Commons ChamberThe Government remain committed to supporting Ukrainians in the long term. The funding changes are designed to ensure the long-term sustainability of the scheme. Councils can retain flexibility for funding and re-matching and for looking at homelessness prevention, including by helping guests to find accommodation and overcome any barriers to private renting. Existing host arrangements can move to lodging or rental agreements, and we will continue to monitor any issues around homelessness and will work with councils to respond as pressures emerge.

Standards in local government are important. The Localism Act 2011 requires every local authority in England to adopt a code of conduct that conforms to the Nolan principles. The Government are committed to a whole system reform of the local government standards framework to make it stronger and more efficient, including with stronger sanctions, and we will legislate when parliamentary time allows.

Despite concerns, Reform rushed through the appointment of Norfolk county council’s new CEO, Dennis Bacon. Thanks to Councillor Ben Weston, we now know that Mr Bacon hosted senior Reform councillors at his luxury B&B the day before job applications opened. Norfolk Reform has failed on three Nolan principles: selflessness, integrity and objectivity. Does my hon. Friend agree that a slap-up meal should not get someone a £215,000 job?
My hon. Friend raises concerning point. I thank my hon. Friend and Councillor Ben Weston too for highlighting the issue. I obviously cannot get into the specifics of the case—local authorities are independent employers, so individual employment decisions are a matter for them—but I am concerned that there is a pattern of conduct and behaviour in Reform councils that we would not usually find acceptable, and we should not allow it to be normalised.
