It is pleasure to serve under your chairmanship, Ms Elliott. I congratulate my hon. Friend the Member for Bexhill and Battle (Huw Merriman).
I have 90 seconds to make three points. First, water is not like other products; it is the single most critical resource for any society. Without it, human civilisation, even existence, is impossible. I make that point because there is a special duty on water companies to act in the public interest, and I am afraid that too often they have deliberately shielded themselves from scrutiny or used complex structures to avoid paying taxes. They have appeared more interested in financial engineering than in the civil engineering that is required.
Secondly, combined sewage overflows are not new or unique, as has powerfully been pointed out. The reality is that there are more per capita in Ireland, Germany, the Netherlands and Denmark. However, times have changed, and expectations have rightly changed, too. Progress is required, and it is required now.
Thirdly, the River Chelt, in my constituency, matters very much. I grew up near its source; it flows through my back garden, as it happens. I am pleased that Severn Trent Water have said to me—have given, in their words, a cast-iron assurance—that they will reduce overflows into the River Chelt by 85% by the end of 2024. That is welcome—it is essential—but if it does not deliver, I am afraid that my constituents, and constituents around the country, will take the view that the water companies are the unacceptable face of capitalism.

This Government have taken relentless action to remove plastics from the ocean, banning plastic stirrers and cotton buds and, as the hon. Lady says, consulting on the next steps to deal with non-biodegradable wet wipes. The consultation has now closed and it is the convention that they are typically replied to within nine to 12 months.
For decades—indeed since the Victorian era—sewage has been discharged into the River Chelt. That is, of course, completely unacceptable. Now Severn Trent Water has given me a cast-iron guarantee that it will cut discharges by 85% by the end of 2024. Does the Secretary of State agree that companies such as Severn Trent need to abide by those commitments, and that if they do not, my constituents and others like them will conclude that these water companies are the unacceptable face of capitalism?
It is important that we have worked closely with the water companies, many of which recognise that there is a challenge. As my hon. Friend says, many have now said that they want to bring forward investment planned for the late 2020s to much sooner and are discussing that with Ofwat. We recognise and welcome that; it is good that those water companies are finally waking up and recognising and dealing with this challenge.

Commons ChamberWhere I would agree with the shadow Minister is that we do need massively to step up our tree planting in this country, and that is what we are determined to do, particularly by working with the devolved authorities as well. I encourage everyone to take the message out to their constituents that they can get involved with these programmes through the countryside stewardship woodland creation grant, the woodland creation planning grant, the woodland carbon fund, the woodland carbon guarantee and the urban tree challenge fund. We will soon be consulting on a tree strategy for England to drive forward further the crucial task of planting more trees in this country.
Councils are required to deliver a five-year supply of sites for housing. Has not the time come for us to require councils to provide a five-year supply of sites for tree planting?
That is a very interesting idea. I hope that the process of local nature recovery strategies that we are establishing under the Environment Bill will embrace the kind of idea that my hon. Friend has just floated.

Commons ChamberIf my hon. Friend writes to me on the specific issues for the chicken producer that she mentions, I am happy to look at that. As a general rule, poultry producers tend not to qualify for the basic payments scheme, because it is area-based. Of course, it could be a mixed enterprise, where the producer has a poultry unit and some land on which they claim BPS. There are also some domestic environmental regulations and a licensing scheme that the Environment Agency runs that would affect certain establishments in the poultry sector.
The Bill brings across existing legislation exactly as it is and does not envisage any change. The only change might come from the absence of EU auditors, as this is no longer an EU budget. Therefore the absence of the risk aversion that is a feature of Whitehall—where we have perpetual legal jeopardy and the constant threat of infraction, of disallowance risks and of arbitrary fines slapped on by EU auditors—means that we may be able to have a margin of appreciation in how we interpret some of these regulations, so that we can, for instance, send farmers a warning letter, rather than stinging them with a fine as we are required to under EU law.
It is very welcome to us in Cheltenham that in future the Government plan to use state support to promote biodiversity on farms to a far greater extent than is permissible under the CAP. However, will the Minister indicate how we can expect our landscape to change as a result of these very welcome policy changes?

General CommitteesI will not take issue with the wording or the provisions in the statutory instrument, but I will take issue with a lot of the implications and the way in which it has been brought forward. When we considered a whole raft of these statutory instruments back in April, we warned that the greatest danger to animal and plant health might come from imports from third countries that came through other European Union countries on their way to the United Kingdom, but that were no longer being checked by the European Union on the grounds that we were no longer a member. That still very much remains the case.
From reading this statutory instrument, it is clear that it is an attempt to shore up our defences against that danger, but I am not at all clear how that will happen. How will we have enough qualified staff to make all the inspections necessary when we have relied on the European Union to make checks and to set the criteria for those checks, and even relied on EU nationals being most of our veterinary surgeons and carrying out much of our other agriculture and animal-related work? Have the Government set aside any funding to increase the recruitment and training of scientists and inspectors for doing this work? On what basis can the United Kingdom assess the safety of third countries, when most of the labs, assessment procedures and criteria have until now been located, set or carried out in the European Union, with its far greater resources for so doing?
What assurance can the Minister give that the United Kingdom will not be bludgeoned into accepting dangerous imports as part of an unbalanced trade deal with the United States, China or any other large power? What would be the implications of losing recognised third-party status with the EU, which is a real possibility if we do end up having a trade deal with a third party that involves our importing things that the EU would not consider safe? Is there any intention of adding to our list importing countries that are not yet recognised by the EU as third-party countries? If so, why would we be more likely than the EU to recognise that they were a valuable and safe importer, given that the EU has far greater facilities and capacity for assessing whether a third party would be safe to import from? All those questions show the difficulty of this country suddenly starting to do for itself something that we have done co-operatively with the rest of the European Union for many years until now.
There is a real issue about the use of the made affirmative process, especially in this case. The Minister says that it is an urgent case, but the process does not allow for careful reflection. Over and over again with such SIs, we have seen small errors that could, and in some cases probably would, result in serious holes in our legislation that would allow serious breaches of this country’s plant and animal safety. Doing it this urgently does not allow for the sort of careful reflection that we need to get these statutory instruments right. It is not necessary to do this using the made affirmative process in any case, because we are meeting here today on 7 October, according to my watch, which comes before 11 October. I would be grateful if the Minister could explain why it is necessary to do this using the made affirmative process.
In any case, as my hon. Friend the Member for Garston and Halewood pointed out, if the Government were serious about doing a deal, and having a deal for us to leave the European Union, it would not be necessary to cover these statutory instruments today. If the Government are not serious about doing a deal, surely they are still serious about abiding by the European Union (Withdrawal) (No. 2) Act 2019, which would rule out a no-deal Brexit on 31 October.
I am grateful to the hon. Gentleman for giving way. The former Prime Minister had a deal that dealt with the money, citizens’ rights and the transition period. If the hon. Gentleman was so keen on a deal, which part of that package did he, in truth, disagree with?
I thank the hon. Gentleman for raising the same question that members of his party have raised over and over again. There are lots of things that I disagreed with in the former Prime Minister’s deal, but this is not the time or place to go into them. That is not within the scope of the regulations; what is within scope is the real danger we are putting this country in on animal health and the possibility of the spread of disease as a result of the determination to go for a no-deal Brexit.

I realised when the hon. Gentleman mentioned Robert Burns that it had to be back in that time, but I thank him for his intervention.
By way of introduction, I absolutely support the hon. Member for Mid Derbyshire, but I want to explain how I can be a harvester of pheasants, ducks and pigeons so that they are of use, in contrast to what the hon. Lady put forward, which is totally different. I support her 100%. Everything that is shot by me and my sons—and ultimately my granddaughter, when the time comes—we eat, and I make sure that my neighbours who enjoy fowl also have that opportunity. Indeed, in her room in Stormont, where she was First Minister, my party leader, Arlene Foster, would find on her desk pheasants or ducks to take home and prepare for her family to eat.
As for conservation, we believe the land has to be looked after, and the animals on the land have to be conserved and protected. If we are truly embedded in conservation programmes, as we probably all should be, and we have the opportunity to look after the land, farms, habitats, countryside and trees, it is important for us to control the predators. For instance, this last season, we used the Larsen trap. I, along with my son, got 45 magpies and 10 great black crows. The result of controlling those predators is clear: we now have an abundance of small bird life that we have not had on the farm for many years. Yellowhammers—the word “Yellowhammer” is used very often nowadays, although for a different reason—are back in numbers on our farm again. They were a threatened species, but we took action to make sure they came back.
I have a true story from my childhood. Back in the ’60s—I suspect you and I are of the same vintage, Mr Hosie, so you can probably relate to this—we did not have very much. My cousin, who lived in Strabane in the west of the Province, used to shoot pigeons, put them in a shoebox and send them—it was truly carrier pigeon—by post to us in the east of the Province. One of my favourite birds, which I enjoyed from a very early age in Ballywalter, was pigeon. If used correctly, these things can control vermin, and that can be encouraged.
As for the canned hunting the hon. Lady referred to, it is obscene, immoral and incorrect. I say, as the person I am, and with the pursuits that I have, that I find what happened to Cecil the lion very difficult. Perhaps I am a bit naive, but I can almost picture the scene of a lion being enticed from a safe place. It perhaps had daily interaction with people. What happened was totally wrong.
We cannot ignore the fact that Australia introduced a ban in March 2015. In the face of canned hunting, it proposed a total ban on all African lion trophy imports. Nor can we ignore what other countries have done. Four months after Cecil the lion was killed, France’s Environment Minister Ségolène Royal—it is a fantastic name—said that she had instructed officials to stop issuing permits for lion trophies. The Netherlands took an even bigger step and introduced the strictest ban on the importing of hunting trophies into the EU. Those are the three countries that have taken action As the hon. Member for Mid Derbyshire said, it is time this country took the same strong attitude.
I am grateful for the background information on the debate, which contains things I was not aware of, including about rhinoceroses, hippopotamuses and zebras. My goodness, who on earth would want to shoot a zebra? Is there not something wrong there? I think there is. It is a species of horse, probably—to us in the United Kingdom horses are horses and the zebra is a smaller version.
The other instance that really got to me was the polar bear. Many of us cannot relate to the polar bear sitting on the ice floe, surrounded by the coldness of the water. We wonder how it survives in the inhospitable habitat where it lives. Yet someone wants to shoot a polar bear. I just cannot understand it, and that is coming from where I am, although it is pheasants and ducks that we use, and it is about protection of wildlife.
The hon. Lady referred to the wildlife of today, and a magazine I get every week said something important about that—that the wildlife of today is
“not for us to dispose of”
as we please. It said:
“We hold it in trust for those who come after.”
That is our responsibility, as she mentioned, and it is why this debate is so important. We have a responsibility to ensure that lions, polar bears, zebras, hippopotamuses, rhinoceroses and all the others on the list are protected from extinction. Large numbers of my constituents have contacted me to oppose trophy hunting imports. I oppose them too, and feel that they are totally wrong. Those constituents want me to oppose trophy hunting, put their views on record and look to the Minister for a response.
As the hon. Lady said, things may have been different 40 years ago—and even more so in 1780. However, society has moved on, and things that were acceptable in the past are certainly not today. We must make a positive response as a society.
The hon. Gentleman is making an excellent point about how we need to move with the times. Does he agree that we should allocate our international aid budget in a way that reflects modern sensibilities? My constituents would like our aid budget to be used to preserve biodiversity, whether that means the sorts of animals he has referred to or other types of diversity. That is what we should use our financial firepower for. Does he agree?
I wholeheartedly agree. The hon. Gentleman has introduced a point I was going to make, so well done. I think we should do that, because there are ways to do things in conservation. I think that the Department for International Development or some other Departments are helping rangers in some countries, at least partially. I am not sure where all the money is coming from, but they can train people in Africa to be the protectors of animals. The hon. Gentleman is absolutely right. I know that we are doing something, but perhaps the Minister can tell us a wee bit to clarify things and add some meat to the bones.
Where there is any chance of making money, we can be pretty sure that a criminal gang is involved somewhere, and there are criminal gangs that clearly do not give—I should keep my language under control—any concern whatever in terms of what happens, as long as they can make money. So the criminal gangs, who kill indiscriminately and murder animals for their own personal gain, have to be addressed as well.
Let me make a comment about conservation. I said what I said earlier about conservation to set the scene, in a very small way, for how conservation works. In his intervention, the hon. Member for Cheltenham (Alex Chalk) referred to conservation that we can help with, in Africa and in other parts of the world. The Minister, and indeed everyone else, will understand the importance of habitat. When it comes to addressing trophy hunting and imports, which is what this debate is about, we also have to—perhaps directly, as the hon. Gentleman suggested in his intervention—do other things, which are about habitat retention. They are about addressing the conflict in parts of Africa, where the population is exploding and where there is confrontation between the farmers, landowners and animals. Those wonderful TV programmes that Sir David Attenborough presents tell us about Africa and elsewhere, but they also tell us about the savagery of wildlife and life on the plains, where animal eats animal; that is how things are.
However, we also need to ensure that, in addressing habitat loss and conservation in Africa, we help countries to do what they do. Landowners and farmers are growing crops to feed their families, so we need to have some methodology to address that. There is enormous demand on resources—water, trees, woodland, scrubland and the land itself. Where can the land sustain farming? We need the large savannahs as a large place for the animals to roam as well. There is no doubt that lots of the problems on savannahs are very complicated. Let me ask the Minister a question, which follows on from an earlier intervention: what are we doing to help countries to retain habitat and reduce the confrontation between people and animals?
I will finish with this point. Trophy hunting imports need to be not just controlled, but stopped. The Government have said they will keep the issue constantly under review. I respectfully suggest to them, and in total support of the hon. Member for Mid Derbyshire, that it is time not just to keep trophy hunting under review but to stop it.
It is an absolute pleasure to serve under your chairmanship for the first time, Mr Hosie. I start by thanking the hon. Member for Mid Derbyshire (Mrs Latham). We often do not agree on many policies in relation to Brexit and so on, but when we worked together on the Select Committee on International Development we agreed on fundamental issues, including helping the poorest countries in the world and animal welfare. I pay tribute to all her work in Parliament on those issues, and she will no doubt continue that work in the future.
This crucial debate is important to many of my constituents and to the public across the United Kingdom. The hon. Lady provided a detailed, passionate overview of the issue, and I agree with her words and with her asks of the Minister. We do not necessarily have to unite on a cross-party basis around some of the issues that the public and MPs currently find so difficult, but animal welfare is a unifying issue for MPs and for people in each of the nations of the United Kingdom. I am therefore pleased that we are having this important debate today, and I hope that the Government will address the issue in the Queen’s Speech.
I thank the other Members who have contributed today. The hon. Member for Ayr, Carrick and Cumnock (Bill Grant) described trophy hunting as barbaric and unnecessary and went on to advance the alternatives that exist in this day and age. Indeed, he referenced the wild goat that was shot in Scotland, about which I received a full mailbag from my constituents, with many asking, “How brave is it to shoot a goat? How can that give pleasure? What exactly is the point?” It is not so much about conservation but, I dare to say, more about the ego of the person involved. My constituents were appalled by that individual and want to see movement on the issue.
The hon. Member for Southend West (Sir David Amess) is a real champion of animal welfare. We are usually lining up to have our photograph taken with pledges to support animal welfare, and I am pleased that he hosted a meeting of the Conservative Animal Welfare Foundation at the Conservative conference this week. The foundation is kind enough to send me a Christmas card every year, so Lorraine Platt is doing well by boosting not only animal welfare issues in the Conservative party but cross-party efforts to bring everybody on board, so I pay tribute to her.
Westminster Hall would not be the same if the hon. Member for Strangford (Jim Shannon) were not sitting in his place right behind me. He outlined eloquently the difference between hunting for food and trophy hunting, and stated plainly that trophy hunting is not acceptable today; we need to move with the times. In my constituency and others across the UK, young people are so enthused by doing all they can for the planet, through addressing environmental issues and conservation. They are saying to MPs in this House, “Get on with it; do this work.” In this day and age, it is those issues that are top of their priority list.
The hon. Lady is absolutely right that young people are interested in the planet. When DFID was set up in 1997, it was principally focused on people, rather than the planet. Does she agree that the time has come to recalibrate our approach on deploying our international aid so that it truly focuses on and prioritises preserving the planet?
As the hon. Gentleman may be aware, DFID has a presence in my constituency, and I am so very proud of the work that it does to eradicate poverty the world over. I believe that conservation is commensurate with the sustainable development goals, because it is not only about animal welfare; it is about helping the communities located where those endangered species are. It is about making sure that those communities have another source of income; that people and animals can cohabit. We must do everything possible on both issues, and I will be interested to hear from the Minister how the two can be married together. We must ensure that aid goes to the poorest and that no one is left behind. I have a particular passion for helping disabled children into school in developing countries, but I do not see a contradiction in helping the poorest communities and working on conservation and, in the main, I do not believe that colleagues across the House would either.
In November 2018 the Minister lodged early-day motion 1829, which was signed by 166 MPs cross-party, including myself. It asked the Government to commit to halting imports of hunting trophies as a matter of urgency. I am very pleased that the Minister is in his place today, and not just because of that issue. He also did a lot of cross-party work with the all-party parliamentary dog advisory welfare group on Lucy’s law, which will now become law not just in England, but in Wales and Scotland. We are extremely pleased about that.
As has been said, 86% of the public support a ban on trophy hunting. I pay tribute to the Campaign to Ban Trophy Hunting, Born Free and Stop Ivory for placing these issues at the forefront of our minds, so that we can see what is happening. I had a look at the statistics. Although progress is being made on elephant populations and larger cat populations—not enough, but some progress—people are now reverting to hunting bears, cranes, antelopes, rhinoceroses and, would you believe it, crocodiles. Perhaps they have watched too many “Crocodile Dundee” films. Other species are up 29.2% as well; I am not sure what species those are, and it would be interesting to find out more, particularly whether any of those species are at risk.
Many trophy hunters use the rationale that they kill the old, the weak or the sick, and that they are therefore helping conservation. That is rarely proven by the egotistical photographs that are put up online, with the hunter standing next to the biggest, the rarest and the largest animals with the biggest horns. It is much more about ego than any effort towards conservation.
A current loophole allows hunters from the UK to import trophies of animals, many so rare that they have been declared extinct in the wild. For example, puffins are often hunted and the trophies brought to the UK, despite the UK Government’s efforts to save the species. Online websites are easily found offering these grisly puffin hunters trips costing around £3,000 to Iceland, where they have the chance to kill a bag of puffins and can boast of shooting up to 100 at a time. The species is classified as endangered in the 2018 “State of the World’s Birds” report, but is not listed for protection by CITES, the body that regulates the international animal trade. British people are bringing home puffin carcases in their hundreds and the puffin is at risk of becoming extinct, with uncontrolled hunting a leading cause.
I was proud to lead for the Scottish National party on the Bill that became the Ivory Act 2018. As a party, we welcome that historic legislation and the UK Government’s progress on tackling the illegal ivory trade and trophy hunting. Organised crime is often behind the individuals involved in that trade, as it offers big money, so we need to tackle it at the root. I was pleased—actually, emotionally quite overcome—to visit Sheldrick Wildlife Trust the day before the hon. Member for Mid Derbyshire, I believe, with the International Development Committee. We were able to spend time with orphaned elephants there. Now, I have quite short legs, but the little elephants only came up to my waist, which shows how small they were. Some, only a few days or a few weeks old, were being bottle-fed, because the hunters were after their parents and left the little baby elephants behind, unable to survive on their own. This fantastic project goes out and saves them from otherwise certain death in the wild, but still, they will not have had the life they should have had. They should live with their herd, not be raised in those circumstances.

Commons ChamberI praise the work that is going on across the country. Clearly, there is important work going on in Scotland that we need to learn from. We are absolutely committed to taking forward this important work, as I know the hon. Gentleman is, because we need many more trees to achieve our targets in addressing and tackling climate change.
The Government strongly supported the single use plastics directive, partly because we were already undertaking several of the actions proposed. I am confident that the necessary regulations will be brought in within two years, as happens with directives, but as I say, we are already on the case.
I am grateful to the Minister for that answer. I recently arranged for a bottle deposit scheme of the type used in Norway to come to Cheltenham high street, and I know from the reaction of my constituents that there is a huge demand to drive down the number of plastic bottles in our environment. Of course we have to get the detail right, but does the Minister agree that we should look at such a scheme very carefully, with a view to introducing it as quickly as possible?
Indeed. The Government published their response to the consultation just the other day, and we have indicated again our support for continuing with the scheme. I know that people are impatient—I am impatient. I have now been to about seven countries to look at their deposit return schemes. It is complex. We have the biggest on-the-go market of any country in Europe, and we need to ensure that we have a system that works, alongside all the other reforms we are making, such as extended producer responsibility and the plastics tax. It is important to ensure that those are co-ordinated and will have the desired effect.

Commons ChamberMy right hon. Friend makes two very important points. It is absolutely right that there have been some lurid and exaggerated stories, both during the referendum and subsequently, about the impact of certain Brexit scenarios, and he is absolutely right that in aviation and the commitments of some of our partners who manage ports there have been welcome signs. It is also important to recognise, however, that the European Commission has made it clear that, in the event of a no-deal Brexit, there will be 100% checks on products of animal origin and live animal exports, which will add significantly to friction.
Tariffs would also be imposed, and while overall tariffs on agricultural produce in the EU are around 11%, which can be discounted by changes in the valuation of sterling, it is also the case that the import duties on some products, such as sheep meat, are more than 40%, and in some cases considerably more. That would certainly impose costs on our farmers and food producers. They are resilient, imaginative, energetic and dynamic, and in the long term, of course, they will flourish, but these are undeniable short-term costs.
Does the Secretary of State agree that it is important to listen to the likes of GE Aviation, which employs a lot of people in my constituency and says that a
“disorderly ‘no deal’ exit…would prevent…challenges for our operations, supply chains and customers”,
and exhorts me and others to ratify the withdrawal agreement, which would
“provide business with the certainty it needs”?
My hon. Friend makes a very good point. Again, across business there was a range of voices —for remain and leave—during the Brexit referendum, but what is striking is that many prominent voices among those who argued that we should leave have also made it clear that they believe that a no-deal Brexit would be the wrong outcome. They see significant opportunities for Britain outside the EU. Lord Wolfson, one of our most talented entrepreneurs in charge of one of our biggest retail chains, and Richard Walker, the chief executive of Iceland, one of our most dynamic and environmentally friendly supermarkets, both voted to leave the EU. They believe that to be the right choice for Britain and they both—employing thousands of our fellow citizens—also say that a no deal would pose significant challenges.
In these difficult times for our country, it is as well to remember the iron rule of politics: no situation is so bad that it is not possible for politicians to make it worse. I fear that we are in such a situation now. Not to vote for the deal would be to fall into precisely that trap.
I was a remainer. I campaigned across Cheltenham for remain, from the high street to the promenade. I did not do so because I thought the European Union was perfect. It had allowed itself, in many ways, to become inflexible and too remote from ordinary people. Even if I would not have suggested joining on the terms that were proffered in 2016, it seemed to me that the process of unravelling that 40-year relationship would be so lengthy, so complex, so expensive and so divisive that the game would not be worth the candle.
I made that argument and others, which are being reheated, such as that that process would act as a headwind against growth, and I was proud of the fact that 56% of people in Cheltenham voted to remain. But we did not vote as constituencies; we voted as a country. We voted as one nation, and I am first and foremost a democrat. I stood on a manifesto in 2015 that read:
“We will honour the result of the referendum, whatever the outcome.”
Parliament then voted for such a referendum. On Second Reading of the Bill that became the European Union Referendum Act 2015, the then Foreign Secretary said that the Bill had
“one clear purpose: to deliver on our promise to give the British people the final say on our EU membership in an in/out referendum”.—[Official Report, 9 June 2015; Vol. 596, c. 1047.]
That was voted for by parties across the House—the Conservatives, Labour and the Liberal Democrats. During the campaign, the Government distributed to every home in Cheltenham a leaflet stating:
“The referendum…is your chance to decide if we should remain in or leave the European Union…The Government will implement what you decide.”
We all know that was the deal. I remember the words of the late and much-missed Paddy Ashdown on the evening of the referendum. Before the result came in, he said:
“I will forgive no one who does not respect the sovereign voice of the British people once it is spoken, whether it is a majority of one per cent or 20 per cent. When the British people have spoken you do what they command. Either you believe in democracy or you don’t.”
Some in the House say the margin of victory does not matter. “In a referendum,” they say, “the winner takes all—one more vote is all you need to impose the most ideologically pure version of what you argued for.” I respectfully suggest there are great dangers in assuming that the 2016 referendum result—just 52:48—was a mandate for a tungsten-hard no-deal Brexit, which is now one of the two obvious alternatives to this deal. Those who advocate that would do well to remember that, had the EU negotiators simply offered David Cameron a genuine emergency brake that did not dismantle the freedom of movement principle but provided a sensible derogation, it is likely we would have voted to remain.
This deal is a compromise. That means it has positives and negatives. The positives are these. On goods, the EU has accepted that the UK should have a bespoke trade deal, with no tariffs, fees or charges and no quotas. On services, the EU has accepted the principle of arrangements for financial services, which, importantly, will be based on equivalence. British nationals will be able to travel freely without a visa, EU directives will no longer have direct effect and so on.
Against that backdrop, is it any surprise that the deal has been loudly welcomed by Rolls-Royce, Siemens, the Association of the British Pharmaceutical Industry and the chief executive of UKHospitality? The BioIndustry Association supports it—I could go on and on. The chief executive of BAE Systems, which employs many people in Cheltenham, welcomed the transition period, and GE Aviation, a significant employer in Gloucestershire, said:
“Ratification of a withdrawal agreement would provide business with the certainty it needs. In contrast, a disorderly ‘no deal’ exit in March would present considerable challenges for our operations, supply chains and customers.”
Does my hon. Friend share my concern that the experts and others he prays in aid, whose views I certainly give great weight to, have been too easily dismissed? People either call them fake news or say, “They would say that,” or, “They don’t know what they’re talking about; we know better.” There is a dangerous anti-business trend in what some people say, and we must resist it.
And this is the Conservative party, which listens to business and wants to stand on the side of people who create prosperity in our country. By the way, if we want to deliver social mobility, we will do that through jobs and enterprise, and by raising tax revenues so we have the greatest possible public services.
Of course there are negatives to the deal; we have heard about those. Concern is rightly expressed about the Irish backstop, but, as the Secretary of State indicated and the Attorney General has said, it is an instrument of pain for both sides. What is a backstop for us is a back door for them. Northern Ireland would have the advantage of being able to access both the single market of the EU and the single market of the UK. Mainland British businesses would be incentivised to relocate to Northern Ireland to supply their goods into the EU. Meanwhile, the process of negotiating trade deals would become a nightmare for the EU, as it would not be able to clarify the frontiers of its single market and the British taxpayer would not be paying a penny piece.
The fact is that all trade deals require some kind of backstop. Canada-plus and Labour’s suggestion—it wants to be inside the customs union but outside the single market—would require one, too. I have heard much criticism from the Labour party. Some of it is fluent and cogent—we get all that—but, with respect, criticism is easy. As a quote probably misattributed to Teddy Roosevelt goes, complaining about a problem without proposing a solution is called whining. Labour does not want a second referendum, does not want an extension and criticises the Government, saying there is no way they could get meaningful changes to their deal, yet it suggests that it could get a whole new deal by 29 March—a “strong single market deal”, although that is completely lacking in detail and clarity as to what Labour would require. [Interruption.] It is indeed a “unicorn” prospect.
A hard Brexit, I would suggest, is simply not an option. There are concerns about Ireland, and I have real concerns about it. Of course it is necessary to “aim off” with respect to some of the polls, but there is a real risk that if there is a hard Brexit the appetite for a border poll will increase, and there is then a real risk of a united Ireland. There are great risks from a second referendum as well, which I cannot go into now. However, there is an opportunity for us to do something sensible and unlock the wall of investment that is poised over our economy, and I shall be voting for the deal.

Commons ChamberThe changes to the woodland carbon fund and the woodland creation planning grant that we successfully piloted in 2017 have been made permanent. We also recently made the countryside stewardship woodland creation grant available all year. In addition, we are providing £5.7 million to kick-start the northern forest, and we have appointed a national tree champion to drive forward our tree planting manifesto commitments.
I am grateful to my hon. Friend for his characteristically enthusiastic support for that project—we would expect nothing less for the Queen’s Commonwealth Canopy initiative, which is truly excellent. I mention in particular the five saplings project, made possible by the work of the Woodland Trust, Sainsbury’s and ITV—the right hon. Member for Birkenhead (Frank Field) is also to be commended. Like my hon. Friend, I look forward to planting saplings in my constituency soon, in Macclesfield, and I am pleased that many other colleagues across the House will shortly be doing the same.
Trees are carbon sinks that lock in greenhouse gases while promoting biodiversity, so what steps is my hon. Friend taking to press forward with forestry investment zones for large-scale woodland creation?
I am grateful to my hon. Friend for his question and his keen interest in the need to drive forward ambitious plans to plant more trees. He is a tree champion in his own right. Our national tree champion, Sir William Worsley, is launching the first forestry investment zone pilot in Cumbria today. That new project will help landowners to create vital new woodland and unlock the economic benefits of forestry in areas not traditionally used for tree planting. The project will also provide lessons on how best to support forestry investment.
My hon. Friend is a great champion of the environment, especially in Cheltenham. He will be conscious that this is not a straightforward scheme to introduce. I recognise that many people will have seen such a scheme in other countries around the world, and while the front end is very simple, the back end is more challenging. We want a system that works across the four nations of the United Kingdom, and we are continuing to work on that.

Commons ChamberI thank the hon. Gentleman for his point. I would be delighted to visit the Black Isle show and also to visit Lairg in his constituency, where I know that some of Scotland’s finest sheep farmers have an opportunity every year to demonstrate what they can do. He is absolutely right: iconic landscapes from Caithness and Sutherland and Easter Ross through to the Lake District and, indeed, Exmoor and Dartmoor depend for their tourist appeal and for their pull on the human heart on the work of our farmers. It is inconceivable that those iconic landscapes could survive and flourish without the rural, economic and social network that sheep farming and other forms of farming provide. Absolutely, we do recognise that. It is a public good, and public access to our countryside is placed here.
I am happy to give way, but this will probably be the last pair that I give way to.
I am extremely grateful to my right hon. Friend. I warmly support this Bill because it incentivises farmers to enhance biodiversity and to promote animal welfare. This is not just a rural issue; it is an urban issue as well. What can he say about how there will be better potential for my constituents in Cheltenham to access this even more diverse and even more beautiful countryside?
I know how important the environment and animal welfare issues are to my hon. Friend, as he has tirelessly campaigned on them. I also know that his constituents will be able to enjoy improved access to the countryside through the provisions in the Bill. My right hon. Friend the Secretary of State for Education is making £10 million available to ensure that more schoolchildren have an opportunity to understand what goes on in our countryside. Making sure that the next generation understands where our food comes from and the vital importance of food production will be absolutely critical. When the Department for Education set up the school food plan and when this Government ensured that all children up to the age of 14 received lessons in where food comes from and in cooking, that was an earnest example of our commitment to ensuring that everyone appreciates the vital importance of our farmers and the work that they do.
