First, I thank the Backbench Business Committee for the opportunity to have this debate and the hon. Member for Esher and Walton (Mr Raab) for introducing the subject. I want to discuss city regions and, specifically, the Liverpool city region, but first I wish to make two brief general points. The first, which is largely accepted across the political spectrum, is that there has been over-centralisation in the UK, as a result of which our city regions—and, some would argue, our counties—have underperformed on productivity, investment, value added and many other things. The second is that, without doubt, there is public disenchantment with the Westminster-Whitehall model and an appetite, certainly in my constituency and in my city region, to ask what we can do for ourselves and whether we can do it better than central Government and the Westminster-Whitehall model.

I now wish to discuss how the Liverpool city region could move towards a better model in terms of fiscal powers and additional powers that currently are either with central Government or with other bodies that are not directly democratically elected. On fiscal devolution, I wish to make two points. First, as a result of fiscal devolution there is a need to enable city regions to retain local investment and local taxation; local finance bonds offer potential, and it is necessary to remove the restrictions currently on local government and, in particular, on combined authorities in the work they can do to support growth. I will not labour the second point, but there needs to be greater flexibility on borrowing. When there is a big strategic reason, such bodies should not have to go cap in hand to central Government, but instead operate a more prudential system to determine what is right.

My right hon. Friend is making a persuasive argument. Does he agree that, constitutionally, the role of local or regional government needs to be safeguarded, so that central Government, both here and in Scotland, do not dictate the level of council tax or revenue raised by local authorities, thereby hemming in their ability to react to local demands?

I am grateful to my hon. Friend. Given what I have said, it follows logically that I do agree with that.

I was going to say a word in response to the hon. Member for St Albans (Mrs Main) but she seems to have disappeared. [Hon. Members: “She has moved.”] Oh, I am sorry. She put forward an argument about the Barnett formula, but there is a different, less polarising way of expressing her points that actually supports her underlying argument. I do not personally—and neither, I am sure, do most colleagues, certainly on this side of the House—have any difficulty with the Barnett formula. What I want is a Barnett formula for England, or something equivalent, and others will make a strong case for something similar for Northern Ireland and Wales. The issue is how we get a fairer distribution of resources.

What we recently saw in Scotland was a historic vote. We now have to recognise that Scotland’s commitment to the Union is obviously far greater than that of England and Wales, which have never yet had a vote on whether to remain in the Union. I was reminded earlier that Northern Ireland has in fact made such a commitment. Perhaps that lack of commitment to the Union is behind the Conservatives’ proposal on EVEL—English votes for English laws.

The referendum was an exciting vote. I congratulate everybody from the Conservatives, from the Liberals and from my own party who participated in our campaign. I also congratulate those from the SNP, the Greens and others who participated in their campaign. As an interested observer, but I hope an impartial one in this regard, I thought that the yes campaign had a better campaign than we did. They had better propaganda, better presentation, and even better music; all we had were better arguments. The fact that we had better arguments was demonstrated by the fact that we prevailed. The fact that oil has now dropped to about $80 a barrel, that we have just started cutting steel for ships in my constituency, and that the level of intake of income tax has fallen across the UK as a whole demonstrates the correctness of the decision that the people of Scotland took.

This is a time to try, if we can, to put behind us the divisions that we had during the referendum. It is appropriate to remind ourselves that the referendum campaign was an exceedingly bruising experience for many of us. I will not forget, though I hope to forgive, being described on a number of occasions as a traitor or a Judas. The suggestion that there was a Team Scotland that I was not part of because I did not support separation was deeply offensive to all of us who were proud Scots but did not support separation. In the spirit of peace and reconciliation, we ought to move forward and try to put those things behind us. I think—I did not at the time, but I do now—that the experience of the referendum has been a positive thing. It has moved forward the debate and discussion on the constitution of the United Kingdom such that I am now more firmly than ever before in favour of a referendum on the European Union in order that we can similarly move forward those issues—but I digress.

The vote was not simply a vote to remain part of the United Kingdom—it was very much a vote for change, in two areas. First, on the question of devolution and more powers, I am committed to the concept of more powers for the Scottish Parliament, even though, with the powers that it currently has, it takes some decisions that I do not like. Recently it got the power on rail and continued to have it in the private sector when it could have looked at having it in the public sector. It transferred ScotRail’s contract to a company that previously used to be known as NedRail, which is perhaps appropriate in some parts of Scotland but not necessarily all. Through its powers on the budget and capital spending, the parliament has made substantial cuts in capital for new schools. Again, I regret that, but I respect its right to do it and think that the decision to transfer those powers to it was correct.

People in Scotland were not simply voting about more powers; they were also voting for a better society. That places a burden on my party and the other parties that support the Union to be more specific not only about which powers we want to transfer but what use we want to be made of them. Those who want to see the transfer of all income tax, some income tax or some other tax powers also have an obligation to tell us what they would do with those powers should they be actually transferred. That would result in a much more constructive debate about political aims and objectives rather than the sterility we sometimes have whereby it is just about whether, like a stamp collection, people want to collect powers for their own sake.

I very much agree with my hon. Friend that this should be the start of a new debate about the changes that everyone in Scotland is looking for, regardless of whether they voted yes or no. Does he agree that part of that debate must be not just about devolving power between Westminster and Holyrood but devolving power to local communities and local authorities, which have seen increasing centralisation in Scotland over the past decade? We need to move the balance strongly towards local communities instead.

I very much support that, as do, I think, the vast majority of people in the Labour party and many of the other parties that participated in the referendum.

We had a tightly fought and strongly argued debate on the referendum, and we are now all entitled to accept that there was a clear and decisive result. It now appears that no form of devolution will satisfy those who are in favour of separation. We are starting to see not only unhappiness about the result but a rejection of the result. The myth of betrayal is being put forward. We are starting to see the “grievance a day” mentality. That will potentially poison Scottish politics unless those of us who are in favour of settlement move forward in a positive and constructive fashion.

I recognise that, as a result of what has happened in Scotland, there are issues for England, Wales and Northern Ireland. We ought to adhere to two principles: first, all MPs are elected equal; and secondly, we must respect the integrity of the Union. We cannot have a situation where Scots are sent out of the room for some debates. As has been said elsewhere, we cannot have Scots MPs being sent out for some things, Welsh MPs being sent out for others, Northern Ireland MPs being sent out for different subjects, and London MPs being sent out for others still. I recognise that England is a nation, although I have to say that it is unfortunate, perhaps, that it must be about the only nation in the world that does not have its own national anthem.

My hon. Friend, the Chair of the Select Committee on Political and Constitutional Reform, makes a very good point. His specific points relate to a later part of the Bill but it is important, in this context, to reinforce what he has said. New powers are being bestowed on the Electoral Commission that it does not want because they will allow the commission to become judge and jury on a whole range of difficult and complex areas without a clear piece of legislation to rest on. Its concern is that it will be sucked into a legalistic quagmire, which is bad for electoral politics generally in this country. This is a recipe for chaos.

Amendments 168, 169 and 171, and my new clause 9, focus on the problems and uncertainty that the Bill creates in the devolved regions and nations. It has been said that the interface between this Bill and the currently existing rules is not straightforward. In essence, I would suggest that three things appear to be clear; the Minister can correct me if my interpretation is wrong. First, it is clear that clause 26 and schedule 3 will apply to all devolved elections, as well as to general elections. Secondly, it is clear that clause 31, which focuses on the registration procedures of the Electoral Commission, will also apply to devolved elections. Thirdly, it is clear that clause 27, with new registration thresholds, will also apply to devolved elections.

However, other aspects of the Bill, which I have not mentioned, will not apply to devolved elections. The application of the Bill to devolved elections is important because the conflict between the different aspects of the legislation will create enormous difficulties in Wales, Scotland and Northern Ireland. Those issues are particularly important in those countries because the third sector plays a far greater role in the devolved institutions than it does in England. That is particularly so in Northern Ireland, where the impact will be greatest of all. It gives me a great deal of pleasure to be the president of the Council for Wales of Voluntary Youth Services—I hasten to add that I am in receipt of no remuneration for that honorary position. I know that the relationship of the voluntary youth sector in Wales with the Welsh Assembly is healthy and positive. This Bill makes that relationship more difficult, yet there has been no consultation with any of the devolved Administrations.

My hon. Friend is quite right to raise those concerns. The upcoming referendum on independence in Scotland is just over a year away and will occur within 12 months of the next general election. A whole range of voluntary organisations in Scotland are already intending to make representations in that constitutional debate. Does he share my concern that they will get sucked into the issue of expenditure controls in the general election campaign, too?

Either my hon. Friend has seen my speech or she is telepathic, because I was going to make exactly the same point. There is an overlap between the referendum campaign in Scotland on the crucial issue of independence and the 12 months prior to the next general election, but the Government are yet to show any appreciation of the potential difficulties that could be caused in identifying the respective areas of spend. I would like a categorical commitment from the Government that they will provide a written statement setting out precisely how such difficulties could be avoided or, if they occur, addressed successfully.

It gives me no pleasure to say that this Bill is a monumental shambles. As the Financial Times said in its leader on Monday, the Bill ought to be withdrawn, and legislation affecting political funding and elections should be the subject of cross-party agreement. That should also involve the Electoral Commission in all discussions, as well as the charities and campaigning organisations that would be directly affected by the Bill. It is high time that the big money is indeed taken out of politics. It is also important that we as a House stand full square behind our collective desire to ensure that civil society is a vital part of a healthy democracy. It is a great shame that apparently the Government do not hold that view.

8. What steps her Department is taking to improve access to broadband.

We are making good progress. Almost all areas have an agreed local broadband plan to deliver 90% superfast broadband and universal standard broadband coverage under our rural broadband programme. Five projects have completed procurement and we expect the remainder to have entered into contracts by next summer. Lead responsibility for rural broadband in Scotland lies with the Scottish Government, who have been allocated funding of over £100 million by my Department.

The Secretary of State will be aware that broadband coverage in Glasgow is, at 60%, well below the UK average, and that the recent application for superfast broadband was surprisingly rejected by her Department. Will she give me her personal assurance that she will work with the city council, the Scottish Government and other partners in Glasgow to ensure that it can benefit from superfast broadband, because without it Scotland’s economy will suffer?

I share the hon. Lady’s concern to ensure that more people have access to faster broadband as soon as they can. That is why we will shortly announce funding for the first 10 super-connected cities. Bids from up to 27 second-tier cities are due by 17 September. Edinburgh will be among the first 10 cities to which funding will be allocated, and Glasgow can apply in the second round. I urge her, too, to work with the Scottish Government on these matters.
