Many people in Newport West have been eagerly waiting for the Government’s semiconductor strategy, including 600 hardworking employees at Newport Wafer Fab. After three years of waiting, rather than coming to this House, the Prime Minister made the announcement in Japan on Friday last week, avoiding parliamentary scrutiny yet again. That is unacceptable in my view. How can we expect effective research and development to be carried out within the semiconductor industry, as trumpeted by the strategy, without well-funded domestic manufacturing capacity?

The hon. Lady may have missed the £1 billion of investment in the UK semiconductor industry contained in the strategy, and the fact that it was welcomed by leading companies from the sector. It has taken the right amount of time to get the strategy together, because it is the right strategy for Britain. Every country has different strengths, and every country plays a different role in the supply chain. We are focused on what we do best, which is in compound semiconductors, as the hon. Lady will know well from south Wales, but also semiconductor design and intellectual property. Those are the strengths we are investing in, which give us leverage in a large global supply chain. That is why the strategy was warmly welcomed, and is the right strategy to strengthen our security.

I can indeed give my right hon. Friend that assurance. She is absolutely right: we must protect our green belt and we are adopting a “brownfield first” strategy. I am pleased that we had a record number of new homes built in the last year, but it is important that we build those homes in the right places.

The hon. Gentleman raised this recently, rightly. As a rural MP, I share his concerns. The energy bill rebate is based on electricity metered, rather than gas, so it will apply both to his constituents and to mine.

I thank the Chancellor for his statement; the constituents of Newport West will be grateful that he has acted to help them in some small way at long last. However, can he confirm that only those who are already receiving benefits or who started a claim before 25 May will get the first instalment of the £650 he outlined in his statement? Am I right in thinking that this means that a woman leaving an abusive relationship today and needing to claim for the first time will not get this instalment?

The hon. Lady is right that there is of course an eligibility date deadline so that we can process one-off payments, but that is part of the reason why we have staggered the payments in two tranches: to make sure that we catch those who arrive on to the welfare bill between those payments. There will be a stretch period between them to catch as many of those people as possible.

I am very proud of the record of this Government and previous Conservative-led Governments over the past decade of significantly reducing the number of people living in poverty and reducing income inequality. In February we published the levelling up White Paper, which seeks to address the very striking regional disparities our country.

The hon. Lady talks about the record of previous Governments over the past decade but, as I have mentioned to her previously, the number of people living in absolute poverty has fallen by more than 1 million since the Conservative-led Government were elected in 2010. That is a record of which we are very proud. She talks of austerity and, to bring her up to date, public spending over the course of this Parliament is growing at a record rate, both on investment and on day-to-day spending, so we can support strong investment in all the public services on which her constituents rely.

Women across the UK are the “shock absorbers of poverty,” as the Women’s Budget Group puts it. Women are cutting essentials for themselves so that their kids do not go without, and this is happening in Newport West, too. My inbox is full of emails from anxious families who are unable to pay their bills. What does the Chancellor think this says about the past 12 years of Conservative Government?

Of course we want to be able to support those women, mothers and families who rely on us in these hard times, and that is exactly what this Government are doing. Over the past 10 years, as I said, we have reduced the number of people in poverty. We know that the best way to do that in the long term is to support people into work, which is why I am delighted to see this morning that unemployment is at its lowest level in almost half a century. The single best way to fight poverty is to have a plan for jobs, and our plan is working.

The hon. Lady raises a good point. Obviously, the news about Arcadia and Debenhams will be deeply worrying for employees and their families, and the Government stand ready to support them. With regard to various things that are ongoing, there are negotiations between various parties in the companies at the moment, particularly with regard to pensions, and it would not be right for me to comment specifically on those, but she can rest assured that we keep an eye on the situation.

The covid-19 pandemic has had a devastating impact on the income of medical research charities, which could jeopardise progress in discovering new ways of preventing, diagnosing and treating diseases and their risk factors such as air pollution. Given this risk to medical research, what consideration has the Treasury given to the proposal of the Association of Medical Research Charities for a life science charity partnership fund? [907843]

The hon. Lady will know that this Government remain absolutely committed to our ambitious plans to double research and development funding over the course of the next few years. We have made enormous progress on that this year, with a huge and, I think, unprecedented increase in R&D funding that goes not only to basic science research, which she talked about, but ensures that we can develop that research into actionable ideas that benefit people and create jobs. She can rest assured that that remains an important aim of this Government, to ensure that this is the best place in the world in which to research.

That is a very fair question and one that I have looked at. There is an issue of operational complexity in designing the part-time aspect of the scheme in consultation with business and unions to ensure that we can enforce it properly. I think that the earliest that we can reasonably do it is in the extension period, as I mentioned. Of course, if there are ways for us to do that sooner, we will, but I would not want to commit to that today as it is a complicated thing to get right.

Yesterday I asked the Prime Minister about engagement with the devolved Governments in Wales, Northern Ireland and Scotland. I would like to try again today, and I hope receive a more detailed response from the Chancellor. Can he please outline what specific conversations he had with the devolved Administrations about these changes and when those conversations took place?

My right hon. Friend the Chief Secretary to the Treasury speaks regularly to his counterparts in the devolved Administrations, and we engage with them regularly. I am pleased to say that more than £8 billion[Official Report, 2 June 2020, Vol. 676, c. 4MC.] of Barnett consequentials has been provided to devolved Administrations across the UK as they have also responded to the virus, and that will continue to be the case. We will get through this as one nation, all together.
