It is a pleasure, albeit a sad necessity for many of us, to speak on a debate on this issue yet again in this House. The analysis I have seen from Open Doors and others shows that in the past three years alone more than 10,000 Christians have been killed for their faith—that is a staggering number. We are right to hold this debate today, because, as others have mentioned, the evidence shows that Christians are the target of about 80% of all the acts of religious discrimination or persecution around the world.

However, as other Members have done, it is right that we focus briefly on the other 20% as well. It is a huge slight to this country that there are record levels of antisemitism here in the UK, but we are not alone, as this has increased by some 27% in France. We know that Muslims are persecuted around the world: there is internment in China, which we have heard about; 49 Muslims were killed in the mosque attack in New Zealand not so long ago; in June 2017 a 51-year-old man was killed coming out of a mosque in Islington, here in the UK; and in New York, in 2016, an imam and his associate were also killed. We also should not forget the issues that atheists face around the world. Thirteen Muslim countries punish atheism or apostasy with death, and in others legal status can be withdrawn. So although it is right that today’s debate focuses on the 80%, I, like many other Members, wish to put on record that we are concerned about all abuses of human rights in matters of faith. The diminution of those rights for people of any faith diminishes all of us, Christian or otherwise, in this House.

Sadly, we could discuss so many countries in this regard, but I am going to deal with North Korea, which has been at the top of Open Doors’ world watch list for a long time. I often feel that North Korea does not get the attention it should in these debates, probably because so little information comes out. However, some information does come out from time to time, and we need to recognise the indescribable brutality against Christians in that country and the fact that it is absolutely directed by its Government. I, for one, would like to see greater protest about that from young people and others, because it is absolutely unacceptable.

I learnt recently of a report from a defector from the North Korean national security agency, who was talking about being trained to look for things such as people who remained silent, with their eyes closed; people who were meditating; and habitual smokers or drinkers who quit smoking or drinking all of a sudden. Those people were to be watched closely, because those things were a sign that they might well be Christians. Severe recrimination, including torture, often leading to death, would follow as a result. There are brave people who have escaped from North Korea. Indeed, some have spoken in Speaker’s House about what goes on in that country, and it gives me pleasure to give amplification to their words, because we do not hear and say enough in this country about what goes on there. We also know that North Korean national security service spies are commissioned to set up fake secret prayer meetings to attract Christians, who, again, will then be imprisoned. Those are the lengths to which that deeply evil regime goes to stop any form of faith happening in that country.

Later on this year, the Commonwealth Heads of Government meeting will take place in Kigali, in Rwanda. Such a meeting happens every two years, and I am a big fan of the Commonwealth. It does great work around the world, and as we have left the European Union, we are going to need to invest in that important member organisation even more strongly, to boost our trade links and our links of friendship. But if Members look down the world watch list, they will see that on it are India, Nigeria, Brunei, Cameroon, Sri Lanka, Bangladesh, Pakistan, Kenya and Malaysia. Those nine are all Commonwealth countries and they have things to answer for on how they are treating Christians. So one of my questions to my good friend the Minister, whom I know takes these issues extremely seriously, is whether Her Majesty’s Government will engage on the issue of freedom of religion and belief with our Commonwealth friends and partners at that CHOGM meeting. I hope she will be able to give us answer in the debate, but if she cannot, perhaps she would write to us.

Like many Members here, I am extremely proud of the fact that my right hon. Friend the Member for South West Surrey (Jeremy Hunt) instituted the Bishop of Truro’s review. He was right to do that, and it is even better news that the previous Government committed to it, as has our current Prime Minister. We have a fantastic envoy in this area, whom I spoke to in America early this morning. He might be in Washington but he is still on the case and he is very interested in what we are doing in this House today. He was running me through some of the recommendations, and I wish to focus on three in particular.

The first recommendation was for the UK to seek a United Nations Security Council resolution, and I know the Minister was asked about that earlier. I understand that the United Kingdom will assume the presidency of the Security Council shortly, and I hope that will be a time when we press forward with that important resolution to Governments in the middle east and north Africa to protect Christians and other persecuted minorities in those countries. That is absolutely necessary.

The second recommendation on which I wish to focus is the training that we provide to our excellent diplomats. We are extremely fortunate in this country to have world-class diplomatic representation. As one of the Prime Minister’s trade envoys, I have the privilege of working with some of our diplomats and know that they do fantastic work for this country all around the world. I understand that the recommendation is that all Foreign Office staff, at home and abroad, should have mandatory training on religious literacy, and that in some British embassies, high commissions and relevant companies there should be tailored responses to any violations of freedom of religion or belief. If the Minister is able to update us on the ongoing procurement of further training for our diplomats, that would be helpful. This issue needs to get into the DNA and culture of the Foreign Office—it is the bread-and-butter business of the Foreign Office. Trade deals matter, but so does freedom of religion and belief.

The final recommendation that I wish to dwell on for a while is the consideration of the imposition of sanctions on perpetrators of serious human rights abuses against religious minorities, including Christians. Again, I know that the Government are working on this issue. It would be really helpful to the House if in her response the Minister could perhaps flesh out the situation and tell us whether the Foreign Office has any particular countries in mind. Indeed, it might be helpful to those countries to know that they are potentially in the frame. Perhaps they would raise their game and make improvements so that the sanctions were not imposed.

It would be useful for the House to know what the process is and what sort of things the Government are looking at. How will the sanctions apply? If the persecution comes from the whole Government, will the sanctions apply just to individuals or to the Government as a whole? How will the sanctions be worked into our trade negotiations? Obviously, we hope that the mere threat of sanctions would lead to improvements so that they would not need to be imposed. In a sense, to impose a sanction is always a failure. It is a tool that we want to have in the box but do not want to have to use, but sometimes we need to take the tools out of the box if there is no change or action. It would really help the House if the Minister could kindly flesh out a little more of the Government’s thinking in that policy area. If she is not able to do that today—I may have put her on the spot—perhaps she would be kind enough to write to us to set out the Government’s thinking.

I thank the hon. Gentleman for that question; I will get to that in the next paragraph.

As I said at the start, the Government are committed to implementing the recommendations of the Bishop of Truro’s review. I stress again that the recommendations do not focus just on Christians. As has been mentioned, only two of 22 recommendations refer to specifically Christian issues. Bishop Philip said clearly that we must seek freedom of religion or belief for all, without fear or favour. That is the basis of our freedom of religion or belief work. We will implement the recommendations in a way that will bring real improvements to people’s lives.

To answer the questions about training for FCO staff, we believe that training staff to develop an understanding of religion is hugely important. We are in the process of defining and procuring a new, expanded training package, which will reach all officers who need it in the FCO and across government, and we will now make sure that issues related to soft targets around the world where we have any influence will form part of that training. That work is part of our wider, long-standing effort to champion human rights, because we know that where one right is denied, others are also under threat.

Looking ahead, the Government are determined to be a force for good in the world, not only as a champion of human rights, but as a defender of the rules-based international system and a leader in the fight against global challenges. The Government will take on board comments made about that and about DFID spend.

It is my understanding that the Government have agreed to all the recommendations in the Bishop of Truro’s report. Recommendation 8 says:

“Be prepared to impose sanctions against perpetrators of FoRB abuses.”

Can the Minister set out a little of the Government’s thinking on how that might be applied? If she cannot, will she very kindly place a letter on this issue in the Library for hon. Members to have a look at?

I beg to move,

That this House has considered e-petition 266638 relating to deforestation in the Amazon.

It is a pleasure to serve under your chairmanship, Mrs Moon. I declare at the outset that I have been a member of Greenpeace for many years.

This timely debate focuses on a real and urgent concern for the environment, on a day when so many are standing vigil outside Parliament and across the capital, making their strength of feeling on this critical issue heard peacefully, calmly and, as I can hear from my office, often with gentle, soothing music—although interspersed occasionally by energetic drumming. However, that commendable gentleness should not be misunderstood. Urgent action is needed, as demanded by the many people who signed the petition.

The petition, which currently stands at more than 122,500 signatures, including more than 500 from my Cambridge constituency, reads as follows:

“Demand the EU & UN sanction Brazil to halt increased deforestation of the Amazon. The government of Brazil led by Bolsonaro favour the development of the Amazon rainforest over conservation, escalating deforestation. Deforestation threatens indigenous populations who live in the forest, loss of a precious and complex ecosystem and a vital carbon store that slows global warming. Indigenous people have called for the EU to impose trade sanctions on Brazil to halt the deforestation because they fear genocide. Also, the UK parliament has recognised a climate emergency. Since the Amazon rainforest is an important carbon store, absorbing huge volumes of CO2 each year, its deforestation is of global significance. The intrinsic value of the rainforest should also be recognised. Trade sanctions are used elsewhere for important issues as an effective means to force action.”

The hon. Gentleman is absolutely right to mention Brazil, but I understand that it is responsible for about half the deforestation of the Amazon, and that countries such as Bolivia and Peru are also significantly involved. For accuracy, could he include those countries and all others that are involved in this important issue in his remarks?

I will come to the definitions in a little while; the hon. Gentleman has pre-empted me.

Climate change and environmental issues have shot up the political and public agenda this year—we should all be thankful for that—due in no small part to young people, the school climate strikes and Greta Thunberg, and to various campaigns that have led to long-overdue media attention. In my city of Cambridge, some 3,000 people took to the streets a few weeks ago to support the school children, and today thousands are taking part in the Extinction Rebellion protests. Protecting our natural environment has captured the public consciousness and cannot—indeed, must not—be ignored by politicians.

What a natural environment this petition refers to. The Amazon rainforest is 5.5 million sq km of rainforest surrounding the Amazon river. Some 60% of it is contained in Brazil, as the hon. Member for South West Bedfordshire (Andrew Selous) indicated. It is home to about one quarter of the world’s species, it accounts for about 15% of terrestrial photosynthesis and it is a major carbon sink. The World Wildlife Fund reports that it is home to perhaps 34 million people, including 385 indigenous groups. It is integral not just to the habitats of the people, plants and animals to which it provides a home, but to the global ecosystem, so it is very precious.

The Amazon rainforest has been under threat from deforestation for some years. Between 2001 and 2018, Brazil lost almost 55 million hectares of tree cover—a staggering amount.

Thank you, Mrs Moon, for calling me so early. As always in debates, one hopes to have more time to perfect the speech that should have been written last week. With your generosity, Mrs Moon, hon. Members will have to listen to what I have in front of me.

I do not think there is any disagreement among us about the importance of the rainforest, be it for the physical entity that it is or for the animal and plant species that it hosts. The hon. Member for Cambridge (Daniel Zeichner) highlighted that the Amazon spans much more than just Brazil. I will concentrate on not just Brazil but Colombia next door, and I will draw some comparisons.

I refer to Brazil following my visit there—I led the Inter-Parliamentary Union delegation there two weeks ago. Unfortunately, we had to cut our visit short because Parliament was recalled. One of the key themes of our visit was to raise British views on the rainforest with the Brazilian Government, parliamentarians and non-governmental organisations. Particularly when we visited the Senate and Congress in Brasilia, it became clear how sensitive they feel to outside criticism. They certainly hear the voices across the world in response to the crisis in the rainforest. People should not think that is not the case.

I differ from the essence of the petition on the need for economic sanctions. I would like us to find solidarity and common cause with groups in Brazil who care passionately—arguably, even more so than we do, because it is their home—to find ways to collaborate to unleash the true value of the rainforest. The rainforest’s value should never be in cutting down trees—that is a blind, short-term gain. The true value of the rainforest can be seen next door in Columbia, where the United Kingdom works in collaboration with GROW Colombia, using science to unleash some truly phenomenal long-term possibilities.

GROW Colombia is a UK-funded four-year collaboration involving multiple partners, including the Earlham Institute, the University of East Anglia, the Natural History Museum, the Eden project, Colombia’s Humboldt Institute, the Universidad de los Andes and the University of Sydney. The project is designed to demonstrate that biodiversity conservation can drive sustainable economic growth and secure peace and prosperity—in this case in Colombia, but the same lessons can be drawn in many other areas of the Amazon.

Even though the project is in its early days, former guerrillas have been transformed into guardians of the rainforests; people with no scientific or natural background have been trained up to recognise unique species of plants and animals and what they are capable of. It has helped farmers to reform their agricultural practices and techniques to grow crops and forage varieties that can offer conservation gains. It has enabled producers to identify and cultivate wild relatives of commercially produced coca varieties to make production more profitable, eco-friendly and sustainable and less dependent on human intervention. It has taught rural communities taxonomic identification techniques, combining biotechnology resources with practical field work to catalogue species. It has assisted policymakers in analysing socio-economic models to support the ecological restoration of the rainforest. Above all, it has coached rural communities in business models for ecotourism initiatives that guarantee a genuine and lasting conservation benefit to the ecosystem. Some of those measures could be rolled out in Brazil, in collaboration with the regional Governments—an area such as Amazonia is every bit as important as the federal Government in Brasilia. Some of that collaboration with the United Kingdom is already beginning.

I urge the Government to continue to work on pointing out to Brazil not only that it is an economic powerhouse thanks to its variety of rare species but that, if harnessed properly, as is beginning to happen in Colombia, the potential for biotech and pharmaceutical applications of some of the very complex and rare plant species could generate billions of sustainable, clean revenue that would benefit the planet in the long term while generating revenue to benefit the science community in Brazil. That would flow through to communities, particularly the indigenous communities in those areas.

Could he tell us a little more about what enthusiasm there is in the Brazilian Government for adopting a scheme similar to GROW Colombia in Brazil? Would that be part of the answer, to make Brazil see this issue as global as well as Brazilian?

Let me again point out the importance of the federal and state Governments and legislatures. There is huge sensitivity to the criticism directed at Brazil in recent months. There is a danger that that will shut off avenues of co-operation, dialogue and discussion, preventing some of the positive things that we all want to achieve. Particularly in rural areas, people want to be better off. They want better standards of education, better employment opportunities and better prospects for their children than they had. We must show them a way to achieve that without following a path of devastation and destruction. The trees can be cashed in once, but the other possibilities I mentioned can pay dividends in the longer term.

Another reason we should not go down the path of sanctions, or the threat of them, is that Brazil is a global superpower in its renewable energy potential, both solar and wind, thanks to its enormous coast and tremendous sunshine. UK companies are the biggest investors in solar generation in Brazil. The City of London, by providing access to green finance and green reinsurance markets, is fundamental to unlocking some of that sustainable, renewable power. Many of those schemes are micro schemes, which can unlock access to affordable, sustainable energy—a problem that has often plagued Brazil—for the very people we have talked about, who live away from the coast in isolated, poor communities.

However, those schemes can be unlocked only by global co-operation and the free flow of finance to ensure that there is somebody to help to finance them in the long term. Simply pulling up the drawbridge and saying, “No more co-operation; we’re withdrawing from trade agreements and trade discussions with you,” strengthens the hand of the people who want to build a wall around Brazil—those who say, “There they go again: the imperialists are threatening us. We shouldn’t listen to anything they’ve got to say. We do things our way”—and weakens the hand of those in Brazil who want co-operation and to follow a path of alternatives to deforestation.

As somebody who is passionate about Latin America—I have visited the Yungas in Bolivia, and I have visited Colombia five times in my trade envoy role—I know very well the economic power of these rainforests. This is not just about protecting rare species and defending an ecosystem; it is also about allowing people to earn a fantastic living while protecting precious and unique environments. If we get this right, we can do both.

On 31 May 2014, The Times newspaper had an editorial headlined “Spectators at the Carnage”. This was a charge against western politicians—we in this Chamber and others throughout the western world—who have not taken this issue sufficiently seriously. I am very grateful to my friends who have brought this debate to Parliament.

Like many others, I follow what Open Doors says. We know from its report that some 245 million Christians are at high, very high or extreme risk of persecution. That figure is rising—only a few years ago, there were 200 million, so the situation is getting worse. In China, over 1,000 Christians have been detained without trial or have been unfairly arrested and hundreds of thousands of Uyghur Muslims are being interred or the families are being separated. In Nigeria, 3,731 Christians were killed for their faith. The situation in China is getting worse: on the Open Doors world watch list, it has risen from 43rd to 27th place—a significant deterioration. For the first time, India has entered the top 10 countries of most concern.

The figures for deaths and for churches destroyed around the world are really serious. In 2016, there were over 4,000 deaths in Nigeria, with 198 churches destroyed. In the Central African Republic, 1,269 Christians were killed and 131 churches were destroyed. In Chad, 750 Christians were killed and 10 churches were destroyed. In the Democratic Republic of the Congo, 467 Christians were killed and 13 churches were destroyed. In Kenya, 225 Christians lost their lives, and in Cameroon 114 Christians were killed, with 10 churches destroyed. This is happening on a very large scale. William Wilberforce said to this House in 1791 that

“you may choose to look the other way but you can never…say that you did not know”.

That is as relevant now as it was then.

My hon. Friend has put forward a concerning picture from around the world. On addressing that challenge, does he agree with the former Bishop of Rochester, Bishop Michael Nazir-Ali, who said that the greater use of our aid for persecuted Christian communities around the world is something that we should seriously consider? He gave the example of supporting the Iraqi Christian homes on the Nineveh plains and listed a number of others. As a passionate supporter of international development aid, I ask my hon. Friend: should that now be targeted to support persecuted Christian communities around the world?

I strongly agree with my hon. Friend’s point. I will illustrate the sort of thing that is going on by quoting Bishop William Naga of Borno, who said of some of the refugee camps in Nigeria:

“When the care of the camps was handed over to other organisations, the discrimination started. They will give food to the refugees, but if you are a Christian they will not give you food. They will even openly tell you that the relief is not for Christians. There is an open discrimination.”

It is really important that DFID, if it is involved in helping those refugees, makes sure that British aid is going to everyone who needs it, regardless of their faith, and that that sort of discrimination is not allowed to happen. My hon. Friend is absolutely right: we need to make sure that where overseas aid, trade and arms exports are concerned, they should be subject to requiring robust action on dealing with persecution.

My hon. Friend is making a very powerful speech. Like him, I pay tribute to the work of Witney-based Open Doors for its powerful advocacy on this very serious issue. He mentions Nigeria, and one of Open Doors’s other points is that progress should be pursued in areas where progress has already been made. Perhaps if the Foreign Office were to engage alongside the Government of Nigeria, as they already have, great progress will continue to be made.

My hon. Friend makes a powerful point, and I am grateful to him for putting it on the record.

This is a harrowing debate—rightly, because we need to bring these matters into the public domain, and to keep doing so until things get better. However, I end my speech by drawing the House’s attention to examples of one people group or faith coming to the aid of another that is being persecuted. In the second world war, when Jews were being rounded up into railway trucks for deportation, the Patriarch of Romania, in full ecclesiastical dress, came to the station and quoted the words of Ruth from the Old Testament:

“Where you go I will go, and where you stay I will stay. Your people will be my people and your God my God.”

We need more of that type of intervention.

In Pakistan, about which we have heard quite a lot today, on the Sunday a week after the Peshawar bomb, Muslims formed a human chain around some churches to protect Christians who were going to worship. In Oman, a Muslim country, it is possible for Christians to worship openly in the Jesus the Good Shepherd church in Muscat; I have been able to worship there myself. That is an example that other Muslim countries should follow. In Mandera in Kenya, Muslims stood up for Christians who were being attacked, saying, “You kill all of us or you kill none of us.”

As I say, this is rightly a grim debate, because these facts deserve much greater circulation, and we all want follow-through from the Government. However, it is important to look at how we can do things differently and to look at signs of hope and examples of people from one faith standing up against the persecution of people from another.

I thank the Foreign Secretary for commissioning this excellent report. He has taken a bold and important step in opening the Government up to challenge. He did that for good reason. We all look forward to the Government following through on the recommendations, as they very much need to.

I thank the hon. Gentleman for the question, but I am certainly not going to speculate on the matter he raises. Apropos the Foreign Secretary’s remarks a few moments ago, we are America’s closest friend and ally, but that does not prevent us from criticising it from time to time; that is what being friends is all about. [Interruption.] The shadow Foreign Secretary is chuntering from a sedentary position, but I gently point out that on 26 March officials in our embassy in Washington raised concerns directly with US counterparts regarding the United States’s decision to recognise the Golan Heights as part of the state of Israel, which is unacceptable.

A perception that the west applies the rule of law partially undermines our ability to broker peace, so what steps are the Government taking to ensure that the international rule of law is applied equally to the expansion of illegal Israeli settlements and to terrorist elements within Palestine?

I thank my hon. Friend for his question. He is right that we need to be fair and equitable, and nowhere more so than in the middle east. I point to the postponed demolition of Khan al-Ahmar in area C of the west bank as an example of a positive intervention. We urge Israel to convert that postponement into something permanent. Although we are clearly friends with Israel, and indeed equally, I hope, with the Palestinians, that enables us from time to time to give a word to the wise, and that is what we will continue to do on both sides.

If we failed to pay any of our staff on time, I take full responsibility. It is the first I have heard of that issue and I will look into it rapidly. But I do think it is important that Britain has residences around the world, where we entertain foreign Governments and do our diplomacy, that we can be proud of and that reflect our role in the world.

T5. Detention without trial for many years is a feature of several countries, in Africa and elsewhere. That does not seem to be core business for DFID. What recommendations does the Foreign Office have on this issue when we engage with other countries?

I absolutely agree. Wherever there are human rights abuses—abuses of journalists or whatever else—we should certainly speak out. I thank the hon. Lady for reminding us of that case.

Just today I tabled a question to the FCO asking whether it will make a public statement in support of a full, independent investigation into allegations of forced organ harvesting from prisoners of conscience in China. Others will speak about killings along religious lines in Nigeria.

Before the hon. Gentleman moves on from China, I am sure that, like many of us, he is alarmed by the recent BBC news reports that millions of Muslims in China are being interned, seemingly because of their faith and not much more. Although we rightly want to do lots of trade with China, does he agree that we should take that issue up at the highest levels with the Chinese Government?

I thank the hon. Gentleman for reminding us of that case. He is absolutely right. The stories in the press in the past few days have been horrendous. We have seen the establishment of what cannot be called anything other than stalags—concentration camps—where people are subjected in every way, emotionally and physically, to efforts to change their views. Those Uyghur Muslims are among the people we speak up for today. I chair the all-party group on international freedom of religion or belief, which speaks out for people of Christian faith, of other faiths and of no faith. I also chair the APPG on Pakistani minorities. I am particularly interested in the issue the hon. Gentleman mentions, and I thank him for doing so.

Closer to home—we should not take away from what is happening here—there has been a 40% increase in hate crime on the basis of religious belief in England and Wales, and it is reported that churches in occupied territories in Ukraine have been denied registration and declared illegal. I am sure hon. Members will discuss those issues in much more detail—I intend to give just a general introduction—but I raise them to highlight the grave importance of International Freedom of Religion or Belief Day. Now more than ever, we must come together to stand up for those who suffer intolerance and persecution.

The hon. Gentleman used the phrase “across the world”. While there are excellent organisations such as Christian Solidarity Worldwide that operate in this space, I have always been particularly struck by Open Doors’ “World Watch List 2018”. Going back to that phrase “across the world”, is it not shocking that we can draw a line from the west coast of Africa all the way through the middle east to the Pacific ocean and in every single country along that route there is persecution of Christians? Does he think it might be a good idea if every Christian place of worship in this country had the Open Doors “World Watch List 2018” up in its hall or reception as a visual reminder of what some of our brothers and sisters in the faith have to put up with?

That is a salient reminder for us all. We have one in the Freedom of Religious Belief office here. I am regularly in contact with Open Doors and many of the other organisations—Christian Solidarity Worldwide, Release International and the Barnabas Fund—and our churches all have them as well. The hon. Gentleman will know this, but every morning in my and other people’s prayer times, when we go around the countries of the world, there are 50 or 60 countries where persecution is rife. That is always a reminder to me at the beginning of the day of the freedom that we have here, and that others do not. He is right and I thank him for his intervention.

We had the ISIS-inspired attack in Madhya Pradesh in India, in which 10 people were killed. For the benefit of both India and its potential for a stable long-term relationship with the UK, we must take a stand against growing human rights violations there. I hope that the Minister can work with the Indian Government at least to make them aware that we are concerned.

I will speak quickly about Nepal. As the Minister knows, the Nepalese penal code 2017 contains problematic provisions that criminalise religious conversion and “hurting religious sentiment”. Those words give the Government power to do a lot of things to persecute religious minorities. We have had reports of 20 Christians being arrested and four churches being burnt down. Where does this stop? The Nepalese Government receives some DFID funding and gets support from our Government. The laws are insensitive to the feelings of religious minorities and their positions, and we believe that the legislation relating to criminal liability for doctors, and the issue of arrest warrants, is completely irrational and illegal. There is an excellent opportunity for the UK to suggest that Nepal reconsiders its problematic provisions in order to stay in line with its obligations as a member of the UN Human Rights Council. Members of the Human Rights Council must adhere to its principles.

Turkey has become a difficult country. The hon. Member for Ealing Central and Acton referred to journalists, and Turkey’s clampdown on journalists and the media has been atrocious. Pakistan has been asked to send 230 Turkish teachers back to Turkey to make them accountable and to have their rights taken away. I have written to the Minister suggesting that we do all we can to ensure that the Turkish Government cannot do that. An early-day motion in the House this week also refers to that.

I shall make only a few brief comments. First, within about half an hour’s debate, a small group of Members of Parliament will be responsible for authorising a total of £588 million of British taxpayers’ money. I speak as a Member who is supportive of UK aid. I think that giving aid is morally the right thing to do and that there is a strong enlightened self-interest argument for what we are doing, in terms of reducing terrorism and immigration and providing the markets with which British companies can trade in the future.

That said, will my hon. Friend the Minister please give us some assurance as to how the money is being spent? It is being spent at one remove from Her Majesty’s Government, because we are handing it over to the three development banks. The National Audit Office recently raised some concerns about the ability of officials in the Minister’s Department to ensure that there is always value for money as far as British taxpayers’ money is concerned. Concerns have also been raised about the need to rush to spend money before the financial year ends. Given that the sums are quite large and that all of us as constituency Members of Parliament probably have in our areas public services with specific needs—in my own area, Bedfordshire police need an extra £10 million to function—it is right and proper that we ask the Minister to go through in a little more detail why it is right for the British taxpayer to be spending £588 million in this way. As I have said, I speak as one who is generally supportive of what the Minister’s Department does.

As we have heard, it is right that our Government and Parliament stand up for the human rights of people of all faiths and people of no faith, but it is also right that, as a Christian country in which all are welcome, we debate this issue. There was quite properly an urgent question recently about the appalling treatment of homosexual people in Chechnya. It is right that, as Christians, we raise concerns about our Christian brothers and sisters around the world.

I do not think we have quite registered the scale of the problem and the fact that it is getting worse. The fact is that more Christians are being killed for their faith in more countries around the world than ever before, and the global persecution of Christians is getting worse, not better. Many Christians are being forced to leave their homes; displacement is a massive issue all around the world. That is extremely serious, too.

We have heard about the top five worst countries in the world—North Korea, Somalia, Afghanistan, Pakistan and Sudan—but it is concerning to note that the situation is getting worse, not better, in Algeria, Egypt, Iran, Jordan, the Palestinian territories, Turkey and the United Arab Emirates. It is a grim picture, so it is right that the Foreign Office and DFID, and the whole Government, take this issue increasingly seriously. I congratulate my right hon. Friend the Minister; it is excellent to see him in his place, and I know that he will take this issue seriously. I hope that he will go back to the Foreign Office and convey the strength of the concern expressed by Members across the House, and that that will be conveyed to our diplomatic staff, who do excellent work on our behalf around the world.

Talking of the work that they do, major trade negotiations are of course coming up, as part of the Brexit arrangements. As has been said, freedom of religion and belief contributes not only to countering extremism, but to encouraging economic development in the countries in question, and to making them prosperous, so that they can be markets with which we can trade well in the future. The Foreign Office will be looking for trade deals with countries such as China, India, Saudi Arabia, Mexico, Indonesia and Turkey, in all of which there are issues of the kind we are discussing. I hope, therefore, that it will not be with a sense of embarrassment, or as an afterthought, that the issue of freedom of belief is mentioned in the negotiations. The evidence, as has been said, is that when it is properly dealt with, prosperity increases, here and around the world. Those things are not opposed to each other; they are all of a piece.

Similarly, one thing on which I think there would be absolute agreement across the House is that there should be equal access for everyone to the work of the Department for International Development. We would rightly be appalled if DFID aid were denied to homosexual people in certain parts of the world, so we should be equally appalled if it is denied to certain groups because of their faith—and if it is denied to Christians. I hope and believe that the Foreign Office and DFID hold to that line and enforce it, but I should be grateful if my right hon. Friend the Minister would respond to that point.

I want finally to mention a small practical point. I have the Open Doors World Watch List map up on my office wall in the House of Commons. It is a great little aide mémoire to remind us day by day how fortunate we are in the freedoms we have, and it would be a great thing for all the churches in our constituencies to have one, perhaps in the porch where people go in.

My hon. Friend, who is a student of military history, will probably agree that a critical moment for this House, and indeed for the west, came in 2013 when we could have taken another path. The military space was effectively filled 18 months ago by the Russians, and indeed by Daesh, and we are now living with the consequences of that failure.

What are the most hopeful examples of harmonious relations between Sunni and Shi’a that the Foreign Secretary could point to that could best be spread across the middle east?

My hon. Friend asks a very good question. It goes to the heart of the crisis across the middle east. Everywhere we look, we see people failing to move off their sectarian base and reach out to the opposite community. There is a tragic failure of leadership across the whole region. That is the core of the problem. It requires people to have the imagination, the generosity and the courage to see that they have to be bigger and that they have to reach out to the opposite faction. I very much hope that Prime Minister Abadi and the Iraqi Government are indeed made of such stuff, and I see signs of hope in the co-operation in that Government between Sunni and Shi’a. That is what we have to build on in that area.

As we have all lamented over the last half hour, the situation is unacceptable, but it is important to bear in mind the wider responsibility for that situation. It is very important for us all to give a clear message to Israel about humanitarian law, but it is also important for those launching rockets from Gaza to stop such unacceptable attacks on Israel—that is very important, too, and it is an indispensable component of trying to deal with the situation. Our effort must be directed at the three objectives I set out in my statement: to bring about an urgent and agreed ceasefire, to provide humanitarian relief and to support a revival of the peace process. There is not a better path than that.

I unreservedly condemn the rocket attacks on Israel and strongly welcome the Foreign Secretary’s call for a viable and contiguous Palestinian state. What assessment has he made of the possibility of establishing that state, given the settlements that have taken place on occupied territories?

It is still possible to establish such a state. That has been the objective of the work done by the United States, which we have supported and which I mentioned several times, to bring the middle east peace process to success, but the opportunity for that is diminishing as the years and months go by, partly because of the pace of settlement activity on occupied land. Largely because of that, the opportunity is diminishing, and if it is not already, it will soon be the last chance to bring about a two-state solution. That shows the urgency of the situation for Israelis and Palestinians, which adds to the urgency to stop this cycle of violence.
