The duty does not require us to maintain a comprehensive list of policies within scope of the duty.

The duty applies to all policies made from 1 November 2023, whether developed by a central department or an arm’s length body, which are:

  • made by Ministers of the Crown; and
  • not covered by the exemptions for the armed forces, defence or national security, taxation, spending or the allocation of resources within government.

The environmental principles policy statement provides further information on what is considered policy in scope of the duty. Examples include strategies and frameworks.

The Government is committed to tackling climate change – and doing so without imposing unnecessary burdens on individuals or businesses.

Analysis in the Jet Zero Strategy shows that the sector can achieve net zero aviation by 2050 without the need for direct interventions to limit aviation growth, which has significant economic and social benefits, by focusing on new fuels and technologies.

To ask the Secretary of State for Transport, with reference to the report by the Climate Change Committee entitled 2023 Progress Report to Parliament, published on 28 June 2023, if he will accept the Committee's recommendation to make an assessment of the impact of (a) current and (b) planned future road building projects on the Government's environmental targets; and if he will make a statement.

The Government is considering the views of the Climate Change Committee and will respond in the Autumn.

With regards to road building and environmental targets, the Government has a clear plan to reach net zero, as set out in the Transport Decarbonisation Plan. In this plan, the Government set out its approach to decarbonising cars and vans through the introduction of a world leading zero emission vehicle mandate. Alongside this, the Government has already spent more than £2 billion in supporting the switch to zero emission vehicles through delivering infrastructure and grants to reduce the upfront cost of these vehicles.

The Government remains committed to continuing its road investment strategy in a way that is consistent with the UK’s environmental targets.

To ask the Secretary of State for Transport, how much funding has been allocated to active travel for the years (a) 2022-23, (b) 2023-24 and (c) 2024-25.

In the financial year 2022-23 the Department provided approximately £200 million of dedicated capital funding for active travel and approximately £71 million of dedicated revenue funding. These figures do not include the funding for active travel schemes that came from wider funding streams such as the City Region Sustainable Transport Settlements (CRSTS).

The Department has confirmed that a total of at least £100m of dedicated capital funding for active travel will be provided over the two-year period 2023/24 to 2024/25, and is currently finalising the revenue budget for active travel for those years as part of its consideration of all future spending plans. Again, this does not include funding for active travel schemes from wider funding streams.
