I think that we should draw a veil over last night’s football, but I look forward to Scotland qualifying next month for Euro 2024.
Today is the National Farmers Union’s Back British Farming Day, and I am sure that the whole House will join me in marking the important contribution that we farmers and growers make to our everyday lives and to our economy.
The comprehensive and progressive agreement for the trans-Pacific partnership trade bloc is projected to make up the majority of global growth in the future. As a result of joining the CPTPP, a deal that we could not strike while in the EU, Scottish businesses are now in a prime position in the global economy to seize opportunities for new jobs, growth and innovation.

The CPTPP is the most exciting and dynamic trading bloc, and a significant Brexit dividend. Scotland, like Wales, has great products to export. My right hon. Friend mentioned farming. Welsh lamb and maybe Scotch whisky have some great opportunities to take advantage of within the CPTPP. Will he encourage the devolved Administrations to work with the UK Government to ensure that we exploit those benefits and this Brexit opportunity for people in Scotland, Wales and elsewhere?

Absolutely. My right hon. Friend is right: the CPTPP is the fastest-growing trade zone in the world, and with the UK included it is worth circa £12 trillion. To that end, we are working with the devolved Administrations. We have also put in a huge network of support centres across the UK, not least in Queen Elizabeth House in Edinburgh.

I am a committed Unionist, like every Conservative Member, and I respect the devolution settlement, but the principle of one legislature intervening on another could set a significant and serious precedent. Can my right hon. Friend reassure me that he is using a section 35 order because of specific legal concerns about the impact of this legislation on all parts of the United Kingdom, including Scotland, rather than to seek to undermine devolution?

I welcome the clarity of the judgment by the Supreme Court. Does my right hon. Friend share my concern that the constant political wrangling and doubts over Scotland’s constitutional status and the capacity for and prospect of holding a referendum will constantly undermine Scotland’s attractiveness to private investors, who would create the jobs, wealth and prosperity that people in Scotland rightly deserve?

Yes. Having been a businessman before I came into this place, I agree with my right hon. Friend. It is unattractive to investors when there is uncertainty and a cloud hanging over Scotland on this matter. Far better the Scottish Government put it behind them now—the ruling is very clear—and we move forward to building the Scottish economy for the benefit of all the people in Scotland.

As I have said before at this Dispatch Box, that is a matter for the Cabinet Office, and I suggest the hon. Gentleman raises it at Cabinet Office questions.

Will the Secretary of State update the House on the scale of the additional financial resource that Scotland received as a result of the covid pandemic? Does he agree that it is the strength of the UK balance sheet that allows the UK Government to support every part of the United Kingdom in times of crisis?

I absolutely agree with my right hon. Friend. The strength of support was over £14 billion during the covid crisis, and the furlough support helped 900,000 jobs in Scotland at the height of the pandemic, which is nearly a third of the Scottish workforce.

Last week’s Budget provides continued UK-wide support and security to manage the ongoing impacts of covid-19. One in three jobs in Scotland have been supported by the UK Government’s unprecedented employment support package. Scottish businesses have benefited from more than £3.5 billion of loans and support, driven by UK Government schemes. We have also provided a much-needed boost by extending the reduction of VAT for our tourism and hospitality sectors.

Does my right hon. Friend agree that the benefits of the Union of four nations have really come to the fore over the last 12 months, in that the strength of the UK Government’s balance sheet has meant not only that families, businesses and individuals in all parts of the UK have been able to benefit from that strength, but that the devolved Administrations have received the resources that they need to support people in all parts of the country?

My right hon. Friend is absolutely correct and, more importantly, the majority of people in Scotland agree with him. Not only did they emphatically reject independence in 2014, but the most recent opinion polls show that they have realised that neither the Scottish National party nor its leader can be trusted, and that independence would make everyone in Scotland significantly worse off.
