To ask the Secretary of State for Health and Social Care, what representations he has received on dietary advice on the recommended level of fat in diet.

The Government’s advice on saturated fats consumption remains unchanged for now. Following receipt of the Scientific Advisory Committee on Nutrition’s final advice on saturated fat, Public Health England and other Government bodies will consider whether Government advice on saturated fats requires updating.

A search of the Department’s Ministerial correspondence database has identified no items of correspondence received since December 2017 about dietary advice on the recommended level of fat in diet. This figure represents correspondence received by the Department’s Ministerial correspondence unit only.

To ask the Secretary of State for Health and Social Care, how many approved mental health professionals there were in each local authority area of England and Wales in each year since 2010.

There are no official statistics for the number of approved mental health professionals (AMHPs) in each local authority area of England and Wales. We are working with Skills for Care which undertakes an annual National Minimum Data Set (NMDS) collection with local authorities in England, to provide returns on the number of Approved Mental Health Professionals in their area. As part of this, on 8 February NHS Digital’s Personal Social Services: Staff of Social Services Departments, England 2017 publication highlighted work by Skills for Care to improve the coverage and completeness of the voluntary AMHP qualification field within the NMDS.

To ask the Secretary of State for Health and Social Care, what recent discussions (a) he and (b) officials of his Department have held with Care Commissioning Groups on those groups' duties under section 140 of the Mental Health Act 1983.

NHS England is responsible for the commissioning of mental health services to meet the needs of their areas. NHS England has held discussions with various clinical commissioning groups (CCGs) regarding their duties under section 140 of the Mental Health Act (MHA).

CCGs must comply with their legal duties, including those under the Mental Health Act 1983. The Act’s Code of Practice, last revised in 2015, clarifies the duties under section 140. It is for the Care Quality Commission (CQC), as part of its regulatory function, to monitor how the Act is used in practice. NHS England is currently engaged in discussions with the CQC about section 140 in the context of the CQC’s work to evaluate the MHA Code of Practice, as commissioned by the Department. This is likely to result in further discussions with CCGs.

The Act is currently subject to an Independent Review, chaired by Professor Sir Simon Wessely, that will report in the autumn.

The Care Quality Commission (CQC) conducts its own survey annually regarding locations of places of safety. 109 out of 163 health based places of safety accept people under the age of 16.

To ask the Secretary of State for Health and Social Care, what proportion of people detained under section 136 of the Mental Health Act 1983 were conveyed to hospital by (a) an ambulance and (b) a police car in each year from 2013-14 to date.

In 2016/17, the first year in which this information has been collected, a police vehicle was used to transport the person being detained to a place of safety in 10,846 (52%) of cases where the method of transport was known, and an ambulance was used in 9,142 (44%) cases.
