By the actions of this Prime Minister, standards of public life in the UK now lie face down in the gutter. The Prime Minister wants us all to move on, collectively. Well, let me assure this derailed Prime Minister, there is no collective in Scotland of which he is a part. As his authority lies festering in a steaming pile of incredulity, will he set out to the people of Scotland the productive and positive role he will play with the Scottish Government in allowing and enacting a referendum on independence, so that we can finally free ourselves of exactly the type of behaviour he typifies?

I will continue to work productively with the Government in Scotland, as we did throughout the pandemic, not least in delivering the fastest vaccine roll-out in Europe, the furlough programme and everything else that we did together, which shows that we are stronger together.

I thank her. Look, I cannot offer any further commentary on the investigation. All I can do is renew and repeat the apologies I have given to her constituents, whether they accept them or not.

Only this Prime Minister could have, together with his staff, laughed up their sleeves believing they were above the law and demonstrated to an entire country that they are beneath the public’s respect, more accurately. Vacuous self-congratulations from the Tory opposite about the role that the Government are playing in Ukraine are a disservice to the service men and women who are in country, doing the spade work, protecting democracy. To use the bloodshed of the fallen Ukrainians as some sort of political cover to keep this Prime Minister in office, is an utter disgrace, but no less than my Angus constituents have come to expect. This Government are compounding the cost of living crisis, but we are led to believe that that, together with the Ukraine crisis, is why we must endure this Prime Minister. So let me test his knowledge. What anti-ship missiles will his Government be sending to Ukraine? If he cannot answer that simple question, will he resign?

I am grateful to the hon. Gentleman. One of the systems that we are looking at, since he asks, is to see if we can mount some Brimstones on the back of technicals to see if that will do the job, but there are other options that I do not want to discuss.

This reads like a dreadful, poorly written soap opera—an unbelievable soap opera. I hear Government Members say how important it is to their constituents to go into the detail, but my constituents are incandescent at the behaviour of this Prime Minister. Will he accept the damage he is doing to the office of elected representative—to all of us—and will he do the right thing and clear out?

I thank my hon. Friend for that excellent summary of what I was trying to say in response to the hon. Member for Ilford North (Wes Streeting). It would have been a great thing—a fine thing—throughout the pandemic to have had useful advice and co-operation from the Opposition. We did not get it, but I think we have taken the right decisions on the whole and we have got the big calls right.

I take this opportunity to thank staff at NHS Tayside and the Angus Health and Social Care Partnership for their tremendous work. If we look at the covid heat map across the United Kingdom as of 18 January, almost all of England is in the top two of four categories for infections per 100,000, whereas all of Wales and Scotland are in the bottom two. Why is now the time to reduce control measures in England? Is it on the basis of public health advice or is the Prime Minister having to kowtow to the febrile ambitions of his Back Benchers on whom his future now depends?

Really, that is a complete travesty. If we look at the numbers, as I think even the Opposition Front-Bench team have accepted, we can see that they are going down in all age groups across the country. What is interesting is that hospitalisations have not only stabilised but started to come down, which has always been the most important thing for me. That is why this is a sensible and proportionate step to take, but I have to remind him and everybody that it is still important to be cautious, and I am sure he will be.

My hon. Friend makes a good point about the United States of America. We are on that issue with our American friends, but people have to recognise that we are still at risk of importing new variants into this country. We have seen the arrival of B1.617.2 and we must be cautious. On that basis, the green list—as my hon. Friend knows, some counties are already on that list, and they are very attractive-looking destinations, as far as I can see—will be subject to review every three weeks.

Last summer, covid was almost fully suppressed in Scotland, and on current trends it looks like we are heading, cautiously, in that direction again. However, as international travel reopens, many in my constituency are very concerned about new strains entering the country. Although our First Minister has welcomed the UK Government’s current cautious approach to travel, she will not sign up to any plans that might put Scotland’s progress at risk, so will the Prime Minister confirm today what will happen in the event that the devolved nations’ strategic ambitions are at odds with the UK Government’s? In that scenario, how is compromise reached, rather than it simply being England’s way or the highway?

Actually, I think that, in spite of the differences that are sometimes accentuated or emphasised for whatever reason, the levels of co-operation have been amazing. What is happening in Scotland today is very close to what is happening in the rest of the UK; that is the level of co-operation that we are showing together.

We learned today—unfortunately, from the media, rather than a Minister—that the Treasury has informed the Office for Veterans’ Affairs that its budget is to be cut by 40%, from £5 million to £3 million. This cannot be right, as just yesterday Graeme Dey, the SNP Scottish Government’s Veterans Minister, announced a further £1 million to support Scottish veterans alone. These disparate positions are irreconcilable. This is a tale of two Governments, so will the Prime Minister follow the SNP’s lead and assure the House today that he will not allow this cut to UK funding for veterans?

Yes, indeed. We will make sure that the valuable sector of pleasure cruises and charters is helped to become covid-compliant as fast as possible.

The Prime Minister has spoken with great pride about the 2.6 million self-employed people who have been supported through covid by Government, but, scandalously, his Treasury has excluded a greater number—3 million—of self-employed entrepreneurs, taxpayers and owners of small companies. That includes many in my constituency who have been excluded from Government help with no income for three months. Will the Prime Minister please offer an urgent financial lifeline to these blameless victims and their families?

We have done a huge amount to support employees and the self-employed across the country with loans, grants and the coronavirus job retention scheme, as I have said. I am conscious that the hon. Gentleman makes a fair point. There are some people who perhaps have not got the support that they felt they needed, because of the difficulties in identifying what is appropriate and because of technical difficulties of all kinds. The single best solution is to get our economy moving cautiously and safely forward, and that is what this package is intended to do.

I will be commemorating Holocaust Memorial Day along with my hon. Friend and others. As he knows, this Government and this House—people across the House—want to do absolutely everything we can to stamp out the resurgence of antisemitism. As someone who is now 55 years old, I find it absolutely incredible that antisemitism is rising again in this country in the 21st century. It is a disgrace, and we must stamp it out.

Q15. The seasonal agricultural workers scheme affords a limit of 10,000 temporary visas for agricultural workers to come and work in the UK in support of food production. Given that my constituency alone requires 4,000 and neighbouring constituencies a similar amount, will the Prime Minister concede that 10,000 is clearly not enough even for Tayside, much less for Scotland or the rest of the UK? Will he therefore instruct the Home Secretary to review the situation in support of the National Farmers Union of Scotland and our whole agricultural sector and commission that review to look upwards to a limit that will support the actual operational requirements of agriculture in our country?

The hon. Gentleman raises an important point. We have doubled the scheme and will ensure that not only the Scottish agriculture sector, but the agriculture sector of the entire country has access to the seasonal workforce it needs. That is why we are introducing a points-based immigration system that will enable this country to get the skills that it requires.
