Of course we will be responding to the report shortly, but if the hon. Gentleman looks across the country he will see that the place where bus mileage has been falling fastest is in Labour-controlled Wales. Actually, there has been a small increase in the number of routes during my time as Secretary of State. The Government are committed to supporting new, innovative ways to expand bus utilisation, which is why we support the demand-responsive services that are emerging across the country and are committed to ensuring that we provide the best possible choice for passengers.

The hon. Gentleman referred to the powers under the 2017 Act, and in my time as Secretary of State, I have not received a single proposal or request to introduce bus franchising under that Act. Notwithstanding that fact, I would be happy to do so if I saw evidence that it would improve passenger services.

A comment was made earlier about investment in the north, and the Azuma trains, which will shortly be running to the north-east and Scotland and are already running in Leeds, are a huge investment in transport connections to the north. They will reduce journey times, and alongside that the substantial multi-hundred million pound investment that we are putting into the east coast main line will improve journey times, too. That is another sign of this Government’s commitment to providing better transport links in and for the north.

I welcome that answer. The Secretary of State is right that the introduction of the new Azuma trains is an exciting development for the city of York, given the importance of the east coast main line to our great city, but can he assure me that we will have no further delays in their introduction? There have been signalling problems north of York, and the Azuma trains will be arriving in York on 1 August.

My understanding is that those trains are on track to start running as targeted at the start of August and will be going to Scotland later this year. They will deliver a transformative experience—more seats and faster, better journeys for people travelling from Scotland in the north to London and within the north, between places such as York and Newcastle. This is a really important investment.

I understand the point the hon. Lady is making because I have had similar issues in my own constituency. A principle that has been adopted both by her party when it was in government and by us is that, when assessing a person’s medical condition, it is not right or fair to go to their own GP because of the specific relationship that exists between an individual and their GP—whether that be an assessment for welfare entitlements or an assessment for a driving licence. We will always, as a ministerial team, work with Members across the House, if there are examples of individuals who have been hard done by as a result of a decision that is wrong, to see whether we can get the situation at least reviewed.

May I have an update on City of York Council’s bid through the major road network fund for dualling the York northern ring road? Will the new roads Minister meet me to discuss this matter and the levels of congestion that are causing huge concern to my constituents?

First, there is no legal basis for taking that step. Secondly, it is interesting that the Labour Members always demand that we stop international companies getting franchises in the UK. They seem to want to drive out of the industry a company that has made a huge mistake and paid a big price for it, but which none the less has been a successful transport operator in the UK for a long time. We should take sensible decisions in the interests of the country and of passengers. That is what I am doing.

It is clear that there are unique infrastructure challenges on the east coast main line, many of which affect my constituents. What steps will the Secretary of State take to resolve those challenges, and can he assure me that the creation of the new partnership will solve them?

That is very much my aim. I will ask the new joined-up board to consider how we can bring digital technology to the signalling on the line. There are not enough train paths, and the way to sort that for the future is by moving to a digital railway. This is an area in which we can supplement public investment—we are putting in a record amount over the next five years—with private investment so that, for example, we unlock the potential of digital technology to create even more capacity on our railways.

I can start by letting the hon. Gentleman know in advance that I will be visiting the plant in Newton Aycliffe next month. It is a great addition to our manufacturing base, and I look forward to seeing the first trains from that plant operating on our network. The team at Hitachi is doing a great job for us.

I obviously cannot prejudge the outcome of the tender process—it will take place towards the end of this decade—but I am clear that the company that builds the trains for HS2 must leave a skills footprint in this country. We will not simply bring trains in on a ship, with no benefit for engineering skills or apprenticeships in this country. I want a genuine process that will leave behind a skills footprint with regard to not just rolling stock contracts, but the whole contract.

Like many, I very much welcome the statement, including the link into the existing network at York. However, what assurances can my right hon. Friend give that York will not be bypassed in any future development further north beyond the second phase of HS2?

I cannot judge future developments, but York will be one of the places that benefits from HS2 connectivity: trains will run up the HS2 line and on through York. The extra capacity and extra speeds—the extra capacity on the east coast main line, and the extra speed and connectivity to London—will very much benefit my hon. Friend’s constituents.

For a hub airport to benefit the whole country, regional airports such as Leeds Bradford need increased access—more than the status quo. While I welcome the statement, may I push the Secretary of State on how many more slots will be available to regional airports? I also emphasise that landing charges must not work against internal flights.

I am keen to ensure that we do not see a big uplift in landing charges as a result of the project. I have been clear that the project must be brought through affordably and delivered in a way that represents best value for everyone involved. As for connectivity, I am not in a position to start setting out details about numbers of slots or exact mechanisms. I simply commit to the House that those things will be a binding part of what we eventually conclude.

One thing that makes this House strong is that over the decades and the centuries people have come here who have been passionate democrats with profound and determined ideas, to whom, although individually we may disagree with them, we would pay tribute for the contribution they have made to this country. I echo the hon. Gentleman’s view: Keir Hardie was one of the great figures of our political history. He was the pathfinder of the Labour movement, and even though I disagree with many of the policies that his successors have sought to bring before this House, I would say, none the less, that he made an important contribution, as did many others in our past. We should always champion them.

Many of my constituents will welcome the recent changes to the definition of “a Traveller” within the planning system, which will remove the requirements on local authorities to provide caravan pitches for those already settled in bricks and mortar housing. As such, may we have a debate on this new guidance, to reinforce the need for greater fairness in our planning system for both the settled and the Traveller communities?

That is a really important point. Indeed, my hon. Friend the Member for Mole Valley (Sir Paul Beresford) made that same point a little while back, which led to me receiving a number of messages and letters from people in Traveller communities saying that this was not right. I take a simple view on this. If a Traveller hopes to have beneficial arrangements in the planning laws but does not intend to travel, most people in this country would say that that is simply not right. We cannot have people who intend to live in a fixed abode having their own particular arrangements within our planning laws. Our laws should apply equally to every single person in this country regardless of how they live their lives. My view is straightforward. If a person is not travelling, they cannot claim to be a Traveller within our planning system and have special arrangements. I hope that this new Government policy will deal with this issue, which I know frustrates many constituents.

May we have a debate on the future of consistent forms of renewable energy, such as wave and tidal, and of energy storage to future-proof our energy network? I wholeheartedly welcome this morning’s written statement on the ending of lucrative taxpayer subsidies to onshore wind farms, which threaten to encircle the city of York.

I am glad that my hon. Friend is happy with today’s announcement. I share his views about renewable energy and am very pleased that the scheme in south Wales has been given the go-ahead for tidal power generation. He will of course have the opportunity to raise these issues next Thursday with the Secretary of State and I hope that he will do so.

I welcome the hon. Gentleman to the House. I know that he might have to do some additional campaigning elsewhere in the next few weeks—having just finished one election, his family has another one to fight.

I am aware of the legacy of coal mining, including open-cast mining, in the area the hon. Gentleman represents. In a recent visit to the valleys, I was impressed with how the hills were returning to nature in many places, but he makes an important point about the impact of open-cast mining, and I hope that he will take advantage of the many opportunities available to him to bring a Minister to the House or raise a question directly with Ministers at Question Time to ensure that this issue is firmly on the agenda.

In welcoming the Government’s commitment to end many new subsidies for onshore wind farms, which have marched across Yorkshire like a plague of locusts in recent years, including a number of applications on green-belt land in my constituency, will the Leader of the House provide a clear timeframe for when these proposals will be implemented?

One of the many reasons why I am delighted that we now have a Conservative Government, not a Conservative Government with Lib Dems attached, is the issue of onshore wind farms, which, in my view, has to be handled with the utmost care. I know that the new Secretary of State for Energy and Climate Change is looking at this matter carefully. I will ensure that my hon. Friend’s concerns are drawn to her attention, and I expect her to bring forward a new approach at an early opportunity.
