I think the public sector will be very pleased to hear that the Government have taken their concerns on board and are providing support for them.

There is another step that the Government need to take: they should look at building regulations. We are still building homes with gas boilers. Does it not make sense to change the regulations? Those gas homes will have to be retrofitted in just a few years’ time, so surely it is more cost-effective to take action now.

The Government have enhanced workers’ rights and are putting in place the recommendations from the Taylor review. Ours is the first Government to consider seriously what workers’ rights are suitable for the economy of today. We have enhanced workers’ rights and will continue to do so.

I will support the Bill when it comes to the Floor of the House for the simple reason that it is the only deal on the table that will protect under international law the rights of British citizens living in the EU as well as those of EU nationals living here. I am grateful for the comments the Prime Minister made last September following Salzburg about unilaterally protecting certain rights of EU nationals. I regret that there was no mention of British citizens in her statement. What message does she have for British citizens living in the EU?

My message has been consistent. It is that we have been working for their interests as well as those of EU citizens living in the UK. That is why I was pleased that we achieved the reciprocity in the withdrawal agreement—it is an important part of the withdrawal agreement and therefore of the withdrawal agreement Bill. We continue to work with the other 27 member states to ensure they can confirm that in a no-deal situation—as I say, that remains the legal default—they would also protect the rights of British citizens living in those 27 member states.

I could give plenty of examples, but I will give the right hon. Gentleman just two. We resisted a Northern Ireland-only customs territory in the backstop and made sure it is a UK-wide customs territory. He says that the EU demanded £39 billion. No, it did not. It started off at £100 billion, and our negotiations got it down.

Most Members of this House will have at the forefront of their mind the issue of citizens’ rights. Although I welcome the Prime Minister’s pledge to respect the rights of EU nationals here and the reciprocal rights given by some member states, in the absence of a withdrawal agreement those rights are not underpinned by international law. Will she help arrange a meeting between me, British in Europe, which represents more than 1 million British citizens in Europe, the3million and the Secretary of State for Exiting the European Union to discuss these issues?

My hon. Friend has resolutely championed the cause of EU citizens here in the UK and of UK citizens living in the European Union. We welcome the contribution that EU citizens have made here in the United Kingdom, which is why we have given our guarantee to protect their rights. We are working with the EU27, which has, at various levels, guaranteed the rights of UK citizens living in EU countries. We continue to work to ensure that we have those reciprocal rights, but my hon. Friend has raised an issue of importance, and I am happy to ensure that he and those representatives are able to meet the Secretary of State for Exiting the European Union to discuss these issues.

First, I recognise the point the hon. Gentleman made about the aerial bombardment all those many years ago and the impact that had on the local community.

On the specific case, Ministers are dealing with this; they have been actively involved in it. Obviously the Foreign Secretary has heard the hon. Gentleman’s request for a specific meeting; I believe one of the Ministers is dealing with this case and will, I am sure, be pleased to meet with him.

The media have started calling this place a failing Parliament; there was nothing failing about this place three weeks ago when we unanimously voted to protect the rights of citizens—British and EU nationals here. Aside from the letter the Secretary of State has written to Michel Barnier, can the Prime Minister update this House on what she has personally done? For example, has she phoned Merkel or Macron or President Tusk to help protect British citizens in the EU and EU nationals here?

Yes, I am happy to tell my hon. Friend that I have spoken to a number of EU leaders about the desire that we have for UK citizens in their countries to be fully protected were there a no deal, and to be protected on a reciprocal basis. Some countries have already published legislation; we want to make sure that the basis on which they are providing guarantees for UK citizens is the same as the basis on which we are providing guarantees for EU citizens here.

It is obviously very important for all of us that people are able to feel and be safe in their homes, and I understand residents’ concerns over this issue of cladding. We fully expect building owners in the private sector to take action and make sure that appropriate safety measures are in place. Interim measures are in place where necessary on all of the 171 high-rise private residential buildings with the unsafe ACM—aluminium composite material—cladding, but permanent remediation is rightly the focus, and we have repeatedly called on private building owners not to pass costs on to leaseholders. As a result of our interventions 212 owners have either started, completed or have commitments in place to remediate; 56 owners are refusing to remediate. We are maintaining pressure on this but we rule nothing out.

Q10. Non-surgical cosmetic treatments is an industry with no proper regulation. My constituent Rachael Knappier suffered a terrible injury after a Botox filler was administered incorrectly. Will the Prime Minister assure me and this House that her Government will look into appropriate regulation of non-surgical cosmetic treatments?

First, may I extend my deepest sympathies to Rachael Knappier? We recognise that this growth in non-surgical treatments increases the need for consumer protection, and we are currently working with stakeholders to strengthen the regulation of cosmetics procedures. We are committed to improving the safety of cosmetic procedures and there are a number of ways in which that can be done: better training and robust qualifications for practitioners, but also clear information so that people can make informed decisions about their care. We would urge anyone seeking a cosmetic procedure to take the time to find a reputable, safe and qualified practitioner who is subject to statutory regulation or on an accredited voluntary register. My hon. Friend has raised an important issue.

Yes; I can give the right hon. Gentleman the assurance that, obviously, what I want to do is identify the way forward in dealing with the issues raised about the backstop. In my statement, I referenced the two key issues: its potential permanency, and the impact on the Union. I want to find a way to resolve those issues that will command support from this House.

I thank the Prime Minister warmly for having listened to the concerns that I and other Members have raised on the issue of EU nationals. Given the good will that she has shown on the issue, will she remind the EU of its promises to reciprocate, and will she encourage the EU27 to remove any fees that its member states charge UK citizens?

My hon. Friend has raised a very important point. While it is important for us to give that reassurance to EU citizens here, we must also remember the EU citizens living in the EU27 member states; we will be pressing member states to give reciprocal commitments to UK citizens living there. A number of states have already committed to various ways in which they will provide protection of rights in a no-deal situation. We will continue to press them all to reciprocate.

We have, in fact, been taking action in relation to leaseholds. We want to ensure that the leasehold system is transparent and fair to consumers, so that their homes truly feel like their own. In July, my right hon. Friend the Secretary of State for Housing, Communities and Local Government announced that no new Government funding scheme would be used to support the unjustified use of leasehold for new houses.

Our technical consultation on how to improve the lease- hold market for consumers has now closed. We have received responses from nearly 1,300 people and organisations, and we are analysing those responses. We will introduce legislation as soon as parliamentary time allows.

Q8. As you will know, Mr Speaker, the issue of British nationals living in the EU and EU nationals living in the UK is of the utmost importance to every Member of the House. Given the Prime Minister’s welcome comments on her return from Salzburg about protecting the rights of EU nationals, at least those resident until 29 March, in the event of no deal, can she now confirm that in the event of no deal—and I hope that that will not be the case—she will reach a legally binding, multilateral agreement with the EU on the issue of citizens’ rights before 29 March?

My hon. Friend is absolutely right and has consistently raised and championed the needs and concerns of EU citizens here in the UK. Our withdrawal agreement does guarantee those rights, which is important not just for individuals, but for businesses. We are clear that in a no-deal scenario, EU citizens resident in the UK by 29 March 2019 will be able to stay and will be able to continue to access in-country benefits and services on broadly the same terms as now. That demonstrates our ongoing commitment; we obviously want to work with, and are strongly engaging with, our EU counterparts to urge them to make the same commitment to protect the rights of UK nationals living in the European Union. We have been clear about the rights of EU nationals here in a no-deal scenario; we want the EU to do the same for UK citizens living in the 27.

Securing the rights of British nationals living in the EU27 and the rights of EU nationals here in the United Kingdom is of the utmost importance for every Member of this House. In the absence of any alternative legal document, will the Prime Minister confirm that only her deal absolutely guarantees in law the rights of fellow Brits in the EU and EU nationals here?

Yes, I am very happy to give that confirmation to my hon. Friend. He is right to raise this issue. It was an issue in the early stages of the negotiations, when many Members of this House raised the question of citizens’ rights. Now we hear a lot about the backstop, but people omit to mention that the crucial issue of citizens’ rights is reflected in the protections and guarantees in the withdrawal agreement.

There is one part of the agreement that it is incontestable must be legally binding sooner rather than later: the issue of citizens’ rights. Will the Prime Minister reassure the House that if the ugly spectre of no deal arises when she speaks to EU leaders, she will reinforce her efforts to ensure that a legally binding agreement on citizens’ rights can be brought before the House as soon as possible?

I thank my hon. Friend for his question. He has consistently championed the rights of EU citizens living in the UK throughout this process. I assure him that we have been stepping up to the plate in relation to citizens’ rights and a no-deal scenario. My right hon. Friend the Secretary of State for Exiting the European Union has reminded me that a notification was issued last week on that matter, but we should also remember that there are 1 million UK citizens living in EU27 member states, and that we should encourage those member states to extend the same generosity to them.

If I may, I will just make a little progress.

The withdrawal agreement ensures that we leave the European Union on 29 March next year in a smooth and orderly way. It protects the rights of EU citizens living in the UK, and of UK citizens living in the EU, so that they can carry on living their lives as before. It delivers a time-limited implementation period to give business time to prepare for the new arrangements. During that period, trade will continue on current terms so that businesses have to face only one set of changes. It ensures a fair settlement of our financial obligations, less than half of what some originally expected and demanded.

I thank the Prime Minister for giving way and apologise for intervening. Two years ago, I said to my right hon. Friend that I could never imagine her requesting me to vote to take away the rights of my Italian parents, who are resident in Scotland. Will she confirm that her deal guarantees the rights of EU nationals in the UK—3.6 million of them—as well as those of 1 million UK citizens in the EU27, in a way that no deal would not?

The withdrawal agreement does indeed guarantee those citizens’ rights—the rights of UK citizens in the EU and of EU citizens here, in the UK. The withdrawal agreement delivers that guarantee.

No, it is not. The hon. Gentleman specifically mentioned two agencies in relation to security matters. We have been discussing and negotiating, and he will see in the results of those negotiations on the political declaration a growing recognition on the part of the European Union. At the beginning of this process the EU felt that it could not give the United Kingdom access to certain security arrangements or arrangements that deal with criminal justice, because we would be a third country. However, we made the case—which the EU accepted—that it is in its interests as well as ours to ensure that we have access to those arrangements, to keep people safe across the EU.

Earlier this morning I visited year 5 in Danemill Primary School in Enderby, before rushing back to London. The year 5 children asked me questions about Brexit. Will the Prime Minister take this opportunity to tell them that the deal she is proposing is in their best interests to ensure a brighter future for them and the whole United Kingdom?

First, I commend the pupils of Danemill School whom my hon. Friend visited this morning on the fact that they asked him questions about Brexit, and I reassure them, and him, that this deal sets us on a course for a brighter future. For those pupils, this is about their future; it is about jobs and opportunities for them, and that is what the deal delivers.

A few weeks ago, the Prime Minister made the very welcome statement following Salzburg that in the event of no deal, the rights of all lawfully resident EU nationals in this country—such as my parents and other family members—would be guaranteed. Will she take this opportunity this afternoon to repeat that statement in the House for the benefit of all MPs, so that they understand clearly that it is a Conservative Government who will protect the rights of EU nationals?

Obviously, we understand that the demand on policing is changing and becoming increasingly complex. That is why, after speaking to forces in England and Wales, we provided a comprehensive funding settlement that will increase total investment in the police system by over £460 million in this year, 2018-19. The hon. Gentleman might like to note that the force has a higher number of officers per head of population than the England and Wales average.

As I have said, we took limited and targeted action to degrade the chemical weapons capability, to deter the willingness of the Syrian regime to use chemical weapons and to give a clear message to others on the use of chemical weapons, but we are resolved—and no one should doubt our resolve—to ensure that we can restore a position in which no one believes that the use of chemical weapons has been normalised.

Given that representatives of a permanent member of the United Nations Security Council have blatantly lied and suggested that Britain somehow staged the appalling atrocities that we have all witnessed, can my right hon. Friend confirm that she had no choice but to take the actions that she took to help the Syrian people?

As the hon. Lady might know, in the Mansion House speech I gave a few weeks ago, I raised the question of our future relationship with agencies including the EMA. We want to discuss with the EU the possibility of an associate membership, crucially so that the system entails only one set of authorisations, which we believe is in everybody’s interests in terms of getting medicines more quickly to market.

I, too, congratulate the Prime Minister on the very sensible agreement she reached at the European Council. Unlike the Leader of the Opposition, may I add my personal thanks to the Prime Minister and her team for agreeing a very sensible outcome during the implementation period for EU nationals in our country, as well as UK citizens in the EU27? Given my deep interest in this subject, which the Prime Minister knows well, will she help to facilitate a meeting with the Secretary of State so that I understand the proposed settlement rules that will be drafted in due course?

On behalf of the people of South Leicestershire, may I welcome the Prime Minister’s robust but measured statement? On Monday, I met members of the senior management of the BBC World Service at BBC Broadcasting House. The Prime Minister is correct to have told the hon. Member for Gedling (Vernon Coaker) that broadcasting is a matter for Ofcom, but funding is not. I understand that the BBC World Service is in communication with the Secretary of State for Digital, Culture, Media and Sport and with the Chief Secretary to the Treasury. Will the Prime Minister assure the House today that if the BBC World Service needs additional funding to combat Russia Today, particularly in the Balkans and the Baltic, she will speak to the Chief Secretary to the Treasury about that?

My understanding is that discussions are indeed taking place on the funding of the World Service and that we expect a resolution in due course.

It will clearly be up to Parliament to decide which rules apply in the future. As I pointed out in my speech on Friday, the automotive industry is a very good example of what I said in response to the question from my hon. Friend the Member for Stafford (Jeremy Lefroy) about integrated supply chains. We have been clear about this. Choices will be made about the areas where it is right—where Parliament will say that it wants an identical law, and where it wants the same outcome but wants to achieve it by a different means. Many businesses have made it very clear that they want to maintain the same regulatory standards, which is why that is one of the options that will be available.

Yesterday, Italy had its general election. My hon. Friend the Member for Gainsborough (Sir Edward Leigh) and I met Luigi Di Maio, leader of the Five Star Movement, whose party has led in the results today. Over the last two years, Mr Di Maio and I have corresponded; he was my guest here in Parliament, and I invited the Foreign Secretary to meet him two years ago. Given the Prime Minister’s commitment to ensuring that this country has maximum access to the single market while coming out of free movement, which is exactly what Mr Di Maio has suggested Britain should have, should she not meet him as soon as possible?

We are of course looking with interest at the results of the general election in Italy, and we will of course enter into discussions with the Italian Government when that Government are formed.

Q9. Conservative-led Harborough District Council has recently refused IDI Gazeley’s proposed expansion of the enormous Magna Park logistics park in my constituency. Given the Prime Minister’s recent welcome remarks about sustainable developments, will she please arrange for me to meet the relevant Ministers to discuss the creation of a national planning framework for the future location of these enormous logistics parks?

My hon. Friend raises an important point, and this matter is obviously of considerable interest to his constituents. Of course we need to get the right balance between enabling development to take place, and therefore growth, and continuing to protect and enhance our natural environment. The purpose of the planning system is to contribute towards achieving that sustainable development. On the specific issue of logistics parks, I am sure that a Housing, Communities and Local Government Minister—indeed, perhaps my right hon. Friend the Secretary of State—will be happy to meet my hon. Friend to discuss that issue.

As the right hon. Gentleman knows, we believe that universal credit is a better system because it is simpler than the benefits system it replaces, it encourages people to get into work, and it ensures that the more they earn, the more they keep. Our proposals mean that once universal credit has been fully rolled out, 50,000 more children will be eligible for free school meals than were under the old system.

May I welcome the great speech that the Prime Minister made on the environment last Thursday? It is right that she, and indeed the Conservative party, support companies that promote sustainable growth, but does she also agree that any commercial development must now take into account the needs of the environment?

I thank my hon. Friend for his comments on the speech, which was about the 25-year environment plan that the Government have published. It is an important step that we have taken to ensure that we leave our environment in a better state than we found it. I agree that all too often people see economic growth and environmental protection as opposites; they are not. It is absolutely possible for us to ensure that we protect our environment while producing economic growth, not least because of the innovative technologies that we can develop to ensure that environmental protection.

I would hope that there is confidence in the process from our being so clear in the joint progress report, which has been published by us and the European Commission, about the importance of respecting the Belfast agreement. As a Government, we have said that consistently throughout the negotiations. There is no difference in our position: we are very clear that we will uphold the Belfast agreement.

One year ago, I said in the Chamber to my right hon. Friend that it would be inconceivable for me to vote to take away the rights of my parents or other EU nationals. Incidentally, I understand that my parents are watching proceedings closely today. I thank the Prime Minister for honouring her commitment to me, which she gave earlier this year, in return for which I gave her my full loyalty. I look forward to the agreement in principle becoming a proper legal agreement in due course.

As the hon. Lady may recognise, we have regular discussions with the Americans and others within the coalition about the action that is taking place. I think that the military action to drive Daesh out of Mosul has been very important and that the military action in Raqqa will be important, but of course, as a United Kingdom, we always want to ensure that such actions deal with those they are supposed to deal with—the terrorists—and do not affect civilians.

I add my welcome to the Prime Minister’s statement, particularly in respect of the additional assistance being given to Italy to tackle migration. My right hon. Friend may not be aware that I am chairman of the all-party parliamentary group on Greece. As she knows, Greece also has a huge burden to bear with the movement of migrants. Will she agree to consider whether the delegation being sent to Italy might also be sent, in due course, to Greece?

As it happens, we are mirroring in Italy something that we have already offered to Greece and that has been taken up by Greece. Of course, there is now a different situation in Greece because of the European Union’s deal with Turkey. We have seen a significant reduction in the number of migrants trying to reach Greece, but people who came through those routes are now trying to go through Libya into Italy. We will certainly ensure that we give as much support as we can to Italy in this matter.

I am sure that Members across the House will wish to join me in offering our condolences to the families and friends of Andreea Christie, who died following the London attack, and of Chris Bevington, who was among those killed in the terrorist attack in Sweden. Our thoughts are also with the family and friends of Hannah Bladon, who was murdered in Jerusalem last week.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

I would also like to join the Prime Minister in offering the condolences of the people of South Leicestershire and myself to the families of those individuals.

Strong countries need strong economies. Strong countries need strong defences. Strong countries need strong leaders. As the nation prepares to go to the polls, who else in this House, apart from my right hon. Friend, can provide the leadership that is needed at this time?

My hon. Friend is absolutely right. There are three things that a country needs: a strong economy, strong defence, and strong, stable leadership. That is what our plans for Brexit and our plans for a stronger Britain will deliver. That is what the Conservative party will be offering at this election, and we will be out there fighting for every vote. The right hon. Member for Islington North (Jeremy Corbyn) would bankrupt our economy and weaken our defences and is simply not fit to lead.

I am pleased to say that we are putting record levels of funding into the national health service, and—as my right hon. Friend the Chancellor announced in his Budget statement—putting extra funding into social care. Decisions on how we spend our budget in the future, once we have completed the negotiations and left the European Union, will be decisions to be made here in the United Kingdom.

In less than half an hour, the Italian Foreign Secretary will visit Parliament to sign the book of condolence and lay some flowers on behalf of the Republic of Italy. May I warmly commend some words in the Prime Minister’s statement? It was the first time that she had said this to the House: “I will represent every person in the United Kingdom…and, yes, those EU nationals who have made this country their home.” That includes my parents, my sister, some of my constituents, and 3 million other European Union nationals. I thank the Prime Minister for using those warm words. Today marks a coming of age for her: she is showing the House and the country that she is the right leader at this momentous time for the country.

I thank my hon. Friend for his remarks. He has, of course, taken a particular interest in the position of EU citizens living here in the United Kingdom. I am pleased to confirm that, as I negotiate, I will be negotiating for everyone in the United Kingdom, including those EU citizens. As I have repeated in the letter to President Tusk, I hope and expect that we shall be able to look at the issue of the rights of EU citizens living here—and UK citizens living in the EU—at an early stage of the negotiations.

I welcome the Prime Minister’s statement that politics is not a game, but those of us who have fought the SNP know that it is a game to them. Yesterday’s announcement by the First Minister is just the first of many that we will hear in the coming weeks and months. Does the Prime Minister agree that it is imperative that her Government and every Member of this House who believes in Great Britain and Northern Ireland reaffirm to our constituents outside of Scotland why it is that the United Kingdom is important to us all?

I absolutely agree with my hon. Friend. It is vital for us to continue to confirm and reaffirm the importance of the United Kingdom. He says that we should reaffirm that importance to constituents outside Scotland, but we should also reaffirm the importance of the United Kingdom to Scotland and to Scotland’s economy, which I did recently when I was in Glasgow.

I welcome the Prime Minister’s statement. Mr Speaker, you will know that the status of EU nationals affects not only some of my constituents but my family and friends personally. The Prime Minister has given me, this House and the country her personal guarantee that she will seek an early agreement on this issue. I am putting my entire trust in the Prime Minister to honour that promise. Getting an early agreement will, in my opinion, be a decisive mark of her negotiating skills and leadership qualities as our Prime Minister.

It is right that the Prime Minister has latitude to enter into negotiations with the EU. However, the Vote Leave campaign was very clear that the rights of EU citizens would not be affected if this country voted to leave. My parents are Italian. They have never naturalised and have been in this country for 50 years. Can the Prime Minister assure me that she will never instruct me to vote in the Lobby to take away the rights of my parents and those of millions of other EU citizens?

I recognise the personal passion with which my hon. Friend raises this issue. I want, intend and expect to be able to guarantee the rights of EU citizens living in the United Kingdom, but I also want the rights of UK citizens living in EU member states to be guaranteed. As I have said previously, I hope that this is an issue that we shall be able to discuss with my European colleagues at an early stage.

I answered earlier, in response to the Leader of the Opposition, on how I am addressing the question of Hinkley Point. We have seen Chinese investment coming into the United Kingdom and we will continue to see Chinese investment coming into the United Kingdom. We have a global strategic partnership with the Chinese and that will continue.

Fortuitously, London is the global leader in international shipping. International shipping law is at the heart of international trade. As a former shipping lawyer, I am proud to know a great many London-based international shipping organisations. May I invite the Prime Minister to ensure that her Government make contact with those organisations based here in London to ensure we get the best international shipping deals with international trade?

My hon. Friend refers to a number of organisations being based here. The International Maritime Organisation, a very important shipping organisation, is based here in London. I assure my hon. Friend that the Department for Exiting the European Union is looking across sectors of activity to ensure that the views of those sectors will be taken into account as we develop our proposals for the relationship with the EU.

Elected police and crime commissioners are providing accountable visible leadership and making a real difference to policing locally. Overall, PCCs have presided over a reduction in crime of more than a quarter since their introduction, according to the independent Crime Survey for England and Wales.

A good scrutiny process is available through police and crime panels to look at potential conflicts of interest. That process is enshrined in law and is undertaken. It is important that when any area looks at the potential for amalgamating roles, such as the amalgamation in the Greater Manchester area of the role of police and crime commissioner with, it is predicted, that of mayor, it is important that there is full discussion and consideration of all aspects to ensure that, whatever role the individual or individuals play, they can continue to do so properly without conflict of interest, and ensure that the best service is delivered.

My local Leicestershire police force recently received a positive inspection report from Her Majesty’s inspectorate of constabulary. Will my right hon. Friend join me in praising the work of the Leicestershire chief constable, Simon Cole, and the Conservative police and crime commissioner, Sir Clive Loader, in their efforts to fight crime, specifically the chief constable’s national work on the Prevent programme?

I am happy to extend congratulations, as I am sure everyone in the House is, on the excellent work of the police in Leicestershire, under both the chief constable and the police and crime commissioner, Sir Clive Loader, who has done an excellent job but is sadly stepping down at the forthcoming election. I would like to thank him for the work he has done in his first term as police and crime commissioner.
