I thank my hon. Friend for drawing this to my attention. I thank the Witney jobcentre for the work that it does in helping people into work, and I also thank him for his work on this as a Member of Parliament. Of course it is essential that we make advanced digital equipment available to our work coaches to ensure that the service they deliver really is first class, and we will always ensure that they do.

At the Stourbridge jobcentre, the work coaches are evangelical about how the flexibility of universal credit allows them to better support the most vulnerable and the hardest-to-help claimants. Will the Secretary of State ensure that this best practice is shared around the country so that more people can find sustainable work for the first time?

I thank my hon. Friend for drawing my attention to the good work being done by the Stourbridge jobcentre and its work coaches. He really highlights the other true benefit of universal credit, which is the personalised approach. It is no longer about signing on; it is about individuals going to the jobcentres and being offered real, tailored support to help them to deal with their challenges and to get into work. This is a revolutionary system.

What sanctions are available if companies fail to meet their legal obligations to help to close the gender pay gap?

What is the law is that gender pay gap reporting takes place. The EHRC has the ability to take measures that can end up with fines and further sanctions. In terms of proposals for companies to actually close the gap themselves, we encourage them to put forward their own plans.

The hon. Gentleman is right: in those two attacks there is evidence of the attackers moving around, and, as is highlighted in the report, we need to do better at recording and communicating that information. It is crucial that that recommendation is implemented. The recommendation also dovetails with the general recommendation of better use of data. I hope that the ability to access such information more effectively and efficiently will prove to be one of the incremental improvements that will help to keep us safe.

My right hon. Friend’s Department will have received a letter from west midlands mayor Andy Street on our police funding, which I hope she will consider appropriately. Will she also ensure that local police forces, including mine in the west midlands, have all the resources they need to do their important counter-terrorism work?

Police budgets for 2018-19 will be set shortly, before Christmas. I reassure my hon. Friend that we will also always bear in mind police forces’ needs in dealing with counter-terrorism.

The right hon. Gentleman makes an important point. I made a point earlier about historical cases, which make it feel like there is a series of issues and allegations to be dealt with. I hope that he will take some comfort from the fact that this Government and the previous Home Secretary have a reputation for not shying away from addressing difficult issues. I hope to ensure that we continue to deserve that reputation.

My father was a West Midlands policeman in the 1980s and spent some days policing at Orgreave. Clearly, where there is solid evidence of police malpractice, it must be dealt with effectively and with the full force of the law. Does the Home Secretary recognise the concerns of many serving and retired police officers about what they perceive to be a political campaign with a predetermined outcome?

My hon. Friend makes an important point, and I will take my time to come to what I feel will be a fair answer after looking at all the information. Nothing has been prejudged. Serious allegations have been made, but I will look at both sides.

9. What steps the Government are taking to increase the contribution made to meeting targets on energy efficiency and on the use of low-carbon energy by residential buildings; and if she will make a statement.

Our new domestic supplier obligation will provide support to over 200,000 homes per year from 2017 for a period of five years by improving energy efficiency, tackling fuel poverty, and continuing to deliver on our commitment to insulate 1 million more homes during this Parliament.

Will my right hon. Friend work with industry bodies such as the Sustainable Energy Association to bring forward ideas for a comprehensive strategy to increase uptake of energy efficiency measures?

My hon. Friend is absolutely right to raise this. We will engage with the industry in order to reform these grants—the renewable heat incentive and ECO, the energy company obligation. The Sustainable Energy Association is one of the stakeholders we will work with to make sure that our reformed system delivers even better value for the people who are really in need.

The hon. Gentleman is being a little churlish about the significant investment that the broad shoulders of the United Kingdom are putting into the north-east, particularly to ensure that jobs and skills are secured. I am working across Departments, and chairing a ministerial group, to ensure that those skills are preserved, and I will be working with the Department for Business, Innovation and Skills to ensure that we have a taskforce to take that forward. I hope he will also welcome the £250 million put into Aberdeen for its city deal, but there is a lot of progress to be made and a lot more to take forward.

T6. Will the Secretary of State consider how the current system model, including the National Infrastructure Commission, National Grid and Ofgem, could be reformed to make it a more flexible and independent part of an energy infrastructure that is fit for the 21st century?

My hon. Friend has a great deal of experience in this sector, and he will be aware, as I am, that National Grid as system operator has played a pivotal role in keeping the energy market working. As our system changes, we must ensure that it is as productive, secure and cost-effective as possible. There is a strong case for greater independence for the system operator, to allow it to make the necessary changes, and we will work alongside the National Infrastructure Commission to consider how best to reform the current model.

The hon. Gentleman is right. We are looking closely at the opportunity for tidal power. My Department is now engaging in due diligence and if tidal power can meet the targets of being secure, clean and affordable, we will certainly take it very seriously.

What assessment has my right hon. Friend made of the UK energy market’s capacity to replace unabated coal by the cut-off date of 2025?

We will carry out a consultation at the beginning of next year in order to address that, but I have been very clear in the policy choices that I set out that we expect to bring on more gas to cover some of the coal that will be coming off.
