To ask the Secretary of State for Health, how many and what proportion of patients have enrolled in the GP at Hand service in the areas that the service has been rolled out.

Answered by Steve Brine

According to NHS England, about 5,000 patients have registered with GP at Hand. This is a very small proportion of the population that GP at Hand have made their service available to which comprises of anyone that lives or works within London travel zones 1 to 3.

The Hammersmith and Fulham Clinical Commissioning Group (CCG) primary care commissioning committee has asked that a robust evaluation is carried out of the development following the clinical review. In addition, an oversight group has been set up with representation from the CCG and NHS England London region which will monitor progress on a regular basis.

To ask the Secretary of State for Health, what assistance his Department plans to give to users of the GP at Hand service who need to visit a GP face-to-face.

GP at Hand is a practice that holds a standard General Medical Services (GMS) contract. The contract requires contract holders to specify the address of each of the premises to be used by the contractor or any sub-contractor for the provision of such services. As such, patients should be able to make an appointment for a face to face consultation.

Online or telephone consultations are used currently by many practices. However, patients should also be able to make an appointment for a face to face consultation with GP at Hand if they prefer.

GP at Hand is a practice that holds a standard General Medical Services (GMS) contract. As such, they will receive reimbursement on the same basis as other GMS practices based on the nationally negotiated Statement of Financial Entitlements.

The Government has no plans to monitor the average duration of transfers of care.

NHS England does collect and publish information on transfers of care that have been delayed. This shows the total delayed days during the month for all delayed patients. The information is available at the following link:

The final report of the Mesh Oversight Group led by NHS England sets out the action that is being taken to improve awareness of complications, to ensure the consent process for patients is strengthened and to put in place access to additional care and support where needed. The Government will continue to work with the Medicines and Healthcare products Regulatory Agency to ensure that the potential complications of these devices are better understood and that any necessary action is taken.

To ask the Secretary of State for Health, what steps his Department is taking to (a) monitor and (b) improve the work environment of NHS Workers.

The Government recognises the pressures that National Health Service staff are under and is proposing to improve the working environment for NHS staff by offering more flexible working, improving staff health and wellbeing, tackling bullying and violence against NHS staff. This will complement the work ongoing across the NHS, championed by NHS England, to ensure staff have a better working environment.

The Department uses staff engagement as a proxy for measuring NHS staff morale and the 2016 NHS Staff Survey showed an improvement in the overall engagement score for the NHS. This score combines staff recommending their organisation as a place to work or receive treatment, staff motivation at work and how much staff are able to contribute towards improvement at work.

NHS Employers is also working with NHS England and Public Health England on NHS England’s initiative[1] to improve staff health and wellbeing which includes a “CQUIN”[2] (Commissioning for Quality and Innovation), a new three part indicator focussing on getting staff better access to health and wellbeing initiatives, supporting them to make healthy choices and lead healthy lives.
