I am grateful to the right hon. Gentleman for his remarks—well, for some of his remarks. On a serious matter, I am sure that the whole House will join me in sending our condolences to the families of the three young women who died yesterday in the tragic incident in Brighton. Following the local elections, which took place last week, I wish to put on record my thanks to councillors for their service to their communities, irrespective of parties or of whether they are not party-aligned, and particularly to those who were not re-elected.

The King’s Speech opened our new parliamentary Session. Members will have heard your words, Mr Speaker, about how we should conduct ourselves. I fully support those remarks and thank you for setting them out to the House. This Session will be about economic growth, building infrastructure, improving public services and strengthening our national security. I have published a written ministerial statement this morning, which lists the Bills that we have announced, and Members will have an opportunity to debate the King’s Speech over the coming days. This is a serious, long-term plan, bringing about change and putting the country back in the service of working people.

Curiously, and in contrast, the Opposition brought forward an alternative King’s Speech, which, like most of the country, I had failed to notice until the Leader of the Opposition referred to it yesterday. I have a copy here, if anyone needs any night-time reading to put them to sleep. I read it with interest. The shadow Leader of the House is a distinguished author—I have read some of his works—who writes with genuine interest, clear thinking and even wit sometimes. All that demonstrates is that he had absolutely nothing to do with this alternative King’s Speech. The alternative King’s Speech is no more than a description of the long-term ills of our country, which merely serves to remind us that the previous Government had 12 legislative programmes and 14 long years to test these ideas, and they failed, so we will take no lectures from them.

I draw the House’s attention to the report published by the Modernisation Committee this morning. The report recommends a new pilot to allow Members to participate virtually in Select Committee meetings in limited circumstances. That is part of the Committee’s ongoing work to ensure that the House’s procedures remain effective, accessible and resilient. A motion will be brought forward in due course to allow the House to consider those proposals, which I hope will be supported.

Let me turn to the other remarks of the shadow Leader of the House. I certainly congratulate NMITE in his Hereford constituency. I have said this before, but I will say it again: the success of that organisation is due not least to the right hon. Gentleman’s commitment and leadership on this matter, and we should congratulate him on that.

I absolutely agree with the shadow Leader of the House on the matter of the donation to the leader of Reform. These are serious allegations. I welcome the fact that the Parliamentary Commissioner for Standards is looking into this, and I also welcome the independent Rycroft review into foreign financial interference in our democracy.

As for the other comments that the shadow Leader of the House makes about the current political situation, I encourage him to stop doomscrolling. The Prime Minister and the Government are getting on with the job of governing, and this King’s Speech is spreading opportunity and building a fairer Britain. On the CITB levy, this is a serious issue, and I will raise the matter with the relevant Minister and get them to write to him.

On Monday I attended the Bradford City football club fire disaster memorial service. We remembered the 56 football fans who died in the tragic stadium fire 41 years ago. Young players from the club attended alongside fans who had survived and families of those who died. Will the Leader of the House join me in paying tribute to the club for keeping alive the memory of those who suffered, and will he find time to celebrate the role that football plays in bringing communities together?

I absolutely join my hon. Friend in paying tribute to Bradford City for keeping the memory of the 1985 disaster alive. Some of us remember that day and will never forget. I extend my heartfelt condolences to the friends and families of those who lost their lives on that tragic day. As she rightly points out, football and sports more widely bring communities together and can be a force for good. I hope we will see that in the coming months, not least when the world cup kicks off.

I remind the House that the only time we have won the world cup was under a Labour Government. I will take up the hon. Gentleman’s point with DCMS. The reality is that the world is a different place now, when it comes to international football—in some ways for the better, but in many ways not. It is important that fans can access matches at a reasonable cost, so I will raise the matter with DCMS Ministers and see what representations they have made to FIFA on seeing sense on these matters.

A very happy Christmas to you, Madam Deputy Speaker. This weekend, Bingley’s Myrtle Park will host the closing event of Bradford 2025. I hope you will agree that it has been a fantastic year for Bradford, with so many brilliant events. There have been thousands across the whole district throughout the year, with audiences in the millions, since the opening ceremony, Rise, in Centenary Square back in a very chilly January. Will the Leader of the House join me in congratulating all those involved in making the city of culture year such a success, and grant time for a debate on the legacy of Bradford 2025?

I am sorry that the hon. Member did not feel that we were forthcoming enough on that matter, and I will ensure that she gets an update on it. We constantly keep these schemes under review, and we have to take into account a whole range of issues when considering whether to close or extend them. Those decisions and conversations are ongoing, but I will ensure that she gets an update.

The Bumble Bees rugby union football club, based at the Bradford and Bingley sports club in my constituency, is England’s first mixed ability contact rugby union. It was founded in 2009 by a determined young man with cerebral palsy and learning difficulties. Will the Leader of the House join me in congratulating the Bumble Bees following their bronze cup win at the international mixed ability rugby tournament in Spain last month? They played six games in just five days in temperatures of up to 35°. Will she also join me in congratulating Tessa Lightowler, who carried the GB flag at the open Europe Down’s syndrome championship in Prague this week and will be competing in the shotput competition? Perhaps we could make time for a debate to celebrate the contribution of disabled and learning disabled athletes.

I absolutely join my hon. Friend in congratulating the Bumble Bees rugby club in her constituency, and Tessa Lightowler on carrying the GB flag in the recent championships. I am sure the whole House will join in congratulating all our disabled athletes on the contribution they make, and in recognising the importance of their being able to do so.

Next year, Bradford district will take on the honour of city of culture. My constituency will be hosting events celebrating local artists and our industrial heritage. Will my right hon. Friend join me in wishing Bradford 2025 well, and will she consider granting time for a debate on the contribution of northern cities to our British culture?

I join my hon. Friend in congratulating Bradford as the city of culture. She is absolutely right to point out how much of our British culture is rooted in our northern cities like Bradford, Manchester and others—Chorley and elsewhere, Mr Speaker. I am sure that will make a great topic for a debate.

I thank the hon. Gentleman for raising the accessibility of elections, especially for those with visual impairment or who are blind. It is a really important matter. I know that many of those in this House with disabilities find it difficult to vote here, as well—it gets raised with me often. We have Housing, Communities and Local Government questions coming up next week, and I would encourage the hon. Gentleman to raise this matter then.

For many new Members, tomorrow is the first time we will debate a private Member’s Bill. Together with other MPs, I have tabled a reasoned amendment that calls for an independent review and public consultation before the Bill should return to this House for further debate. Will my right hon. Friend explain to the House when a reasoned amendment, if selected, will be considered, and reassure the House that this would not impact the time available for tomorrow’s important debate?

I thank my hon. Friend for that question, which she and I have discussed in private as well. As we discussed, amendments on Second Reading, while called reasoned amendments, do open with, “We decline to give this Bill a Second Reading”; should the amendment be selected, that would mean that the Second Reading debate and vote would not proceed. As I said to the shadow Leader of the House, I say gently to my hon. Friend that, as I have said a number of times now at this Dispatch Box, should the Bill pass Second Reading, the Government will work with the sponsoring Member, my hon. Friend the Member for Spen Valley (Kim Leadbeater), to ensure that the Bill is operable and implementable, and that it will be implemented should the House wish it. That work will begin in earnest after Second Reading. Should the Bill not pass Second Reading, that work would not happen at all. I think hon. Members should consider that when considering the principles of the Bill, and not get too bogged down in some of the process.

As has already been raised in this session today, the provision of local post office services is a matter of wide interest across the House. I am sure that if the hon. Gentleman and other colleagues put in for a debate, they would get a great deal of support. Let us be honest: with the Post Office, we have seen an organisation that has left serious questions about how it has been run and its governance. What we do not want, as a result, are our vital post office services disappearing from our high streets and town centres, so I will ensure the relevant Minister has heard his question.

I join my right hon. Friend in congratulating Team GB. A blind runner and his guide who live in Bingley, in my constituency, have won a medal at the Paralympic games, competing under the refugee flag. Junior and Donard are role models, showing courage and resilience as well as fantastic sportsmanship, and we are very proud of them. May I ask my right hon. Friend to make room, in Government time, for a debate on how we can support future Paralympians, including refugees who settle in this country?

I share my hon. Friend’s congratulations to Junior and Donard on their tremendous bronze medal at the Paralympics. I think we have all engaged in the issue of athletes who compete under the refugee flag in both the Olympics and the Paralympics when they are essentially residents of this country. My hon. Friend may wish to raise that during questions to the Secretary of State for Culture, Media and Sport, which will take place just after the conference recess.
