I am really grateful to the hon. Gentleman for raising Mr Fitton’s case. I have a great deal of sympathy with him. I will make sure that the hon. Gentleman gets a meeting with the relevant Minister as soon as possible.

Q8. One of my youngest constituents, little Nellie Oakshott, is two years old and has been diagnosed with metachromatic leukodystrophy. Her very brave parents, Megan and Tom, are supporting a campaign for MLD to be added to the newborn blood spot test. Had it been included in the test, Nellie’s condition could have been treated. Now the family are squaring up to palliative care and planning to make every day count. Will the Prime Minister give his support to adding MLD to the heel-prick test, so that families can be spared the same heartbreak in future?

I thank my hon. Friend very much. I know that everybody’s thoughts will be with Nellie and her parents, Tom and Megan, at this very difficult time. The UK National Screening Committee has received a request to look again at the conditions for doing an MLD test, and that is being reviewed right now. I will make sure that my hon. Friend gets a meeting as soon as possible with the relevant Minister.

I am grateful to the hon. Lady for bringing this to my attention. I will certainly make sure that we get a proper meeting with the representatives of the nuclear veterans that she mentions.

Q11. When I was in Greece with Save the Children, I learned that change at any border was quickly communicated down the line. If migrants and asylum seekers knew that they would be directly returned to France or taken to a third country pending application, would they risk a dangerous and illegal crossing and make their way to France in the first place? I ask my right hon. Friend: what further measures are being considered? This is an issue of great concern in Eastbourne, along the coast and across the country, and I am anxious to be able to reassure my constituents that there are plans ahead.

I thank my hon. Friend very much, and she has much relevant experience from her work for Save the Children in Greece. Our only credible way of fixing this is with our new plan for immigration. That will be made possible with our new Nationality and Borders Bill, which will make it possible for us to distinguish at last between those who come here legally and those who come here illegally. I hope very much that it will command the support of the whole House.

I can certainly confirm that we are going to develop the eastern leg as well as the whole of the HS2. The hon. Gentleman will be hearing a lot more about what we are going to do with our national infrastructure revolution and about what we will do to improve not just rail transport, but road transport in the north-east.

Q19. There is no shortage of commitment or compassion in my town of Eastbourne for homeless people, who are vulnerable and need complex support. However, neighbouring Brighton continues to send its homeless to our town, and we do not have the resources to meet this need. Three homeless people have died, and I believe that there will be inquests. Brighton is not engaging with Eastbourne Borough Council in any meaningful way, and a further 51 placements have been made in recent weeks. Will my right hon. Friend join me in urging Brighton and Hove City Council leaders to engage on this as a matter of urgency?

Yes, indeed. I thank Brighton and Hove City Council for co-operating with Eastbourne Borough Council in getting this done. There must be co-operation. No one in this country should be sleeping rough or homeless as a result of this pandemic or, indeed, through any other cause. We have invested £700 million this year to help people off the streets, and it continues to be a national priority. I am grateful to my right hon. Friend the Secretary of State for Housing, Communities and Local Government for what he is doing and the various taskforces that are currently at work to prevent people from coming out on the streets again as we lift the restrictions.

The differentiation that is often made between students and other members of the public is sometimes overdone. Students are playing a heroic role in containing the virus where they can in following the guidance and not spreading it back into their families and their home towns. I thank them very much for what they are doing and hope they continue in that way, in Exeter and elsewhere.

I welcome my right hon. Friend’s decision to reject the twin dire choices of a second national lockdown or letting the virus rip, and to take up the far more challenging and complicated path of localising our actions in particular areas. My constituency is low-incidence for the virus but the hospitality sector is hard hit, and Christmas is now in the frame. What moves might there be, going forward, to hyper-localise actions, and what support will there be for my constituents’ jobs and businesses?

My hon. Friend is absolutely right that it would be a wonderful thing if we could hyper- localise actions in the way that she suggests. Alas, the disease being what it is, we cannot reduce to too small a size the areas in which we place restrictions. The best thing that her constituents can do, and the best thing the whole country can do, to get through this as fast as possible is to follow the package of measures that we have set out. As I have said to Opposition Members, the best thing would be if cities and regions across the country came together and delivered the package that we have set out.

As I said in my statement yesterday, the coronavirus job retention scheme—the furlough scheme—as well as what we have done for self-employed people, which has also been considerable, and the expansion of universal credit have been massive commitments by our Government to the workforce of this country. We will continue to make those commitments and, as I said yesterday, if we have to move back—obviously we do not want to—to local lockdowns, or indeed a national lockdown, nobody should be penalised for doing the right thing. So there is the right hon. Lady’s answer.

  Eastbourne’s dependence on tourism and its position as a coastal community mean that it has been particularly hard hit. Indeed, this very weekend we were to stage our international tennis tournament, which puts us on the map and brings in millions of pounds. In that light, may I ask my right hon. Friend the Prime Minister to look at a reduction in VAT so that the hospitality sector can get back on its feet and be part of the recovery to get our country moving?

I will certainly look at all proposals that my hon. Friend makes on taxation. As she must know, they are a matter for the Chancellor and for the next Budget, although what we have already done is give business rates holidays—pushing back business rates right until the end of next year—and huge coronavirus loans, bounce-back loans and grants of £25,000 for every business. What we will also do is support tourism across the whole of the UK, and I hope that she will put the welcome sign above Eastbourne this summer, so that people can enjoy its attractions.

I must respectfully disagree with the hon. Gentleman. We are working very closely not just with our colleagues in the Government in Northern Ireland but with our colleagues in Dublin. I had a very good conversation with Leo Varadkar the other day and we saw eye to eye on the way forward. There is a huge amount shared between the UK and Ireland, and it will continue to be so.

As a stunning coastal destination built on hospitality and tourism sectors hard hit by the impact of the virus, Eastbourne is none the less looking to bounce back when it is safe to do so and is part of work on a covid-secure kitemark to inspire public confidence. Does my right hon. Friend see merit in this, and when the coast is clear, will he visit?

I am sure the coast is always clear in Eastbourne. I will do my utmost to get there as soon as I can within the social distancing rules that we must all observe. We will look at the kitemark idea. The best I can say is that my hon. Friend is a fantastic champion for Eastbourne and its attractions, and I look forward to supporting her in any way I can.
