I am grateful to the hon. Lady for her fantastic intervention. Of course, her area faces challenges different from those faced by the city of Stoke-on-Trent, given that hers is a much more rural constituency with, I assume, higher rents and house prices in some areas than the average of Stoke-on-Trent.

When I was at the Department for Education, albeit for only 51 days under a certain former Prime Minister, I was delighted that one of the briefs was the recruitment and retention of teachers. In my very brief time there, I signed off on the 5% pay increase, as put forward by the independent pay body review, which was accepted in full—the highest increase in teacher salaries in 30 years—as well as on the manifesto commitment to deliver a £30,000-a-year starting salary, which is so important if we are to drive recruitment.

Of course, recruitment and retention have been an issue for many years, particularly in science, maths and certain other subjects. One of the challenges is that, rather than getting into the game of “Who’s going to give more grants, and to which subjects?”, we need to have a frank and honest conversation.

Ultimately, the Labour party says that it has a plan to recruit and retain more teachers. I would be delighted if Labour Members could reveal the specific details. They have told me where they will get the money from: they are going to remove the non-dom status—that is fine; that is their entitlement. What they have not said is what they will do differently. Are they going to increase salaries, including starting salaries? Are they going to increase the grants? Are they going to give more grants to more subjects? Are they going to nick talent from around the world by paying people to come here from other countries? That is their prerogative if they so wish, but the detail has yet to be supplied, despite the fact that I have repeatedly asked for it on the Floor of the House and been given some brush-off answers designed to get some Twitter clip—I seem to trend on Twitter quite successfully, almost as successfully as the hon. Member for Coventry South.

The devil is always in the detail, and I look forward to hearing from the shadow Minister about what the non-dom-status money is specifically going to do. If that money drops year on year, how will the funding be covered by any loss incurred by people moving outside the country? These are harsh realities that we have to address and accept.

I go back to the issue of the midlands area. It sometimes feels as if Stoke-on-Trent is rather unfairly treated as the ugly duckling of the west midlands, but we are the gatekeepers to the northern powerhouse, based on where we are located geographically. In the midlands, £6 billion has been allocated for in-forecast schools with higher needs funding—a 7.4% increase from 2022-23. There has been a 5.7% per pupil increase in the west midlands, but the city of Stoke-on-Trent is getting 6.8%, so we are getting 1.1 percentage points more than other parts of the region. That is great news for our schools and, most importantly, for our pupils, because local authorities will have the teachers and resources they need to invest in their local communities and schools, and to deliver the world-class education that, ultimately, is so important.

Of course, it is important to remember that there is a £5 billion education recovery fund, which includes £400 million for teacher training, £1.5 billion for tutoring and, thanks to the Education Endowment Foundation, £2 billion for evidence-based interventions that we know make a difference on the ground. The tutoring was indeed a problem. When I was on the Education Committee, I was as critical as anyone else about the fact that the Government needed to introduce reform and give the money directly to headteachers, who could either bring in their own tutors or pay teachers additional money to work beyond their normal hours.

When I was the Minister for School Standards and spoke to teachers on the ground in Sandwell, Wolverhampton, London and elsewhere about why they had put themselves forward, I heard that it was because they knew the pupils, their background and the support needed. They felt that they were able to deliver the best. The Government legacy has to be a long-term plan for tutoring. If we do not get that right, the gap between advantage and disadvantage will, sadly, continue to grow after all the hard work that the Government did between 2010 and 2019, when the attainment gap narrowed drastically. That is something I was certainly proud of when I was in the classroom and working day in, day out on the frontline.

It is also important to remember that we have to look at teacher numbers. We know that there are 465,500 full-time teachers in the workforce—up 24,200 since 2010. That is more teachers in the classroom, which is a good thing for us all. As I say, there are all the grants that we are handing out, including around £28,000 for some science-based subjects, in order to bring in more people. There is also the new starting salary and, in education investment areas, the levelling-up premium: an additional, tax-free, bonus salary given to the subject areas where we struggle most, so that someone in Stoke-on-Trent and possibly Mansfield—I am guessing that Mansfield is an education investment area.

It is—fantastic! I am glad to know I got the right place. Those are the types of areas that can offer something unique—something to put on the job advert that says to people why they should come to our area.

Of course, there is also the PE and sport premium for primary schools. I keep referring to my hon. Friend the Member for Mansfield because I enjoyed watching him from 2017 being a doughty champion for education when I was in the classroom. That £600 million, two-year funding settlement means that more primary schools can better plan for what they are going to do to invest in young people. I thank the Lionesses and Baroness Sue Campbell for their incredible diligence in leading that campaign. I thank the fantastic local companies in Stoke-on-Trent North, Kidsgrove and Talke, such as Bee Active, which delivers the high-quality PE lessons that young people truly deserve—not just in Stoke-on-Trent, but across Staffordshire. That is fantastic, and it again shows that the further investment going into our schools is creating healthier bodies and minds.

There is also the holiday activity food programme, which has been excellently led by the Hubb Foundation. Former Port Vale football player, Adam Yates, has been leading the charge, ensuring that nearly a million meals have been provided across the city to those who need them. In nearly every single school holiday, that programme has been providing thousands of opportunities for young people, working with local schools to target the pupil premium and the free-school-meal students who most deserve those opportunities. That is education at its finest, which is why we should be using the school building more. We should use the building when it is holiday time. We should see the building used to its full potential.

It is a pleasure to serve under your chairmanship today, Dame Rosie. I would like to echo what my right hon. Friend the Member for South Holland and The Deepings (Sir John Hayes) said earlier about how strongly people feel about this issue. He provided the statistics to back that up. Some 35% of all policy inquiries to my office last week related to this issue of illegal migration and small boats. People often say to me, “You are in the middle of the country in Mansfield, so why do people care?” It is a simple matter of fairness. It is a massive Government commitment. One of the Prime Minister’s key pledges to the people of this country was to tackle the issue of small boats.

The people of Mansfield are generous, but they believe in the rules and they believe in law and order. They are happy to help those people who follow the rules, but when they are struggling and when they see people facing genuine safeguarding and personal safety issues, they feel the unfairness when they see others coming from the safe country of France and jumping the queue. When they are sat on housing waiting lists and unable to get a home, but someone who has no legal right to be here is able to get accommodation, they feel that unfairness. It is very easy for us in this Chamber, none of whom, I would imagine, rely heavily on our public services, to say that there is no negative impact to all of this. In reality, though, if a person is on that housing waiting list and unable to get a permanent home for themselves or their family, if they are struggling to access primary care, if they are told that they cannot get the help that they need, if they are sacked from their job at a hotel because it has become a migrant accommodation, or if they are seeing public funds intended to support people in this country being diverted to support people who have no legal right to be here, then, of course, they feel the unfairness. To suggest that that is not a problem is to deny the experience of many of my constituents, and of many people around the country, who feel that very strongly.

The hon. Member for Walthamstow (Stella Creasy) was talking about safeguarding. Does my hon. Friend, who is a local authority leader, agree that we all have a duty to safeguard the young people of our country, as opposed to those who do not have any documentation to prove the age that they claimed when they arrived on the shores of this United Kingdom illegally? Therefore, until age verification can be guaranteed, we have to make sure that those alleged children—and alleged until we can prove it—are not mixing with genuine, birth certificate-holding UK residents who we know are under the age of 18.

My hon. Friend is right: I do have that role, and it does present significant safeguarding risks and resource challenges. The hon. Member for Walthamstow said earlier that everyone should have a right to education, but I do not know where she thinks those school places just emerged from. We cannot plan for hundreds of school places when 40,000 people arrive in one year. I have British children in my county unable to access a school place near their home because of the sheer volume of genuine asylum seekers who have come through genuine routes who are accessing those places instead.

They were the ones I dreaded when I was in the classroom. It is absolutely brilliant that she has that insight into the profession. I understand the importance of maintaining that high-quality education and ensuring that that the skill and knowledge base is there, particularly with the important reforms that we have made to GCSEs and A-levels. That is why I am certainly intrigued to explore further what my hon. Friend the Member for North West Durham said about primary education as potentially a pilot route.

I thank the Minister for giving up a few seconds. On the primary environment—the hon. Member for Chesterfield (Mr Perkins) touched on this earlier—the challenges in disadvantaged communities mean that teachers are often seen as social workers, and some of the issues that come through the door are more akin to those experienced in an early years setting than in what we would traditionally associated with a teaching setting. Does the Minister agree that the opportunity to drag people from those care and early years settings and place them in those primary environments might be of huge benefit? That is slightly separate to the discussion about academic excellence and brilliance at post-16, which has been mentioned.

My hon. Friend makes fantastic points. I visited a school in Wolverhampton recently to hear how the multi-academy trust had hired its own social worker to work among its schools. I found that very inspiring. Absolutely, looking at how we can build that relationship between the early years sector and the primary school sector—that knowledge base, that understanding and that familiarity with the local people—is so important.

My hon. Friend the Member for Darlington (Peter Gibson) is a doughty champion. He has been lobbying and banging the door over Carmel College and its fantastic CEO, Mike Shorten. We know that an appeal is coming, so my hon. Friend will appreciate, as I have said before, that I cannot make any comment, but his and Mike’s comments have been heard and will be taken into consideration when the appeal is made.

I am grateful to the hon. Member for Chesterfield (Mr Perkins), who also represents Staveley, for his kind words. I am sad that my natural counterpart, the hon. Member for Portsmouth South (Stephen Morgan), is not here. I assume that he is still in detention with the Commissioner for Standards, having been a bit of a naughty boy recently when he sent a letter about me to The Guardian before she had made a comment. However, I really do appreciate the opportunity to hear the fine words of the hon. Member for Chesterfield and about his passion for level 2 and level 3 apprenticeships, which are absolutely important and should not in any way be seen as unimportant by this Department. Yes, we have put a lot of work into the degree level, but we want those take-ups at level 2 and level 3, and we are very pleased that that is continuing.

Finally, on teacher numbers, we have 466,000 full-time teachers on the books. That is a record number and 24,000 more than in 2010. While there are, of course, rising teacher vacancy rates, it is important to understand the context. The situation across all sectors is challenging, but I will ensure that we challenge that head-on with recruitment and retention strategies.

It is a pleasure to follow my hon. Friend the Member for Ruislip, Northwood and Pinner (David Simmonds), and I wholly endorse his words. The case for supporting the most vulnerable children is more important than ever. I have always argued that the compulsory education years are a key time for the state to intervene and equip young people with the skills they need to be independent adults, with the opportunities and personal responsibilities to make a success of their lives. For those leaving school this year and in coming years, that is likely to be more challenging than normal, and we must offer extra support so that those young people are not left behind. Many teachers and school leaders have been working hard to understand and implement huge amounts of guidance and changes, and to support children as best they can in difficult circumstances. I know the whole House is incredibly grateful for that work.

The funding boost across our schools will be welcomed and is much needed. The planned increases will now be supplemented by a £1 billion covid catch-up fund to help schools provide additional support for students who will have missed up to six months of education. I am pleased we have been able to get children in key transition years back into school, but hugely frustrated that all children were not able to go back, as that will have a major impact. The commitment to having all children back in school in September is vital. As my right hon. Friend the Member for East Hampshire (Damian Hinds), a former Secretary of State said, if we can, we must get back to a programme that is as full as possible to support our children in September, with all the rounded support and activities that come with that.

Across the age range, support must focus on the most disadvantaged children, because we know that the existing attainment gap will only be exacerbated by time off school. Children who were struggling pre-coronavirus because of chaotic home lives, for example, will have found things even tougher, and we cannot allow that to impact on their long-term life chances any further.

The promise of targeted and funded tuition can be of great benefit to those children, and I hope it will be taken up as widely as possible, along with the £650 million that has been made available for schools to use flexibly. Although that offers an additional challenge for schools, I think it is the right approach. Schools and school leaders know the children best, and they know what is likely to be the best support for their school communities. Combined with a relaxation of the rules on summer clubs, and the reopening of youth provision, that is a major step forward. The challenge is now a logistical one, as schools will have to bring in external providers, find venues, and in many cases try to facilitate that work by pooling resources between schools or across local authorities to get the best provision. That will be a huge challenge in the coming weeks.

My hon. Friend is another splendid advocate for this topic. Does he think that school buildings are some of the most under-utilised buildings in our local areas, and that the third sector can play a huge part in helping to support the work he suggests?

My hon. Friend is right, and I remember from my own time at primary school that external providers came in successfully to do things such as sport and PE. That seems to have disappeared to some extent, whether because of funding or other issues, but a great deal can be done with external providers. I would particularly push for youth work to be a bigger part of our school community and work more closely with our schools and teachers.

On the summer programme, much emphasis has been placed on academic catch-up, which is hugely important, but as chair of the all-party group for sport, it would not be right for me to ignore the importance of regular sport and activity for the mental and physical health of our young people. Some children will have been out and about during lockdown, taking advantage of that hour of daily exercise to try new things and be active, but many others will have been far less active than normal. I am pleased that the Government have committed to the PE premium funding, which was confirmed this weekend. Keeping kids healthy, and teaching the importance of regular exercise and activity, is just as important as the academic side of things, and it needs to be part of catch-up planning. As my hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis) said, this might even be an opportunity to make more of the school estate and, when school facilities are open over the summer, to open those sports facilities that are often locked behind school gates at evenings and weekends to the wider community. Perhaps we could consider that in more detail.

I would welcome a steer from the Minister about the welcome £1 billion funding for capital investments, how my local schools might bid or access that funding, and when the timescales and plans will be laid out, so that as a local MP I can support them to secure some of that funding, which I know they feel is much needed.

I have only a short amount of time left to speak, so I apologise for rushing Madam Deputy Speaker, but I wish to welcome the approach to further education that Ministers have articulated in recent weeks. We must consider the role of skills in further education—including in our colleges—as more of a priority, and finally accept that the endless drive for all children to go to universities is not always helpful. Further education, including adult learning and retraining will play a huge role in the coming years—I know that West Nottinghamshire College in Mansfield takes that very seriously and is being incredibly proactive and looking for positive intervention. I have laid out a number of ideas on this issue privately to Ministers, and in various recent publications. I think that will be beneficial—many of them are in line with what my hon. Friend the Member for Bury South (Christian Wakeford) said earlier—and I hope that as we lay out new programmes and funding, those ideas will be taken into account.
