Commons ChamberWe will review the national security strategy on the four-year rolling basis that we established it—that is the right thing to do. On what we have done on defence spending, we still have a top five defence budget of any country in the world; we have removed the £38 billion black hole that we inherited; and we have set out spending of £160 billion over the next decade on defence equipment. But we would not be able to get that modern defence equipment—the things that modern defence forces need—if we had not taken difficult and long-term decisions at the start of this Parliament.
Q7. More than 80% of spending on transport infra-structure will be in London and the south-east—nearly £5,000 per head there compared with less than £250 per person in the north-east. That gross disparity does nothing to help constituencies such as Middlesbrough pursue their ambitions for growth. Should not such investment be more equitably distributed across all the regions?
This Government have spent £8 billion on transport in the north of England in the first two years of this Parliament, including: the modernisation of the Tyne and Wear metro; the new Tyne crossing; £380 million to upgrade the A1 from Dishforth to Barton; and we have committed to feasibility studies to improve the A1 north of Newcastle and between Newcastle and Gateshead. All those proposals were brought forward under this Government. We are rebalancing our economy, we are investing in infrastructure and we are making sure that the north of England gets its fair share.

While my hon. Friend did not say so, I assume he is referring to the much- anticipated agreement on the Siemens investment in the area and other infrastructure projects. I can certainly reassure him that on the back of the Humber city deal, which was confirmed by the Minister of State, Cabinet Office, my right hon. Friend the Member for Tunbridge Wells (Greg Clark) shortly before Christmas, we are working across all Departments to ensure that where there are steps that we can still take as a Government to ensure that these investment projects are finally given the go-ahead, that should be the case as quickly as possible.

Given the geographical imbalance in the economy, does the Deputy Prime Minister share the analysis of the Business Secretary that the way forward for expansion of airport capacity is to make more use of provincial airports, such as Durham Tees Valley, rather than continuing to stretch capacity in the south-east?

I certainly agree with the hon. Gentleman—I am sure everyone will—that we all need to work together to try to ensure that the profound geographical imbalances that have existed in the British economy for a long time are overcome. That can be done in any number of ways. Proper infrastructure investment is clearly needed, which is why, in my view, High Speed 2 will play such a galvanising role in healing the north-south divide. We need to liberate local areas, such as with the Tees Valley city deal, so that they can make their own economic fortunes rather than constantly being at the beck and call of decisions made in Whitehall; and we need to celebrate the fact that, unlike previous recoveries, we are seeing a broadly based recovery, not least in manufacturing in the north, as well as in the service sector heavily located in the south.

Since the Crown Prosecution Service launched its new victims’ right to review scheme on 5 June 2013, victims have the right to request a review of a CPS decision not to prosecute in qualifying cases. The CPS feedback and complaints policy has also been revised to reflect the appointment of the independent assessor of complaints for the CPS. The VRR scheme was the subject of a consultation, concluded on 5 September 2013, and the CPS is considering the responses to the consultation with a view as to how best to operate the VRR scheme in the future.
It might be worth while seeing first how the current changes, which are significant, operate in practice. The hon. Lady referred to the figure, which is 662, of which the determination was that the original decision was incorrect in, I think, 18 cases. There have also been cases referred to the independent assessor, where six have been upheld and three partly upheld. I am utterly pragmatic about this; I wish to see victims’ rights at the heart of the criminal justice system, but there are significant changes and we need first to see how well the system is operating and, in particular, how it will operate once the CPS responds in February to its consultation.
The Crown Prosecution Service is prosecuting fewer and fewer cases each year, and has been referred fewer cases to charge by the police. This suggests that more cases are being dropped at a stage in the criminal justice system where no right to review exists. Is the Attorney-General concerned by that?
The hon. Gentleman may be right, but there may be other explanations, one of which is that the noticeable fall in crime is leading to fewer cases coming to the police in the first place. I am obviously not answerable for the actions of the police who, as the hon. Gentleman will be aware, are in fact independent in the way they operate. They can be subject to judicial review, but certainly not to ministerial command. If the hon. Gentleman or indeed any hon. Member has examples where they think that the police decision-making process is not working properly, I would be most grateful if they brought them to my attention or indeed to that of the Home Secretary.

I have regular discussions with charities and voluntary organisations. The anecdotal evidence is that many are experiencing higher demand for their services. It is a challenging environment and we all know that. However, I am encouraged that charity income appears to be steady, volunteering is up, giving has remained stable and social investment has risen. It is challenging, yes, but there is good news out there.
Because for years, not least under 13 years of Labour, government and civil society did not mix or take the time to understand each other. Our commitment to open public service is not about replacing things but trying to create the space for charities and social enterprises to help us deliver better public services. There are different cultures and we have to take the time to understand each other better and make the process work better.
A recent survey by The Guardian’s voluntary sector network revealed that 47% of respondents had no confidence in the Government’s approach to the third sector. Rather than just yet another failed relaunch of the big society initiative, would it not be better if Ministers started to actually listen to charities, large and small, to find out what support they need?
I have spent a lot of my time listening to charities and voluntary sector organisations over the past five or six years, and I would point out to the hon. Gentleman and the Labour party, which continues to talk down the sector, that the sector’s greatest asset, the British public, continue to support it more and more. Charitable giving has been steady through difficult times and levels of volunteering and social investment have been rising. The Government have done a great deal to make it easier for charities through difficult times.

Commons ChamberLet us look at the clause concerned. Clause 1 currently states:
“A person must not carry on the business of consultant lobbying unless—
(a) the person, or
(b) if the person is an employee, the person’s employer,
is entered in the register of consultant lobbyists.”
Amendment 76 would exclude paragraph (b), so I deduce from that that the Government do not wish to have on the register the employer of the person who is being registered. If I was incorrect in my interpretation, no purpose whatsoever would be served by that deletion, or by its inclusion in the Bill in the first place.
Is that not the entire point? There would be no need to specify the person’s employer if they could stand alone. If a person is included, what was the point of putting that in the Bill in the first place? It is being deleted specifically to exclude the corporate entity. It is as plain as a pikestaff.

Our long debate today has served two valuable purposes. First, it has served to underline the huge complexity of the issues before the House and the country. As one who came to the debate as a sceptic about military intervention, I have found it extremely useful and I hope that the country and the newspapers will have observed that Parliament is taking this issue very seriously.
Secondly, the debate has served a valuable purpose in enabling the Prime Minister and the Government to set out their precise position. In that respect, the categoric statement by the Prime Minister that it is not the Government’s intention to get involved in the wider Syrian civil war is hugely welcome. As many hon. Members have said, the message that we are getting from our constituents throughout the country is that there is no appetite for further military intervention by this country when no British national interest can be identified. I personally indorse the remarks made by my hon. Friend the Member for Gainsborough (Sir Edward Leigh) about the nature of the opposition in Syria, many of whom, I think, are absolutely disgusting. I cannot see, personally, that there is much likelihood of a better flavour of regime than the present one; my hon. Friend the Member for Harrow East (Bob Blackman) made that point too.
The Prime Minister has made it clear that he is talking about a specific, narrowly focused response to the use of chemical weapons. That is the sole objective. My colleague the former Defence Secretary, my right hon. Friend the Member for North Somerset (Dr Fox), said that doing nothing was equal to appeasement, and that the two issues could be kept completely separate. I am not sure that is possible, but just simply focusing—
Can the right hon. Gentleman reconcile the two statements—that one can be involved in military action and somehow keep out of the civil war in Syria? Surely that action involves us, necessarily, in that civil war.

The hon. Gentleman makes an entirely valid point. That is a question that, as parliamentarians, we are entitled to ask: to what extent would the nature of the operation that the Government are proposing constitute taking sides? Hon. Members have made that point already, but let me address my concerns about the clinical strike.
I fully understand the argument that doing nothing would send a green light, that there would be further atrocities by Assad or others, and that it would send a message to others in possession of chemical weapons that they could get away, with impunity, with using those revolting weapons. There are extremely difficult issues here. However, we need to ask ourselves some questions. If it is the Government’s position that there is a narrowly defined objective, which is to send the message, “This is unacceptable. We do not wish to get involved in the wider civil war, but we wish to send you a message, ‘Do this again to your people and you will be zapped,’” I believe that we have the military means to deliver a precision strike. However, I think we need to ask ourselves, “What would the consequences be?” The right hon. Member for Blackburn (Mr Straw) asked the question: “What if this does not work and Assad continues? What then do we do?” What is the response of Russia likely to be? As parliamentarians, it is entirely right and proper that we ask such questions on behalf of ourselves and our constituents. That is what the country expects and I hope the Government will provide some answers to those points. If this does not work, what happens then? Will we get our hand in the mangle and be drawn into further military operations beyond clinical strikes? I expect to support the Government tonight because I think the Opposition have been playing politics with this issue.

I will certainly consider that. We need to get much better at sharing information about fraud and attempted fraud both within the private sector and between the public and private sectors. That has been done far too little, but we are getting better at it. There is still much to do and I am grateful for the right hon. Gentleman’s thoughts.
3. What steps he is taking to ensure that charities are able to bid for public sector contracts.
It is Government policy to dismantle the barriers facing small companies, charities and voluntary organisations to ensure they can compete for contracts on a level playing field. We have taken a number of significant steps specifically to support charities and social enterprises to bid for and win public sector contracts, such as the implementation of the Public Services (Social Value) Act 2012, a community right to challenge, and reforms of procurement processes that make them more open and fair to charities.
The Foundation for Social Improvement today reports:
“Looking to the future of the commissioning process, it is clear that the current situation is not sustainable. Only around one quarter of respondents indicated that they felt they could carry on bidding for—and carrying out—local authority contracts over the next 5 years.”
Is it true that the Government’s plan to break open public services is merely benefiting a handful of large companies that use charities as “bid candy”, as my hon. Friend the Member for Ayr, Carrick and Cumnock (Sandra Osborne) said, and as the report concludes?
As the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Ruislip, Northwood and Pinner (Mr Hurd) made clear in an earlier answer, many charitable organisations are already taking part and there are opportunities for more. What I take from the hon. Gentleman’s question is his willingness to work with me and others who care about making procurement better throughout the whole public sector, and encouraging local authorities to do their bit alongside the reforms we have achieved in central Government.

Friend helpfully reminded me of it when we were in Milton Keynes together recently, talking about what a fantastic location for business it is, about how it is encouraging business start-ups and about how it is leading to a growth in employment in the region.

Commons ChamberAs Members would expect, our prime objective in procurement is value for money for the taxpayer, but I am sympathetic to what my hon. Friend articulates and I will be happy to discuss it further with him and appropriate colleagues.
6. What steps he is taking to support smaller charities.
We are cutting red tape. We are investing in giving and making it easier to claim gift aid. We are investing in supporting volunteering and social investment, and we are gradually making it easier for charities to help us deliver better public services.
An analysis by the Charities Aid Foundation found that small and medium-sized charities reported deficits of more than £300 million in 2011, and that the situation had markedly deteriorated since 2010. Does the Minister agree that the finances of the voluntary sector, like the economy as a whole, have indeed markedly deteriorated since 2010?
Official figures from the Charity Commission show that over the last three years the number of charities has grown, and the income for the sector has grown to more than £50 billion, but we all know from our constituencies that there is intense pressure on charities at the moment, particularly small charities, which requires a whole-society response. The Government are doing their bit, as I described in my first answer.
