condolences to the family and friends of Professor Stephen Hawking, who died earlier today. Professor Hawking’s exceptional contributions to science and our knowledge of the universe speak for themselves. As his children have said:

“His courage and persistence with his brilliance and humour inspired people across the world.”

Members will also have seen reports of a number of suspicious packages targeted at Muslim Members. I am sure that the whole House will join me in condemning this unacceptable and abhorrent behaviour, which has no place in our society. An investigation is under way and steps are being taken to bring the perpetrators to justice.

I will be making a statement following Prime Minister’s questions updating the House on the Salisbury incident.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in the House, I shall have further such meetings later today.

I thank the Prime Minister for agreeing to meet me to discuss the work of the cross-party Youth Violence Commission. Youth violence is complex and needs long-term solutions, but some things can be done right now, such as legislating to ensure that all knives and sharp instruments in shops are locked away or stored behind counters to ensure that no one can steal and use them. Will she do this?

The hon. Lady has raised a very important issue. As she says, this is a complex problem, and we need to ensure we have long-term solutions. My right hon. Friend the Home Secretary will shortly be publishing a new serious violence strategy, which will put an emphasis on early intervention with young people. It is important that we have tough legislation on knives, but we also need to work in partnership with retailers. We have recently consulted on new measures, including restrictions on knives sold online, and in March 2016, when I was Home Secretary, we reached a voluntary agreement with major retailers about how knives should be displayed and the training given to sales staff to support action to tackle knife crime. She is right, however, to raise this as an area of concern.

The national security adviser based in the Cabinet Office is responsible for roughly £3.2 billion of cross-departmental overseas development aid spending. I look forward to discussing with him how that money can best be spent and will certainly take account of my hon. Friend’s views.

T4. Lewisham has over 2,000 residents in temporary accommodation, and three quarters of those who have contacted me are not on the electoral register. I am not happy with this. Are the Government? If not, what will they do about it?

Despite the success of online registration, we accept that there is more to do. It is important that we encourage all our citizens to take advantage of their democratic right to cast a vote, both locally and nationally.

I am happy to join my hon. Friend in congratulating all who have worked so hard on this issue, which, sadly, brings such distress to too many people—including, I know, Members of this House. I am sure that everybody will want to join me in marking Baby Loss Awareness Week. There was a debate on the matter yesterday, and I pay tribute to Members from across the House who spoke very movingly about their own experiences.

I am happy to welcome, as my hon. Friend has done, the pilot of the national bereavement care pathway this week. The Department of Health is also providing funding to Sands, the stillbirth and neonatal death charity, to work with other baby loss charities and royal colleges to improve the quality of bereavement care in the NHS. We expect the pathway to be rolled out nationally in October 2018. As my hon. Friend says, it is important to conduct a pilot, so that we can learn from it as we come to the national roll-out.

Q14. A woman came to my office fleeing domestic violence. We rang round every women’s refuge in London, but we were unable to find her a place because of Government budget cuts. What advice would the Prime Minister give to my constituent?

I fully understand the hon. Lady’s concern about her constituent, who is fleeing domestic violence. We do not want anybody in this country to be subjected to domestic violence and abuse. That is why the Government have actually been putting more money into supporting refuges across the country. It is why we have ring-fenced money for domestic violence support across the country, and it is why we have introduced new legislation. But we are also going to look at what more we can do, through a domestic violence Act, to provide the support that is necessary to ensure that we deal with the perpetrators, support survivors and, as all of us across the House should want to do, end domestic violence.
