That is a very worthwhile and important campaign that my hon. Friend supports. Too many pensioners fail to take up their entitlements under pension credit. It can be worth an additional £3,300 a year, and the more we can do to make pensioners aware of it, the better.

Q7.   Mr Speaker,“Why is it that the worst people often rise to the highest office and stay there?”Not my words about the Prime Minister, but those of his newest appointment—his cost of living tsar. Families across Cardiff North who are crippled with sky-rocketing bills and are unable to afford even the most basic necessities all agree with him, saying, “This Prime Minister has to go.” If even the Prime Minister’s own tsar does not have faith in him, tell me why those who are struggling should.

The hon. Lady has asked that question repeatedly. Let me remind her that this is a Government who get on and deliver on our promises to the people—in particular, on getting Brexit done. I read the other day that she wants to go back into the single market and the customs union. If going back into the EU is the real policy of the Labour party, why will the Leader of the Opposition not admit it?

I thank my right hon. Friend very much, but I think it very important that the Met should conclude its investigation before Sue Gray’s final report.

Today marks the Prime Minister’s 1,000th day in office, but it takes a particular type of Prime Minister to rack up as many catastrophic failures, scandals and U-turns as days on the job—from the Tory-made cost of living crisis to dodgy covid contracts for his cronies, unlawfully proroguing Parliament and now breaking the law. Enough is enough. So will the Prime Minister confirm whether this 1,000th day will be his last?

I might add to the hon. Lady’s list fixing social care when Labour did absolutely nothing, rolling out the fastest vaccine programme anywhere in Europe and thereby accomplishing the fastest economic growth in the G7, and leading the world in standing up to Putin.

No, and the only people calling into question the Met’s independence are I think those on the side opposite—on the hon. Member’s Benches.

The Prime Minister has seriously misjudged the mood of the country, and indeed he has misjudged the mood of his own Back Benchers. My constituent wrote to me devastated and upset: he could not see his disabled son, his elderly mother with dementia and his newborn child, putting a serious toll on his mental health. Like millions across the country, he followed the rules, but the Prime Minister thinks he is above the rules. Instead, he blames his civil service and he restructures. Will he do the decent thing and resign?

I disagree with the hon. Member profoundly, because I do understand people’s feelings and I do understand why this is so important for people. But I must say that I think the best thing now is for the inquiry to be concluded, and in the meantime for us all to get on with the work that I think everybody wants us to do.

As I say, the Opposition have struggled all afternoon with the appalling fact that COP26 has been a success. In all humility, they should recognise that, congratulate the negotiators and thank all the countries of the UN that came together to do something very difficult and very remarkable. I am grateful to all the parties involved.

I have been at many COPs and each one agrees on more ambition, but we are yet to see the action that is needed. The world is currently on track for 2.4°—a death sentence for millions and devastation for the planet. How can we believe that this Prime Minister will take the action needed when this Government continue to use loopholes to fund fossil fuel projects overseas, locking communities into that fossil-fuel era for decades?

I cannot believe that the hon. Member has been at that many COPs because no previous COP has agreed on anything about coal, or about cars, or about trees. It has not agreed anything like the solid granular commitments that the countries of the world made, including no new support for overseas coal-fired power stations. They did it because this Government are leading the way in cutting support for hydrocarbons overseas and they could see it plain as a pikestaff.

My hon. Friend—indeed, the whole House—will be hearing more about the spending for health in just a few moments, but I can tell him that we have received 120 applications for the biggest hospital building programme in a generation, and that his application will certainly be among those that will receive our most urgent consideration.

Q2. This Government are failing women and girls, from the lack of rape prosecutions and no victims Bill, to letting criminals off the hook. Now women and girls—including my own children—are being targeted with a sinister form of spiking through injections. It is always women and girls who pay the heaviest price. Today they are making a stand and saying “Enough is enough.” How many more women and girls will be hunted or excluded before the Prime Minister himself finally makes a stand?

The reports of spiking are extremely disturbing, and as the hon. Lady knows, it is already a criminal offence. I know that my right hon. Friend the Home Secretary has asked the police to update her on exactly what details they have and what is happening. She wants to give them the space, for the time being, to conduct their inquiries into what is going on, but I would ask everybody with information about such incidents to come forward and contact their local police.

My hon. Friend is entirely right. That is why we have massively accelerated the roll-out of superfast broadband and gigabit broadband. Coverage of reliable gigabit broadband was just 9% when this Government took over; it will be 60% by the end of this year. We are driving it up across the whole country, uniting and levelling up and unleashing the potential of the entire UK.

Day after day, we see more corruption come to light, yet day after day, I speak to more desperate constituents who are excluded from this Government’s support—people who have lost livelihoods, homes and businesses built up over the years and have been unable to put food on their table. It seems that all they needed was the Prime Minister’s or the Chancellor’s phone number. Frankly, I am ashamed on behalf of this country. Will the Prime Minister and the Chancellor now take the calls of my constituents in Cardiff North and meet me and them to discuss how they can rebuild their lives after losing so much?

I am proud of the roll-out of the ventilators—the 30,000 we delivered from scratch—[Interruption.] I am proud of it. I am proud of the decisions that we took. I am proud of what we did—criticised by the Labour party—to roll out vaccines at record speed. I am proud of what we did to support the people of this country throughout the pandemic, with an overall package of £407 billion to support them. We in this country will bounce back all the better and all the stronger because of the strong economy that we ensured this country had going into the crisis, which would have been impossible under a Labour Government. That is what the hon. Lady should tell her constituents.

First, we are introducing knife crime prevention orders, which are placing curbs and limits to deter young people from going equipped and getting involved in knife crime. We have made sure that we deliver on the serious violence strategy, engaging with young people and steering them away from knife crime, but what it takes is continuous and serious law enforcement, making sure that people who carry a knife do get the sentences they deserve. That is why we are also putting more police out on the streets of our country and have recruited almost 6,000 of the additional 20,000 that we committed to at the last election.

Workers in Cardiff North and across the country are facing continued job insecurity and, as we heard, shameless fire and rehire tactics, forcing British Gas workers to take a stand against them and strike in the most difficult of circumstances. The director of British Gas responded by boasting that covid has kept this strike out of the news. Will the Prime Minister condemn those remarks and protect the livelihoods of thousands of workers and their families by finally outlawing fire and rehire?

In so far as that was the gentleman’s intention, he has failed in that. Possibly the best thing I can do is repeat what I said to the hon. Member for Paisley and Renfrewshire North (Gavin Newlands), who has already raised the subject of the strike. We regard fire and rehire as unacceptable, and we will continue to make that point and seek further means of redress.

Mr Speaker, I know that you have been updated by my officials on Privy Council terms on the leak investigation that you also referred to in the House on 2 November. As you know, Mr Speaker, I take this matter extremely seriously and I commit to returning to update the House in due course.

This morning, I had virtual meetings with ministerial colleagues and others. In addition to my virtual duties in this House, I shall have further such meetings later today.

This pandemic has shown how interconnected we are and how vulnerable we are to global challenges. When we are still grappling with covid, the climate emergency and growing hunger, why are this Government reported to be breaking their own manifesto commitment and cutting the aid budget, which saves lives and builds resilience? Will the Prime Minister stop this retreat from the global stage and take this opportunity to rule that out, here and now?

I can tell the hon. Lady that everybody in this country can be immensely proud of the massive commitments that this country has made, and will continue to make, to tackling poverty and deprivation around the world. I think they can be even prouder of the commitment that we are now making, leading the world to tackle the threat of climate change. The investment we are making, whether through official development assistance or other means, in tackling that problem is second to none across the world. It is the UK that is leading the world in tackling one of the greatest problems that this planet faces.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

I am shocked and angered at workers in UK clothing factories such as Boohoo being paid a mere £3.50 an hour and being forced to work in totally unacceptable conditions. In the 21st century, there must be no room for exploitation and modern slavery. We must call time on fast fashion for the sake of people and our planet, so my question is simple: what will the Prime Minister do about it?

First, it is this Conservative Government who set out laws against modern slavery. It is this Conservative Government who massively increased the living wage—not only instituted the living wage, but massively increased it. We hoped that it would be the Labour mayor of Leicester who would stand up for the interests of the workforce in his community. That is what we will do.

Absolutely. A point I perhaps could have made to the hon. Member for Cambridge (Daniel Zeichner), who I think is no longer in his seat, is that it is our intention to get not just schools but FE colleges back as well in September, and get our young people back where they need to be—in education and preparing for their future.

It seems the Prime Minister has given up working with all four nations. Cobra has not met for weeks, daily communications have ended and I am pretty sure the First Minister of Wales has forgotten what the Prime Minister even looks like. Does he not believe that his actions are leading to a disjointed rather than united Union, and given that recent data suggest that the people of Wales have far more confidence in the Welsh Government’s handling of this pandemic than the people of England do in his, should he not perhaps be following the strategy championed by the Labour Government of Wales?

I make no comment on the blessed amnesia that has descended on the First Minister of Wales, except to say that, actually, when we look at the facts and what the UK is doing together, we can see that we are in much closer harmony than someone would suspect from what the hon. Lady says. One detail—one wrinkle—to which I respectfully draw her attention is that I am not sure that the five-mile limit rule is entirely necessary; perhaps that needs to be rethought.

I can certainly give my hon. Friend that absolute assurance. We are working for a deal on 17 October, but we will come out, if we must, without a deal on 31 October.

I have never felt so embarrassed to be a Member of Parliament as I do here this evening. We know the impact that the Prime Minister’s language and behaviour are having on people out there in the country and on us as Members of Parliament. Just today, I have seen a huge escalation in the abuse on social media and in the language and the incitement that he is causing. This has got to stop. Why does he not listen to what the court said yesterday and say sorry? Then let us do the democratic thing and, yes, let us put this back to the people for a final say.

Mr Speaker, I am mindful of what you have said about the surrender Act—[Interruption.] I do appreciate that tensions on this matter are high, but I want to be very clear with the hon. Lady. There is only one way to end those tensions in this country, and that is to get Brexit done. If she really thinks that staying on in the EU month after month after 31 October will make those tensions, that acrimony and that storm on Twitter abate, she has got another think coming. Let us get this thing done.
