Q8. The roads in my constituency are in a terrible state of repair. In all my life, I have never seen such a mess. Small potholes are being left by Lancashire County Council to become big potholes, and in several cases these are merging to become trenches. The situation is dangerous for elderly pedestrians. Cyclists take their life in their hands. Motorists either damage their cars or swerve to avoid them. Does the Prime Minister agree that this is an unacceptable state of affairs, not least because of the failure to—[Interruption.]

Order. This is very discourteous. The remainder of the hon. Lady’s question will be heard. It is as simple and unarguable as that. There is no point people ranting from a sedentary position. The hon. Lady will be heard on her feet and that is the end of the matter.

Thank you, Mr Speaker. Does the Prime Minister agree that this is an unacceptable state of affairs, not least because the failure to make one stitch in time is leading to far more expensive repairs?

GPs around the country are facing unprecedented pressures as they work to deliver the highest possible standards of care, despite underinvestment and increasing patient demand. A record number of GP practices closed in 2016. Are the Government really serious about addressing the problem for the sake of GPs and their patients? If so, why has the promised £16 million resilience fund not been delivered in full, when it was promised by October 2016? There is very little evidence to date of the Government delivering on any of their promises in “General Practice Forward View”, no sign of the extra £2.4 billion, no sign of—

Order. We have got the general drift. May I gently say to the hon. Lady that the longer the Opposition Front Benchers take, the less time there is for Back Benchers on both sides? This is becoming a worsening phenomenon. It is not only the fault of the hon. Lady, but it really must stop. It is not fair to Back-Bench Members.

Mr Speaker, you have just stolen my first line again.

On this important subject, it is, I repeat, for India and Pakistan to find a lasting resolution to the situation in Kashmir, taking into account the wishes of the Kashmiri people. It is not for the UK to prescribe a solution or to act as a mediator.

Undoubtedly, this House has a great deal of respect for UN resolutions, and I am sure the Minister is aware that in 1948 the UN Security Council passed resolution 47 instructing the Governments of India and Pakistan to prepare for a plebiscite to determine the future of Kashmir. Almost 70 years have passed, thousands of Kashmiri men, women and children have been slaughtered, atrocities are committed daily, yet there is still no sign of any action to allow these people to vote on this most important issue. Does the Minister agree that the people of Kashmir should have the right to self-determination, and will he give an assurance—
