I have one overwhelming interest, which is to protect and preserve the jobs and livelihoods of the British people. That is what we are doing. That is what we will do with the P&O workers, but we will also ensure that we continue to attract overseas investment in the record ways we currently are. The Opposition would drive it away—we will not.

This year marks the 50th anniversary of the expulsion of Asians from Uganda, the country where I was born. Under Ted Heath’s Government, people across the country opened up their homes for many of those Asians, who then settled and became part of the fabric of our great nation. That British generosity is again being seen as people open up their homes for those fleeing Ukraine and coming to our country. May I urge the Prime Minister to pick up those files from 50 years ago, wipe off the dust and take on board those positive lessons, so that we can ensure that the Homes for Ukraine scheme has maximum success?

We are going further than the “Russia” report in implementing sanctions against Russia. Of course we will do anything to root out any foreign influence in any UK election, but I am not aware of any.

I welcome the Prime Minister’s statement. Tough sanctions require tough compliance. He said that UK individuals and entities should not have any dealings with the banks and Russian individuals that he mentioned. Will he therefore give this House an assurance that for any UK individuals or institutions who have dealings with such banks and individuals, there will be the severest of penalties?

Yes, indeed. Those who abet sanctioned people, help them to evade anti-money laundering provisions or help them to conceal beneficial interests will of course be breaking the law themselves.

I do not know what the hon. Gentleman is trying to say, but I direct him again to the point made by Sue Gray:

It is absolutely right that over the past few weeks constituents of Members on both sides of the House have been writing to us about this hugely important issue, and I do not wish in any way to minimise its importance, but there are military bases in my constituency, and I am receiving emails from families who are concerned about their loved ones and the potential role that they may end up playing given the conflict on the Russia-Ukraine border. Opposition Members may treat this lightly, but the families of those serving in the military do not treat it lightly. Will my right hon. Friend give me an assurance that, notwithstanding the importance of the issue we are discussing at present, his Government will start to address other important matters that concern my constituents and those of Members throughout the House?

I thank my hon. Friend very much indeed. I think he is completely right. Of course these matters are important, and we have to wait for the inquiry, but in the meantime the UK must play the leading role that we are playing, in bringing the west together to form a united front against Vladimir Putin, in particular with the economic sanctions that we need. That is the priority of the Government right now.

The hon. Lady is right to draw attention to the price spike in energy around the world. Actually, Russian gas comprises only 3% of the UK’s gas supplies, but we have to mitigate the impact of the cost of energy on families with the cold weather payments and everything that we are doing to increase the living wage—all the support that we are giving families throughout the winter and beyond.

May I commend the Prime Minister on his tough statement? The point has already been made about the disinformation that is coming from the Kremlin, but he will appreciate that much of that is targeted at NATO. Will he use this opportunity to make it absolutely clear that NATO is a defensive organisation and that it should not in any way be construed as being offensive or threatening?

Yes, my hon. Friend is so right, because that is the misconception, whether witting or otherwise. Russia persists in the fiction that NATO is somehow an aggressive alliance and a threat to Russia. NATO is not an aggressive alliance; Russia is not encircled by threats. It is absolutely vital that we convey that to Vladimir Putin. If he can understand that, that is the route to progress and that is the diplomatic path that we have to follow.

We are actually seeing very encouraging signs of take-up in the health sector and in social care. That is a great and positive thing for individuals in both those professions.

At the start of the pandemic, there was evidence that members of the black, Asian and minority ethnic community were more vulnerable to the covid virus. Has any analysis been carried out to determine whether omicron acts in a similar way? The Prime Minister will appreciate that that is of particular relevance given the significant number of people from the BAME community who work in the health and care sector.

My hon. Friend asks an extremely important question. I think the answer is that there is currently no evidence, but there is certainly evidence that the different levels of vaccine take-up, and booster take-up in particular, are affecting outcomes.

I join the hon. Lady absolutely in condemning attacks on all public servants and particularly on NHS staff, who are trying to save people and help people in their lives. What we are doing—what we have already done—is to toughen the sentences for those who assault or harass public servants.

Given the recent tragic circumstances, there has inevitably been a focus on the security of Members and their staff. One aspect that is often overlooked is the fact that it is our staff who are on the frontline in receiving the abusive emails and correspondence, and they take the hostile phone calls. They are private citizens, simply trying to earn a living, put food on the table and pay for their rent or their mortgage, yet they are caught up in this vicious cycle of venom and abuse that is directed towards us. Will my right hon. Friend take this opportunity to acknowledge the fantastic work that our staff do and give them the credit that they so rightly deserve?

I think that my hon. Friend spoke there for the entire House of Commons, because we all know that it is our staff, our caseworkers and our office managers who are so often in the frontline, who have to deal with anger, with intemperate behaviour and with abuse, and they cope with it magnificently. We all know the risks that they run in their daily lives and, indeed, we have seen how some House of Commons staff have paid for their sacrifice even with their lives. I thoroughly echo, support and concur with what my hon. Friend said.

I am very grateful to the right hon. Lady, because I think that she has asked a question that has formed in many people’s minds about the 5,000. Yes, indeed, the 5,000 extra in the resettlement scheme are additional to those already announced. We will support those people in coming to this country. We will also support the wider international community delivering humanitarian projects in the region by doubling the amount of humanitarian and development assistance that we had previously committed to Afghanistan this year with new funding—[Interruption]—wait for it—taking this up to £286 million with immediate effect. We call on others to work together on a shared humanitarian effort, focusing on helping the most vulnerable in what will be formidably difficult circumstances.

I am grateful to the Prime Minister for giving way; he is being very generous with his time. Over the past 20 years, some 50 NATO and partner nations have been involved in Afghanistan. I welcome the measures that have been proposed by the UK and other countries such as the US, Canada, France, Germany and so on, but there are still many countries that have been involved in Afghanistan in recent years which have still yet to step up to the plate and recognise their responsibility in helping these people at this desperate time. Will the Prime Minister inform the House what is being done to encourage these other countries to take up their responsibility and help these people in Afghanistan?

My hon. Friend makes an excellent point, and that is why the UK has chaired the UN Security Council, and asked with our French friends to put a motion together to get the world to focus on the humanitarian needs of Afghanistan. We will do the same thing in NATO, the G7 and other bodies in which we have a leadership role. We want all these countries to step up, as he rightly said, and focus on the most vulnerable in what will be formidably difficult circumstances.

I make a general point that we have done a huge amount to lift the burden of taxation on the low-paid, and we are lifting the living wage by the biggest ever increase, but I know that my right hon. Friend the Chancellor will welcome the opportunity to discuss the particular matter that the hon. Gentleman raises in person.

In the period 2018 to 2019, overseas companies investing in Northern Ireland created nearly 1,500 new jobs. Does my right hon. Friend agree that if Stormont were to be up and running again, then this year that number would be considerably higher, and that it is important that no stone is left unturned in efforts by the Northern Ireland parties to seek agreement so that the Northern Ireland Assembly can be properly functioning again?

I am proud to say that the UK is now the third highest recipient of foreign investment in the world, but Northern Ireland could get even more than it currently does if, as my hon. Friend rightly says, people took their responsibilities and got Stormont up and running again.

I do not want an election; I want to deliver Brexit on 31 October, and I think that that is what the people of this country want.

The United Kingdom already has close links with India, not least because of the valuable contribution made by the 1.6 million who make up the British-Indian diaspora. What discussions did my right hon. Friend have at the G7 with Prime Minister Modi of India about strengthening those ties post Brexit?

I did indeed have an extremely good conversation with Prime Minister Modi, and we agreed to strengthen our co-operation not just on the security side, where clearly the UK and India stand shoulder to shoulder in the fight against terror, but on military co-operation in the Asia-Pacific region, where we share many interests, and, of course, on free trade as well—doing a big free trade deal with India. I thank my hon. Friend for everything he does to promote that incredibly important relationship.

Of course, because that is the most sensible way forward. As the House will have heard several times, this Government will under no circumstances institute checks at the border in Northern Ireland. As for a smooth and orderly departure from the EU, that is now in the hands of our friends and partners, and I hope that they will see sense and compromise.

For decades, Members in this House across the political divide have been critical of other countries’ democratic processes. Does my right hon. Friend agree that failure to deliver on the public mandate to leave the EU would ensure that our credibility on the international stage was irreparably damaged?

My hon. Friend is absolutely right. It is a sad irony that the Labour party, which purports to be the party of the people, is now the party that seeks to thwart the will of the people, and it sends a terrible message around the world.

The timetable has been well spelled out by my hon. Friend the Member for Rochford and Southend East (James Duddridge). We need to go forward now with the ZANU-PF conference and then the elections scheduled for next year. It is crucial that they should now go ahead and be free and fair. At this stage, it would not be right for us to speculate about personalities; what matters is that the people of Zimbabwe have a free and democratic choice.

I appreciate that events are very fast-moving, but will the British Government work closely with the African Union to try to get it to put pressure on Zimbabwe, both not to continue as an authoritarian state and to respect human rights, particularly of those from overseas, such as from Britain?

I thank my hon. Friend for that excellent point. The AU is an increasingly important and valuable interlocutor in Africa, and I have a good relationship with Mr Faki, president of the commission. I will be going to the AU summit in Abidjan in Côte d’Ivoire next week, and I have no doubt that Zimbabwe will be top of the AU agenda in Côte d’Ivoire.
