The Minister will be aware of the serious disorder at HMP Birmingham in my constituency on Sunday, which follows the very serious riot in December 2016 and serious incidents at other prisons across the country over the summer months. Clearly our prisons are in absolute crisis. Is it not time that we had an independent inquiry into the state of our prisons?

The Chancellor’s predecessor had many a failed target and plan, one of which was a target of £1 trillion in exports by 2020, a target that is nowhere near being reached even with full access to, and membership of, the single market. Meanwhile other countries such as Germany currently export more than we do to China and other growth markets. Does the Chancellor agree that the failure of the Government to improve the UK’s export performance has left us unable to take full advantage of opportunities outside the EU and more vulnerable to—

I am very grateful to the Secretary of State. We will see whether the Treasury Minister turns up, but the willingness to help of the Secretary of State for Work and Pensions is noted and appreciated, and I thank him for his typical courtesy in what he has just said. Let us now proceed in a pragmatic way and listen to Shabana Mahmood.

Thank you, Mr Speaker. I am not sure that I can respond to an opening speech that I have not heard. [Interruption.] Well, the case has not been made by the Government—the motion has only been made formally—so may I take some guidance from you, Mr Speaker, on how best to proceed?

[Mr Speaker]

Yes, the hon. Lady is welcome to take guidance from me, and it is this: the hon. Lady’s responsibility is to speak to the motion on the Order Paper rather than to any particular speech that might be made, so while I understand that this is an unusual state of affairs, the responsibility is to speak to the motion. The hon. Lady knows what the purport of the motion is, so she should not unduly trouble herself by trying to anticipate what the Minister might say if he were here—because he can’t, because he isn’t.

It would be. It would be perfectly orderly, and it is good of the hon. and learned Gentleman to offer to help, but I think we can get by without his assistance for now.

I hope my guidance to the hon. Lady is clear. I realise this is an unusual situation for her to face, but if I remember rightly she is a product of Lincoln college, Oxford, so she is what they call prodigiously bright, and I am sure she can cope with the situation.

Thank you, Mr Speaker, and forgive me for seeking clarification on just one further point: I wonder whether it might be more helpful and conducive to bringing the debate along if I come in later, once the Minister has been able to present himself in the Chamber.

The answer is that the hon. Lady would need the leave of the House to proceed in that way, but my strong sense is that the leave of the House would be forthcoming. We have now had two action replays today, and I must strongly counsel colleagues against raising as attempted, but actually bogus, points of order what are really political points. Otherwise this phenomenon will multiply over the next nine months or so, which is undesirable. The hon. Gentleman has made his point and it is on the record, and we will leave it there—and I am grateful for his nod of assent to my ruling.

New clause 2—Administrative and compliance costs review

‘(1) Her Majesty’s Revenue and Customs must, after six months of the Act coming into force, prepare a review which the Minister shall lay before Parliament.

(2) The review must consider—

(a) whether there are any administrative or compliance costs associated with the employment allowance being reported by those applying for it; and

(b) whether businesses, charities and sports clubs are having any problems in claiming the employment allowance.’.

I gather that that is an example of the Minister sizzling.

I am afraid the Minister is trying to gloss over the facts of his record. The reality is that two years on from the Government’s decision to treble tuition fees to £9,000 a year, applications have dropped by 54,000, which is 11%; acceptances are down, as are the numbers of mature learners and part-time learners; his core and margin policy has caused nothing but chaos and confusion; his AAB policy has been a dramatic failure; and to top it all off, legitimate international students are choosing to go to our competitor countries to study as a result of Home Office policies. Is not the truth that the past two years under this Government have been a disaster for students and universities alike?

It is exactly one year on from the Government’s trebling of tuition fees to £9,000, and we can clearly see the disastrous impact of that decision. UCAS applications are down by 15%, and the Government have had to introduce the chaotic core and margin model to make up for the fact that they got their sums wrong. Is the Minister for Universities and Science aware that he has created a perfect storm for our world-class higher education sector, and why is he prepared to put our world-leading reputation at risk?

Despite what the Minister has said about impact assessments, it is surprising and deeply worrying that the Government are pursuing a policy which, on their own view, will cost the country £2.4 billion and which, on their own view, will have only half the impact on net migration that they originally said. This policy was part of a package of changes that the Government said would reduce net migration to the tens of thousands by 2015. In support of the policy, the Prime Minister said in April to Tory party members:

“No ifs. No buts. That’s a promise we made to the British people. And it is a promise we are keeping.”

Well, not according to his Government’s own impact assessment, and not according to the Migration Observatory—

On the subject of reforms to the immigration system and the particular point of deportation, the death of Jimmy Mubenga a few weeks ago was the first time that an escorted individual has died during deportation. My right hon. Friend the Member for Morley and Outwood (Ed Balls) has twice requested a briefing from the Home Secretary regarding the circumstances of that case, and both requests have been refused. Will the Minister now make a statement to the House, updating Members on the progress of any internal investigation into Mr Mubenga’s death and the use of restraint during enforced deportation more generally? In particular, will he state whether the use of restraint on children during deportation is also being reviewed?

The Government are already hitting hard new deal programmes that were designed to help some of our most deprived communities in areas such as Aston, which is in my constituency. Is it true that the plan is now to cut off funding from the middle of the financial year—from this October—thereby sacking staff and damaging some of our most deprived communities?
